This residential and business friendly atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that embraces the seaside and riverside as the main amenities, and supports local culture, commerce and education. We envision: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk- able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. We envision: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage.   Administrative Services Update for Week Ending June 17, 2016 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Met with Mayor Hoog, ED & CD Directors regarding N. Atlantic Avenue Streetscape Project.  Met with Mayor Pro Tem Walsh regarding various City initiatives.  EA continued assisting CCO with finalization/electronic delivery of 6/21/16 City Council Agenda Packet.  EA provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management – 236 pages of documents scanned/verified; 1,269 pages of documents verified; continued preparing records for offsite scanning and disposition/destruction; continued updating/adding backlog of permanent records in Laserfiche database; received 1 Public Records Request regarding City purchasing; Financial Services will handle/complete within 5-7 days.  Commission on Ethics – provided Statement of Financial Interests Form 1 (2015) and Final Form 1F (2016) to former employees and former elected official; forms are required to be submitted on or before July 1.  Council Meetings – Prepared/finalized/distributed Agenda/Packet for 6-21-2016 Regular Meeting.  Bid #2013-03 – Wastewater Treatment Plant Improvements for Oxidation Ditch Reconfiguration: responded to inquiries/requests; deadline to receive sealed Bids 6-30-2016, 2pm.  Provided coverage for Community Development front desk during Department Staff meeting.  Met with City Manager regarding various items/issues. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Attended 2016 Florida Government Financial Officers Association Conference in Orlando. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Wellness Programs: EEOC’s Final Rule While Wellness Programs, as part of the Affordable Care Act, are intended to promote employee awareness of the benefits of a healthy lifestyle and ultimately reduce health care expenditures and premiums, Americans with Disabilities Act (ADA) lawsuits have plagued said programs. Inherent in Wellness Programs is the gathering of personal health information from employees to include spouse/children. Incentives for providing personal confidential information have taken the form of “surcharges” levied on those who decline voluntary participation and, not surprisingly, caught the attention of the Equal Employment Opportunity Commission (EEOC). Following numerous legal challenges, EEOC has issued the following Final Rule with full compliance required by January 1, 2017.  Employers are prohibited from charging employees/spouses/children higher health premiums because they either did not wish to disclose personal health information OR disclosed health risks such as high blood pressure or a family history of diabetes or cancer. Doing so, violates GINA (Genetic Information Nondiscrimination Act) rule.  Limit on incentives applies to any wellness program that requires employees to answer disability-related questions or undergo medical examinations (whether it is participatory or health contingent). Like HIPAA and the Affordable Care Act, this rule also makes clear that the term "incentives" includes both financial and in-kind incentives (such as reductions in insurance premiums, cash, time-off awards, prizes and other items of value -- including "trinket" gifts).  The “safe harbor” provision does not apply to employer wellness programs, since employers are not collecting or using information to determine whether employees with certain health conditions are insurable or to set insurance premiums. The final rule adds a new provision explicitly stating that the safe harbor provision does not apply to wellness programs even if they are part of an employer's health plan.  Program may not require an overly burdensome amount of time for participation, involve unreasonably intrusive procedures, be a subterfuge for violating the ADA or other laws prohibiting employment discrimination or require employees to incur significant costs for medical examinations.  Clearly defines the conditions required for a “voluntary wellness program”.  Limits monetary incentives.  Clearly defines confidentiality requirements.  Office or Civil Rights Final Ruling The final rule clarifies existing nondiscrimination requirements and sets forth new standards for implementation of Section 1557, particularly with respect to the prohibition of discrimination on the basis of sex in health programs and activities. Overview The law is broad and will affect health insurance issuers and employers that receive federal financial assistance from HHS.  