Weekly Update Week Ending July 15, 2016 Cape Canaveral VISION Statement Administrative Services Community Engagement Community Development Economic Development Culture & Leisure Services Public Works Services Brevard County Sheriff’s Office – No Report Canaveral Fire Rescue 5-17-2016 Cape Canaveral Vision Statement We envision: A bikeable and walkable Cape Canaveral that retains and enhances its residential feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that embraces the seaside and riverside as the main amenities, and supports local culture, commerce and education. We envision: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk- able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. We envision: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending July 15, 2016 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: Met with Department Directors regarding various projects/issues/initiatives. Participated in interview of candidate for PWS Director vacancy with HR Director. Met with Auditor. Met with Council Member McMillin regarding various City issues. Met with Fire Chief and Puerto del Rio resident regarding grills on balconies/fire code. Met with City Engineer, Economic Development/Capital Projects/Interim PWS Directors regarding Port sewer infrastructure/capacity. Met individually with Mayor Hoog, Mayor Pro Tem Walsh, Council Member Bond and Council Member Brown and Administrative/Financial Services Director regarding Budget. Was briefed by Mayor Hoog and Economic Development Director on the Port Leadership staff/Master Plan consultant firm regarding the proposed Port/City road network EA assisted Directors/CCO in proofing/processing of City Council Agenda Packet for Regular Meeting of 7/19/2016. EA provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights: Records Management – 75 pages of documents scanned/verified; 6,087 pages of documents transferred from Captaris/Alchemy database to Laserfiche; continued preparing records for offsite scanning and disposition/destruction; 6 cubic feet of records prepared for disposition/destruction; 6 cubic feet of records were destroyed; advised/assisted Community Development Department in how to respond/provide records requested for construction building plans. Council Meetings – finalized/distributed agendas/items for 7-19-2016 Budget Workshop & Regular Meeting; continued preparing agenda for 8-16-2016 Regular Meeting. Community Redevelopment Agency – continued preparing agenda for 8-16-2016 CRA Board Meeting. Election – placed Notice of Election ads to run in Florida Today 7-14-16 & 7-28-16 as per State statute (see attached); the City Qualifying Period begins noon, 8-12-16 through noon, 8-26-16; go to www.votebrevard.com for information regarding Primary and General Elections; collected 2 Campaign Treasurer Reports, Report Code P2. Attended HR hosted Supervisor Training. Attended Florida Department of State Records webinar. Met with City Manager regarding various items/issues. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights: Met individually with City Manager, Mayor Hoog, Mayor Pro Tem Walsh, Council Member Bond and Council Member Brown to discuss the Fiscal Year 2016-2017 Proposed Budget Detail and Capital Improvement Plan Fiscal Year 2016-2017 thru 2020-2021. Met with Economic Development Director to discuss construction progress of the New City Hall. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights: Congratulations to Israel Huron on being selected for the Collections/Reclamation Field Systems Supervisor position. While all submitted candidates brought excellent qualifications “to the table”, the City is confident that Israel will provide the leadership necessary to move the division forward. HR continues to conduct interviews of qualified Professional Engineers with Wastewater/Reclamation municipal plant leadership experience. Property damage to a decorative lighting system (pole and light fixture) was sustained on Columbia Drive following a two vehicle automobile accident on July 8, 2016. HR obtained a copy of the accident report from law enforcement and will pursue compensation for damages by the driver cited in the accident report. Repairs totaling under $1,000, including materials and labor, were completed by Public Works Services Staff. HR conducted a Management Training Workshop to provide newly promoted, as well as veteran supervisory Staff, with information/tools needed to build, engage and develop effective teams who will effectively implement the mission and vision set forth for the City. ZIKA UPDATE Florida’s total number of confirmed travel-related Zika virus cases rose to 276 on Monday with the announcement of 13 new incidents across the state. The confirmation of 13 cases in one day is the largest number thus far in Florida. Last week, 11 new cases were reported in a single day. Absent additional federal funding to address this issue and with peak mosquito breeding season upon us, citizens are strongly advised to take the following precautions. Wear long-sleeved shirts and long pants. Stay in places with air conditioning and window/door screens to keep mosquitoes outside. Sleep under a mosquito bed net if you are overseas or