This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi- use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending June 26, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: • Met with Department Directors regarding various projects/issues/initiatives. • Met with residents regarding a neighbor fencing issue on Washington Avenue. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights: • 128 pages of documents scanned/verified. • Council Meetings – continued preparation of Agendas/Packets for Budget Workshop & Regular City Council Meeting of 7/21/2015. • Election – One (1) Announced Candidate Packet was distributed. The Qualifying Period for this year’s General Election is scheduled from 12 Noon August 7, 2015 through 12 Noon August 21, 2015. • Bid #2015-07 – East & West Central Boulevards Gap Sidewalk Project: attended Bid opening 6/25/2015; continued to respond to inquiries. • Bid #2015-09 – Mowing & Maintenance: placed advertisement in newspaper to run 6/25/15; Mandatory Pre-Bid Meeting is 7/7/15; sealed Bid deadline is 7/30/2015 at 2pm; responded to inquiries and requests. • Met with City Manager regarding various issues/initiatives. • Met with new Public Works Services Director regarding overview of the City Clerk’s Office. • Provided support to various Staff Members regarding Business Tax Receipt Renewals and Records Management. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk- in requests from the Public. Highlights: • Welcomed the New Public Works Services Director and provided an overview of Financial/Budget processes for the City. • State Revolving Fund Loan #825020 has been paid in full, thereby ending the City’s obligation of semiannual payments of $252,000 and a savings of $3,814 in interest was realized in the process. • Attended the Space Coast FGFOA quarterly workshop which covered two important subjects: requirements regarding the Single Audit Act and forms required by FEMA in the aftermath of a Hurricane. Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights: • Screened and interviewed Plant Operator Trainee candidates. Public Works Serviced Director and Wastewater Systems Superintendent participated in the process. Interviews will continue through early next week. • Assisted Brombacher Insurance, LLC in the successful enrollment of new employees as well as the processing of Qualifying Status Change events. •Performed follow-up with United Way of Brevard in order to confirm past and future Staff donations were allocated as directed. •Developed Student Intern/Extern screening and intake tools to ensure the City’s sponsorship of college students in manner that provides a meaningful learning experience. The City anticipates sponsorship of a University of Florida post graduate student with a focus on sustainability study. •Conducted investigation into City vehicular accident and filed accident report with FMIT. Will closely track any and all developments or liabilities. •Audited Fleet liability coverage for accuracy. Added newly purchased Chevy Silverado, assigned to the Community Development Department, to the City’s Fleet Liability and Property (Asset) insurancepolicy. •Began recruiting efforts for Utilities Mechanic vacancy. •The City welcomed Joyce Muse as Public Works Services Director. Upon earning her Bachelor of Science degree in Electrical Engineering from Kettering University and Master of Science degree inIndustrial Engineering from University of Central Florida, Joyce comes to us with a successful 20+ years of experience within the automotive industry and Siemens Energy. Throughout her professional career, Joyce has excelled in the areas of Continuous Improvement Methodology, seniorand mid-level management training, teambuilding and project management. In addition, Joyce willintroduce Six Sigma quality improvement methodologies intended to enhance service/process excellence as well as cost and quality efficiencies. Joyce’s addition to Staff represents the City’s efforts to further strengthen our team of highly talented individuals fully engaged in maximizing the opportunities that lie ahead, the process and achieving the Mission/Vision of the City to its fullest. Community Development Update for Week Ending June 26, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research. • The Building Division conducted 38 inspections and issued 28 permits. • Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Here are the highlights for the week: o Issued one (1) Notice of Violation. o Received four (4) new requests for Code Enforcement. o Removed three (3) illegal signs from the right-of-way. o Conducted six (6) site inspections. o Issued two (2) Code Enforcement courtesy door tags for violations observed in the field. o Resolved two (2) Code Enforcement issues in the field. o Responded to ten (10) lien requests. o Continued preparation of a resolution to name Oak Manor Drive to be submitted for consideration by the City Council in July. • Scanned/verified 795 pages. • The exotic tree removal on property at 6615 N. Atlantic Ave. has been completed. The City Arborist conducted periodic inspections to ensure compliance with City Code. • Along with ED Director, met with representatives of an international company considering relocating its corporate offices to Cape Canaveral. • Conducted Board of Adjustment Meeting on June 25th, that included: o Consideration of Request to Approve Special Exception No. 15-02 to authorize a storage warehouse/office in the C-2 Zoning District, per City Code of Ordinances, Section 110- 383, Special Exceptions permissible by the Board of Adjustment – O. Wave, Inc. – Owner - (280 W. Central Blvd.). o Quasi-Judicial and/or Public Hearing: Consideration of Request to Approve a Change of Use to authorize a 5-unit townhouse in the R-2 Zoning District, per City Code of Ordinances, Section 110-195(e) – Antonio