This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending April 22, 2016 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Met individually with Council Members Bond and McMillin regarding agenda items/miscellaneous City initiatives.  Participated in Branding trademark initiative meeting.  Attended City Council Regular Meeting.  Facilitated Team Staff Meeting.  Met with Assistant Superintendent of Government and Community Relations for Brevard Public Schools, Mayor Hoog, Culture & Leisure Services Director and Economic Development Director regarding BPS alignment with the City’s needs.  Executive Assistant (EA) attended Team Staff Meeting.  EA updated Action Tracking.  EA provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management - 40 pages of documents scanned/verified; continued preparing records for disposition/destruction; provided assistance to Financial Services in responding to a Public Records Request regarding IT Services. 14 cubic feet of records were destroyed.  Council Meetings – attended Regular City Council Meeting of 04-19-2016; prepared and posted agenda for 4-27-2016 City Council Strategic Planning Meeting; continued preparing for 05-17-2016 Regular Meeting.  Bids/RFPs/RFQs – continued to respond to inquiries and provide packets regarding Banana River Park North Parking Lot Improvements Bid #2016-01 – Bid Opening held 4-21-16; Commercial Beach Mobile Cart Vending Service Operation Franchise Food and Non- Alcoholic Beverages RFP #2016-01 – Bid Opening held 4-21-16; Design & Build Proposal Banana River Park Putting Green & Bocce Courts RFQ #2016-01 – RFQ Opening held 4- 21-16.  Met with City Manager regarding various items/issues.  Prepared Arbor Day Proclamation for Mayor & Council to sign; Arbor Day is Friday, April, 29th.  Attended ICMA training at Public Works Services.  Completed Inventory Schedule for Clerk’s Office and Library with Financial Services. The 2016 Relay for Life of Central Brevard Beaches was Saturday, April 16th, at the Port Canaveral Exploration Tower. Although high winds and rain threatened to shut the Relay down, the Event was a success. Total funds raised as of this week by 16 Teams/127 participants is $20,599.58. A huge THANK YOU goes out to City Team Sun, Space & Sea Members, a good portion of who came from the City Council, Public Works Services, Culture and Leisure Services, Community Development, Administrative Services and City Volunteers; their participation was crucial to the entire Event. The 2016 Relay Season closes August 31, 2016 – there is still time to make contributions at Relay for Life Central Brevard Beaches. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Met with Human Resources Director to discuss FY16-17 Budget.  Met with Public Works Services Director to discuss ongoing Capital Improvement Projects.  Attended Monthly City Council Meeting.  Attended Monthly Staff Meeting.  Completed Monthly Financials for March 2016 (attached).  Met with City Hall Contractor and Economic Development Director to discuss Purchase Order process pertaining to Owner Director Purchases (ODP). Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Administered final ICMA Leadership Training Workshop entitled “The Great Communicator” which focused on building team succcess and leading during times of change. Management Staff participated in a total of six web based training workshops.  Human Resources strives to ensure the City’s full compliance with State and Federal laws to include Department of Labor (DOL) rules updates/amendments/rules. The following DOL “final rules”require compliance by all employers. Persuader Rule The Persuader Final Rule is intended to realign the Department of Labor’s regulations with a law passed by Congress, the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA). This Final Rule requires that employers and the consultants they hire file reports not only for direct persuader activities, consultants talking to workers, but also for indirect persuader activities, consultants scripting what managers and supervisors say to workers. This Rule does not prohibit employers from hiring consultants or constrain them in what information they can provide. The Rule is intended to ensure that employees are given more information about the source of campaign material and make more informed choices in exercising their rights. This rule takes effect on April 25, 2016. It will be applicable to arrangements, agreements and payments made to consultants on or after July 1, 2016. Fiduciary Rule On April 8, the U.S. Department of Labor (DOL) published in the Federal Register its final rule to address conflicts of interest in retirement advice by applying the “fiduciary standard” to those who provide investment advice to sponsors and participants in 401(k) type workplace retirement plans and individual retirement accounts (IRAs). The rule requires those providing investment advice to retirement plan sponsors and participants to follow the fiduciary standard of conduct under the Employee Retirement Income Security Act (ERISA). This means advisors may only offer advice that reflects loyalty to the “best interests” of plan participants and beneficiaries and must disclose potential conflicts of interest. Failure to do so means that advisors and the plan sponsors that hire them could be sued by participants and face ERISA violation penalties. The DOL adopted a “phased implementation approach” to the final rule with a transition period from April 10, 2017 to Jan. 1, 2018, when additional conditions apply and all new systems and procedures must be in place.  