This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending April 15, 2016 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Executive Assistant (EA) provided assistance to City Council Members and select Department Directors.  EA assisted CCO in preparation/finalization of City Council Agenda Packet for Regular Meeting of 04/19/2016.  Along with City Clerk, EA continued preparations/registered attendees at City hosted SCLOC dinner meeting at the Radisson on April 11th. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management - 667 pages of documents scanned/verified; continued preparing records for disposition/destruction; responded/researched public records request regarding water franchise contract.  Council Meeting – distributed Agenda Packet for 04-19-2016 Regular Meeting.  Continued preparations for and tended Registration Desk for the City hosted Space Coast League of Cities Meeting on 4-11-16.  Bids/RFPs/RFQs – continued to respond to inquiries and provide packets regarding Banana River Park North Parking Lot Improvements Bid #2016-01, Commercial Beach Mobile Cart Vending Service Operation Franchise Food and Non-Alcoholic Beverages RFP #2016-01 & Design & Build Proposal Banana River Park Putting Green & Bocce Courts RFQ #2016-01.  Met with City Manager regarding various items/issues.  Attended Conflict Resolution Class facilitated by Career Source Brevard.  Deputy City Clerk attended online Notary Training Course; completed application to receive Certificate & Stamp.  Prepared Arbor Day Proclamation for Community Development.  Prepared Resource Guide for new Community Appearance Board member.  Continued planning/recruitment/fund raising for 2016 Relay for Life of Central Brevard Beaches City Team Sun, Space & Sea; Event is Saturday, April 16th, 3 p.m. at the Port Canaveral Exploration Tower. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Met with Human Resources Director regarding Fiscal Year 16-17 Budget.  Met with Public Works Services Director regarding ongoing Capital Improvement Projects. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Began recruiting for Summer Camp positions for Culture and Leisure Servcies to include advertising, screening applications and interviewing qualified candidates.  Met with PWS Director to discuss Staffing, Workflow efficiencies and Project Management.  Met with Administrative/Financial Services Director in preparation of 2016/17 Budget projections. Discussion centered on projected benefits, risk mananagement and manpower anticipated costs for the coming year.  Commenced investigation into damage incurred on City owned Van used to transport Inmates in order to complete a final report needed for filing a claim. While Van sustained minimal damage and vehicle rear door safety closes and can be locked, a cost estimate on repairs will be obtained.  Completed Manpower cost projections for 2016/17 noting Staff adjustments necessary for achieving the Mission/Vision of the City.  Met with Services Contractor regarding coordination of resources and interdepartmental sharing of Staff in order to ensure the highest level of efficiency in implementation of Branding and community outreach initiatives.  UNITED HEALTHCARE, INC./HEALTHFIRST PHYSICIANS GROUP UPDATE Contract negotiations were officially concluded with a commitment by all parties to ensure the most cost effective and highest quality medical services to members.  ZIKA UPDATE As of Wednesday, the CDC reported 346 confirmed cases of Zika, all associated with people traveling to the U.S. Florida leads the nation in confirmed cases with 85 as of Monday, or nearly one of every four cases nationwide. For up to date information and spray maps for Brevard County, go to: http://www.brevardcounty.us/MosquitoControl Message from Brevard Mosquito Control Department 800 Perimeter Road Titusville, FL 32780 (321) 264-5032:  We continue to have field staff working 6-7 days a week throughout the county beginning at 6:30 AM to approximately 2 PM conducting field counts, monitoring traps, dipping for larvae, larviciding and adulticiding, (killing adult mosquitoes).  Due to the vast amount of salt marshes that exist in Merritt Island, South Beaches and other areas of the county, in addition to chemical control for mosquitoes, the District relies on mosquito impoundments to control the salt marsh mosquito. Unlike fresh water mosquitoes, salt marsh mosquitoes lay their eggs in moist to dry soil just above the current water level and wait for rain, tidal fluctuations or other water rise events to submerge the eggs so they can hatch. A square inch of salt marsh soil has been known to hold over 20,000 mosquito eggs.  Any rain event will cause mosquitoes to hatch in a 5 to 7 day period in any area that holds water. Though the district is scheduling adult mosquito treatments nightly and have a kill effect of 90% on the specific targeted brood, new broods can hatch the following day and it may appear that no treatments have taken place or that mosquito populations have increased.  It is also important to note that mosquito treatments cannot take place if it is raining or winds exceed 10 to 15 mph by truck and air.  