Expanded protection for transgender individuals: Covered entities cannot limit health services due to an individual's sex assigned at birth, gender identity or recorded gender.  Required language assistance: Covered entities must provide "taglines" to explain how individuals can obtain language services. These taglines must be provided in at least the top 15 non-English languages spoken in a given state.  Communication assistance for individuals with disabilities: Covered entities must provide information explaining how individuals with disabilities can receive support for communication services without charge.  Performed IT back-up for Administrative/Financial Services Director while attending conference.  Met with Interim PWS Director/Staff, providing assistance on personnel issues pertaining to training and job posting.  Posted, for internal consideration only, position of Collections/Reclamation Field Systems Supervisor position. Job posting will close June 21, at 5:00PM.  OneOrlando fund to help Pulse victims' families (Sponsored by City of Orlando) In addition to several GoFundMe accounts, Orlando Mayor Buddy Dyer has created another way to donate. OneOrlando fund was created to “raise and receive money to help those families most affected by the tragic events that unfolded on June 12, 2016 in our community.” The fund is a project put on by Strengthen Orlando Inc., a Florida nonprofit corporation that seeks to start and support projects that strengthen the Orlando community and may offer a secure way to know your money is indeed going to help the victims who need it. One of the cases involves a Pasco County resident. The other two new instances originated in Miami-Dade County. Community Engagement Update for Week Ending June 17, 2016 Community Engagement is primarily responsible for implementation/evaluation of public programs, community meetings, public gatherings and more. Staff attended various meetings, performed day-to-day duties/responsibilities, website maintenance/improvements and performed content sourcing throughout the City for various digital platforms. Other highlights include:  Engaged in conversation with residents/pedestrians/business owners regarding: o Coyote sightings o Street signage o Beach trash/litter/cigarette disposal towers o Lift stations o Pet-friendly initiatives o North Atlantic Streetscape Project o Community Calendar o Bikeable/Walkable  The second City of Cape Canaveral Tech Talk will be held on Monday, June 20, 2016 from 5-7PM at the Cape Canaveral Public Library. All ages are welcome to this Q & A style meeting, where we will discuss: devices, apps and modern technology. Attendees are encouraged to bring their devices to help explain their issues and get resolution. Expect a hands on meeting with peer to peer assistance. The goal of this initiative is to increase the level of technological comfort in an effort to improve communication throughout the City.  The social media Father’s Day Photo Contest ended on Tuesday at 5PM EST. Community Development Update for Week Ending June 17, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 42 inspections; processed 25 new building permits; received one (1) new BTR application; processed two (2) BTR fire/alarm payments and 42 building permits issued/payments processed.  Provided inspections for New City Hall to include pre-pour columns/beams.  Processed one (1) new contractors information packet (Contractor License, Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Processed one (1) payment for Code Enforcement Lien Reduction request.  Responded to six (6) emails, faxes and calls requesting permit information from realtors and home inspectors.  Scanned 12 pages of Certificates of Insurance (Contractor Verification).  Two (2) new BTR entered and sent for approval.  Generated Business Tax Receipt report for Brevard County Business Tax Receipt office.  Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Issued three (3) notices of violation.  Resolved three (3) violations in the field.  Conducted 27 site inspections for potential code enforcement violations, expired permits and compliance inspections.  Posted one (1) stop work order on a condominium unit for work without the required permit(s) and inspection(s).  Posted one (1) stop work order on a commercial property for work without the required permit(s) and inspection(s).  Responded to ten (10) lien search requests.  Resolved four (4) addressing requests.  Received one (1) new request for tree removal.  Conducted two (2) site inspections for tree removal activities with City Arborist.  Conducted one (1) site visit to residential property for tree removal activities.  Removed 32 illegally placed signs from right of way and/or telephone poles.  Received seven (7) new requests giving life-safety issues priority, followed closely by community appearance and property maintenance.  