CAPE CANAVERAL VISION STATEMENT
WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its residential
feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that
embraces the beach and riverside as the main amenities, and supports local culture and education.
WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to
access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-able downtown core. Multi-
use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone
can walk or bicycle safely anywhere in town, day or night.
WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with
wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner.
WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and
actively recruits and supports businesses that enhance economic viability and serve our residents and visitors.
WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage.
Administrative Services Update for Week Ending January 16, 2015
The City Manager’s Office is responsible for the day to day administration of all City departments in
accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents
prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the
Weekly Updates. Highlights:
• Met with Department Directors regarding various projects/issues/initiatives.
• Met with Administrative Services Director, Financial Services Director, Community and Economic
Development Director and Planning and Zoning Director to discuss reporting requirements for the
Community Redevelopment Agency (CRA); and a lot split.
• Met with City Engineer and Public Works Services Director regarding W. Central Boulevard Pipe
Replacement Project.
• Met with Council Member Bond regarding projects/issues/initiatives.
• Administrative Assistant provided assistance to City Council Members and counter coverage in City Clerk’s Office during the lunch hour.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in
requests from the Public/Staff and provided assistance to the City Manager’s Office. Highlights:
• 349 pages of documents scanned/verified.
• Council Meetings – continued preparation of Agenda/Packet for Regular City Council Meeting of
2/17/2015.
• Bids – placed two advertisements to run January 22nd in Florida Today for:
o 2.5 Million Gallon Reclaimed Storage Tank and WRF Filter Press Addition (State Revolving
Fund); and o Lift Station Nos. 6 & 7 Improvements.
• Deputy City Clerk attended web-based Laserfiche training.
• Met with City Manager regarding Fuller Mounds historical marker project.
• Met with City Manager, Financial Services Director, Community & Economic Development
Director, Planning & Zoning Director regarding a lot split and CRA Notices.
Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:
• Met with the Community and Economic Development Director and Planning and Zoning Director to
coordinate Spingbrook Software Code Enforcement training commencing on January 20, 2015.
• Met with the City Manager, Administrative Services Director, Community and Economic
Development Director and Planning and Zoning Director to discuss reporting requirements for the
Community Redevelopment Agency (CRA) and solidify an operating schedule.
Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Highlights:
• Coordinated CPR (Basic and Recertification) training presented by CCVFD to City Employees over a two day period with robust attendance.
• Scheduled and conducted seven interviews, along with PWS Management Staff, of candidates for
the Maintenance Worker vacancy; identified qualified candidate and began process of formulating an offer.
• Continued to make progress on updating City job descriptions to include duties and responsibilities
which more accurately reflect the current needs and initiatives of the City.
• Performed a variety of individualized Benefits Administration duties expediting provider
corrections and updates.
• Reached out to FMIT Pension representative and scheduled a Pension Workshop intended to
promote a greater understanding and participation by employees in personal retirement planning.
• Met with PWS supervisory staff, providing employee development training and a greater
understanding of how best to utilize current performance tools.
Community & Economic Development Update for Week Ending January 16, 2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing Notices and conducting research.
• Received a check in the amount of $36,000.00 for payment of the 8713 Hibiscus Court Code
Enforcement lien.
• The date and location of the Community Branding Workshop have changed. Please join Prismatic, our Branding Firm, on Tuesday February 3, 2015 from 6pm-8pm at the Florida Beer
Company for this interactive workshop. Your ideas and insights will help guide the City of Cape

• Demolition of the building located at 100 Polk Ave. (formerly 7510 N. Atlantic Ave.) has been
completed. This City-owned building was formerly used by the Community & Economic Development Department. This site will be the location of our New City Hall.
• Continued working with A/V and security design consultant for the New City Hall Project. Once
these designs are complete our Architectural Firm will be prepping final construction documents
and we will put the project out for bid.
• Attended Space Foundation/Space Florida Community Reception at the Port Canaveral Exploration Tower. Distinguished speakers made presentations to the next generation of Space
Industry Leaders. The Cape Canaveral area is poised to become the worldwide leading launch
site of choice for commercial spaceflight in 2015. Considering this and the exciting evolution of the Orion Program and its anticipated return to manned Spaceflight, indications are that the future
of our local Space Program is looking up!
• Met with attorney for property owner regarding the proposed expansion of the A1A Economic
Opportunity Overlay District. Staff provided background information related to the reason of the proposal as well as benefits to involved property owners.
• Staff met to discuss a proposed lot split on property located at 405 Holman Road. Staff has met
with the applicant and is researching the request to determine what, if any, issues will need to be
addressed. A portion of Holman Road is unimproved and consists of 20 feet of right-of-way.
• Met with outgoing and ingoing Cape Shores Condo Association Board members to discuss proposed construction of a fence and gate along So. Cape Shores Circle. The gate and fence
would be constructed on property owned by Cape Shores.
• Completed January 28, 2015 P&Z Board meeting agenda packet. Packet includes:
o Special Exception 2015-01 (Cumberland Farms) for the development of a 4,673 square foot, retail convenience store that includes seven fueling islands under a detached canopy.
The project includes 26 parking spaces including 1 handicap space. A 5-foot wide,
concrete sidewalk is proposed along the northern property line. A 6-foot precast panel wall is proposed along the northern portion of the stormwater pond as part of the required buffer with adjacent residential uses. The proposed building in located on a 1.41 acre
parcel, which has frontage on N. Atlantic Boulevard and South Cape Shores Drive.

