CAPE CANAVERAL VISION STATEMENT
WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential
feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that
embraces the beach and riverside as the main amenities, and supports local culture and education.
WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle
facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi-
use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique
community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with
wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner.
WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and
visitors.
WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.
Administrative Services Update for Week Ending June 19, 2015
The City Manager’s Office is responsible for the day to day administration of all City departments in
accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents
prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the
Weekly Updates. Highlights:
• Met with Department Directors regarding various projects/issues/initiatives.
• Attended monthly City Council Meeting.
• Facilitated monthly Staff Meeting.
• Met with CFR Chief regarding various issues/initiatives.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-
in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights:
• 333 pages of documents scanned/verified.
• 11.5 cubic feet of records were destroyed.
• Welcomed a new Volunteer to the City who will be assisting with Records Management.
• Council Meetings – attended City Council Joint Workshop with the Business & Economic Development Board and Regular City Council Meetings of 6/16/2015; continued preparation of
Agenda/Packet for Regular City Council Meeting of 7/21/2015.
• Bid #2015-07 – East & West Central Boulevards Gap Sidewalk Project: sealed Bid deadline is
6/25/15 at 2pm; continued to fulfill requests for Bid documents and inquiries.
• Bid #2015-08 – Banana River Park Phase I: attended Bid opening 6/18/2015; continued to respond
to inquiries.
• Met with City Manager regarding various issues/initiatives.
• Met with Community Development Staff regarding Records Management.
• Attended Staff Meeting.
• Attended Development Review Committee Meeting.
• Provided support to various Staff Members regarding the Master Schedule of Contracts,
Agreements and other Due Dates.
• Updated Action Tracking.
Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:
• Completed Monthly Financial Report for May 2015 (Attached).
• Attended the 2015 Florida Government Financial Officers Association Annual Conference.
Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:
• Extended offer to qualified candidate for Building Inspector vacancy who accepted the position on a
permanent, part-time basis. Post offer of employment screening was completed and new employee
began employment June 16th.
• Recruiting efforts continue for Plant Operator Trainee position with scheduling of interviews
anticipated for next week.
• Participated in budget meeting with Administrative/Financial Services Director and City Clerk.
• Submitted City Manager Annual Performance Review to Mayor and City Council Members for
review. Statistical Composite Scores and comments were approved by the City Council and action was taken pursuant to the terms of the City Manager’s contract.
• Conducted Supervisory Training of Leisure Services and Wastewater Plant Operations supervisory
level Staff.
• Met with the City Manager, Administrative/Financial Services Director and City Clerk to discuss
organizational changes throughout the Public Works Services Department.
• Continued amendments and updates on updated Personnel Policy and Procedure Manual.

Community Development Update for Week Ending June 19, 2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing
site visits, issuing Notices and conducting research.
• The Building Division conducted 48 inspections and issued 35 permits.
• Code Enforcement performed day to day duties/responsibilities and assisted with various requests
from the Public and provided office coverage throughout the week. Here are the highlights for the
week:
o Issued two (2) Notices of Violation.
o Received six (6) new requests for Code Enforcement.
o Issued two (2) compliance letters.
o Conducted eight (8) site inspections.
o Issued one (1) Code Enforcement courtesy door tags for violations observed in the field.
o Resolved two (2) Code Enforcement issues in the field.
o Responded to eight (8) lien requests.
o Continued preparation of a resolution to name Oak Manor Drive to be submitted for consideration by the City Council in July.
o Conducted an evening inspection of several condominiums for turtle lighting violations with
Brevard County Natural Resources. o Conducted a Code Enforcement Board meeting.
• Scanned/verified 1540 pages.
• Along with Public Works staff, monitored clearing of exotic trees on property on N. Atlantic and
Garfield Street. City Arborist conducted periodic inspections to ensure compliance with City Code.
• City Clerk’s Office provided department staff training session regarding public records retention.
• Conducted June 17th Development Review Committee meeting, to include:
o Ocean Gardens Association, Edward Callahan, Applicant, 126 Ocean Garden Lane, Cape
Canaveral, FL 32920; RE: Create a Turn Around at the Front Entrance so Gate Can be Installed.
o A1A Management LLC, David Lane, Authorized Agent, 6811 N. Atlantic Avenue, Suite C,
Cape Canaveral, FL 32920; RE: Relocate Current Outdoor Display Area (Only).
o John Pekar, Civil Engineer, 102 Columbia Drive, Suite 207, Cape Canaveral, FL 32920 led
discussion regarding review of stormwater impacts associated with single-family homes.
Economic Development Update for Week Ending June 19, 2015
Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as
necessary.
• Assisted an Orlando-based Real Estate Broker who is representing a client who wishes to invest
in the Cape Canaveral area. The City’s zoning codes, Community Redevelopment Agency (CRA), the Economic Opportunity Overlay District (EOOD) and individual opportunity sites
were reviewed and information provided. Potential new sites to be included in the EOOD
expansion proposal were reviewed. The Economic Development Department has assisted with similar requests for information in recent months as our economy rebounds and investors are
taking notice of the positive changes taking place in our area. Additionally, potential investors are interested in a Presidential streets residential redevelopment plan and incentives. Staff is currently working with City consultants Kimley-Horn toward such a program.
• Meetings:
o Development Review Committee regarding upcoming projects. o With City Attorney’s Office regarding easements for the New City Hall Project. o With President of a New York-based toy manufacturing company interested in
relocating to the Cape Canaveral area.
• Attended EDC/Florida Trend Roundtable Luncheon at the Florida Institute of Technology Student Center. Florida Trend Magazine is developing an article focusing on the Economic Development response of Brevard County municipalities in the post-Shuttle era.
• On Tuesday, June 16th, City Council held a joint workshop with the Business & Economic
Development Board to receive a presentation by Stephanie Darden, President of Prismatic, Inc. Ms. Darden presented an update on the City’s Branding Initiative focusing on a review of outreach results and a presentation of the Branding Platform as well as remaining
objectives/tasks.
On September 2, 2014 Prismatic was selected to implement the City’s Branding Initiative to
increase the overall awareness/perception of the City by engaging residents/businesses to market the City internally and externally as a vibrant, attractive place in which to live, work,
play, learn, invest and visit. They were selected due to their knowledge of Cape Canaveral,
unique approach to the City’s Branding campaign and their relevant experience. Prismatic’s creativity, thorough research and insight is evident in the excellent deliverables received to
date. We are excited to provide a “Brand Manifesto” attached below.
• Please see the attached EDC Press Release regarding Lockheed Martin’s Expansion. Governor
Scott, the State of Florida and the EDC provided tremendous support for bringing 130 new jobs to our area. Lockheed Martin’s expansion will support the U.S. Navy’s Trident II D5 Ballistic
Missile program in the Cape Canaveral area.
• Our very own Florida Beer Company has received a Certificate of Excellence from
TripAdvisor and is #1 of 7 in the “Nightlife in Cape Canaveral” category. Please see below.

