This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi- use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending August 7, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Attended Special City Council Meeting.  Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights:  Council Meetings – continued preparing Agendas/Packets for Regular City Council Meetings of 8/18/2015 and 9/22/2015.  Community Redevelopment Agency Meeting – continued preparing for CRA Meeting of 8/18/2015.  Election – The Qualifying Period for this year’s General Election is scheduled from 12 Noon August 7, 2015 through 12 Noon August 21, 2015; two Campaign Financing Reports were received. Opinion from City Attorney regarding filling of vacancies was received and is attached. Special Meeting to discuss City Attorney’s Opinion is scheduled for Friday, August 7th at 4:00 p.m. and Agenda is attached.  Bid #2015-03 – Lift Station No. 2 Gravity Sewer Improvements Project Phase I: advertisement published 7/8/15; responded to inquiries/requests; Mandatory Pre-Bid Meeting was 7/13/15; sealed Bid deadline was rescheduled for 2 p.m., 9/15/15.  Bid #2015-06 (Re-bid) – North Atlantic Avenue Streetscape Improvements: responded to inquiries/ requests; Mandatory Pre-Bid Meeting was 7/10/15; sealed Bid deadline was 2 p.m., 8/4/15.  Bid #2015-10 – Roadway/Parking Lot Striping Project; sealed Bid deadline was 2 p.m., 8/4/15.  Provided support to Community Development related to Business Tax Receipt Renewals. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Offer of employment extended/accepted for part-time Clerical Assistant vacancy assigned to Community Development. Intake process completed with new employee commencing employment.  Offer of employment extended/accepted for Utilities Mechanic vacancy assigned to Public Works Services.  Coordinated medical referral for services following Workers’ Compensation injury claim.  Completed comparison analysis of Florida Municipal Trust Insurance’s quote for Fiscal Year 2015/16 Risk Management coverage. Upon graduation from the University of Iowa, earning a Bachelor of Arts degree in Communications, Liz was employed in her family’s business located in Kansas City for nearly ten years followed by time spent raising a family and working as a property manager in Cocoa Beach. Last year she accompanied her husband to Stuttgart, Germany on a consulting project. Back in the States, Liz completes the Community Development team which is now fully staffed. Karen Rockey, Janice Durkin and Leticia Guzman are set to resume their School Crossing Guard duties August 12, 2015. Deputy Jeremy Lewis has been appointed Cape View Elementary School Resource Deputy with duties to include site supervision as the City’s Crossing Guards ensure City children safely arrive and depart from school. Highlights: o Issued two (2) notices of violation. o Received eight (8) new requests for Code Enforcement. o Removed two (2) illegal signs from the right-of-way. o Conducted eight (8) site inspections. o Posted one (1) stop work order for work without the required permit(s). o Resolved one (1) Code Enforcement issue in the field. o Responded to twelve (12) lien requests. o Issued one (1) compliance letter. o Conducted four (4) tree inspections; two (2) with the City Arborist. o Received one (1) tree removal application and supporting documents. o Submitted two (2) satisfaction and release of Code Enforcement lien documents to Brevard County Clerk of Courts. o Submitted two (2) memos/supporting documents to City Manager for removal of 2 hazardous trees; one at City Hall and one at 100 Polk Avenue.  Scanned/verified 906 pages; prepared two boxes for outsource scanning.  Met with City Manager, Building Official and Economic Development Director regarding proposed Code Enforcement ordinance revision regarding the process to release liens/reduce fines.  Prepared August 18, 2015 CRA Board Agenda Packet.  Prepared August 18, 2015 City Council agenda items related to the EOOD expansion and CRA/City loan.  Met with parties regarding construction of a distillery/tasting room/retail area within the EOOD Overlay.  Participated in phone conference with Kimley-Horn and Assistant City Attorney regarding proposed revisions to City Code related to Special Exceptions.  Responded to Preliminary Population estimate from University of Florida Bureau of Economic and Business Research (BEBR) of 10,084 permanent residents as of April 1, 2015. This estimate is one factor that is used by the State for purposes of the annual distribution of State revenue-sharing funds. "As a regular port of call for NCL ships, we are thrilled to have the opportunity to homeport the Norwegian Epic and welcome NCL guests into our community," said Port Canaveral CEO John E. Walsh. "Our focus is to continue to provide the best customer service and facilities for our business partners and their passengers. Our efforts are being rewarded with the largest ships afloat and more itineraries from Port Canaveral." In November 2015, Norwegian Spirit will homeport at Canaveral through April 2016. "This large increase to Epic in November 2016 demonstrates NCL's huge commitment to Central Florida and Port Canaveral," Walsh said. The Eastern Caribbean itinerary includes visits to Tortola, British Virgin Islands; St. Thomas, U.S. Virgin Islands; and Great Stirrup Cay, Bahamas. The Western itinerary includes Cozumel, Mexico; George Town, Grand Cayman; Ocho Rios, Jamaica; and Great Stirrup Cay, Bahamas. Director Meetings  City Manager  Brevard Public Schools Take Stock in Children Mentor Training/Fingerprinting  Administrative/Financial Services Director  Public Works Services Director and Deputy Director  Cape View Elementary Appreciation Event Athletic Leagues Congratulations to the Canaveral Kick Squad on its Championship win over the Beachside Bombers (last season’s champions) in the Monday Night kickball league. Wednesday night intermediate tennis started playoffs with the top four players competing to go to the championship next week. Monday night advanced tennis continued with make-up matches. Wednesday night kickball league has the B-n-D’s tied with the Beachside Bombers for first place. PR, CKS, and 3 Kick Mafia are tied for second; while WS and The Dirty Bunts are tied for third. Thursday night intermediate tennis continued the playoffs with the championship match being held next week. Thursday night softball has had a rough battle with the weather, but was able to pick up play for the