Extended an offer of employment for one of two (2) Summer Camp Recreation Leader vacancies. HR continues to seach for a suitable candidate for the second vacancy.  Completed investigation into damage to back door of City van used to transport inmates. While damages are relatively minor and vehicle door closes and locks, the estimate for repairs is $1,574.92.  Administered Safety Committee meeting with employee representatives from all departments and divisions. Department Safety Committee members are tasked with providing onsite training, investigative follow-up and regularly scheduled equipment/ vehicle inspections. Meeting minutes will be outlined in next week’s Update to include a variety of measures intended to “fine tune” our ability to ensure a safe and productive work enviroment for employees and the public we serve.  ZIKA UPDATE A new global map calculating when and where the Zika virus is likely to spread, shows 2 billion people in the Zika exposure zone. Florida leads the nation in the number of people infected with the Zika virus. Each day, the Florida Department of Health issues reports on new cases. Three in Miami-Dade last Tuesday afternoon brought the total number of infections in Florida to 93. Miami-Dade County leads the State with 39 cases. Residents of at least 15 Florida counties have been diagnosed with the disease that causes neurologica. Community Development Update for Week Ending April 22, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 74 inspections; processed 30 new building permits; received 12 new BTR applications; processed two (2) BTR fire and alarm permit applications; 32 building permits were issued and payments processed.  One (1) new permit application processed for Single-Family Residence;  Processed seven (7) new contractor information packets (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Responded to four (4) emails, faxes and calls requesting permit information from realtors and home inspectors.  Scanned 19 pages of Certificates of Insurance (Contractor Verification).  Researched/prepared 15 BTR applications/supporting documents for correction(s) regarding inaccurate coding and fees.  Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Issued four (4) notices of violation.  Received five (5) new Code Enforcement requests.  Received two (2) tree removal applications for residential property.  Conducted two (2) tree inspections.  Posted three (3) Code Enforcement door tags.  Conducted 19 site inspections for potential code enforcement cases, expired permits and compliance inspections.  Responded to six (6) lien search inquiries.  Removed 22 illegally placed signs from right of way and/or telephone poles.  Conducted weekend Code Enforcement duties for possible code violations.  Code Enforcement Officers conducted daily community sweeps for visible violations throughout the City.  Records Management – 800 pages of documents scanned/verified; continued preparing records for disposition/destruction.  Converted 21 files from pdf. to Laserfiche format.  Continued preparation for Arbor Day activities to include creating Schedule of Events to be held at Banana River Park on April 29th at 10:00 am. The Mayor will read a proclamation commemorating Arbor Day and the 6th grade students from Cape View Elementary will participate in planting various trees/shrubs. Light refreshments will be served.  Held monthly Department Staff meeting to discuss City Council actions as well as specific Department items.  Coordinated/attended DRC Meeting regarding self-storage facility at 166 Center Street. Discussion included need for a Special Exception as well as security issues.  Participated in phone conference with Kimley-Horn (consultant) and City Attorney’s Office regarding proposed revisions to City Code related to special exceptions. Discussion centered on needed revisions to reflect comments from P&Z Board workshop.  Attended City Safety Committee meeting. Discussion included best practices for maintaining employee safety and opportunities for improving City processes to that end.  Met with contract property owner regarding construction of a container home in City limits. Discussion included the permitting process and meeting Florida Building Code. This housing option represents a practical solution to the reuse of available containers and lends itself to low-impact development such as rain collection and the use of solar panels. Economic Development Update for Week Ending April 22, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  Issued the following Business Tax Receipts: o Homewood Suites Hotel. o Homewood Suites Food Service operation. o Construction Management of Florida, Inc.  City Hall status: o Interior column footings excavated, o Elevator pit excavated, o Exterior stem wall footings excavated. o Conducted soil density testing. o Next week the stem wall will be constructed, followed by underground plumbing.  Coordinated with EDC and prospective developer on “Project Ethan” which could bring a new 100,000 s.f. professional office project to Cape Canaveral.  Meetings: o City Council o ICMA Training o City Manager/Department Director Team meeting.  