We invite you to view our website at www.brevardcounty.us/MosquitoControl/SprayAreas which provides the areas to be treated nightly. Community Development Update for Week Ending April 15, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 51 inspections; processed 28 new building permits; received one (1) new BTR application; processed six (6) BTR fire and alarm permit applications and 24 building permits issued and payments processed.  Building Official attended Conflict Resolution Training in Viera.  Processed five (5) new contractors information packets (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Responded to 14 emails, faxes and calls requesting permit information from realtors and home inspectors.  Verified/scanned 371 pages of Department documents.  Scanned 14 pages of Certificates of Insurance (Contractor Verification).  Prepared Agenda Packet for Code Enforcement Board Meeting on April 21, 2016.  Researched/prepared 26 BTR applications/supporting documents for corrections regarding inaccurate coding and fees.  Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Issued three (3) notices of violation.  Received five (5) new Code Enforcement requests.  Received one (1) tree removal application for residential property.  Conducted two (2) tree inspections.  Posted two (2) untagged vehicles with towing notifications.  Posted two (2) Stop Work orders.  Conducted sixteen (16) site inspections for potential code enforcement cases, expired permits and compliance inspections.  Responded to five (5) lien search inquiries.  Removed ten (10) illegally placed signs from the right of way and/or telephone poles.  Code Enforcement Officers conducted daily community sweeps for visible violations throughout the City.  Records Management – 679 pages of documents scanned/verified; continued preparing records for disposition/destruction.  Converted 141 files from pdf. to Laserfiche format.  Coordinated/attended Planning and Zoning Board Workshop to discuss the City’s special exception process.  Coordinated Arbor Day activities to be held at Banana River Park on April 29th at 10:00 am. The Mayor will read a proclamation commemorating Arbor Day and the 6th grade students from Cape View Elementary will participate in planting various trees/shrubs. Light refreshments will be served.  Participated in phone conference regarding the Cumberland Farms project at 8000 Astronaut Boulevard. Discussion included City gateway improvements as well as needed City approvals. Economic Development Update for Week Ending April 15, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  City Hall status:  Building pad has been staked by surveyors and Finished Floor Elevation (FFE – height of the top of slab) has been marked.  Pad was prepped this week (fill and compaction activities). Soil density testing is being done to ensure foundation is built on solid ground.  Concrete formwork is scheduled for next week, followed soon thereafter with underground plumbing work and a concrete slab.  Attended conference call with Community Development Director, Contract Graphic Designer and representatives from the anticipated Cumberland Farms Redevelopment Project at 8000 Astronaut Blvd. regarding a potential N. Atlantic Ave. Streetscape Entry Feature and the requisite easement. Discussion also included City approvals.  Assisted with coordination of Arbor Day activities to be held at Banana River Park on April 29th at 10:00 am.  Branding, Outreach, Marketing and Social Media activities: o Promotional collateral including banners, posters, flyers and merchandise for upcoming and regular City sponsored events have been designed and are in various stages of production. Residents, visitors and local business owners will soon be seeing more City event advertisement throughout our area and digitally. o A new page on the website has been created to keep up-to-date information on City Hall Project available. This page can be visited by going to cityofcapecanaveral.org/cityhallproject. o Efforts are continuing to move forward on the community outreach projects including Community/Butterfly Gardens and Art in the Park Program. o Instagram had 22 new posts and added 31 new followers bringing the total to 154 followers. o Facebook added 52 new page likes this week bringing the total up to 2,866. o Twitter has added 12 new followers bringing the total to 206. o We joined Periscope this week with the username CapeCanaveralFL. Periscope is a live video streaming app for both iOS and Android devices. It is a social media platform and is free to join by creating an account. Live streaming has commenced with 15 minute segments from various City locations highlighting the natural beauty of Cape Canaveral and showcasing City Parks to a global audience. The live streams are announced using our other social media platforms and occur at various times during the day.  