CAPE CANAVERAL VISION STATEMENT
WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential
feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that
embraces the beach and riverside as the main amenities, and supports local culture and education.
WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle
facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi-
use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique
community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with
wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner.
WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and
visitors.
WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.

Update for Week Ending September 25, 2015
The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents
prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:
Met with Department Directors regarding various projects/issues/initiatives.
Attended Regular City Council Meeting.
Facilitated Team Staff Meeting.
Met with City Council Candidate regarding various projects/issues/initiatives.
City Clerk’s Office assisted in completion of Weekly Report including Action Tracking.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-
in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office.
Highlights:
552 pages of documents scanned/verified.
Continued preparation of records offsite scanning.
Council Meetings – attended Regular City Council Meeting of 9/22/2015; continued preparing
Agenda/Packet for Regular Meeting of 10/20/2015; provided assistance to the CMO in completion
of the Weekly Report including Action Tracking; and provided assistance to select Directors.
Florida City Government Week 2015 - Planned/scheduled activities with Cape View Elementary
School Students/Teachers for the week of October 19-23, 2015, please see the attached.
Election: answered various Candidates’ questions. Received designation of a Deputy Campaign
Treasurer from Mr. McMillin.

Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:
Met with the Public Works Services Deputy Director to discuss State Revolving Fund/Grant
Funding payment process for ongoing Capital Projects.
Met with the Leisure Services Director regarding Banana River Park funding and closeout of
Purchase Orders for Fiscal Year 14-15.
Attended the Monthly City Council Meeting.

Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:
Filled all City vacancies with qualified candidates who possess additional skills/ experience needed in the PWS Department.
Negotiations continue with Group Health, UHC for renewal of 2015/16 employee health benefits.
In accordance with 2015 Affordable Care Act “large employer” reporting mandates, HR has been
monitoring City employee FTE very closely. Defined as employers with 50 or more employees,
“large employers” are required to submit 1094 and 1095 forms for each employee to the IRS for
compliance review and audit. As shown below, 2015 demonstrates that while very close to meeting the definition of an IRS large employer, the City will not be required to perform this reporting in
the foreseeable future.

The City will be “kicking off” its annual United Way community fundraising drive October 7th with
a goal of surpassing last year’s $3,981 total contribution. Pledge sheets will be distributed the week
of October 7th. While locally the economic recovery is well underway, some in our community still
need a helping hand.

Community Development Update for Week Ending September 25, 2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.
The Building Division conducted 47 inspections, processed 15 building permits and 71 BTR,
fire and alarm permit applications. 21 new building permits were issued.
Responded to 13 emails, faxes and calls requesting permit information from realtors and home
inspectors.
Processed 3 new contractors’ information packets (Contractor Lic., Liability Insurance and
W/C Insurance) allowing them to pull permits in Cape Canaveral. Also provided assistance in
completing building permit applications, as needed.
Code Enforcement performed day to day duties/responsibilities and assisted with various
requests from the Public and provided office coverage throughout the week. Highlights:
o Issued one (1) notice of violation.
o Issued three (3) compliance letters.
o Received five (5) new requests for Code Enforcement.
o Conducted five (5) site inspections.
o Removed five (5) illegal signs from the right-of-way and/or telephone poles.
o Conducted one (1) tree inspection.
o Posted two (2) Code Enforcement courtesy door tags.
o Responded to five (5) lien information requests.
o Conducted one (1) night time inspection for possible turtle lighting violations.
o Contacted one (1) construction company regarding the requirement to use a WastePro
dumpster.
o Continued input of building permits/inspections into the Springbrook building module
in preparation of the system coming online.
o Worked on preparation of outreach correspondence for mass mailing; continued work
on documentation for Federal Emergency Management Agency (FEMA)
recertification, which is due October 1, 2015.
Conducted staff meeting to discuss various issues to include election signage, code
enforcement activities, the FEMA recertification process, the mock Code Enforcement Board
meeting with the 6th graders from Cape View Elementary, and continued computer training
related to the new Springbrook software program.
Met with potential Community Appearance Board member to discuss her interests/ background
and how it relates to the CAB mission.
Conducted Development Review Committee meeting to discuss proposed Twistee Treat store
at 8200 Astronaut Boulevard. Site includes future retail out parcel.
Met with City intern to discuss department responsibilities and goals. Also discussed the
creation of a sustainability plan that City staff could reference during policy formulation and
development review.
Met with City Council candidate to discuss CD Department and issues/priorities that are
queued up for 2015/16.
Met with Economic Development Director to discuss a strategy to activate/implement the
Branding initiative work completed by Prismatic.

