Weekly Update Week Ending July 10, 2015 Cape Canaveral VISION Statement Administrative Services Community Development Economic Development Leisure Services Public Works Services Brevard County Sheriff’s Office Canaveral Fire Rescue CAPE CANAVERAL VISION STATEMENT WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi- use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending July 10, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: • Met with Department Directors regarding various projects/issues/initiatives. • Met individually with Mayor Pro Tem Hoog, Council Member Bond and Council Member Petsos regarding various City issues/initiatives. • Met with Mayor Randels, Leisure Services Director and Culture & Leisure Services Board Member regarding Manatee Sanctuary Park issue. • Met with representatives from Brad Smith Associates, Inc. and Public Works Services Director regarding N. Atlantic Avenue Complete Streets Enhancements Grant Applications. • Executive Assistant assisted City Clerk’s Office in preparation of Agenda Packet for Regular City Council Meeting of 7/21/2015. • Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights: • 650 pages of documents scanned/verified. • Council Meetings – continued preparation of Agendas/Packets for Budget Workshop/Regular City Council Meetings of 7/21/2015; received 1 Campaign Treasurer’s Report due 7/10/2015. • Election – The Qualifying Period for this year’s General Election is scheduled from 12 Noon, August 7, 2015 through 12 Noon, August 21, 2015. • Bid #2015-09 – Mowing & Maintenance: responded to inquiries/requests; Mandatory Pre-Bid Meeting held 7/7/15; sealed Bid deadline is 7/30/15 at 2 p.m. • Bid #2015-06 (Re-bid) – North Atlantic Avenue Streetscape Improvements: responded to inquiries/ requests; Mandatory Pre-Bid Meeting 7/10/15; sealed Bid deadline is 8/4/15 at 2 p.m. • Bid #2015-03 – Lift Station No. 2 Gravity Sewer Improvements Project Phase I: advertisement published 7/8/15; responded to inquiries/requests; Mandatory Pre-Bid Meeting 7/13/2015; sealed Bid deadline is 8/13/15 at 2 p.m. • Provided support to Community Development related to Business Tax Receipt Renewals. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights: • Met with City Manager and Public Works Services Director regarding reclaimed water policy/process for participating residents. • Met with City Manager regarding Budget variance analysis report. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights: • Sourced/screened/interviewed candidates for the following vacancies: o Part-time Recreation Leader o (2) Public Works Services Utilities Mechanics o Plant Operator Trainee • Candidate was selected for part-time Recreation Leader vacancy with intake process completed and employee participating in training. • Candidates have been selected for Utilities Mechanic vacancies with one candidate scheduled to begin employment July 13, 2015. The second candidate is expected to complete the intake process shortly with an anticipated start date of next week. • Candidate with experience/educational qualifications was selected for Plant Operator Trainee position; this will allow greater versatility in the Lab. Candidate has also completed Wastewater Operator C coursework in advance of employment with the City • Continue to make progress in attaining more highly qualified/skilled employees enabling the City to perform a wider range of tasks, thus reducing the high costs associated with project outsourcing. • Successfully negotiated an amendment to last year’s Event Liability contract which will result in a cost savings of $1,000. • Actively administered Workers’ Compensation assistance to injured employee with a successful return to work. Initiated accident investigation to include analysis for purposes of safety training and injury prevention. • Administered liability claim to include investigation of incident, collection of other agency reports and interface with claims representative. Community Development Update for Week Ending July 10, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research. • The Building Division conducted 37 inspections and issued 31 permits. • Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights: o Issued four (4) notices of violation. o Received five (5) new requests for Code Enforcement. o Removed ten (10) illegal signs from right-of-way. o Conducted nine (9) site inspections. o Posted two (2) notices for towing of untagged vehicles. Conducted site inspections; vehicles have been removed. o Resolved one (1) Code Enforcement issue in the field. o Responded to seven (7) lien requests. o Issued three (3) compliance letters. o Prepared resolution to name Oak Manor Drive for City Council consideration. o Prepared agenda item and supporting documentation for the removal of a specimen tree for City Council consideration. • Scanned/verified 60 pages. • Processed 26 BTR payments. • Attended “Topping-Out” event at the Homewood Suites Hotel at 9000 Astronaut Boulevard. • Participated in phone conference with Kimley-Horn regarding proposed revisions to City Code related to Special Exceptions and