Romano – Owner - (350 Monroe Avenue). • Distributed July 1, 2015 P&Z Board Agenda Packet, that includes: o Ord. No. 07-2015 – the expansion of the A1A Economic Opportunity Overlay District. Economic Development Update for Week Ending June 26, 2015 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. • Issued the following Business Tax Receipts: o Daniel Chellis Electric, LLC o Anderson Family Landscaping • City Hall Status: o 100% plan review comments submitted. o Building permit application received. o Met with City of Cocoa Water Department representative and reviewed easement details and service requirements. Two ¾” water meters will be credited and one 2” meter will be required. o Corresponded with FPL regarding details of a needed electric utility easement. o Provided easement information to contracted surveying company for replat work. o Met with Furniture Supplier Firm to further develop specifications and pricing. • Met with and welcomed new Public Works Services Director. Discussed how the Economic Development Department’s goals align with and support overall City goals. • Attended 2-hr. Generational Intelligence class. The class focus was on Millennials in the workforce and included topics such as intergenerational motivators and values. • With Community Development Director, met with a commercial property owner, realtor and potential relocation representatives from Parabel Industries interested in locating their Research & Development Division in Cape Canaveral. Parabel produces Lentein Protein which is derived from Lemna (duckweed) which naturally occurs in freshwater ponds. Their technology offers a sustainable and economical solution to food security. The Lentein Protein is a food product that is rich in vitamins, minerals and micronutrients, gluten free, non-gmo, soy, dairy and lactose free. It is higher in essential mineral oils than soy and pea protein and is comparable to whey. More info at www.parabel.com. • Contacted FDOT, the Brevard County Transportation Planning Organization (TPO) and MetroPlan Orlando regarding a potential Traffic/Pedestrian Flags program which could provide safer crossing points on SR A1A. City Council recently adopted a Resolution prioritizing our A1A concerns. One of those concerns was for two signalized crosswalks. While we are concerned about all of our safety-related priorities, the Traffic/Pedestrian Flags may be a quick (if temporary) way make progress on reducing some safety issues. • Assisted with introductions and logistics communications with our utility contractor and property owners regarding the coming Lift Station #6 upgrades and utilities extension program. Lift Station #6 is located on Imperial Blvd. The utilities extension will serve many properties, including the new Homewood Suites Hotel. This is the first phase of an initiative that is expected to serve and further incentivize additional development/investment of 26 acres of undeveloped properties located northeast of A1A and adjacent to Port Canaveral. The economic development of this area is expected to spur redevelopment of existing developed parcels in the area’s adjacent C2 and M1 parcels. • Began work on developing an inventory of over-density residential parcels and a corresponding map. This will serve as supporting documentation for a coming ordinance which will incentivize quality redevelopment of existing over-density residential parcels by preserving existing densities as a maximum rather than requiring density reductions to current regulations – a practice that has proven to preclude redevelopment investment and preserve blight. • Please see attached Port Canaveral Press Release regarding potential rail extension project routes. • Please see attached Craig Technologies “Top 5” Company News and Industry Updates newsletter. Harvey Sr. Dir. of Communications & Community Affairs 321-783-7831 ext. 242 or 321-394-3281(after hours) rharvey@portcanaveral.com CANAVERAL PORT AUTHORITY RESPONDS TO REQUESTS FOR ADDITIONAL INFORMATION REGARDING POTENTIAL RAIL EXTENSION PROJECT ROUTES PORT CANAVERAL, FL--June 23, 2015 –The Canaveral Port Authority (CPA) has submitted responses to requests for additional information about the Port Canaveral Rail Extension from the Surface Transportation Board (STB), the federal public agency leading the study and evaluation of the rail extension project. The STB will determine how to incorporate this information regarding the feasibility of various potential routes into the draft Environmental Impact Statement (EIS) that it is preparing. “The information that we provide to the STB is a critical part of the review process, and this will allow the STB to conduct an accurate and thorough review,” said John E. Walsh, chief executive officer of Canaveral Port Authority. “While there are a number of routes under consideration, these additional questions will help the STB determine which routes will be carried forward in the final environmental review.” The next steps in the STB’s process include preparing a final scope of study, followed by the draft EIS. After the draft EIS is issued, the STB will hold public meetings and accept written comments from the public. It will incorporate those comments, and its responses, into the final EIS. C recertification for technical services and manufacturing. The third party audits concluded at Headquarters in Cape Canaveral in March with zero findings. Director Meetings  City Council  City Manager  New Public Works Services Director Summer Camp Summer camp is now one month into the program with every week remaining at capacity. Monday morning started off with some group games to help new campers interact with one another. After lunch, the group enjoyed a field trip to go bowling at Shore Lanes in Merritt Island. Campers challenged each other to see who could get the highest