Code Enforcement Officers continue to conduct daily community sweeps for visible violations throughout the City.  Staff continues to contact local business owners regarding expired Business Tax Receipts.  Records Management – 165 pages of documents scanned/verified; continued preparing records for disposition/destruction.  Attended Business Tax Receipt meeting with Finance Staff to discuss upcoming BTR mail-out. Identified several tasks that need to be completed to include revising BTR renewal forms to make them more user friendly, as well as requesting documentation from business owners who are claiming exemption from City BTR fees. Both have been accomplished.  Assisted Building Department Staff with scanning/verifying current permit applications.  Met with Mayor and property owner regarding code enforcement activity at property on Surf Drive.  Prepared response to a request for information from Indian Harbour Beach on whether the City of Cape Canaveral allows the use of paver bricks in lieu of a traditional concrete sidewalk, through a homeowner’s driveway. In short, the City’s Code does not call for this. It is a practice that Staff has discussed implementing due to the number of streetscape projects the City has undertaken over the past few years. However, a Code revision will need to occur.  Met with resident who is interested in serving on one the City’s advisory boards.  Finalized draft of revised A1A Economic Opportunity Overlay District to include smart growth strategies. The draft will be workshopped with the P&Z Board at its July meeting. The draft includes several new strategies including:  Creation of a mixed-use overlay within the EOOD to encourage co- location of land uses within the same project.  Establishment of a minimum permeable area on a development site so as to increase stormwater infiltration on-site.  Establish a minimum permeable surface requirement for parking areas.  Establish a higher density for apartment/condo projects (25 du/ac).  Establish minimum bicycle parking standards for all development projects.  Establish minimum open space requirements for all development projects. Economic Development Update for Week Ending June 17, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  City Hall status: o With significant internal steel reinforcement, several archtop windows, in-wall columns and tie-beams were formed and poured solid with high-strength concrete this week. Work on these 160-mph hurricane-hardening features will continue into next week. o As concrete forms are removed, window and door openings are revealed and architectural elevations begin to emerge. o Continued processing of Purchase Orders using Owner-Direct Purchasing (ODP). This process allows the City to take advantage of its sales tax exemption; thereby, reducing the overall cost of the project. o Met with Fire Marshal and Building Official regarding possible site revisions.  Met with City Manager, Mayor and Community Development Director regarding a commercial property owner’s claim of rights to a curb cut in the North Atlantic Avenue Streetscape Project.  Published City email response to our Blackboard Connect Community regarding the Orlando Pulse Nightclub tragedy.  Discussed an investment opportunity with commercial Real Estate Broker. June 2016 From the Desk of Lynda Weatherman Hello Everyone, The EDC recently facilitated meetings with the Federal Reserve Bank of Atlanta and local community workforce partners. The representatives of the Federal Reserve were interested in understanding our local strengths, weaknesses, opportunities and challenges. The information gathered will be used in their programs to better understand workforce alignment in similar cities and to also share learnings they have collected from similarly situated communities. The Federal Reserve interest and outreach could not have come at a more opportune time as over 60% of our manufacturing workforce are projected to enter retirement within the next 15- 20 years, with fewer new recruits available to fill in those positions. The EDC is actively engaging with community partners on how to mitigate this transition locally. Thank you to those who participated in these critical discussions. I look forward to incorporating additional feedback from others as we move forward with finding sustainable solutions. Share the word if you know anyone who might benefit from this great program. Summer Camp Summer Camp completed another action packed week full of fun and exciting activities. Monday started off with a field trip to Coastal Elite Gymnastics in Merritt Island. Campers enjoyed tumbling, climbing on the parallel bars, participating on the obstacle course and jumping into the foam filled pit. Tuesday’s field trip to the Cobb Movie Theatre in Merritt Island featured the adventure movie “Norm of the North”. On Wednesday, campers enjoyed playing sharks and minnows at Canaveral City Park then headed inside to play balloon volleyball. The