off-site parking. • Along with Building Official, met with contractor regarding redevelopment of 7521 Magnolia Drive. • Distributed agenda packet for July 22nd Development Review Committee meeting regarding site plan for the Port-of-Call building located at 8600 Astronaut Boulevard. Economic Development Update for Week Ending July 10, 2015 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. • Met with Public Works Services Staff to review paving reimbursement documentation provided by Florida City Gas related to their coming Pressure Line Improvement Project on N. Atlantic Ave. The project has been delayed until mid-August. A community meeting, press release, notification to property owners and website FAQ sheet are forthcoming. • Held teleconference with two different Graphic Artists towards a recalibration of the Official City Seal. The Seal was a subject of discussion at the recent City Council/Business and Economic Development Board joint meeting regarding the Branding Campaign. After discussion, the consensus was to update the Seal, but not change it drastically. The creative concept is evolving with consideration being given to these ideas: o Retain all of the elements of Sun, Space and Sea. o Update the font consistent with the Branding font. o The sun remains prominent. o Keep the water as the central focus, but increase a sense of being on our highest-ranked asset – our Beaches. This can be accomplished by placing the viewer on the beach sand with an ocean vista and removing port-like elements (the water channel replaced with beach in the foreground and ocean in the middle field, pilings removed). o Standing on the beach with the view turned partially to the north, we include our view of the jutting peninsular cape for which our City was named. This will give literal relative position to accommodate the iconic Cape Canaveral lighthouse. o Perhaps the port-like pelican may more appropriately become one of our species of protected sea turtles climbing out of the water onto the sand. o Given the relative scarcity of sailboats in ocean waters, this could be an opportunity to pay homage to our predecessor, the Ais Indian. This can be accomplished by changing the form of water transportation to a traditional Native American dugout canoe on the beach sand. o Retain the reference to rockets. Perhaps a more timeless approach would be to show the familiar image of a time-lapse photograph of the arc of a rocket in flight. This can signify a rocket of any era. Arcing from a launching point left of the lighthouse toward the right side of the seal, the view is unmistakably Cape Canaveral. • Economic Development Director and Community Development Director, held teleconference with consultant Kimley-Horn regarding an upcoming ordinance to remove special exceptions from the City Code of Ordinances. The simplified theory is that in each zoning district any given use should be permitted, permitted with conditions or prohibited. • The construction crews at Homewood Suites Hotel reached the top floor. This week they hosted a traditional Topping-Out Party which was attended by approximately 150 of their contractors and construction workers, several City Staff members and two City Councilmembers. Speaking to the group, Councilmember Petsos praised the development team (Hollis & Spann), the beauty and economic impact of the project and the City’s Economic Opportunity Overlay District. • Florida Trend Magazine will publish an extensive profile on Brevard County in its upcoming November issue. The feature will reach 250,000 print readers, be featured on their website (85,500+ unique monthly visitors) and in their eNewsletter (42,000+ subscribers), as well as be distributed by the EDC of Florida's Space Coast in their marketing efforts. City Economic Development Staff attended the Florida Trend Roundtable meeting held last month in Palm Bay where FL Trend editors and writers interviewed, roundtable-style, several prominent Brevard County business professionals and various City Staff members. • Please see the following attachments: 1. The City has become cross-promotional partners with GrowFL, a program created in 2009 by the Florida Legislature as an economic development program focused on assisting second-stage growth companies prosper in the State of Florida. 4. CityLab’s Report regarding the decline of America’s Urban Sprawl since 1994. CityLab (formerly The Atlantic Cities) is the latest expansion of The Atlantic’s digital properties, launched in September 2011. The stand-alone site has been described as exploring and explaining "the most innovative ideas and pressing issues facing today’s global cities and neighborhoods”. 