This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending April 8, 2016 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Met with Mayor and representatives of Florida Power and Light regarding rate increase. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management - 21 cubic feet of records prepared for disposition/destruction; continued preparing records for disposition/destruction. 210 pages of scanned documents verified.  Council Meeting – continued preparing Agenda/Packet for 04-19-2016 Regular Meeting; Continued preparing Agenda for Strategic Planning Retreat on 04-27-2016 at Radisson Resort.  Council – Processed 2 Proclamations: Florida Water Professionals Month and Water Conservation Month.  Continued preparations for the City hosted Space Coast League of Cities Meeting on 4-11- 16.  Bids/RFPs/RFQs – continued to respond to inquiries and provide packets regarding Banana River Park North Parking Lot Improvements Bid #2016-01, Commercial Beach Mobile Cart Vending Service Operation Franchise Food and Non-Alcoholic Beverages RFP #2016-01 & Design & Build Proposal Banana River Park Putting Green & Bocce Courts RFQ #2016-01.  Met with City Manager regarding various items/issues.  Attended Brand Strategy Committee Meeting.  Continued planning/recruitment for 2016 Relay for Life of Central Brevard Beaches City Team Sun, Space & Sea; Event is Saturday, April 16th at 3 p.m. and runs to 6 a.m. the next morning. If you are interested in participating in any way, please go to www.relayforlife.org and search for Central Brevard Beaches or call the City Clerk’s Office at 868-1220 x220; as of this week there are 13 Teams/93 Participants that have raised $11,680.92.  Began training of new Deputy City Clerk.  Provided assistance to City Manager in absence of Executive Assistant. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Met with Human Resource Director to discuss training needs for Fiscal Year 16-17.  Met with Economic Development Director to discuss purchase order process for the New City Hall Project.  Met with Public Works Services Director and Deputy Director to discuss finalizing Capital Improvement Program for Fiscal Year 16-17. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Administered ICMA Director and Division Supervisor training entitled The HR Stuff. The City continues to focus on providing management tools which raise the compentency bar for supervisory Staff.  Completed intake/orientation of newly hired Deputy City Clerk and part-time Plant Operator. All vacancies are now filled.  Completed face to face follow-up with newly hired employees to ensure training objectives have been met and job satisfaction levels are high. While team building and employee development remain an ongoing process, the City is making progress in advancing skill levels as well as building responsive and highly productive department teams.  UNITED HEALTHCARE, INC./HEALTHFIRST PHYSICIANS GROUP UPDATE Received notification from United Health Care, Inc. that a mutually satisfactory verbal agreement was achieved March 31, 2016. The April 1st provider termination deadline was avoided at the 11th hour. An April 8th extension is in place while contracts are formalized.  Participated in Branding Strategy Committee meeting tasked with ensuring consistent, effective and successful implementaion of the City’s Branding Initiative. Excellent progress is being made on the City’s effort to aggresively promote the new Branding intiative. The City is pleased to welcome Wayne Gauler, Plant Operator assigned to Public Works Services. With 30+ years of experience and B Plant Operator, A Collections and C Distribution licenses, Wayne brings a lot of talent and hopefully new ideas to the City. ZIKA UPDATE A soggy spring has created prime conditions for the Zika virus to spread in Florida. Florida has 80 confirmed cases of Zika, more than any other state in the United States. Every infection was contracted by someone traveling outside the country, but researchers confirm there is nothing to stop Florida’s mosquitoes from carrying the virus that has caused a public health crisis in Brazil, Puerto Rico and elsewhere in Latin America. Awarded his Bachelor’s Degree from University of Central Florida, Daniel interned with the City upon graduation and left an enduring positive impression. While his career took him to Brevard County Sheriff’s Office for the past five years, we are thrilled to have him back on the Team. Compensation Risk Management Insurance. While customer satisfaction remains high for Florida Municipal Insurance Trust as well as the services from Brombacher Insurance, Inc., HR remains receptive to new products that offer cost savings provided the quality of asset protection remains high. An extra special welcome to Everlee Kailin Huron, baby girl born to Employee Israel Huron (PWS) and his wife Faith. Miss Huron has been keeping Mom and Dad extra busy since arriving a bit early. Mom and Everlee are now home and everyone is doing well. Congratulations! Community Development Update for Week Ending April 8, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 34 inspections; processed 33 new building permits; received three (3) new BTR applications; processed one (1) fire and alarm permit application; 34 building permits issued and payments processed and 18 building permits finalized.  