Economic Development Update for Week Ending September 25, 2015
Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as
necessary.
• Attended Development Review Committee Meeting; met with representatives from proposed
Twistee Treats Franchise interested in constructing a store at 8200 Astronaut Blvd. The $500,000 project will create 20-30 youth-oriented, part-time jobs and is anticipated to appeal
to the walk-able/bike-able population as well as the motoring public.
• City Hall Status:
o Architectural Firm GLE has submitted revised plans based on City’s 100% review.
The revisions were verified for completeness by appropriate departments and the remaining comments were forwarded to GLE this week.
o Provided coordination support with Brighthouse Networks, AT&T and FPL regarding
the removal of the utility lines crossing the site and the removal of the pole which will be completed before construction begins.
• Branding Status:
o City Council approved the entire Branding Effort at the September 22nd City Council
Meeting, Prismatic presented a full Branding Implementation Plan and “sizzle reel”
video. The video includes a compilation of many of the 165 photos, submitted by 24 unique individuals solicited from mycapecan.com registrants, City email blasts and
Blackboard Connect. The video will be used in marketing/outreach efforts and online
via the City’s website and social media platforms. Both items are on the City’s homepage at www.cityofcapecanaveral.org.
o The Branding Implementation Plan is our guide as we now begin to launch the
Platform. This Branding Activation Phase is our next priority. In addition to coloring the coming new City website with the new Brand’s look and feel, Staff will engage
with multiple Social Media Platforms as recommended and evaluate other possible outreach strategies contained within a follow-up proposal recently provided by Prismatic.
o The core message, “The Space Between Sun and Sea" is the go-to tagline. It has been devised for use as-is or through a campaign platform that allows for the insertion of
different words in place of “sun” and “sea” to give the branding campaign flexibility
and longevity and to ensure it communicates with business, lifestyle and tourism targets. Unlike a traditional, static tagline; i.e., “What Happens Here, Stays Here” or “Cleveland Rocks!” which require strict usage with no wiggle room, ours is more of a
framework with a “go-to” tagline which combines one consistent element and two variables: the consistent part is “The Space Between _____ and _____”. The variable
parts are filled-in as appropriate. The “Go-To” phrase is “The Space Between Sun and
Sea”. It does not have to be used every time, but stands at-the-ready to resonate as punctuation. For the whole story and a detailed analysis of all phases of Prismatic’s

NYK to Offer Monthly Car Carrier Service from Port Canaveral
PORT CANAVERAL, FL— September 18, 2015 – Starting Oct 10,2015, NYK will
begin transport service from Port Canaveral to Central and South America, expanding market
reach into this vital region for Central Florida auto and heavy equipment businesses. The first vessel will be the MV Neptune Leader V 65.
“With the relatively short trucking distance between Port Canaveral and the numerous auto and heavy equipment auctions located in Central Florida, the NYK service will provide area
businesses with cost-effective options and positions us competitively with other Florida seaports,” said Alberto Cabrera, Port Canaveral’s Senior Director of Cargo Business
Development.
“With more than 20 years of working with Port Canaveral on the Central American service, we
are excited to work with NYK Line to make Port Canaveral Orlando’s gateway to Central
America,” said Brian J. Brennan, President of Cartainer Ocean Line, Inc.
"NYK looks forward to adding Port Canaveral to its service scope to meet our customers
growing demands" said Gary J. Hurley, VP Sales-NYK Line RORO Division.
Ambassador Services Inc. will be the vessel agent and terminal operator and Ceres will provide the stevedoring for NYK, which will call at Port Canaveral once a month.