5. JULY 2015: Port Master Plan Integral to Future Decisions | Community Celebrates Captain Ed Lanni's 90th Birthday | New Pilot Boat Modernizes Fleet | Students Explore Career Opportunities at Port Canaveral | Port Authority Welcomes Summer Interns | FREE SUBSCRIPTIONS Port Master Plan Integral to Future Decisions The far-reaching initiative to develop a new master plan for the Port has begun with the hiring of consultant Matt Taylor, a senior principal of C&S Engineers, as coordinator and advisor to the Port Authority in the process. "It's a huge privilege to be involved," said Taylor. "This is the first time the Port has prepared a true, comprehensive master plan based solidly upon forecasts for success and including input from all its stakeholders." The goal of the plan will be to expedite and optimize mid-range and long-range decisions by providing a flexible framework of guidance. Further, we want to balance the Port's responsibility to serve the global marketplace as a logistics and cruise hub and its responsibility to serve the local community with access and recreation. In upcoming months, the Port Authority will solicit and contract with a firm to generate the plan. This selection procedure should be complete by summer, after which the planning process is expected to last up to two years. A series of public workshops, as well as on-going online tools, will be used to involve the community. Port and Community Celebrate Captain Ed Lanni's 90th Birthday 1 The Canaveral Port Authority celebrated the 90th birthday of Ambassador Emeritus Captain Ed Lanni with a resolution designating Captain Ed Lanni Day. The 56-year career mariner first became a Port ambassador in 2007. His first visit to Port Canaveral was in 1950 aboard the LST-694. He served as Captain of the Range Sentinel based in Port Canaveral in 1983. New Pilot Boat Modernizes Fleet Canaveral Pilots Association has a new $820,000 pilot boat, replacing a 1991 model, with the expectation it will make the often harrowing trip to offshore vessels a little smoother for operators. It's the pilot boat operators that maneuver the comparatively tiny vessels alongside gigantic cruise and cargo ships to line up for the pilot's jump onto a ladder rope three feet off the water. "We communicate to the ship and meet them at the pilot station about six or seven miles out. We'll have them slow down to six to eight knots for a boarding speed. The pilot boat comes alongside cruise and cargo ships, then pins the boat against the ladder for the pilot to grab the ladder and climb up,'' explains Doug Mutter, business director of the Canaveral Pilots Association. The 45-foot aluminum inboard boat features a raised bridge and a single-screw 650-hp John Deere engine capable of about 25 knots, even in rough seas. It draws about six-and-a-half feet of draft. Students Explore Career Opportunities at Port On May 26, the Port Authority hosted a Career Day for students from Jackson Middle School in Titusville, FL who participate in J.U.M.P. - Jackson's Ultimate Mentoring Program. The 23 students attended with their adult mentors and school administrators. During their tour, they learned about career opportunities with the Port, its support agencies and tenants. The day included visits to Exploration Tower, Wild Oceans Seafood, Parker Brothers Concepts, and a pilot boat tour. During lunch at Jetty Park, students participated in small-group sessions with Port staff, Propeller Club members and community representatives from a variety of professions and career backgrounds. They introduced the students to a wide range of potential careers and discussed the training and skills needed for jobs in those fields. Commission Chairman Jerry Allender and CEO John Walsh addressed the students, encouraging them to pursue their dreams and never give up. The six-year-old J.U.M.P. program was created to provide students with the one-on-one positive attention of an adult mentor. This year, six Port staff members and a Port contractor and U.S. Coast Guard Captain volunteered their time to go to the middle school once a week to meet with mentees. "Their partnership and staff volunteers helped us have our best year ever with this program." Port Authority Welcomes Summer Interns Three college students will spend this summer working with Canaveral Port Authority as interns in Cargo Business Development, Environmental Plans & Programs, and Engineering. From June 6 until August 8, the students will support the day-to-day activities of operating Port Canaveral, the world's second busiest cruise port and central Florida's marine gateway into the global marketplace. The interns are: Kaitlin Badgett of Cocoa, a senior majoring in Biology with an emphasis in Coastal Environmental Science at the University of North Florida; Danielle Leahy of Cocoa Beach, a junior majoring in International Transportation and Trade at the University of New York Maritime College; and Alexis Miller, a recent graduate of Florida Institute of Technology with a degree in Civil Engineering. Monday night advanced tennis league completed the half way point of the season. Wednesday night kickball continued with its ongoing schedule. A new advanced Wednesday racquetball league just started back up with 14 participants. Wednesday and Thursday intermediate tennis completed its leagues respectively and will start make up games next week followed by the playoffs mid-July. Thursday night softball had a captains meeting and plans to start the new season on July 16. Summer Camp Summer Camp is now half way through the summer