Athletic Leagues Monday Night kickball and tennis were cancelled due to inclement weather. Wednesday night kickball
started make-up games with teams competing for their best playoff positions. Advanced Wednesday racquetball will start makeup matches after next week. A new intermediate Wednesday tennis league
started with 11 skilled players. Thursday night softball has Melia’s Hair Hut and Sapphire Lounge
remaining tied for 1st place with two weeks left before playoffs. Staff is currently registering players for a new Thursday intermediate tennis league.
Classes Sew Cool Program A new session of the free Sew Cool Program is due to start January 26th. Any parent interested in their
child learning the basics of sewing is welcome to register. The two main projects for the class will be a lanyard and draw string backpack. The class is limited to 10 students and spaces will be filled on a first
come, first served basis.
A Sporting Chance A new session of A Sporting Chance started January 15th. Anyone who has a child between the ages of 2
and 4 is invited to join this wonderful class introducing children to sport activities in a fun, nurturing environment.
Zumba Virginia Taylor is back for the winter! Her interactive Zumba class is held Thursdays at 9a.m. Cost to
participate is $5 per session. Class fills up very quickly so get here early for your spot. Special Events Movie in the Park: Everyone is invited to Canaveral City Park tonight at 7 p.m. to enjoy The Nut Job. This PG rated movie will be shown on a giant 20-ft. screen. Concessions will be on sale benefiting
Brevard County Sheriff’s Canaveral PAL program. For any parent who would like more information

Farmers Market The Farmers Market continues to grow thanks to the new day and location. The event organizer has been
made aware that as the event grows, the City’s intent is to maintain the highest standards in terms of aesthetics, safety and caliber of vendors. Everyone is invited to enjoy the fresh produce, baked goods and

Public Works Services
Update for Week Ending January 16, 2015
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the
public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
• WWTP Building Refurbishment. Staff is performing various in-house duties (i.e., reorganizing
storage buildings, moving equipment, painting, etc.) to complete this Project.
• Project Public Bid. The following projects will be publicly advertised on January 22: o 2.5 Million Gallon Reclaimed Storage Tank and WRF Filter Press Addition (State Revolving Fund); and
o Lift Station Nos. 6 & 7 Improvements.
Stormwater
• New Inlets. Five “C” inlets were installed at the following locations:
o Four corners – Magnolia and Tyler Avenues; and o NE corner of Magnolia and Jackson Avenues.
• Canaveral City Park Exfiltration Project. Permit was received from the St. Johns River Water Management District (SJRWMD) for this stormwater exfiltration project. Work continues on the
preparation of 100% drawings and bid specifications.
Infrastructure Maintenance (IM)
• Inmate Crew. The City will be assigned a new Department of Corrections (DOC) Officer to
supervise the City’s inmate crew. DOC initiated a program to rotate officers to local governments
throughout the region. Best wishes and good luck to Finley Hale (former officer) and thanks for the great service!
• Florida City Gas Company. Staff met with the engineering firm representing Florida City Gas
(FCG) to discuss possible locations for a new high-pressure gas line through the City. FCG is
further reviewing possible routes through the City.
• Florida Power & Light (FPL) Pole Replacements. Between March 1 and December 31, 2015, FPL will be replacing utility poles at the locations listed below. This is part of FPL’s infrastructure hardening program:
o West Central Boulevard between North Atlantic Avenue and SR A1A; o Rosalind Avenue between Washington Avenue and Chandler Street;
o Washington Avenue between Ridgewood Avenue and North Atlantic Avenue;
o Ridgewood Avenue between East Central Boulevard and Lincoln Avenue; o East Central Boulevard between North Atlantic Avenue and Ridgewood Avenue; and
o North Atlantic Avenue between George King Boulevard and East Central Boulevard.
• FPL Fiber Optic Line Installation. FPL will be installing a fiber optic line from the northern
portion of Ridgewood Avenue to just north of Harbor Drive. The line will be installed using directional drilling techniques which will limit disruption of the area. Work will be completed in
January.
• Beach Raking. Staff initiated the beach raking activities on January 14; work will be completed the week of January 19. Parking at the beach-end of Washington Avenue is limited until project
completion.
• Annual Sea Oats Planting Event. This annual event will be performed on Saturday, February 7.
Volunteers should report to Cherie Down Park at 9:00 am for basic instructions on the planting of sea oats.
• SR A1A Resurfacing Project. Florida Department of Transportation (FDOT) is planning to
resurface SR A1A in the vicinity of the intersection with George King Boulevard. PWS Staff
hosted a meeting with FDOT reps and contractors on January 15. According to FDOT, the resurfacing project will not begin until February 2017.
Miscellaneous
• Public Transportation Celebration. Selected Staff attended the “2nd Annual Resolve to Rethink
Your Commute Day” at the Maxwell C. King Center for the Performing Arts on January 15. The purpose of the event was to promote the use of mass transit for daily commutes.
