This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending May 6, 2016 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Met with Strategic Planning Consultant, Economic Development Director & Community Development Director to finalize Retreat goals/objectives and discuss results of Retreat.  Met with Brevard based development group, Economic Development Director and Community Development Director regarding development opportunities in the City.  Executive Assistant (EA) attended New City Hall Groundbreaking Ceremony.  EA was part of the 17th Annual Student Art Show judging team.  EA continued assisting CCO/Department Directors in preparation of the 5-17-2016 City Council Agenda Packet.  EA attended Records Management Workshop hosted by CCO.  EA provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management - 990 pages of documents scanned; 1,425 pages of documents verified; continued preparing records for disposition/destruction.  Council Meetings – Continued preparing for 5-17-2016 Regular Meeting.  Bids/RFPs/RFQs – Responded to inquiries and supplied packets for: Bid #2016-02/City Park Stormwater Retrofit project, deadline to receive Bids is 6-2-2016, 2pm.  Met with City Manager regarding various items/issues.  Hosted Records Management lunch meeting for Department records coordinators.  Relay for Life of Central Brevard Beaches update – Event Leadership Team Wrap Up Party is scheduled for Tuesday, May 10 @ 6PM, Long Doggers Cocoa Beach - all Team Captains, Team Members, Committee and Relay Participants are welcome; future City Team Sun, Space & Sea involvement with the RLF will continue as a “virtual” team online by raising funds and promoting the event (see attached letter to the American Cancer Society). Highlights:  Attended City Hall Groundbreaking Event.  Met with Building Official regarding Business Tax Receipt process for Fiscal Year 2016/17. Highlights:  LEGISLATIVE UPDATE Fiduciary Rule Update WASHINGTON (AP) — The GOP-controlled House has voted along party lines to overturn new rules requiring stricter standards for brokers regarding retirement investments. Thursday’s 234-183 vote to reject the rules was driven by Republicans who warn they will limit the options available to investors and could cause brokers to abandon retirement savers with smaller accounts. The measure now heads to the Senate under a special procedure that would not allow Democrats to filibuster it. President Barack Obama's veto makes it virtually certain that the rules will go forward.  Florida Division of Emergency Management has selected Everbridge to develop a new Statewide Emergency Notification system, ALERTFLORIDA, currently in its developmental stage, http://www.flgetaplan.com/alertflorida.aspx.  The City participated, in two Salary Surveys conducted by City of Rockledge and Brevard County. HR has requested results upon completion.  HR performed Risk Management/Liabiltiy research on the topic of municipal dog parks as well as dog friendly municipal spaces. Findings indicate that pet friendly municipal spaces are prevelant throughout the US and are growing in popularity. The City’s FMIT Risk Analyst confirmed the City’s current policy covers pet friendly spaces as well as full fledge dog parks at no additional cost to the City. He further indicated that FMIT has never received a “dog park” related liability claim despite their many members that provide such spaces.  Began recruitment efforts for an additional PT Clerical Assistant assigned to Culture and Leisure Services. Additonal front desk clerical support is needed in order to accommodate the significant increase in Cultural activities.  ZIKA UPDATE o Brevard County Emergency Operations Center has issued the following ZIKA VIRUS ADVISORY confirming the first Zika-related death in the US-Puerto Rico. o The State’s Declaration of Public Health Emergency has been expanded to 16 counties, including Brevard. o There are currently three active cases still exhibiting symptoms in Florida, none of which are in Brevard. o The total number of confirmed Zika virus cases in the State of Florida has reached 102, with three new patients in Palm Beach and one in Miami-Dade Counties. The State also confirmed a case of Zika virus in a pregnant woman. Florida leads the nation with confirmed cases of the disease o Brevard continues to report 2 known travel related cases of Zika Virus. o Aedes aegypti mosquitos are reportedly NOT produced in wetlands or other typical habitats such as roadside ditches, retention ponds or swales. These mosquitos breed in containers such as bird baths, pools, buckets of water, abandoned tires, etc. o The Florida Department of Agriculture will begin testing mosquitoes for the Zika virus. Commissioner Adam Putnam announced Tuesday that a department laboratory in Kissimmee is now equipped to test for the virus. The same laboratory is used to test for animal diseases. The department is working with mosquito control districts to distribute traps and train them on how to submit samples. Department spokeswoman Jennifer Meale said testing would begin within two weeks. o Governor Scott is traveling to Washington to request lawmakers treat the Zika threat as they would a hurricane and respond accordingly with funding assistance. Going forward, City Team Sun, Space and Sea will continue to support the Relay as a virtual team, raising funds by encouraging the community to join us. We will be happy to continue promoting RFL of Central Brevard Beaches through the City Website, electronic marquee, social media, etc. Due to the small size of our workforce and the overtime costs involved in this particular event, we will no longer be able to provide the services we have in the past logistically. The Director reports to the City Manager and works closely with many departments, including Culture and Leisure Services, Economic Development and Community Development. Enlisting input/involvement of colleagues and community leaders, the Community Engagement Department identifies/implements opportunities for involvement between the City and its surrounding communities and other constituencies. Highlights: ● Residents/visitors participated in information gathering during Founders Day in order to understand what residents/visitors envision for the City. Ideas were divided into short-term and long-term City goals and written on a dry erase board. Feedback was generally positive and included a range of ages and backgrounds (approx. 