This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi- use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending August 14, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Executive Assistant assisted City Clerk’s Office in finalization of 8/18/2015 City Council Agenda Packet.  Executive Assistant provided lunch hour counter coverage in City Clerk’s Office, as needed.  Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights:  150 pages of documents scanned/verified.  Council Meetings – prepared/distributed Regular City Council Meeting Agenda/Packet for 8/18/2015; continued preparing Agenda/Packet for 9/22/2015.  Community Redevelopment Agency Meeting – Cancellation Notice for CRA Meeting of 8/18/2015 was posted; continued preparing Agenda/Packet for Special CRA Meeting scheduled for 9/8/2015.  Elections – Qualifying Period for this year’s Election for Mayor is scheduled from 12 Noon August 7, 2015 through 12 Noon August 21, 2015; Qualifying Period for the Special Election to fill vacancies for two Council seats is scheduled from 9:30am August 10, 2015 through 5:00pm August 27, 2015 (see attached Notice of Election); two individuals completed qualification paperwork for Mayor and two individuals signed for Qualification Packets for Council vacancies.  Bid #2015-03 – Lift Station No. 2 Gravity Sewer Improvements Project Phase I: responded to inquiries/requests; Mandatory Pre-Bid Meeting was 7/13/15; sealed Bid deadline was rescheduled for 2pm, 9/15/15.  Provided support to Community Development related to Business Tax Receipt Renewals.  Met with Economic Development Director regarding the New City Hall.  Attended DRC Meeting. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public. Highlights:  Met with City Manager regarding various Capital Improvement Projects/Budget.  Met with Leisure Services Director regarding Banana River Park Project.  Met with Community Development Director to discuss CRA agenda items. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Completed Intake processing of three new employees assigned to Public Works Services and Leisure Services.  Met with Public Works Services Director to assess new employee job training, workflow efficiencies, workforce sustainability and skills training.  Confirmed receipt of $32,145.69 from AT&T in consideration of City repair costs from damages to gravity sewer line located at intersection of Pierce and Orange Avenues. Said monies represent reimbursement to the City for damages not eligible for coverage under the City’s Risk Management Insurance policy through FMIT.  Performed recruitment/application screening for PT Clerical Assistant and Infrastructure Maintenance Worker vacancies.  Coordinated open Workers’ Compensation claim referral for services. Joey Covell, Recreation Leader – Relocating to Brevard County from Tennessee, Joey brings a wealth of experience in organizing and coaching athletic teams to include baseball, basketball and golf. With a passion for sports and a gift for encouraging others in sports activities, Joey is a welcome addition to the Leisure Services Team. Josh Montano, Utilities Mechanic – Relocating his family to Brevard from California, Josh brings to the City a wide range of mechanical, heavy equipment, construction, maintenance and project management experience. A self-starter eager to learn and grow with the City, Josh is in a position to make meaningful contributions within Public Works Services. Trevor Wells, Reclamation Inspector/Laboratory Technician - A native of Brevard County, Trevor was awarded his Bachelor of Science degree in Environmental Science with post-graduate experience working as an Environmental Specialist with Florida Department of Health performing water inspections, well permitting and providing customer service assistance in the area of water/pool safety. Trevor possesses the education and motivation needed to learn, grow and contribute in a variety of areas and for many years to come. CITY OF CAPE CANAVERAL, FLORIDA NOTICE OF ELECTION QUALIFYING INFORMATION On Tuesday, November 3, 2015, the City of Cape Canaveral, Florida will hold a General Municipal Election which will include the filling of two City Council Vacancies. The two vacancies will be filled by vote of the City electors on a single ballot. Term of Office – The term of office will be determined by which candidate receives the greatest number of votes on the single ballot. The candidate receiving the greatest number of votes shall serve an unexpired two (2) year term through November 2017 and the candidate receiving the second greatest number of votes shall serve an unexpired one (1) year term through November 2016. Qualifications – All candidates shall be qualified electors who are residents of the City of Cape Canaveral for at least one year prior to the date of qualifying to run for City office and registered to vote. Qualifying Period – Monday, August 10, 2015 at 9:30 a.m. through Thursday, August 27, 2015 at 5:00 p.m. As per Florida Statutes, Section 99.012, no person may qualify as a candidate for more than one public office, no officer may qualify as a candidate for another municipal public office if the terms or any part thereof run concurrently with each other without resigning from the office presently held. The resignation is irrevocable and written resignation must be submitted at least 10 days prior to the first day of qualifying for the office sought. State law requires candidates for municipal office to comply with state regulations and accounting instructions for candidates and committees as set forth in Florida Statutes. Candidates shall file all required qualifying papers with the City Clerk’s Office. Candidates are solely responsible for fully completing and timely filing qualifying papers. Qualifying papers in complete form must be physically delivered and in the possession of the City Clerk’s Office by the end of the qualifying period to be considered timely filed. No late filings will be accepted. City Hall 105 Polk Avenue (321)868-1220 x220/221 Community Development Update for Week Ending August 14, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 45 inspections, issued 19 permits and processed 39 BTR, fire and alarm permit applications.  