outside and are not able to protect yourself from mosquito bites. To protect your child from mosquito bites: o Do not use insect repellent on babies younger than 2 months old. o Do not use products containing oil of lemon eucalyptus or para-menthane-diol on children younger than 3 years old. o Dress your child in clothing that covers arms and legs. o Cover crib, stroller and baby carrier with mosquito netting. o Do not apply insect repellent onto a child’s hands, eyes, mouth or cut/irritated skin. o Adults: Spray insect repellent onto your hands and then apply to a child’s face. Once a week, empty and scrub, turn over, cover or throw out any items that hold water like tires, buckets, planters, toys, pools, birdbaths, flowerpot saucers or trash containers. Mosquitoes lay eggs near water. o Tightly cover water storage containers (buckets/cisterns/rain barrels) so that mosquitoes cannot get inside to lay eggs. o For containers without lids, use wire mesh with holes smaller than an adult mosquito. o Use larvicides to treat large containers of water that will not be used for drinking and cannot be covered or dumped out. Use an outdoor insect spray made to kill mosquitoes in areas where they rest. o Mosquitoes rest in dark, humid areas like under patio furniture, or under the carport or garage. When using insecticides, always follow label instructions. If you have a septic tank, repair cracks or gaps. Cover open vent or plumbing pipes. Use wire mesh with holes smaller than an adult mosquito. Install or repair and use window and door screens. Do not leave doors propped open. Use air conditioning when possible. Kill mosquitoes inside your home. Use an indoor insect fogger or indoor insect spray to kill mosquitoes and treat areas where they rest. These products work immediately and may need to be reapplied. When using insecticides, always follow label directions. Insecticide alone will not keep your home free of mosquitoes. Mosquitoes rest in dark, humid places like under the sink, in closets, under furniture or in the laundry room. CITY OF CAPE CANAVERAL, FLORIDA NOTICE OF ELECTION QUALIFYING INFORMATION On Tuesday, November 8, 2016, the City of Cape Canaveral, Florida will hold a General Municipal Election for the purpose of electing two (2) City Council Members. Term of Office – Three (3) years, through November 2019. Qualifications – All candidates shall be qualified electors who are residents of the City of Cape Canaveral for at least one year prior to the date of qualifying to run for City office and registered to vote. Qualifying Period – Friday, August 12, 2016 at 12 noon through Friday, August 26, 2016 at 12 noon. As per Florida State Statute 99.012 no person may qualify as a candidate for more than one public office, no officer may qualify as a candidate for another municipal public office if the terms or any part thereof run concurrently with each other without resigning from the office presently held. The resignation is irrevocable and written resignation must be submitted at least 10 days prior to the first day of qualifying for the office sought. State law requires candidates for municipal office to comply with state regulations and accounting instructions for candidates and committees as set forth in Florida Statutes. Candidates shall file qualifying papers with the City Clerk’s Office. City Hall 105 Polk Avenue (321)868-1220 x220/221 Community Engagement Update for Week Ending July 15, 2016 Community Engagement is primarily responsible for implementation/evaluation of public programs, community meetings, public gatherings and more. Staff attended various meetings, performed day-to-day duties/responsibilities, website maintenance/improvements and performed content sourcing throughout the City for various digital/social media platforms. Other highlights include: Conversations with residents/pedestrians/business owners in regard to: City Hall Building Skate park Sea Grapes/Brazilian Pepper North Atlantic Streetscape Project Pet-friendly Trash cans on the beach Graffiti prevention / clean-up The City of Cape Canaveral Tech Talk will be held on Monday, July 18, 2016 from 5-7PM at the Cape Canaveral Public Library. All ages are welcome to this Q & A style meeting where devices, apps and modern technology will be discussed. Attendees are encouraged to bring their devices to help explain their issues and obtain resolution. Expect a hands-on meeting with peer to peer assistance. The goal of this initiative is to increase the level of technological comfort in an effort to improve communication throughout the City. A Sea Grape/Mangrove/Brazilian Pepper tree information webpage has been created to serve as a source of information regarding tree maintenance, regulations and penalties. CGI Communications is reaching out to Cape Canaveral with a free brand/City awareness video program. The videos would be created at no cost to the City and cover topics such as: Economic Development; Dining; Shopping; Tourism; Local Community Voices; and Quality of Life. The program also includes sponsorships from local businesses, restaurants and non-profits. Videos would be scripted, shot and edited by CGI Communications and then hosted/linked to the City