This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi- use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending February 20, 2015 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Met with Mayor Randels regarding various City initiatives.  Attended monthly City Council Meeting.  Facilitated monthly Staff Meeting.  Met with Council Member Petsos regarding various City initiatives.  Executive Assistant attended monthly Staff Meeting.  Executive Assistant updated Action Tracking (attached).  Executive Assistant provided assistance to City Council Members. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council and the City Manager’s Office. Highlights:  Council Meetings – attended Regular City Council Meeting of 2/17/2015; continued preparation of Agenda/Packet for Regular City Council Meeting of 3/17/2015.  Performed a/v equipment set up at Library Meeting Room in preparation for City Council Meeting.  Request for Bids – continued to answer/forward inquiries to Public Works Services regarding: o #2015-01 - 2.5 Million Gallon Reclaimed Storage Tank and WRF Filter Press Addition – Mandatory Pre-Bid Meeting was 1/29/2015 at 10 a.m.; Sealed Bid deadline is 2/24/2015 at 2 p.m. o #2015-05 - Lift Station Nos. 6 & 7 Improvements – Mandatory Pre-Bid Meeting was 1/29/2015 at 2 p.m.; Sealed Bid deadline is 2/24/2015 at 2 p.m. o #2015-06 – N. Atlantic Ave. Streetscape Improvements – Publication of Notice of Bid advertisement 2/20/2015; Mandatory Pre-Bid Meeting will be 3/3/2015 at 2 p.m.; Sealed Bid deadline is 3/24/2015 at 2 p.m.  Met with Economic Development Director and furniture supplier representatives regarding New City Hall.  Attended Staff Meeting.  Attended Development Review Committee Meeting.  Met with Directors regarding Board of Adjustment Meeting logistics next week. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Attended monthly City Council Meeting.  Attended monthly Staff Meeting. Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Highlights:  Met with Public Works Services Management Team to discuss “re-tooling” of Plant Operator Trainee Program goals, objectives and selection process.  Extended offer of employment to external Utilities Mechanic candidate.  Completed federally mandated CMS Credible Coverage Certification report on behalf of the City ensuring compliance and full disclosure pertaining to the City’s prescription drug coverage plan.  Met with Florida Municipal Insurance Trust representative to discuss billing concerns and expectations.  Posted internal job posting for a Wastewater Operator Trainee vacancy.  Attended day long Risk Management training sponsored by Florida Municipal Insurance Trust. Community Development Update for Week Ending February 20, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  Along with Economic Development Staff, met with property owner/development team regarding approval process for future phases of build-out of commercial parcel within the SR A1A corridor. Concept includes two phases over the next five years.  Met with Code Enforcement Staff to discuss the current 911 agreement with Brevard County. Current contract is expiring and it needs to be determined what, if any, revisions need to occur to make the current contract more workable.  Conducted Code Enforcement Board meeting consisting of three compliance hearings (cancelled due to lack of a quorum).  Participated in Damage Assessment training sponsored by CCVFD.  Conducted Development Review Committee meeting related to a modification to the current site plan for the Cape Caribe project. Proposed revisions include construction of an additional swimming pool and reconfiguration of several of the residential buildings. Staff raised concerns regarding emergency access and buffering from adjacent residential areas.  Met with representatives of Enterprise Rental Company regarding its long-range plans for the rental facility at 6211 N. Atlantic Avenue. To summarize the discussions, Enterprise is exploring possible options to expand its current footprint. It was made clear that any expansion would require a modification to the approved Special Exception which would require public hearings before the P&Z Board and Board of Adjustment. The continued violation of conditions tied to Special Exception 02-06 was also addressed. Enterprise will continue to explore options both in and out of the City; however, the optimal situation would be for Enterprise to relocate its current facility to a location nearer the port. Leisure Services Update for Week Ending February 20, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Director Meetings  City Manager  DRC  Friends of the Library  