second week this season. Staff is currently registering teams and players for a new season of Monday night kickball. Summer Camp Summer camp finished the last week at full capacity. Monday morning campers painted bird houses and back packs to take home. Each one was very unique and the kids loved them! In the afternoon they headed to the bowling alley for the last round of bowling for the summer. Some campers reached triple digits with their scores and were jumping with excitement. Tuesday’s weekly movie theater trip had the kids super thrilled to see Lego Movie. This animated, adventurous movie was filled with comedy and tunes enjoyed by all. On Wednesday campers attended the end of the summer reading party. Each camper was able to enjoy cookies, juice and take home two books of their choice to keep. Thursday morning kids participated in a scavenger hunt throughout the Youth Center, Canaveral City Park and Sandpiper Park. Camp counselors prepared a list of defining items and clues for teams to figure out and try to complete quickly so they could move onto the next hint. Thursday afternoon was the last pool party at the Cocoa Beach Aquatic Center. Campers thoroughly enjoyed playing on the diving board, water slide, splash zone and kids area for the last time this summer. Camp came to a close on Friday with a small party and some free time before heading to the library for a superhero craft and game. The ultimate special award, “Camper of the Week” was awarded Friday afternoon to the camper who demonstrated exceptional skills in the area of behavior and leadership throughout the week. This is the most prestigious award given to only one camper each week and is definitely an award that all the campers worked for to make their personal goal. Back To School Jamboree – The back to school Jamboree was a huge success this year thanks to financial support from the Cape Canaveral VFW Post #10131and the Ladies Auxiliary of the same, along with Canaveral Fire Rescue and the City. 312 backpacks were filled with every grade specific school supply requested by Cape View Elementary. Members of the Post, Ladies Auxiliary and BCSO PAL were on site handing out the backpacks and parents were incredibly appreciative for the support. Children’s faces gleamed as they picked out their favorite color backpack and realized that it was filled with everything they would need to get their school year started in the right direction. Friday Fest & Cape Canaveral Street Eats – It is going to be a very fun weekend in Cape Canaveral. Beer and Wine sales for Friday Fest will be hosted by the Space Coast Little League and will feature Brevard’s Best Entertainers of 2014, The Highway 1 Band, on the stage http://highway1fun.net. Taylor Avenue will be closed between the Nancy Hanson Recreation Complex and the Brevard County Sheriff’s Office parking lot to accommodate six gourmet food trucks, Bavarian style tables and light music for ambiance. It should be a great evening of food, friends and music. Public Works Services Update for Week Ending August 7, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. City’s contractor (Atlantic Development of Cocoa) completing installation of water/sewer lines to the hotel property. Contractor initiated work on replacement lift station. Staff is processing paperwork for installation of an emergency generator for the new lift station; this will be on the August 18 City Council agenda. Dewatering and pipe installation activities at new hotel property – looking north.  Sludge Belt Press Addition and New Reclaimed Water Tank. Rigid inclusion activities continue; northern stormwater pond sodded. This project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. Rigid inclusion (pressure grouting) at new tank location - looking southwest. Northern stormwater pond – looking southeast. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with the construction of the new reclaimed water tank at the WWTP. The contractor will be working four, 10-hour days per week (weather permitting) until project completion in early-2016.  Holman Road Sanitary Sewer Upgrades – Phase I. Pre-bid meeting was held on July 13; bids are due on September 15. The bid date was extended one month to further revise the project scope of work. This is one of the projects performed with funds from the City’s SRF loan. Stormwater  West Central Boulevard Pipe Rehabilitation. City’s contractor (IPR Southeast) completed application of concrete material inside of stormwater pipe. Project is complete; waiting on final invoice. This is one of the stormwater-related projects performed with funds from the City’s SRF loan. Infrastructure Maintenance (IM)  SR 528 Banana River Bridge Repairs. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 bridge over the Banana River. The work will last approximately 142 days and will take place during weekdays. Lane closures will occur during certain work tasks.  Mowing and Landscape Maintenance Contract. Two sealed bids were received on July 30; Staff is currently evaluating the bids. Award of contact will occur at the August 18 City Council Meeting.  Decorative Street Signage. Staff is continuing to install new decorative street signs and poles along Ridgewood Avenue. The initial signs were installed at the intersection with East Central Boulevard; installations will continue south along Ridgewood Avenue. Ridgewood Avenue/Polk Avenue intersection – looking south.  North Atlantic Avenue Streetscape Project. Three sealed bids were received on August 4; Staff and City’s consultant are currently reviewing bids. The low bid was from Gibbs & Register of Winter Garden in the amount of $2.756 million. Potential funding of art work for the Project has been placed on hold to further review proposed costs.  Roadway/Parking Lot Striping Project. Three bids were received on August 4; Staff is currently reviewing bids. The low bid was from Whiteleaf, LLC dba Traffic Solutions of Sanford in the amount of $28,700. This item will be on the August 18 City Council agenda.  Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect. Pedestrians and vehicular traffic should avoid these areas during the construction activities. We assisted other Fire Departments nine times. 1. Budget meeting with CPA staff. 2. Pre-construction meeting on installation of the Opti-Comm system and additional burn room. 3. Meeting on removal of road and overpass at Ct 5 and 6. 4. Completed Health Insurance renewal census. 5. Completed Shifts Quarterly NFPA drills.