Processed two (2) new contractors information packets (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Responded to 11 emails, faxes and calls requesting permit information from realtors and home inspectors.  Verified/scanned 208 pages of Department documents.  Scanned 44 pages of Certificates of Insurance (Contractor Verification).  Compiled data for processing quarterly reports.  Prepared 29 completed permit packages for scanning/verifying.  Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Issued four (4) notices of violation.  Issued three (3) orders to appear before the Code Enforcement Board.  Received six (6) new Code Enforcement requests.  Received two (2) tree removal applications for residential property.  Conducted five (5) tree inspections.  Received four (4) tree removal applications.  Posted two (2) untagged vehicles with towing notifications.  Conducted nineteen (19) site inspections for potential code enforcement cases, expired permits and compliance inspections.  Responded to six (6) lien search inquiries.  Removed thirteen (13) illegally placed signs from right of way and/or telephone poles.  Code Enforcement Officers continue to conduct daily community sweeps for visible violations throughout the City.  Records Management – 2,089 pages of documents scanned/verified; continued preparing records for disposition/destruction;  Coordinated/attended DRC Meeting for Twistee Treat project.  Processed one (1) Community Appearance Board application for proposed Port Of Call project in preparation for the April 20th meeting.  Preparing/coordinating Arbor Day Activities.  Attended ICMA training for various human resource topics.  Met with Economic Development Director and IM Staff to discuss landscaping for New City Hall project.  Met with consultant to discuss proposed revisions to City’s Code to include creation of a Mixed-Use Overlay and a revision to the permitted use table. Economic Development Update for Week Ending April 8, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  City Hall status: o Construction work has commenced:  Site security fence installed.  Silt fence (per City & DEP regulations) installed around perimeter. This assists in preventing construction site stormwater run-off, ultimately protecting the Indian River Lagoon.  A small degree of earthwork was conducted (removal of portions of asphalt pavement and some scheduled tree removal) to enable the trenching for the silt fence. o Met with Public Works Services Staff to discuss details of the coming City- installed irrigation and landscaping. o A Groundbreaking Ceremony with the City Council will take place in the near future.  The Brand Strategy Committee met for the second time to discuss current and future brand initiatives, event promotion collateral, ways to use the website more effectively, branded business card options and creation of a local business website page.  Three City event banners are being printed. The goal is to post the event banners at three City entrances approximately one week before the event. More event banners will be printed in the coming weeks. Additionally, 11x17 City event posters, printed in- house, are now regularly displayed in City park kiosks, at local businesses and on community bulletin boards.  Residents, business owners and visitors are encouraged to sign up for email updates using the form on the City website. You will receive City related emails about events, projects, press releases, weekly updates and important announcements. It is a simple process to sign up, and equally simple to unsubscribe. Go to http://cityofcapecanaveral.org/subscribe and enter your first name, last name and email address.  Fairvilla Megastores has announced its intention to create an additional storefront retail site within City limits. They currently operate a City Code-compliant Sexually Oriented Business with product offerings that require a City license. The new location will offer a reduced product lineup which will not require licensure as long as product offerings do not exceed the limitations expressed in the Code. These restrictions relate to customer accessibility, percentages of items displayed, income and floor area as well as letters, figures, characters and phrases. City Staff will make an inspection and determination prior to the opening of the business. Continued operation will be subject to compliance with City Code.  Attended ICMA management training, which focused on EEOC, harassment and workplace safety.  Social media initiatives and reports: o Instagram had 6 new posts and is up 123 followers. o Facebook was the big winner this week adding 45 page likes to 2,814. o Twitter has added 2 new followers bringing us to a total of 194. o The following branded advertisement debuted in the recent Florida Today “Fact Book”.  Attended Development Review Committee meeting along with representatives from Twistee Treat. The ice cream chain intends to construct a new facility on the north side of Church Lane where it intersects with A1A.  Attended EDC Board of Directors Meeting. Please see attached EDC Management Metrics.  