Responded to 22 emails, faxes and calls requesting permit information from realtors and home inspectors.  Identified three (3) permits which were not picked up and work was completed resulting in double fees.  Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights: o Issued four (4) notices of violation. o Issued one (1) compliance letter. o Issued three (3) orders to appear before the Code Enforcement Board. o Prepared agenda for the August Code Enforcement Board meeting. o Inspected one (1) tree with the City Arborist. o Received ten (10) new requests for Code Enforcement. o Conducted ten (10) site inspections. o Posted one (1) stop work order for work without the required permit(s). o Issued five (5) Code Enforcement door tags requesting compliance in the field. o Responded to three (3) lien research requests. o Assisted five (5) citizens with business tax receipts. o Removed two (2) illegal signs from the right of way and/or telephone poles. o Received one (1) tree removal application for processing. o Received two (2) lien release documents from the Brevard County Clerk of Courts and provided copies to the respondents.  Scanned/verified 655 pages; prepared two boxes for outsource scanning and one box for destruction.  Met with several property owners regarding redevelopment opportunities throughout the presidential streets.  Met with Board of Adjustment Chairman to discuss board processes/duties.  Participated in phone conference with Kimley-Horn and Assistant City Attorney regarding proposed revisions to City Code related to Special Exceptions.  Conducted the August 12th Development Review Committee meeting to include: o Oceanside Distillery – proposal to construct and operate a micro distillery on a .83 acre parcel on W. Central Boulevard. The facility would specialize in producing small batch handcrafted whiskey, rum, vodka and other spirits. Tours will be available of the distillery, tasting room and retail area. Economic Development Update for Week Ending August 14, 2015 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  Attended Florida League of Cities workshop – “Tools That Work For Economic Development”. Several case studies were presented by a former City of Miami Economic Development staff member–turned-consultant. Key lessons focused on market, cash flow, property/labor availability and local regulations. The City’s role is to understand community dynamics/direction; be friendly, knowledgeable and skilled at creating/sustaining good relationships among the community, prospective developers and commercial real estate professionals.  Attended Development Review Committee meeting. The Committee reviewed a proposed craft distillery project potentially located in the Economic Opportunity Overlay District. The project would create 5 new jobs initially and represent $1.2M Capital investment in the CRA. Production is limited by State law to 75,000 gallons per year and the only distribution method allowed is on-premises sales.  FL City Gas Improvement project status: o FCG has postponed the project for at least one month while they work on contractual items with their contractor. o City has notified FCG that the N. Atlantic Avenue Streetscape is expected to start within the next 60 days.  Homewood Suites by Hilton continues at a brisk pace of construction. The photo below shows the overall progress as of this week. Note the earthwork at the rear of this property and the neighboring property. This is where new sewer and water lines are being installed to connect this property to the utilities existing at Imperial Blvd.  City Hall Status: o 100% review comments have been submitted to Architect and revisions are currently being made. Staff assists with clarifications, as necessary. o A furniture design/proposal is under review. All pricing is in compliance with State contract. o City Staff authorized regulatory permits for:  FDOT Driveway  FDOT Drainage  FDEP NPDES  The Labor Department reported that total hiring rose 2.3 percent to 5.18 million in June, the most in six months and second-highest total since the recession ended in June 2009. Lenders closed on 101,938 foreclosures in Florida during the 12-month period ended in June, accounting for nearly one-fifth of all the foreclosures nationwide. The partnership provides small and medium-sized manufacturers and technology based companies, access to NASA’s resources both at the Kennedy Space Center and across the nation. On Wednesday, at the Economic Development Commission of Florida’s Space Coast Board Meeting, the following nine companies were announced to participate in the first annual Technology Docking Roadshow. The companies selected to participate are:  Direct Beam Incorporated, Melbourne, FL – Developer / manufacturer of custom, high performance antenna solutions for military and high-end commercial applications.  FreeWavz, Lakeland, FL – Developer of consumer / medical wearable technology for diagnostic use.  GeNO, LLC, Cocoa, FL – Biopharmaceutical company focused on design, development and commerciality of next-generation products.  Island Boats, LLC, Vero Beach, FL – Manufacturer developing a new category of boat for recreational use.  Matrix Companies, Inc, Rockledge, FL – Industry leader in the field of advanced composites for aerospace and aircraft.  MultiGP, Palm Bay, FL – Developer of high performance first-person viewing technology for the unmanned aerial vehicle industry.  New Solutions / Piezo Power Tech, Indialantic, FL – Technology company focused on piezoelectric structures and other technologies.  