Culture and Leisure Services Advisory Board Member  Employee to provide 6 month probationary evaluation  Damage Assessment Training Athletic Leagues Monday night tennis continued playoffs; the championship match will be played next Monday. A new advanced Monday night tennis league will start on March 2. Monday night kickball played the first night of rain out games with many more to go. Wednesday intermediate tennis completed its matches and has made it halfway through the season. A captains meeting was held for Wednesday night kickball with a new season beginning February 25; seven teams will be participating. Thursday night tennis was cancelled due to the frigid temperatures. Teams are now registering for a new season of Thursday night softball. Special Events Movie in the Park Due to unusually cold weather, the Movie in the Park event has been cancelled. The next event will be held March 20th showcasing Penguins of Madagascar. Farmers Market The Farmers Market continues to grow thanks to the new day and location. The event organizer has been made aware that as the event grows, the City’s intent is to maintain the highest standards in terms of aesthetics, safety and caliber of vendors. Public Works Services Update for Week Ending February 20, 2015 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  WWTP Building Refurbishment. Staff is performing various in-house duties (i.e., reorganizing storage buildings, moving equipment, painting, etc.) to complete this Project. A “walk-through” of the Building is scheduled for Wednesday, March 4; Department Directors and City Council members are welcome to visit PWS any time during normal working hours. Formal invitations will be forwarded next week.  Public Bids. Sealed bids are due for the following projects on February 24: o 2.5 Million Gallon Reclaimed Storage Tank and WRF Filter Press Addition (State Revolving Fund [SRF]); and o Lift Station Nos. 6 (Imperial Boulevard) and 7 (Thurm Boulevard) Improvements – Addendum No. 1 released on February 9. Infrastructure Maintenance (IM)  North Atlantic Avenue Streetscape Project. Staff received notice-to-proceed from Florida Department of Transportation (FDOT) on February 17. Project will be advertised for public bids on February 20; sealed bids will be due on March 24.  Beach Crossover Closure. The Jackson Avenue beach crossover is closed for repairs until March 6, 2015. The general public should avoid this area and use another beach crossover during these construction activities.  Beach Tilling. As part of its beach renourishment permit, Brevard County will be tilling the beach in Cape Canaveral the week of February 23. Work may also be performed on the weekend since work must be completed by March 1 (beginning of sea turtle nesting season). Stormwater  Miami Curb Repairs. Repairs to Miami curbing will be performed by the City’s contractor at two locations during the Spring Break period (March 23-27): o Washington and Rosalind Avenues; and o Washington and Adams Avenues.  West Central Pipe Replacement. Staff received approval from Florida Department of Environmental Protection (FDEP) to perform this SRF Project as sole source. Due to the number of utilities present in the West Central Boulevard corridor, the City will be using a new concept developed by IPR Southeast LLC. This process includes patching of the existing pipe and reinforcing the interior of the pipe with concrete. The work is performed in-situ and will not require the excavation of sidewalks, curbing, trees, utility poles, etc.  Annual BMAP Report. Staff submitted this Annual Report to FDEP on February 17. The Report summarizes stormwater improvement projects completed in the City over the past year. The full Banana River BMAP Report, including reports from all stakeholders, will be made available in the near future.  St. Johns River Water Management District (SJRWMD) Grant Application. Staff submitted a grant application to SJRWMD in the amount of $329,044 for the Canaveral City Park Ex- filtration Project. The City has already received a 319 grant from FDEP in the amount of $598,262. Total estimated cost for the Project is $997,103. Miscellaneous  Internet Auction. PWS will auction unused equipment/vehicles on the internet in the next few weeks. Any Departments with items to auction should contact PWS. Management attended a CPA sponsored Training session on World Class Customer Service. 10. Training Academy conducted 3 days of live burns for Cape Canaveral Air Force Station Fire Department. 11. Live Fire Training for South Beach Volunteers. 12. Prevention conducted 9 annual and 12 follow up inspections. 6 Public assists for information. 13.