Bid # 2015-08 Banana River Park Phase I Bid Opening
Summer Camp Summer Camp completed another action packed week full of fun and exciting activities. Monday started
off with a field trip to Coastal Elite Gymnastics in Merritt Island. Campers enjoyed tumbling on the mats, participating on the obstacle course and jumping into the foam filled pit. Tuesday’s field trip to the Cobb movie theatre in Merritt Island featured the adventurous movie “Planet 51”. In the afternoon, Campers
were treated to a yummy ice cream party with several toppings and ice cream flavors to pick from. On Wednesday, Campers enjoyed playing outdoor games and sports at Canaveral City Park, playing in the
playground during free time and painting wooden snakes inside the Youth Center. Campers were so excited
about their snakes that they couldn’t wait until their parents picked them up from camp to show them. The day was capped by a trip to the library to participate in the summer reading program. On Thursday, campers helped break the Guinness World Record by participating in the World’s Largest Swimming Lesson at the
Cocoa Beach Aquatic center. Friday was spent at the park playing sports, indoor games, crafts and free time at the playground. The week was capped off by a presentation for camper of the week and another
trip to the library to redeem weekly reading prizes.
Athletic Leagues Monday night kickball is at the halfway point with Beachside Bombers in first place leaving CKS and
Goodfellas tied for second. GLBK moved into fourth place this week with NIMF two points behind in fifth place. Hogan’s Irish Bar is still hanging in there with a great attitude as this is their first season in the
league. A new Wednesday night kickball league begins next week with Thursday night softball picking
back up in two weeks. Monday advance tennis has three players remaining undefeated although it is still
early in the season. Wednesday’s advanced racquetball had many upsets in the playoffs with an exciting
final match anticipated for next week. The new league will commence July 8. Wednesday intermediate
tennis continues with 4 weeks left in the regular season. Thursday intermediate tennis completed the half point of the season. Staff continues to register new teams and players for Thursday night softball.
Historic Marker for Carter-Fuller Mound Complex at Center Street Park The Florida Historical Marker Council approved the City’s application to place a state historical marker at
Center Street Park, officially recognizing the location as a Florida Heritage site. The Brevard County Historical Commission is sponsoring the cost of the marker and it will be installed by City employees. The approved verbiage of the sign is as follows:
“Before modern construction, a complex of six burial mounds occupied this location. They were built by the ancestors of the prehistoric Ais tribe, a group who occupied the Cape Canaveral area at the time of
European contact. Based on pottery styles and the presence of European materials discovered here, the age of these mounds range from AD 600 to the 16th century. In the 1930s, Dr. George Woodbury, under the direction of the Smithsonian Institute’s Bureau of Ethnology and the Peabody Museum, initiated a series
of archaeological investigations into several American Indian mound sites near here. With the help of local laborers provided by the New Deal’s Civil Works Administration, excavations on the properties belonging
to the Carter and Fuller families revealed the remains of more than 100 individuals that included men,