The City of Cocoa has released the attached information regarding the recent taste and odor of drinking water. The water remains safe to drink. Monday night kickball has only one team remaining undefeated in the league, with many more weeks of play before the playoffs begin. Wednesday night advanced racquetball got off to a great start last week. Wednesday night intermediate tennis continued its ongoing schedule. Thursday night intermediate tennis completed the finals with a close and competitive match won by a league newcomer. Thursday night softball approached the halfway point of the season with only one team leading the league with a flawless record. Staff continues to register new teams and players for a new Wednesday night kickball league. “Street Eats on Taylor Ave.” – A one of a kind food experience will take place on Saturday, April 9th. Taylor Avenue will be closed between the Nancy Hanson Recreation Complex and the Sheriff’s Office parking lot to accommodate five gourmet food trucks, Bavarian style tables and light music for ambiance. It should be a great evening of food, friends and music. Kids Sewing – A free beginner sewing class for fifth grade and up students will be held on Wednesdays from 4:15-5:15 p.m. Each six week session is limited to the first ten registered students. The first session will begin mid-April at the Nancy Hanson Recreation Complex in Cape Canaveral, located at 7300 North Atlantic Avenue. Adult Art – Improve your drawing and painting skills every Monday. Supplies are included; classes are $25 each or $85.00 for a 4 week session. No experience is necessary and all skill levels are welcome. To register, call Jess at 321-313-9429. Farmers Market – Everyone is invited to enjoy the fresh produce, baked goods and handmade arts and crafts by local artists. See you Saturday from 9 a.m. to 3 p.m. at Xeriscape Park on Taylor Avenue, across the street from the Nancy Hanson Recreation Complex. 2nd Annual Horseshoe Tournament – The City will be hosting the 2nd Annual Horse Shoe Tournament as part of the Founders Day celebration, taking place April 23rd at Manatee Sanctuary Park. Cost to participate is $10 and includes a commemorative t-shirt. Registration is limited to the first 16 paid registrants. Anyone interested in competing for bragging rights and the coveted trophy can contact the Culture & Leisure Services office at 321-868-1226. Summer Camp – Do you already have summer plans for your children ages 5-10? If not, don’t miss out on a wonderful opportunity offered by the City. The Cape Canaveral Summer Camp offers field trips, sports, art and culture in a safe environment. Cost to participate is $35 per week for residents, $45 for non-residents with before and aftercare available for $5 each per week. Registration is limited to 25 children per week and spaces are disappearing fast. Only payment guarantees participation. Banana River Park Phase II Pre-bid meetings took place for the north parking lot, as well as the golf and bocce ball elements of the project. Some of the most reputable contractors in these industries showed up for the meeting, setting a great tone for this phase of construction. Dock construction has commenced and should last one week, with an estimated substantial completion of Friday, April 15th. Public Works Services Update for Week Ending April 8, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Lift Station No. 6 is complete and online. Lift Station No. 7 system start-up is scheduled for mid-April. Several revisions were made to the proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.).  Sludge Belt Press Addition and New Reclaimed Water Tank. Construction of new reclaimed water tank is complete; new tank is online. Expansion/rehab of the belt press building is complete; both belt presses are operational. Contractor currently addressing punch list items. Final project walk-through with contractor scheduled for April 14; final walk-through with St. Johns River Water Management District (SJRWMD) staff scheduled for April 15 (grant funding documentation). Project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan.  Holman Road Sanitary Sewer Line Installation – Phase I. Installation of sanitary sewer pipe is complete; new sewer pipe is online. Installation of lift station at end of roadway for 399 Holman Road to be completed week of April 11. Road reconstruction complete; minor cleanup activities continue. Final project walk-through scheduled for mid-April. This is one of the wastewater-related projects performed with funds from the City’s SRF loan. Reconstructed Holman Road – looking south. Indian River Lagoon Water Quality Improvement Projects. The City has a long and proactive history of protecting the Banana River Lagoon, a part of the Indian River Lagoon system. We remain committed to reducing stormwater impacts as well as improving the water quality of surficial aquifer discharges. A brief description of selected current, completed and future water quality improvement projects is included hereinafter. Current Projects: Major water quality improvement projects that are currently underway or will be underway in the next few months include the following: o Canaveral City