The City supports National Child Abuse Prevention Month. During the month of April, we are demonstrating our commitment by the establishment of a Pinwheel Garden provided by Brevard C.A.R.E.S. at City Hall. Inside City Hall, visitors will find: o What you can do to help prevent child neglect in our community (also attached), o Resources for victims and o Donation information. The program is aimed at promoting healthy communities for children in Brevard County. Monday night kickball had the Beachside Bombers with a loss to its perfect record. Wednesday night intermediate tennis finished the third week of the season. Wednesday night advanced racquetball continued its ongoing season with many new players enjoying the competition. Thursday night intermediate tennis will begin a new league next week. Thursday night softball continues to have one team in the league with an undefeated season. Staff continues to register new teams/players for a Wednesday night kickball league. Movie in the Park - Everyone is invited to Canaveral City Park tonight at 8 p.m. to enjoy Jurassic World. This PG-13 rated movie will be shown on a giant 20-ft. screen. Concessions will be on sale benefiting Brevard County Sheriff’s Canaveral PAL program. Dragon Boat Festival – Everyone’s invited to stop by Manatee Sanctuary Park this Saturday for the 2016 GWN Dragon Boat Festival. The first race will start at 9 a.m. with races in different divisions taking place until 5 p.m. This event is part of a worldwide race league and one of the fastest growing team sports in the U.S. Admission is free. Summer Camp – Summer Camp is completely sold out for all 10 scheduled weeks. A waiting list has been created for any parent wishing to participate. Founders Day 2016 – Mark your calendars for Saturday, April 23rd for the City’s annual Founder’s Day Festival taking place at Manatee Sanctuary Park from 11 a.m. to 3 p.m. The event will feature historical exhibitors, a community showcase, free bounce houses and trackless train rides, Touch – a – Truck exhibit, music, presentation of a Lifetime Service Award to Mr. Lamar Russell, National Anthem performed by Our Saviour’s Church Choir, Home Depot kids workshop, Craft table hosted by the Cape Canaveral Library, petting zoo, face painting, kite demonstrations, food, drinks and craft beer sampling booth sponsored by Florida Beer Company hosted by the Cape View Elementary PTO. Banana River Park Phase I – Substantial completion scheduled for this week; final completion scheduled for next week. Staff added fencing at entrances to prevent distracted drivers/pedestrians from going into Stormwater swales. Additional in-house landscaping will be added as project progresses. Final project photos will be posted once complete. Banana River Park Phase II – Kayak Dock is built and ready for use. Staff is acquiring additional signage that will to be installed as part of St. Johns River Water Management District permit asking that users not tie motorized vehicles to it. The deck of the dock is made of a Thru Flow material which allows sunlight to penetrate the bottom allowing sunlight to reach seagrass underneath. Public Works Services Update for Week Ending April 15, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Lift Station No. 6 is complete and online. Lift Station No. 7 system start-up is scheduled for mid/late-April; waiting on installation of transformers. Several revisions were made to the proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.).  Sludge Belt Press Addition and New Reclaimed Water Tank. Construction of new reclaimed water tank is complete; new tank is online. Expansion/rehab of the belt press building is complete; both belt presses are operational. Final project walk-through with contractor performed on April 14; final walk-through with St. Johns River Water Management District (SJRWMD) staff performed on April 15 (grant funding documentation). Project is complete. Project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan.  Holman Road Sanitary Sewer Line Installation – Phase I. Installation of sanitary sewer pipe is complete; new sewer pipe is online. Installation of lift station at end of roadway for 399 Holman Road completed on April 11. Road reconstruction complete; minor cleanup activities continue. Final project walk-through completed on April 11. This is one of the wastewater-related projects performed with funds from the City’s SRF loan. Stormwater  Inlet Replacements. Five stormwater inlets will be replaced with Type “C” inlets. The locations and current inlet conditions are as follows: o 324 Adams Avenue (inlet top cracked); o SE corner Poinsetta and Jefferson Avenues (chipped/cracked inlet top); o SW corner Poinsetta and Jefferson Avenues (chipped/cracked inlet top); o NE corner Poinsetta and Jefferson Avenues (chipped/cracked inlet top); and o NW corner Poinsetta and Jefferson Avenues (chipped/cracked inlet top). This is part of the annual program to replace stormwater inlets throughout the City with Type “C” inlets which trap more vegetation and debris than the older-style inlets. This reduces the amount of nitrogen and phosphorous entering the Banana River Lagoon through the City’s stormwater system. Indian River Lagoon Water Quality Improvement Projects. The City has a long and proactive history of protecting the Banana River Lagoon, a part of the Indian River Lagoon system. We remain committed to reducing stormwater impacts as well as improving the water quality of surficial aquifer discharges. A brief description of selected current, completed and future water quality improvement projects is included hereinafter. Current Projects: Major water quality improvement projects that are currently underway or will be underway in the next few months include the following: o Canaveral City Park Ex-filtration Project. Staff is finalizing bid specifications and engineering drawings. City Council approved the Agreement for funding with Florida Department of Environmental