Branding, Outreach, Marketing and Social Media activities: o In an effort to increase the Founders Day event exposure, local businesses in Cape Canaveral were invited to the event with a personal invitation and 11x17 event poster. All Cape Canaveral store front businesses were targeted in this Founders Day invitation campaign. Businesses were encouraged to hang up the event poster and bring family and friends to Founders Day this Saturday from 11am-3pm. We continue to work on creative event advertising ideas in an effort to strengthen the community and business sector. o Initiated the process of trademarking THE SPACE BETWEEN for all City branded advertisements and merchandise. Along with the main text, ten accompanying taglines will be explored such as: THE SPACE BETWEEN SUN + SEA. o Efforts are continuing to move forward on the community outreach projects including the Community / Butterfly Gardens and the Art in the Park Program. o Social media initiatives and reports:  Instagram added 4 new followers bringing the City up to 160 followers.  Facebook added 6 new page likes this week bringing the total up to 2,872.  Twitter has added 3 new followers bringing the City to a total of 209.  Used Periscope to broadcast 6 live streams. Collected 342 likes. You can follow the City on Periscope - username CapeCanaveralFL for live streams of local beaches, parks and City events.  Continuing use of Snapchat as a tool to promote City events before and as they happen. The Snapchat app lets us create a “story” for each day consisting of photos and videos with geo-tagged themes and creative visual filters. Monday night advanced tennis is getting ready to start its season with new players ready to play. Wednesday night intermediate tennis is off to a great start with players enjoying the fun competition. Wednesday night advanced racquetball continued the regular schedule and has the number one seed battling to stay on top. Thursday night intermediate tennis completed the season and will start back up in two weeks. Staff continues to register new teams and players for a new Wednesday night kickball league starting on May 4th. Farmers Market – Everyone is invited to enjoy the fresh produce, baked goods and handmade arts and crafts by local artists. See you Saturday from 9 a.m. to 3 p.m. at Xeriscape Park on Taylor Avenue, across the street from the Nancy Hanson Recreation Complex. Founders Day 2016 – Mark your calendars for Saturday, April 23rd for the City’s annual Founder’s Day Festival taking place at Manatee Sanctuary Park from 11 a.m. to 3 p.m. The event will feature historical exhibitors, a community showcase, free bounce houses and trackless train rides, Touch – a – Truck exhibit, music, presentation of a Lifetime Service Award to Mr. Lamar Russell by Mayor Bob Hoog, National Anthem performed by Our Saviour’s church choir, Home Depot kids workshop, Craft table hosted by the Cape Canaveral Library, petting zoo, face painting, kite demonstrations, food, drinks and craft beer sampling booth sponsored by Florida Beer Company hosted by the Cape View Elementary PTO. Banana River Park Phase I – Contractor received a certificate of occupancy and the restrooms, parking lot and landing will be operational today. A punch list item not related to the certificate of occupancy will be completed by the contractor as soon as the necessary materials arrive. A grand opening celebrating all of the improvements will be scheduled once all phases of the Park are completed later this fiscal year. Banana River Park Phases II / III – Bid and RFQ opening for the north parking lot as well as the golf and bocce ball courts took place. Once all bids and proposals are reviewed, agenda items will be prepared for City Council approval. Commercial Beach Vending Franchise RFP – Opening of RFP for second allowable Commercial Beach Vending Franchise Permit took place. Once all submittals are reviewed, an agenda item will be prepared for City Council approval. Public Works Services Update for Week Ending April 22, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Lift Station No. 6 is complete and online. Lift Station No. 7 system start-up is scheduled for late-April; FPL currently installing at-grade transformer. Several revisions were made to proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.).  Sludge Belt Press Addition and New Reclaimed Water Tank. Construction of new reclaimed water tank is complete; new tank is online. Expansion/rehab of the belt press building is complete; both belt presses are operational. Project is complete and includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan.  Holman Road Sanitary Sewer Line Installation – Phase I. Installation of sanitary sewer pipe is complete; new sewer pipe is online. Lift station for 399 Holman Road to be operational week of April 25; final project walk-through scheduled for week of April 25. This is one of the wastewater-related projects performed with funds from the City’s SRF loan.  