History in Washington D.C and the Peabody Museum in Massachusetts.”
Summer Co-Ed Youth Basketball Program The 3v3 Youth Basketball league is in full swing with four teams registered. The program is open to teens ages 13 to 17 years old. All registered players will receive a basketball compliments of Brevard County Sherriff’s Office at the last game of the season.
Summer Lunch Program The Youth Center has been chosen as a summer feeding site for all children ages 18 and under. A free
lunch will be provided to any child who comes to the Youth Center, Mondays through Wednesdays and Fridays, during specified times. This Program was made possible in partnership with the Brevard County

Banana River Park The Bid Opening for Banana River Park Phase I took place at the Recreation Complex. Bids were received
and ranged in price from $330,630 to $457,000. The Review Committee consisting of the City Engineer,
Building Official and Leisure Services Director will review the bids submitted and make a recommendation
to City Council at July’s Council Meeting.

Public Works Services
Update for Week Ending June 19, 2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the
public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
• Lift Station Nos. 6 and 7 Improvements Project. Pre-construction meeting with Atlantic
Development of Cocoa, Inc. held on May 6; Notice-to-Proceed issued by the City on May 6. Staff
and City’s consultant approved shop drawings; City’s contractor has ordered structures (e.g., manholes) from manufacturers. Mobilization to site scheduled for week of July 6.
• Sludge Belt Press Addition and New Reclaimed Water Tank. Mobilization to the site initiated
on June 18. City Council approved grant cost-sharing agreement with St. Johns River Water Management District (SJRWMD) at the June City Council Meeting. Grant amount is $741,427.50. This project includes two of the wastewater-related projects performed with funds from the City’s
State Revolving Fund (SRF) loan.
NOTE: Beginning June 18, increased truck traffic will be present on West Central Boulevard (west
of SR A1A) and Thurm Boulevard. This increased traffic is associated with the construction of the new reclaimed water tank at the WWTP. The contractor will be working four, 10-hour days per week (weather permitting) until project completion in early-2016.
Stormwater
• West Central Boulevard Pipe Rehabilitation. The stormwater pipe was cleaned and TV monitored. Pre-construction meeting with IPR Southeast performed on June 17; work should be
completed by early-July. This is one of the stormwater-related projects performed with funds from the City’s SRF loan.
• My Brevard Yard Seminar. Residents are invited to a My Brevard Yard Seminar located at the Cocoa Beach Public Library on June 23, 10:00 am - 12:00 pm. Discussion will address proper
fertilization techniques and other environmentally-safe methods to maintain a Florida yard. Details are shown on the attached announcement.
• National Pollutant Discharge Elimination System (NPDES) Annual Report. Staff will submit this Annual NPDES (stormwater) Report to Florida Department of Environmental Protection
(FDEP) the week of June 29. The final report is due by July 31, 2015.
• Stormwater Inlets. Within the next three weeks, the City’s contractor will be replacing stormwater
inlets at the following intersections: o Johnson and Orange Avenues – all four corners; and
o Lincoln and Orange Avenues – southwest corner.
This is part of the City’s long-term maintenance program to replace all stormwater inlets with
“Type C” inlets which collect more debris than traditional stormwater inlets. This eliminates a significant amount of debris from entering the stormwater system.
• Florida Stormwater Association Conference. Staff attended this annual conference in Ft. Myers. A summary of key topics from the conference will be presented in next week’s weekly report.
Infrastructure Maintenance (IM)
• SR 528 Banana River Bridge Repairs. Beginning June 22, 2015, a contractor for Florida
Department of Transportation (FDOT) will initiate repairs to the SR 528 bridge over the Banana River. The work will last approximately 142 days and will take place during weekdays. Lane
closures will occur during certain work tasks.
• North Atlantic Avenue Streetscape Project. Project was advertised for public bids on February
20; one sealed bid was received on March 24. Staff and FDOT recommended that bid documents be revised (change in scope of work) and the Project re-bid. City’s consultant submitted revised
bid documents for approval from FDOT; currently waiting on FDOT approval prior to re-
advertisement (target date of July 2).
• Florida Power & Light (FPL) Utility Pole Replacements. Between March 2 and December 31, 2015, FPL will be replacing over 70 utility poles at the locations listed below. This is part of FPL’s
infrastructure hardening program: o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street;
o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue; o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and
o North Atlantic Avenue between George King Boulevard and East Central Boulevard.
Maintenance of traffic (MOT) will be arranged by FPL; temporary road closures will be in effect.
Pedestrians and vehicular traffic should avoid these areas during the construction activities.
Miscellaneous
• Local Mitigation Strategy (LMS) Steering Committee. Staff attended this meeting in Rockledge.
The major topic of discussion was the future release of the updated LMS Plan. Staff submitted an
update for the City in June. This Plan will be presented to City Council for approval at a future meeting.