120 people). Goals included: dog park; community center; more environmental/recycling programs; and an inside playground. Participants were rewarded with a Founders Day custom koozie branded with Founders Day 2016 and a The Space BetweenSM branded name tag that included their name, what they like to do in Cape Canaveral and how long they have lived in the City. The event must be submitted with the required information and be in the correct format three weeks in advance to be included on the Calendar. The event will only be posted if approved by the Community Engagement Department. Information from Founders Day was used to evaluate possible changes to the City of Cape Canaveral Vision Statement. Information was received positively and City Council/Staff can use it to guide future initiatives. ● Through a new initiative, seniors will be taught how to use mainstream devices/applications that are popular among all age groups in order to promote greater integration and relevance in the digital world. Curriculum and training models can be modified to adapt to the emergence of new and popular offerings, devices and interfaces so older adults can learn what is relevant and intuitive. Meetings will be held at the Cape Canaveral Library. Attendees are encouraged to bring their own devices. The goal is to increase the level of technological comfort in an effort to improve communication throughout the City. The first Tech Talk will be held on May 25 from 5-7 pm. The event was documented, live tweeted and streamed using multiple social media platforms. If you would like to access the Event Library click here. ● Information about on-leash, off-leash and free run dog parks was gathered as a fact-finding mission to explore how existing dog parks are funded / operated; how parks handle on- leash animals; and any major hurdles. As the City moves closer to realizing the City Vision Statement, it is important to learn what we can from neighboring cities. ● A sea turtle information webpage has been created to serve as a source of information regarding area sea turtle species, conservation, ways to help/volunteer and most importantly Lights Out for Sea Turtles from 5/1-10/31. The webpage contains contact information for local groups, as well as reports regarding the importance of sea turtles and studies about the danger of plastic debris. To visit that webpage click here. Lights that shine onto a nesting beach can draw turtle hatchlings away from the ocean and off the beach, where they have a slim chance of survival. Beach lights can also scare away females crawling ashore to nest. ● Attended meeting with Project Coordination Specialist for Brevard County Natural Resources Management about conducting rain barrel workshops in Cape Canaveral. Rain barrels are an effective way to reduce stormwater runoff into the lagoon, conserve water and also reduce your water bill. Brevard County Natural Resources Management holds water barrel workshops instructing paid participants on good water conservation practices and how to construct a rain barrel for their home or business. ● Contacted Brevard Zoo about oyster mat/oyster gardening workshops for Cape Canaveral. The City is in a prime location to help in the process of repairing the lagoon ecosystem by way of oyster reefs. Riverfront homeowners, businesses and condos in Cape Canaveral are needed as Brevard Zoo looks for ideal “oyster habit” locations. These small cage like habitats house growing oysters for 6-9 months before they are transplanted to a larger reef structure. Locations with docks are preferred, but not necessary. Community Development Update for Week Ending May 6, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 55 inspections; processed 27 new building permits; received two (2) new BTR applications; processed four (4) BTR fire and alarm permit applications and 21 building permits issued and payments processed.  Provided inspections for New City Hall to include elevator pit walls and stem walls/columns.  Processed two (2) new contractors information packets (Contractor License, Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Responded to nine (9) emails, faxes and calls requesting permit information from realtors and home inspectors.  Prepared one (1) document request for Brevard County.  Prepared City Council Agenda Item for recommendation of Charles Hartley to Code Enforcement Board.  Scanned 19 pages of Certificates of Insurance (Contractor Verification).  Researched/prepared 48 BTR applications/supporting documents for corrections regarding inaccurate coding, addresses and fees.  Scanned/verified 60 Department documents.  Meeting with Building Official regarding contractor registration requirements with Brevard County effective August 1, 2016.  Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Issued three (3) notices of violation.  Issued one (1) letter of compliance.  Received three (3) new Code Enforcement requests.  