score as well as strikes and spares. Tuesday morning’s activity was a trip to Cobb Theatre in Merritt Island. New to many of these young campers, the featured film was the 1991 classic “Hook”, starring Robin Williams. Wednesday afternoon the kids took a walk down to the library and learned about different farm animals. Campers were even able to pet a pony which was a first for many. Thursday was pool day at the Cocoa Beach Aquatic Center. Campers thoroughly enjoyed playing on the diving board, water slide, splash zone and kids area. Friday morning kids participated in the bicycle rodeo. Campers learned about bicycle safety and were able to receive a bicycle helmet provided by the Space Coast Transportation Planning Organization. The day ended with new campers being introduced to the “Camper of the Week” program. This program recognizes campers who give 100% effort in their activities, present a positive attitude, sportsmanship, show respect to others, and act as models in demonstrating the Camp rules. Athletic Leagues Monday night advanced tennis has one player remaining undefeated with two players tied for second place. Monday night kickball completed their season. Playoffs are on deck with CKS in the lead. Wednesday’s advanced racquetball league completed the finals with last season’s winner becoming a two time champion. Wednesday intermediate tennis has only 3 weeks left in the season and many competitive players are battling for playoff positions. Wednesday night kickball league started their season with eight teams on the schedule. Many new players are excited to begin the new season. Thursday intermediate tennis completed the fifth week of the season with 3 weeks remaining. Staff continues to register teams and players for Thursday night softball which will pick back up mid-July. Introducing Wallyball! By popular request, the Recreation Complex will soon be adding a new sport to its palette. Played on one of the racquetball courts, Wallyball has all the action of volleyball but uses the “English” of a game of pool. The objectives and equipment are similar to volleyball, but the ball is allowed to bounce off the walls before going over the net. Teams of 2-4 players, can enjoy this game Monday through Thursday 8am to 9pm and Fridays from 8am to 8pm. Regular court fees apply, equipment is included. Summer Lunch Program The Youth Center has been chosen as a summer feeding site for all children ages 18 and under. A free lunch is provided to any child who comes to the Youth Center during specified times. So far, this program has been well attended and has provided free wholesome meals to numerous children in our community. Public Works Services Update for Week Ending June 26, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System • Lift Station Nos. 6 and 7 Improvements Project. Staff and City’s consultant approved shop drawings; structures (e.g., manholes), pipes and electronics were ordered from manufacturers. Mobilization to site scheduled for week of July 6; Staff will be meeting area property owners the week of June 29. • Sludge Belt Press Addition and New Reclaimed Water Tank. Mobilization to the site initiated on June 18; initial work includes site preparation and stormwater pond modifications. This project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west of SR A1A) and Thurm Boulevard. This increased traffic is associated with the construction of the new reclaimed water tank at the WWTP. The contractor will be working four, 10-hour days per week (weather permitting) until project completion in early-2016. • Sand Filter Maintenance. All three sand filters were cleaned and all weirs adjusted; all sand filters back on-line. Stormwater • West Central Boulevard Pipe Rehabilitation. The stormwater pipe was cleaned and TV monitored. Pre-construction meeting with IPR Southeast performed on June 17; contractor mobilized to the site on June 22. IPR Southeast will work through the weekend to attempt to complete the work by July 4. This is one of the stormwater-related projects performed with funds from the City’s SRF loan. • My Brevard Yard Seminar. Six Staff attended the My Brevard Yard Seminar at the Cocoa Beach Public Library on June 23. Discussion items were proper fertilization techniques and other environmentally-safe methods to maintain a Florida yard. • National Pollutant Discharge Elimination System (NPDES) Annual Report. Staff will submit this Annual NPDES (stormwater) Report to Florida Department of Environmental Protection (FDEP) the week of June 29. The next Annual Report is due in July 2017 (every two years). • Florida Stormwater Association Conference. Staff attended this annual conference in Ft. Myers. A summary of key topics from the conference is attached. Infrastructure Maintenance (IM) • SR 528 Banana River Bridge Repairs. On June 22, a contractor for Florida Department of Transportation (FDOT) initiated repairs to the SR 528 bridge over the Banana River. The work will last approximately 142 days and will take place during weekdays. Lane closures will occur during certain work tasks. • North Atlantic Avenue Streetscape Project. Project was advertised for public bids on February 20; one sealed bid was received on March 24. Staff and FDOT recommended that bid documents be revised (change in scope of work) and the Project re-bid. City’s consultant submitted revised bid documents for approval from FDOT; currently waiting on FDOT approval prior to re-advertisement (target date of July 2). • Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street; o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and o North Atlantic Avenue between George King Boulevard and East Central Boulevard. Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect. Pedestrians and vehicular traffic should avoid these areas during the construction activities.