BOARD RESPONDS TO PROPOSAL FOR AIR FORCE ENHANCED USE LEASE
PORT CANAVERAL, FL—September 24, 2015 – A public-private partnership proposal
to explore an Enhanced Use Lease (EUL) on Air Force property was presented at the
September 23 Canaveral Port Authority Commission meeting. The proposal presents
an option for Port Canaveral to expand its cargo operations and it includes a rail
component. The Board directed staff to discuss the proposal from R&L/Mars Group and
schedule it for discussion at the October Commission meeting. Staff is scheduling
meetings and doing research to move this process forward.
Currently, the federal Surface Transportation Board (STB), the lead agency for
conducting a federally mandated Environmental Impact Statement (EIS), is considering
whether to include a potential rail extension route that runs through Cape Canaveral Air
Force Station (CCAFS) along with the other routes under consideration.
After the STB has issued its final scope of study, determining which routes will move
forward with an extensive environmental review, it then will prepare a draft EIS. At that
time, there will be opportunities for public comment on the draft EIS and various routes. In
the meantime, the public is encouraged to continue to submit written comments to the
STB.

Monday night kickball started the first game of the season with GLBK, Canaveral Kick Squad and Goodfellas all receiving their first win. Monday night advanced tennis started the first week of the season
with every match being very competitive. Wednesday night kickball started the first night of makeup matches with teams anxious to find out their rankings before playoffs begin in a few weeks. Wednesday night advanced racquetball continued its ongoing schedule. Wednesday night intermediate tennis has two
undefeated players with many matches left in the season. Thursday night softball has a three way tie between C & S, S n C’s and Beachside Bombers. Thursday night intermediate tennis completed the half
way point of the season.
Banana River Park Phase I – Despite the many rain delays, the project continues on schedule. Concrete
footers were poured and stem walls have been erected. Forms for concrete are being installed and floor
slab will be poured early next week.
Cultural Resources - Brevard County Historical Commission Publications Leisure Services Staff member, Molly Thomas, has written several historical articles to be featured in the
2015-2016 periodicals published by the Brevard County Historical Commission. Released this week, “The
Journal of the Brevard County Historical Commission: Vol XIV, No 2”, includes her article on the
Titusville Veterans Memorial Fishing Pier. The upcoming “Historic Brevard Landmark Guide”, to be released in early 2016, will contain three articles highlighting some of Cape Canaveral’s historic and
prehistoric landmarks. Copies of these publications will be available for the public free of charge and can
be obtained locally at the Cape Canaveral Public Library, the Nancy Hanson Recreation Complex, and City Hall while supplies last.
WALKER BRIDGE ~ VETERAN’S MEMORIAL FISHING PIER Named for John R. Walker, the former postmaster that championed its construction, but died before
its completion, Walker Bridge was the first bridge in Titusville to cross the Indian River. Opened in 1922,
the original, hand cranked, wooden draw bridge allowed citizens to travel between North Merritt Island and the mainland without a boat, for the first time (Contracts Let 1921). The narrow wooden bridge served the
citizens of Titusville and Merritt Island well for more than a decade, but something more substantial was
needed for this rapidly growing community.
Preparations for a more modern causeway began in the late 1930s, but construction came to a standstill in the 1940s, as the United States entered World War II. As this was a valuable thoroughfare and utilized by the military, a temporary connection was installed linking the new concrete causeway to the old
wooden bridge (Zewen 1977). Shortly thereafter, an accident occurred that claimed the lives of 6 U.S. Soldiers returning from an Army training exercise across the river. The transport truck, heavy with soldiers
and equipment, failed to make the turn where the causeway intersected with the wooden bridge. Crashing
through the railing and plunging into water more than 10 feet deep, the men struggled to overcome the weight of their equipment (Six Army Men Drown 1942). Aiding in the rescue were several convicts on an
inmate labor crew working nearby. After obtaining permission from their supervisor, they selflessly dove
into the river, saving several soldiers, and recovering the bodies of the deceased. As these inmates were African American, their efforts received few public mentions, with the exception of one editorial in the
local newspaper that commended their actions and requested a reduction of their sentences (Editorials 1942)
This tragedy ignited a sense of urgency to complete the new causeway and inspiring a partnership between the State and the Federal Government in the project (Thompson 2010).
Following the war, construction resumed, and the modern steel and concrete causeway was opened to traffic in 1949 (Thompson 2010). Titusville's citizens successfully petitioned the State Corps of
Engineers to grant them ownership of the remaining portion of Walker Bridge for the purpose of turning it into a community fishing pier (Zewen 1977). For decades to follow, it served as a cherished social gathering place for residents of all ages, surviving several hurricanes and the ravages of its salty surroundings. Valued
by locals and tourists alike, the continued repairs, renovations, and the eventual reconstruction of the pier was made possible through the generosity of numerous local donors and volunteers. In 1977, it was formally
dedicated to members of the armed forces and aptly renamed: "Titusville Veteran's Memorial Fishing Pier"
(Zewen 1977). Undergoing a full reconstruction in 2011, it no longer resembles the rickety wooden structure it once was, but it continues to serve the community as a wonderful place to come together, cast
a line, and enjoy the scenic beauty of the Indian River Lagoon.

Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the
public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
• Lift Station Nos. 6 and 7 Improvements Project. Water line now in service in vicinity of new
hotel; installation of remaining lift station components continues. TV monitoring of new sewer line
completed. Sewer bypass operations now being performed.

• Sludge Belt Press Addition and New Reclaimed Water Tank. Installation of underground piping for new reclaimed water tank continues. This project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan.

NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with construction of the new
reclaimed water tank at the WWTP. Contractor will be working four, 10-hour days per week
(weather permitting) until project completion in early 2016.
Stormwater
• Replacement Stormwater Inlets. Four type “C” inlets were installed at the intersections of
Madison/Magnolia Avenues and Madison/Rosalind Avenues as part of the City’s long-term plan to replace 20 stormwater inlets per year.
Infrastructure Maintenance (IM)
• SR 528 Banana River Bridge Repairs. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 bridge over the Banana River. Work will
last approximately 142 days and will take place during weekdays. Lane closures will occur during
certain work tasks.
• Road/Parking Lot Striping Project. Bike lanes along East/West Central Boulevard were widened and better delineated by the City’s contractor during the week of September 21. Work included
removal of old thermoplastic lines and installation of new thermoplastic lane boundaries (seven
feet of asphalt), and the installation of new signage and bike lane symbols. Restriping of parking stalls at Canaveral City Park and delineation of parking lots along the pedway on Ridgewood
Avenue with thermoplastic lines was also part of the Work. This Project is part of the City’s plan
to improve pedestrian and bicycle safety.

• Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31,
2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program:
o West Central Boulevard between North Atlantic Avenue and SR A1A;
o Rosalind Avenue between Washington Avenue and Chandler Street;
o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue;
o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue;
o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and
o North Atlantic Avenue between George King Boulevard and East Central Boulevard.
Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect.
Pedestrians and vehicular traffic should avoid these areas during the construction activities.

This past week, members of our Brevard County Sheriff's Office Motor Unit competed in the
First Annual "Motorcycle Skills Challenge" hosted by the
Volusia County Sheriff's Office. Over 100 competitors attended
to compete and learn alongside the best of the best Motor Units from across the country. Cape Canaveral Motor Unit Deputy
Gary Haas participated in the event and was awarded 1st Place
in the Novice Division of the Skills Challenge. Congratulations