Received two (2) tree removal applications for residential property and conducted two (2) inspections for removal of a tree without a permit.  Conducted six (6) site inspections for potential code enforcement violations, expired permits and compliance inspections.  Responded to seven (7) lien search inquiries.  Removed 20 illegally placed signs from right of way and/or telephone poles.  Code Enforcement Officers conducted daily community sweeps for visible violations throughout the City.  Code Enforcement is very sad to announce the passing of Mr. Raymond Veins. Mr. Viens served as a valued Member of the Code Enforcement Board since March 15, 2005. Construction Plans for destruction.  Arbor Day was a huge success. Students created a poster, pictures, poems and helped plant a variety of trees and shrubs. All students took home plants to care for along with some donated goodies from Brevard County.  Coordinated/attended Pre-Application Meeting with Cumberland Farms in preparation of July Planning and Zoning Board Meeting for proposed location at 8000 Astronaut Boulevard.  In conjunction with Economic Development Director met with agent for a national chain regarding a potential location in the City limits. Discussed the City’s approval process and items that would be important to emphasize.  Participated in phone conference with a development interest regarding possible residential opportunities.  Along with Code Enforcement Staff, participated in conference call with City Attorney’s office regarding expansion of the City’s citation program. Economic Development Update for Week Ending May 6, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  City Hall status: o Groundbreaking with City Council held on Tuesday, May 3rd. o Perimeter stem-wall has been constructed. o Site grading is underway.  Along with representatives from other Brevard County CRAs, spoke to Brevard County Board of Realtor members’ Commercial Investment Council. The topic focused on similarities and differences as well as general familiarization with the various CRAs in an overview/Q&A/panel discussion format.  Teleconferenced with developer regarding a potentially significant development opportunity in the Economic Opportunity Overlay District. The project could potentially bring 300 new jobs to the City. Met with EDC Officials regarding incentive details regarding the same project, code named “Project Ethan”.  Spoke with Brevard County School Board Chair regarding the City’s desire to own/operate Cherie Down Park.  Met with City Manager and Contract Graphic Designer regarding increasing the City’s marketing position with the Tourism Development Council (TDC).  Visited the Air Force Space and Missile History Center, located adjacent to the Cape Canaveral Air Force Station property. Spoke with representatives regarding possibility of establishing a version of the History Center with an A1A presence in the City.  Attended Pre-Application Meeting with Cumberland Farms in preparation of July Planning and Zoning Board Meeting for proposed location at 8000 Astronaut Boulevard.  In conjunction with Community Development Director, met with agent for a national chain regarding a potential location in the City limits. Discussed the City’s approval process and items that would be important to emphasize.  Along with City Manager and Community Development Director, met with a Brevard- based Development Company interested in exploring development opportunities in the City of Cape Canaveral, due to its proximity to Port Canaveral. Provided parcel size and ownership information for various properties.  Director is a member of the EDC Ad Valorem Tax Abatement Council. The Council makes recommendations of Tax Abatement incentives to the Board of County Commissioners to attract new/expanding businesses to Brevard County. The Council met this week and approved three applications, all of which are being courted by other cities, counties or states: o A 100% abatement for 10 years for Project Marathon, a global company and a leader in the engineering/design of high-technology products and services. With an existing workforce of more than 3,000 in the U.S. and a legacy presence of over 100 years, the company has expanded its operations recently across a number of diverse market segments and wishes to construct a new 100,000 s.f. facility in Melbourne/Brevard County. This project would create 327 jobs over the next 4 years, with an average wage of $64,356 and a capital investment of $31,220,000. o An 80% abatement for 8 years for Project Citizen Kane, a warehousing/distribution center for a large retailer with more than 2.2 million associates worldwide with 1.4 million in the U.S. The preferred location is the Port Canaveral Logistics Park located in the City of Cocoa, off of S.R. 524. The project would create 239 new jobs over the next three years, with an average wage of $42,421 and a total capital investment of $96,200,000. o A 70% abatement for 7 years for Project Cross-Brand Manufacturing, a start- up of local experts in the sun care industry. The new company will be a health/ beauty aid product manufacturer. Its initial focus will be in the sun care industry. The Company wishes to establish its presence in the City of Cocoa in a 75,000 sf facility. The project would create 70 new jobs over the next three years, with an average wage of $45,000 and a total capital investment of $2,000,000. Director Meetings  City Manager  Administrative / Financial Services Director  Youth Football Program Instructor  New City Hall Groundbreaking Ceremony  Cocoa Beach High School Student – Take Stock in Children Mentoring Program Athletic Leagues Monday night kickball wrapped up regular season play and will begin playoffs in two weeks. Wednesday night intermediate