Park Ex-filtration Project. Staff is finalizing bid specifications and engineering drawings. City Council approved the Agreement for funding with Florida Department of Environmental Protection (FDEP). Project will be advertised for bids in April; construction will begin in July 2016. Project will eliminate the discharge of stormwater into the Banana River Lagoon from a 30+ acre area within the Presidential Streets neighborhood. Completed Projects: Larger improvement projects that the City completed that have had a significant impact on water quality of stormwater discharging to the Banana River Lagoon include the following: o Nutrient-Separating Baffle Boxes (Baffle Boxes) (2000-2009). Baffle boxes (9) were installed on all major stormwater outfalls in the City. These devices collect significant amounts of debris and sediment from the City’s stormwater. Documentation of the amount of debris/sediment collected is maintained by PWS Staff as part of the City’s National Pollutant Discharge Elimination System (NPDES) permit (stormwater permit). o 2.5-Million Gallon Reclaimed Water Tank (2015-2016). Construction of this additional reclaimed water tank allows the City to eliminate nearly all discharges of treated wastewater to the Banana River Lagoon. The new reclaimed water tank also allows for additional reclaimed water for use by City residents. o Central Ditch Improvements (2008-2013). Muck (organic material) was removed from the channel bottom of the Central Ditch a distance of 400 feet north of West Central Boulevard and 100 feet south of West Central Boulevard. o Street Sweeping (ongoing). The City’s contractor performs monthly street sweeping of all curbed City streets. Approximately 12-15 cubic yards of sand and debris are collected each month and prevented from entering the City’s stormwater system. o Manatee Sanctuary/Banana River Parks Stormwater Improvements (2010- 2011). Numerous improvements were made including construction of (1) a wet detention pond and stormwater swales at Manatee Sanctuary Park and (2) stormwater swales at Banana River Park. o West Central Boulevard Pipe Refurbishment (2015). This metal stormwater pipe was refurbished by spraying a concrete slurry on the inside of the pipe to eliminate leaks of groundwater into the City’s stormwater system. o Stormwater Inlet Replacements (ongoing). Stormwater inlets throughout the City are being replaced with Type “C” inlets. These improved inlets eliminate larger debris and vegetative material from entering the City’s stormwater system. o Installation of Exfiltration Piping (ongoing). Piping was installed at six (6) key locations throughout the City. Exfiltration piping (perforated piping) allows stormwater to infiltrate into the surficial aquifer in lieu of entering the City’s stormwater system. o Slip-Lining of Sanitary Sewer Pipes (1998-2005). All of the larger sanitary sewer pipes constructed of clay in the City were slip-lined. These pipes were lined with plastic in a concrete slurry to eliminate leaks of sewage into the surficial aquifer. o Elimination of Septic Systems (1981). By ordinance, the City Council banned the use of septic systems within the City limits. All residences and commercial facilities are required to hook-up to the City’s sanitary sewer system. Future Projects: More than a dozen stormwater improvement projects are budgeted and included in the FY16/17 draft Capital Improvement Plan (CIP). Implementation of these projects (and others) will allow the City to meet the 15-year nutrient reduction requirements of the FDEP’s Total Maximum Daily Load (TMDL) Program. Information pertaining to water quality improvement projects will continue to be provided in future weekly updates. Infrastructure Maintenance (IM)  North Atlantic Avenue Streetscape Project. New reclaimed water and stormwater piping installed in the vicinity of Washington, Adams, Jefferson, Madison and Monroe Avenues; sidewalk in eastern right-of-way near these intersections excavated. Maintenance of traffic (MOT) includes the closure of one lane on North Atlantic Avenue during working hours; flagmen are utilized to direct traffic. Work is currently focused between SR A1A and Canaveral Boulevard. All roads will be open after working hours. Due to contractor requirements on another project, no work was performed the week of April 4. Estimated time of construction is eight months (end of September 2016). NOTE: All businesses in the North Atlantic Avenue corridor will remain open during the construction activities.  Tree Trimming Activities. IM Staff is trimming larger, overhanging trees around the City at the request of the Cape Canaveral Volunteer Fire Department. This is an annual event to trim branches of larger trees that can impact fire trucks on the City’s roadways.  Beach Crossover Refurbishment. Refurbishment of Adams Avenue beach crossover is complete. It is now open to the public. Completed Adams Avenue beach crossover – looking east.  Banana River Park Improvements. IM Staff expanded the existing irrigation system and landscaped the area around the new pavilion at Banana River Park.  Landscaping of City Entrance Signs. IM Staff is planting new shrubs and ground covers at the City’s entrance signs.