with 4 weeks to go. Monday morning campers enjoyed letting their imaginations run wild doing a watercolor craft. Monday afternoon kids laughed out loud with the talented magician John Anderson. The group enjoyed learning new magic tricks to take home and try on their families. Tuesday campers headed off to the Cobb Theaters in Merritt Island to see the love story of two wolves, Alpha & Omega. Wednesday morning kids enjoyed playing outside and added in a friendly game of dodgeball. Wednesday afternoon everyone enjoyed an animal show featuring many new exotic creatures at the Cape Canaveral Library. Thursday campers enjoyed the Cocoa Beach Aquatic Center and held a belly flop contest cheering on one another for the best flop. Friday kids headed back to the library for some games and crafts and to collect the weekly reading prizes. Special Events “Street Eats on Taylor Ave.” – A one of a kind food experience is coming to Cape Canaveral. Mark your calendars for Saturday, July 11th when we will celebrate the first food truck event in the City. Taylor Avenue will be closed between the Nancy Hanson Recreation Complex and the Brevard County Sheriff’s Office parking lot to accommodate six gourmet food trucks, Bavarian style tables and light music for ambiance. It should be a great evening of food, friends and music. Farmers Market - Everyone is invited to enjoy the fresh produce, baked goods and handmade arts and crafts made by local artists. Summer Lunch Program The Youth Center has been chosen as a summer feeding site for all children ages 18 and under. Public Works Services Update for Week Ending July 10, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System • Lift Station Nos. 6 and 7 Improvements Project. City’s contractor (Atlantic Development of Cocoa) met with area property owners and mobilized to the site of Lift Station No. 6. • Sludge Belt Press Addition and New Reclaimed Water Tank. Initial work tasks including site preparation and stormwater pond modifications continue. A construction meeting was held on July 7 to discuss soil conditions. This project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with the construction of the new reclaimed water tank at the WWTP. The contractor will be working four, 10-hour days per week (weather permitting) until project completion in early-2016. • Holman Road Sanitary Sewer Upgrades – Phase I. This Project was publicly bid on July 8; bids are due on August 13. This is one of the projects performed with funds from the City’s SRF loan. • Oxidation Ditch Reconfiguration. Bid specifications and engineering drawings for this Project are being updated/finalized. Project to be publicly bid in September 2015. This is one of the projects performed with funds from the City’s SRF loan. Stormwater • West Central Boulevard Pipe Rehabilitation. City’s contractor (IPR Southeast) continues applying concrete material inside the stormwater pipe. Project to be completed in mid-July. This is one of the stormwater-related projects performed with funds from the City’s SRF loan. Infrastructure Maintenance (IM) • SR 528 Banana River Bridge Repairs. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 bridge over the Banana River. The work will last approximately 142 days and will take place during weekdays. Lane closures will occur during certain work tasks. • Mowing and Landscape Maintenance Contract. Staff performed the pre-bid meeting for this annual contract on July 7; bids are due on July 30. • North Atlantic Avenue Streetscape Project. Staff performed the pre-bid meeting for this Project on July 10; bids are due on August 4. Staff met with members of Allen Engineering, Inc. to finalize costs for CEI services during project construction. • Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect. Pedestrians and vehicular traffic should avoid these areas during the construction activities. Miscellaneous • Space Coast Transportation Planning Organization (SCTPO) Newsletter. Staff attended this monthly meeting. Attached is a copy of the SCTPO’s monthly e-news. • Employee Job Satisfaction Survey. In an effort to continue providing the highest level of service to the citizens of Cape Canaveral, a survey was conducted to learn more about PWS employees and their needs regarding job satisfaction. Results showed an overall positive trend. Some areas of focus are: better organization of tool and equipment needs, increased utilization of employee skills and talents, and career advancement opportunities. Pre- renewal meeting with our Insurance carrier. 2. Special events meeting. 3. Meeting with Merritt Island Boat Works for housing of the Fire boat if evacuation of the Port is needed. 4. Additional coverage provided for all of the Fourth of July activities. 5. Attended a demonstration of Unmanned Aerial Vehicles. 6. In June, we responded to 222 calls for Emergency Services. 147 of these calls were in the City. Emergency Medical accounted for 80.6%. We assisted other Departments 4 times. The average response time was 4 minutes and 11 seconds. 7. Prevention conducted 77 annual, 36 follow up and 6 new construction inspections in June.