tennis is off to a very good start with a tight leaderboard and one player remaining undefeated. Wednesday night kickball was cancelled due to inclement weather but ready to start the new season next week with 6 participating teams. Wednesday night racquetball has the top player leading with a flawless record. Thursday night softball started make up games and will have playoffs in two weeks. Thursday night intermediate tennis will begin in two weeks with many new faces ready to play. Staff continues to register new players for Monday night advanced tennis singles and doubles league. Farmers Market – Everyone is invited to enjoy the fresh produce, baked goods and handmade arts and crafts by local artists. See you Saturday from 9 a.m. to 3 p.m. at Xeriscape Park on Taylor Avenue, across the street from the Nancy Hanson Recreation Complex. Friday Fest – May’s Friday Fest along with the 17th Annual Student Art Show will not be one to miss! With a record 12 schools participating, the Show had to be moved to Council Chambers at the Library. An eco / urban chic display was created for the artwork capped with a center island for 3-d art. An amazing array of food will be available at Friday Fest ranging from down-home favorites to world cuisine. Beer and wine sales will be hosted by the Cocoa Beach High School Booster Club. The event will start at 6:00 p.m. featuring Highway 1 and the award ceremony for the Art Show will take place on the main stage at 7:00 p.m. Public Works Services Update for Week Ending May 6, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Lift Station No. 6 is complete and online. Lift Station No. 7 system start-up is scheduled for May 9; FPL currently installing an at-grade transformer. After installation, the existing lift station will be abandoned in- place and the new lift station surrounded with vegetation (Myrtle trees). Several revisions were made to proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.). New Lift Station No. 7 – looking northeast.  Holman Road Sanitary Sewer Line Installation – Phase I. Installation of sanitary sewer pipe is complete; new sewer pipe is online. Final hook-up for lift station at 399 Holman Road completed on April 29; minor clean-up activities remain. This is one of the wastewater-related projects performed with funds from the City’s SRF loan.  Lift Station Safety. All City lift stations have been improved, where appropriate, with high visibility paint to avoid tripping hazards during maintenance activies (i.e., vent exhausts, vent stacks, base conduits, etc.). Lift Station No. 1 (Washington Ave.) Yellow Safety Markings. Stormwater  Canaveral City Park Ex-filtration Project. Project is currently being advertised for bids. A mandatory pre-bid meeting was held Tuesday, May 3 at 10:00 am; sealed bids are due Thursday, June 2 at 2:00 pm. Construction is anticipated to begin in July 2016. Project will collect stormwater from a 30-acre area in the Presidential streets for infiltration into the surficial aquifer beneath the two ballfields. A significant amount of stormwater will thus be removed from the City’s stormwater system and the Banana River Lagoon. Project is being funded with a 319(h) grant from Florida Department of Environmental Protection (FDEP) and State Legislature funds.  Proposed Stormwater Improvement Projects. Staff submitted detailed information to FDEP on all of the City’s proposed stormwater improvement projects for FY16-17 through FY19-20. Submitted data (e.g., drainage areas, basin boundaries, etc.) will be used to calculate future nutrient reduction credits for the Total Maximum Daily Load (TMDL) Program. A summary of the data collected/submitted is included on the attached table. o Street Sweeping (ongoing). The City’s contractor performs monthly street sweeping of all curbed City streets. Approximately 12-15 cubic yards of sand and debris are collected each month and prevented from entering the City’s stormwater system. o Stormwater Inlet Replacements (ongoing). Stormwater inlets throughout the City are being replaced with Type “C” inlets. These improved inlets eliminate larger debris/vegetative material from entering the City’s stormwater system. Future Projects: Several stormwater improvement projects are budgeted and included in the draft Capital Improvement Plan (CIP). Projects include construction of stormwater swales, wet/dry detention ponds and denitrification walls. Implementation of these projects (and others) will allow the City to meet the 15-year nutrient reduction requirements of FDEP’s TMDL Program. Information pertaining to water quality improvement projects will continue to be provided in future weekly updates. Infrastructure Maintenance (IM)  North Atlantic Avenue Streetscape Project. Contractor initiated pouring of new sidewalk and environmental curb along eastern right-of-way (ROW). New mast arms to be installed week of May 16. Replacement of concrete sidewalk and installation of environmental curb on eastern side of roadway to Central Boulevard nearly complete. Maintenance of traffic (MOT) includes closure of one lane on North Atlantic Avenue during working hours; flagmen are utilized to direct traffic. Work is currently focused between SR A1A and West/East Central Boulevard. All roads will be open after working hours. Estimated time of construction is eight months (end of September 2016). NOTE: All businesses in the North Atlantic Avenue corridor will remain open during the construction activities.  Arbor Day. The students of Cape View Elementary enjoyed tree/shrub planting with IM and City Staff. Two (2) Crepe Myrtle trees and a variety of eighty (80) shrubs were planted near the playground and along the kayak launch at Banana River Park.