OTF Design, LLC, Oak Hill, FL – Technology development company bringing an underwater vision system to market.  Structural Composites, Melbourne, FL – Developers of composite systems with new physical properties for non-traditional applications. The Technology Docking Roadshow builds upon a format NASA utilizes to deploy technology, resources and expertise to companies in the Midwest. The Space Coast version is tailored to meet the needs of our regional industry. Each of the companies chosen will be paired with a NASA subject matter expert(s) to assist in solving a company defined technology challenge. “As an EDC who supports local businesses, adding the Roadshow component to Technology Docking was a primary goal of the program. Wednesday night kickball has the Beachside Bombers in first place by 2 points. B-n-D and 3 Kick Mafia are tied for second with PR, CKS and the DB’s tied for fourth place. WS is making a good effort to try and make a comeback. It was a slow Wednesday night in advanced racquetball and intermediate tennis leagues due to the unreliable weather. Thursday night intermediate tennis will start next week. Thursday night softball has been battling inclement weather, but happy to be out on the field again as they completed the second game of the season. Staff is currently registering teams for a new Monday night kickball league. Cultural Resources Chandler Cabin - Staff submitted an updated Historical Structure Form for the Florida Master Site File, at the Florida Division of Historical Resources, for the building formerly known as the “Alma Beecher Cabin”. The original file for the property, submitted by an independent survey company in the late 1990s, was out of date and contained numerous inaccuracies relating to the building’s construction and the property’s history. The updated file now recognizes the cabin as “Chandler Cabin”, named for its original owner, William W. Chandler, an early resident in the Artesia-Cape Canaveral area. Built in the early 1930s, the structure is important to both state and local history, as it is one of only two remaining whole palm log cabins remaining in the state. Ensuring the accuracy of the Florida Master Site Files for this and other historical resources is essential to their long term protection. Public Works Services Update for Week Ending August 14, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. City’s contractor completed installation of water/sewer lines and manholes to the new hotel property. Contractor initiated work on replacement lift station – dewatered and set wet well in-place. Dewatering activities in vicinity of new lift station - looking northeast.  Sludge Belt Press Addition and New Reclaimed Water Tank. Rigid inclusion activities continue; approximately 140 of 185 rigid inclusion (RI) borings completed. Work continues on re- grading the southern stormwater pond. Contractor Invoice #1 processed and paid; paperwork forwarded to FDEP for payment to City. This project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. Southern stormwater pond – looking north. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with the construction of the new reclaimed water tank at the WWTP. Contractor will be working four, 10-hour days per week (weather permitting) until project completion in early 2016.  Holman Road Sanitary Sewer Upgrades – Phase I. Pre-bid meeting held on July 13; bids are due on September 15. The bid date was extended one month to further revise the project scope of work. This is one of the projects performed with funds from the City’s SRF loan. Stormwater  Stormwater Inlet Replacements. Five stormwater inlets have been selected for replacement with Type “C” inlets. The inlet locations are along West/East Central Boulevard. These replacements are part of the annual maintenance program to replace the majority of stormwater inlets in the City. Infrastructure Maintenance (IM)  SR 528 Banana River Bridge Repairs. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 bridge over the Banana River. The work will last approximately 142 days and will take place during weekdays. Lane closures will occur during certain work tasks.  Mowing and Landscape Maintenance Contract. Two sealed bids were received on July 30; Staff is currently evaluating the bids. Award of contact will be an agenda item at the August City Council Meeting.  Decorative Street Signage. Staff is continuing to install new decorative street signs and poles along Ridgewood Avenue. The initial signs were installed at the intersection with East Central Boulevard; installations will continue south along Ridgewood Avenue. Ridgewood Avenue/Polk Avenue intersection – looking south.  North Atlantic Avenue Streetscape Project. Three sealed bids were received on August 4; Staff, the consultant and FDOT are currently reviewing bids. The low bid was from Gibbs & Register of Winter Garden in the amount of $2.756 million. Contractor selection/approval will be an agenda item for the September City Council Meeting. Potential funding of artwork for the Project has been placed on hold to further review proposed costs.  Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect. Pedestrians and vehicular traffic should avoid these areas during the construction activities. Meetings Attended/Scheduled  City Manager  City Engineer  Contractors  Development Review Committee Brevard County Sheriff’s Office Cape Canaveral Precinct Update for Week Ending August 14, 2015 Page 1 of 1 The new school year has begun and the Cape Canaveral Precinct, working in conjunction with the Brevard County Sheriff’s Office Motor Unit, is conducting school bus enforcement along the A1A corridor as well as monitoring traffic around the school to ensure that everyone is driving safely. Deputy Jeremy Lewis is the new School Resource Officer at Cape View Elementary. He is very excited to be there and is looking forward to a great school year.