website. Explored examples included messages from the City Manager and Council, streetscape improvements and park/recreation showcases. To bring awareness to the Cape Canaveral brand, 500 promotional silicone wristbands featuring THE CITY OF CAPE CANAVERAL and THE SPACE BETWEEN were purchased. These limited edition wristbands will be given away at City events. The first giveaway took place at Street Eats and consisted of 40 wristbands (20 adult/20 children sized). The giveaway was promoted on City social media platforms and included a secret phrase, “The Space Between Family + Friends”. City Staff on hand said the bands were in high demand and participation strengthened the brand awareness. The next wristband giveaway will be at Movie in the Park on Friday, July 15, 2016. Community Development Update for Week Ending July 15, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research. The Building Division conducted 68 inspections; processed 34 new building permits; received 13 new BTR applications; processed 82 new or renewal BTR fire/alarm payments and 31 building permits issued and payments processed. Provided inspections for New City Hall to include pre-pour fill cell block out of first floor block. Processed one (1) new contractor information packet (Contractor License, Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral. Processed one (1) re-inspection fee. Processed one (1) Community Appearance Board payment. Processed two (2) records requests to produce blueprints of building. Processed one (1) Code Enforcement contractor citation. Responded to 23 emails, faxes and/or calls requesting permit information from realtors/home inspectors. Scanned 34 pages of Certificates of Insurance (Contractor Verification). Scanned/verified 34 pages of Department documents. Two (2) calls to contractors regarding scheduling final inspections for building permits that are nearing expiration & permits that recently expired. Continued training new employee on Laserfiche, permit entry, permit payments, front counter coverage and month-end permit reporting for Brevard County. Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights: Issued five (5) notices of violation. Resolved 10 violations in the field. Tagged four (4) vehicles to be towed for not having a current tag or expired tag. Placed five (5) door tags requesting correction for visible violations related to overgrowth. Responded to 21 lien search requests. Received five (5) new requests for tree removal. Conducted 34 site inspections for tree removal activities with City Arborist. Removed 49 illegally placed signs from right of way and/or telephone poles. Received 23 new requests giving life-safety issues priority, followed closely by community appearance and property maintenance. Code Enforcement Officers continue to conduct daily community sweeps for visible violations throughout the City. Code Enforcement continues to reach out to commercial/residential property owners with non-conforming ground signs in an effort to provide awareness of the upcoming requirement for all existing pole signs to be modified into a pylon sign by September 16, 2016. City Staff has contacted approximately 63 property/business owners to provide information related to the issue. Records Management – 1,568 pages of documents scanned/verified; continued preparing records for disposition/destruction and 3.0 cubic feet sent for destruction. Coordinated meeting to discuss Code Enforcement Board processes/procedures. Participated in conference call with Senior City Attorney regarding Board Order processes/procedures. Conducted July 13th Planning & Zoning Board meeting where Site Plan Approval was granted for the Twistee Treat Ice Cream Shop located at 8200 Astronaut Boulevard. One condition was added to include 6 bicycle parking spaces due to the demand for these facilities in the City. Met with residential developer of properties on Oak Lane to discuss a variance application for a lot that does not meet the minimum R-2 district standards. Prepared agenda item for July 19th City Council meeting related to the City sign ordinance. Met with Code Enforcement Staff regarding the 2016 Beach Lighting Survey recently conducted by Geomar Environmental Consultants on behalf of the Canaveral Port Authority. The survey included approximately 2.5 miles of coastal beach running from Jetty Park to Harding Avenue. The report states that “Night lighting surveys indicated reasonably good compliance by beachfront residences, condominium associations and public lands with local directives to minimize lighting that could impact sea turtle hatchlings.” The survey documents 45 observed light sources, which is about 22% greater than last year (37). The largest category of lighting findings (18) included reflected, indirect light off building surfaces and landscaping from light sources not directly visible to the observer. Over many years of conducting lighting surveys along the Canaveral Sand Bypass sand placement beach area, Geomar has witnessed a notable reduction in street lighting visible on the beach, particularly at the streets terminating at public beach access sites. Continued sea grape pruning has resulted in more lighting