Protection (FDEP). Project will be advertised for bids in April; construction will begin in July 2016. Project will eliminate the discharge of stormwater into the Banana River Lagoon from a 30+ acre area within the Presidential Streets neighborhood. Completed Projects: Larger improvement projects that the City completed that have had a significant impact on water quality of stormwater discharging to the Banana River Lagoon include the following: o Nutrient-Separating Baffle Boxes (Baffle Boxes) (2000-2009). Baffle boxes (9) were installed on all major stormwater outfalls in the City. These devices collect significant amounts of debris/sediment from the City’s stormwater. Documentation of the amount of debris/sediment collected is maintained by PWS Staff as part of the City’s National Pollutant Discharge Elimination System (NPDES) permit (stormwater permit). o 2.5-Million Gallon Reclaimed Water Tank (2015-2016). Construction of this additional reclaimed water tank allows the City to eliminate nearly all discharges of treated wastewater to the Banana River Lagoon. The new reclaimed water tank also allows for additional reclaimed water for use by City residents. o Central Ditch Improvements (2008-2013). Muck (organic material) was removed from the channel bottom of the Central Ditch a distance of 400 feet north of West Central Boulevard and 100 feet south of West Central Boulevard. o Street Sweeping (ongoing). The City’s contractor performs monthly street sweeping of all curbed City streets. Approximately 12-15 cubic yards of sand and debris are collected each month and prevented from entering the City’s stormwater system. o Manatee Sanctuary/Banana River Parks Stormwater Improvements (2010- 2011). Numerous improvements were made including construction of (1) a wet detention pond and stormwater swales at Manatee Sanctuary Park and (2) stormwater swales at Banana River Park. o West Central Boulevard Pipe Refurbishment (2015). This metal stormwater pipe was refurbished by spraying a concrete slurry on the inside of the pipe to eliminate leaks of groundwater into the City’s stormwater system. o Stormwater Inlet Replacements (ongoing). Stormwater inlets throughout the City are being replaced with Type “C” inlets. These improved inlets eliminate larger debris/vegetative material from entering the City’s stormwater system. o Installation of Exfiltration Piping (ongoing). Piping was installed at six (6) key locations throughout the City. Exfiltration piping (perforated piping) allows stormwater to infiltrate into the surficial aquifer in lieu of entering the City’s stormwater system. o Slip-Lining of Sanitary Sewer Pipes (1998-2005). All of the larger sanitary sewer pipes constructed of clay in the City were slip-lined. They were lined with plastic in a concrete slurry to eliminate leaks of sewage into the surficial aquifer. o Elimination of Septic Systems (1981). By ordinance, the City Council banned the use of septic systems within the City limits. All residences/commercial facilities are required to hook-up to the City’s sanitary sewer system. Future Projects: Numerous stormwater improvement projects are budgeted and included in the FY16/17 draft Capital Improvement Plan (CIP). Implementation of these projects (and others) will allow the City to meet the 15-year nutrient reduction requirements of FDEP’s Total Maximum Daily Load (TMDL) Program. Information pertaining to water quality improvement projects will continue to be provided in future weekly updates. Infrastructure Maintenance (IM)  North Atlantic Avenue Streetscape Project. New reclaimed water/stormwater piping installed in the vicinity of Washington, Adams, Jefferson, Madison and Monroe Avenues; sidewalk in eastern right-of-way excavated to Canaveral Boulevard. Temporary traffic signals and underground electrical conduit installed at intersection with Canaveral Boulevard. Maintenance of traffic (MOT) includes the closure of one lane on North Atlantic Avenue during working hours; flagmen are utilized to direct traffic. Work is currently focused between SR A1A and Canaveral Boulevard. All roads will be open after working hours. Estimated time of construction is eight months (end of September 2016). NOTE: All businesses in the North Atlantic Avenue corridor will remain open during the construction activities.  Landscaping of City Entrance Signs. IM Staff is planting new shrubs/ground covers at the City’s major entrance signs.  New City Hall Irrigation System. IM Staff is obtaining supplies in preparation for installation of an irrigation system at the New City Hall property.  Banana River Park. IM Staff is finalizing landscaping activities and installing new fencing around the pavilion entrance/exit areas.  Relay for Life. Kick-off meeting with USCG on Port Response and preparedness evaluation. 2. Evaluation conducted by USCG on Fire Department’s capabilities/equipment. 3. Meeting with VFW on its upcoming moving wall event. 4. Weather Ready Expo meeting. 5. Three members attended ICS 400 class taught at the Port. 6. Personnel worked with manufacturer’s representative of the 7 ¼ inch hose to retest and recertify it. 7. Two CPR courses were taught for new employees at Homewood Suites. 8. Fire Prevention conducted 17 new, 27 follow up and 5 new construction inspections. Additionally, 2 plan reviews were completed.