Lift Station No. 5 (Columbia Drive). Two light-emitting diodes (LEDs) were installed at Lift Station No. 5 to increase visibility during emergency night maintenance. A switch/ conduit were also installed at the entrance for easy access. Indian River Lagoon Water Quality Improvement Projects. The City has a long and proactive history of protecting the Banana River Lagoon, a part of the Indian River Lagoon system. We remain committed to reducing stormwater impacts as well as improving the water quality of surficial aquifer discharges. A brief description of selected current, completed and future water quality improvement projects is included hereinafter. Current Projects: Major water quality improvement projects that are currently underway or will be underway in the next few months include the following: o Canaveral City Park Ex-filtration Project. Staff is finalizing bid specifications and engineering drawings. City Council approved the Agreement for funding with Florida Department of Environmental Protection (FDEP). Project will be advertised for bids in April; construction will begin in July 2016. Project will eliminate the discharge of stormwater into the Banana River Lagoon from a 30+ acre area within the Presidential Streets neighborhood. Completed Projects: Larger improvement projects that the City completed that have had a significant impact on water quality of stormwater discharging to the Banana River Lagoon include the following: o Nutrient-Separating Baffle Boxes (Baffle Boxes) (2000-2009). Baffle boxes (9) were installed on all major stormwater outfalls in the City. These devices collect significant amounts of debris/sediment from the City’s stormwater. Documentation of the amount of debris/sediment collected is maintained by PWS Staff as part of the City’s National Pollutant Discharge Elimination System (NPDES) permit (stormwater permit). o 2.5-Million Gallon Reclaimed Water Tank (2015-2016). Construction of this additional reclaimed water tank allows the City to eliminate nearly all discharges of treated wastewater to the Banana River Lagoon. The new reclaimed water tank also allows for additional reclaimed water for use by City residents. o Central Ditch Improvements (2008-2013). Muck (organic material) was removed from the channel bottom of the Central Ditch a distance of 400 feet north of West Central Boulevard and 100 feet south of West Central Boulevard. o Street Sweeping (ongoing). The City’s contractor performs monthly street sweeping of all curbed City streets. Approximately 12-15 cubic yards of sand and debris are collected each month and prevented from entering the City’s stormwater system. o Manatee Sanctuary/Banana River Parks Stormwater Improvements (2010- 2011). Numerous improvements were made including construction of (1) a wet detention pond and stormwater swales at Manatee Sanctuary Park and (2) stormwater swales at Banana River Park. o West Central Boulevard Pipe Refurbishment (2015). This metal stormwater pipe was refurbished by spraying a concrete slurry on the inside of the pipe to eliminate leaks of groundwater into the City’s stormwater system. o Stormwater Inlet Replacements (ongoing). Stormwater inlets throughout the City are being replaced with Type “C” inlets. These improved inlets eliminate larger debris/vegetative material from entering the City’s stormwater system. o Installation of Exfiltration Piping (ongoing). Piping was installed at six (6) key locations throughout the City. Exfiltration piping (perforated piping) allows stormwater to infiltrate into the surficial aquifer in lieu of entering the City’s stormwater system. o Slip-Lining of Sanitary Sewer Pipes (1998-2005). All of the larger sanitary sewer pipes constructed of clay in the City were slip-lined. They were lined with plastic in a concrete slurry to eliminate leaks of sewage into the surficial aquifer. o Elimination of Septic Systems (1981). By ordinance, the City Council banned the use of septic systems within the City limits. All residences/commercial facilities are required to hook-up to the City’s sanitary sewer system. Future Projects: Numerous stormwater improvement projects are budgeted and included in the FY16/17 draft Capital Improvement Plan (CIP). Implementation of these projects (and others) will allow the City to meet the 15-year nutrient reduction requirements of FDEP’s Total Maximum Daily Load (TMDL) Program. Information pertaining to water quality improvement projects will continue to be provided in future weekly updates. Infrastructure Maintenance (IM)  North Atlantic Avenue Streetscape Project. Contractor initiated pouring of new sidewalk and environmental curb along eastern right-of-way (ROW). Temporary traffic signals/underground electrical conduit installed at intersection with Canaveral Boulevard. Maintenance of traffic (MOT) includes closure of one lane on North Atlantic Avenue during working hours; flagmen are utilized to direct traffic. Work is currently focused between SR A1A and West/East Central Boulevard. All roads will be open after working hours. Estimated time of construction is eight months (end of September 2016). NOTE: All businesses in the North Atlantic Avenue corridor will remain open during the construction activities.  Landscaping of City and WWTP Entrances. IM Staff planted new shrubs, plants and sod at the WWTP facility and the City’s major entrance signs.  Founders Day. IM Staff installed orange barrier fence and detailed City vehicles/equipment in preparation for the event at Manatee Sanctuary Park.  Banana River Park. IM Staff completed fence add-ons at the Park’s entrance/exit areas.  City Tree Trimming. IM Staff completed removal of tree limbs east of the City between West Central and Madison to ensure proper clearance for Fire Trucks. All required trees will be trimmed by May 2016. Miscellaneous  Surplus Equipment Auction. An online auction of unused City equipment was performed. Two trucks, a lawn mower and miscellaneous metallic equipment from the WWTP was auctioned.