reaching the beach and potentially impacting sea turtle nesting and hatching emergence behavior. Excessive trimming of dune vegetation should be avoided. Staff will continue to work with property owners along this section of the beach to eliminate/reduce lighting sources identified in the 2016 survey. Economic Development Update for Week Ending July 15, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. Issued the following Business Tax Receipts: o Hoots Beachcomber Salon, LLC. Attended Brevard County Transportation Planning Organization (TPO) Board meeting. With the support of District 2 Commissioner, Jim Barfield, the Board approved funding for the design of two intersections: o Realignment of International Blvd. to align directly with N. Atlantic Ave. at the Astronaut Blvd. Split, and o Redesign of the intersection at SR A1A and SR 520. Additional funds may be allocated this year toward design of SR A1A improvements from SR 520 to George King Blvd. This success, like the recent speed limit reduction, is a result of a diligent focus by City Council/Staff toward Public Safety improvements on SR A1A as TPO funding becomes available. The SR A1A improvements were conceptualized with community input in 2012-2013 by Kimley-Horn & Assoc. and have received support from the City via two widely distributed Council Resolutions. The funding was recommended by the TPO Growth Management Subcommittee and the TPO CAC/TAC Committees. FDOT has indicated willingness to perform design work via its in-house consultant. They have scoped the projects and have cost estimates for the intersection work, but are still finalizing cost estimates for the rest of the SR A1A work. City Hall status: o 1st floor concrete block walls reinforced with internal columns have been constructed up to the level of the tie-beam (or “bond beam”). The tie-beam, currently being constructed with plywood forms, is a horizontal band of poured concrete 18 to 24 inches high around the perimeter of the building. It “ties” all the exterior walls and in-wall columns together and becomes a connecting point for the second floor deck. o The steel work for the 2nd floor deck will take place within the next two weeks. o Storm drainage work has begun on the north end of the site with storm inlets and manholes being connected with reinforced concrete pipes and HDPE pipes. o Attended Monthly Progress meeting with Contractor, Project Architect, Civil Engineer, City Engineer, Building Official, Assistant Fire Chief and Interim Public Works Services Director/Community Engagement Director. o Polk Ave. will be permanently closed to vehicular traffic at A1A beginning July 18th. The area of permanent closure is illustrated in the photo below. Future vehicular traffic to City facilities on Polk Ave. will come west from Poinsetta Ave. This supports the creation of a quality public engagement space – the City Hall public plaza – a lighted, hardscaped area separated from vehicular travel by a concrete seat wall, featuring well-designed amenities such as benches, brick pavers, terraced landscaping and bike racks. Along with Mayor, attended meeting with Port Leadership Staff and Port Master Plan Consultant Firm to begin work on creation of a detailed plan of action for the proposed Port/City road network. Florida City Gas completed purging/cleaning/testing of the 8” gas main. The line is in service. Sidewalk repairs are underway (photo below). Along with Community Development Director, met with local developer/hotelier regarding conceptual revisions to the existing Port of Call Development Agreement which would enable the facility at 8600 Astronaut Blvd. to be converted into a corporate headquarters for a company that will bring more than 300 new jobs to Cape Canaveral. Negotiations include conceptual relocation of the proposed hotel and relocation of existing cruise parking to hotel property, as authorized by the Economic Opportunity Overlay District. Trade Show Grants Available for Florida Companies Enterprise Florida is offering eligible small and medium-sized manufacturers and professional service providers Target Sector Trade Grants to help Florida companies grow export sales through overseas international trade shows. Target Sector Trade Grants are reimbursable grants that will help offset exhibition booth expenses for trade shows that Enterprise Florida participates in, as well as other approved trade shows in one of Florida's identified target sectors. Due to the Exfiltration Project at Canaveral City Park, the next Movie event will not take place until February 2017. Summer Camp Summer Camp finished week number seven with tons of activities and field trips. Monday morning started with campers making a collage themed “all about me”. They cut out pictures and words that they liked or disliked using recycled magazines and glued them to a piece of paper. After lunch, the group enjoyed a field trip to Coastal Elite Gymnastics for an afternoon filled with flips, jumps and climbing. Once gymnastics was complete, campers indulged in a complimentary small Slurpee, as the convenience store chain held its annual July 11 giveaway of the sweet slushy drink. Tuesday morning was spent at the Cobb Theatres watching