day was capped by a trip to the library to watch a fun fitness magic show. After last week’s inclement weather, campers were very excited to venture to the Cocoa Beach Aquatic Center for a pool party. Friday was spent at the Park followed by free play time which included board games, Barbie’s, Legos, air hockey and table tennis. Friday afternoon kids walked to the library to see an amazing performance by Ballet Esprit. The show was themed as a bird dance and featured live animals in the show. Teen Basketball – The first night of Summer Teen 3 v 3 Basketball started Tuesday at Canaveral City Park. About 20 players showed up and had a great time. Athletic Leagues - Wednesday night kickball took the field twice this week; Monday and Wednesday to complete the schedule in a timely manner before the fields are shut down for the Exfiltration stormwater project. Grahams Smokehouse leads the league with a flawless 5-0 record. Wednesday night advanced racquetball and intermediate tennis continued its playoff matches. The top 8 players in each league will battle for the championship title. Staff is registering teams and players to play 4 vs 4 Co Ed Flag Football starting July 14 at Banana River Park. Cost is $150.00 per team. New softball and Monday night kickball leagues will not take place again until after the exfiltration stormwater project is complete (scheduled to start in late July). Tennis Court Resurfacing – Due to last week’s Tropical Storm Colin, the tennis court resurfacing company fell behind and had to postpone the City’s project by one week. Please be advised that starting Monday, June 20th, the tennis courts at the Nancy Hanson Recreation Complex will get a much needed resurfacing and will be closed for 2 to 3 weeks. Regular resurfacing on a 5 to 7 year schedule ensures longevity of the courts. The expected lifetime of tennis courts is 25 to 30 years. The tennis courts were built in 1975. Public Works Services Update for Week Ending June 17, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Both Lift Stations are operational. Former Lift Station No. 7 currently being abandoned and fence being installed around new Lift Station No. 7.  Oxidation Rehabilitation. Project is currently being advertised for public bids. Mandatory pre-bid meeting was held June 9; sealed bids are due June 30. Contractor recommendation will be made to City Council at the July 19th meeting. This is one of the projects funded through the City’s State Revolving Fund (SRF) Loan. Stormwater  Canaveral City Park Ex-filtration Project. Bid opening was performed June 9; four sealed bids were received. Staff is recommending Villages Construction, Inc. of Leesburg, Florida as the general contractor. Project is being funded with two grants from (1) FDEP and (2) State Legislature funds as well as funds from the City’s Stormwater Utility/CRA. A letter will be mailed to area residents describing the Project.  Florida Stormwater Association (FSA). Staff attended the Annual FSA Conference in Ft. Myers, Florida. A summary of key topics from the Conference will be included in the next Weekly Update. Infrastructure Maintenance (IM)  North Atlantic Avenue Streetscape Project. Contractor continues sidewalk construction on North Atlantic Avenue north of West Central Boulevard. Pedway construction on the western side of the street continues south of West Central Boulevard. Due to utilities being present at shallow depths along the western side of the street, the pedway will be constructed with six-inch thick concrete in lieu of asphalt. Maintenance of traffic (MOT) includes closure of one lane on North Atlantic Avenue during working hours; flagmen are utilized to direct traffic. All roads will be open after working hours. Estimated time of construction is eight months (early-October 2016). NOTE: All businesses in the North Atlantic Avenue corridor will remain open during construction activities. In addition, Florida City Gas Company is performing construction tasks in the vicinity of the intersection with SR A1A which will require temporary lane closures. New “landing area” at the NE corner of North Atlantic Avenue and East Central Boulevard (looking northwest).  Estuary Rehabilitation Grant. Staff is working with US Army Corps of Engineers to finalize documents for this Project on the 7.9-acre, City-owned property located at the western end of Long Point Road. The scope of work includes clear-cutting all Brazilian pepper trees and replanting with native vegetation. The Grant is a 65% - 35% match with a total budget of $306,420. Supporting Orlando incident with the Mobile Maritime Incident Management Operation Center. This vehicle is being used by the Governor’s staff and we expect to bring it back on Friday. 11. Final trials for document Software conducted. 12. Conducted 13 new, 24 follow up and 2 new construction inspections. 3 new construction plans were reviewed/processed.