the fantasy movie “Home”. Wednesday morning campers read books so they would be eligible to receive their reading prizes for the Summer Reading Program. A walk to the library was made on Wednesday afternoon to watch a comedy circus show and do a few circus related relay races. Thursday morning kids enjoyed dodgeball before packing up and heading to the Cocoa Beach Aquatic Center. Friday morning campers played numerous rounds of cops and robbers then went inside to enjoy free time. The week ended with the camper of the week presentation for showing a positive attitude, sportsmanship and respect to counselors and friends. After the announcement, kids walked over to the library to watch the hilarious and outrageous performance by the Jiggleman. Athletic Leagues A new Monday night advanced tennis league and mixed doubles league will begin on July 18. Wednesday night advanced racquetball completed another night of its ongoing season. The last week of playoffs for Wednesday night kickball was completed with the Bombers and WGTR advancing to the finals next week. Thursday night intermediate tennis completed the first week of the season with players raving about the looks of the new courts. All athletic activities on the fields at Canaveral City Park will end until January 2017 due to the Exfiltration stormwater Project. Banana River Park Phase II– Work on the north parking lot commenced the week of July 5th and continues on schedule. Site clearing has been completed and detention areas have been dug while ribbon curbs continue to be formed/poured. The parking lot has been re-engineered to capture all stormwater runoff on the north and south detention areas. Community Meeting for Manatee Sanctuary Park The public is invited to a Community Input Meeting by the Culture & Leisure Services Director who will be discussing a grant proposal for a playground project at Manatee Sanctuary Park. The meeting will be held at the Nancy Hanson Recreation Complex, 7300 North Atlantic Avenue, Cape Canaveral, FL 32920 at 4:30 p.m. on Wednesday, July 20, 2016. Public Works Services Update for Week Ending July 15, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System Lift Station Nos. 6 and 7 Improvements Project. Additional trees were planted around Lift Station No. 7 to further conceal it from view. Both lift stations are operational; Project is complete. View of new Lift Station No. 7 from Thurm Boulevard – looking west. Oxidation Ditch Rehabilitation. Bids were received/opened on June 30; Staff requested additional information from the three lowest bidders. Contractor recommendation will be made to City Council at the August 16th meeting. This is one of the projects funded through the City’s State Revolving Fund (SRF) Loan. WWTP Information. Brevard County Natural Resources Management Office (BCNRMO) requested Staff to supply information on treatment efficiency of the City’s WWTP for inclusion in the Save Our Indian River Lagoon Project Plan. The Brevard County Board of County Commissioners directed BCNRMO to prepare this Plan which will be used to determine the need for local, state and federal funding. The County Commission is considering a ballot initiative for voter-approved Indian River Lagoon funding. The Plan will include fertilizer management, stormwater treatment, septic to sewer, WWTP upgrades, passive performance upgrades for septic, muck dredging and other information. A draft plan will be released in mid-July. The attached chart shows total nitrogen (TN), reuse flow and total phosphorous (TP) in reclaimed water for all WWTPs in Brevard County. It is important to note that reclaimed water from the City’s WWTP contains the lowest concentrations of TN and TP when compared to other Brevard County WWTPs. Stormwater Canaveral City Park Ex-filtration Project. Pre-construction meeting with approved contractor (Villages Construction, Inc.) was held on July 13. Anticipated Project start date is August 1. Staff is currently preparing other initial documents per grant requirements. Project is being funded with two grants from (1) Florida Department of Environmental Protection (FDEP) and (2) State Legislature funds as well as funds from the City’s CRA. Annual Stormwater Permit Report. Staff is currently preparing the Year 3 Annual Report for submittal to FDEP. Infrastructure Maintenance (IM) North Atlantic Avenue Streetscape Project. Pedway construction on the western side of the street continues north of West Central Boulevard. Due to utilities being present at shallow depths along the western side of the street, the pedway will be constructed with six-inch thick concrete in lieu of asphalt. Maintenance of traffic (MOT) includes closure of one lane on North Atlantic Avenue during working hours; flagmen are utilized to direct traffic. All roads will be open after working hours. Estimated time of construction is eight months (early-October 2016). NOTE: All businesses in the North Atlantic Avenue corridor will remain open during construction activities. In addition, Florida City Gas Company is performing construction tasks in the vicinity of the intersection with SR A1A which will require temporary lane closures. Miscellaneous Project Status Report.
