CAPE CANAVERAL VISION STATEMENT
WE ENVISION: A bike-able and walk-able Cape Canaveral that retains and enhances its
residential feel, characterized by low-rise buildings not more than 4 stories in height. This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and
sustainable coastal community that embraces the beach and riverside as the main amenities, and
supports local culture and education.
WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved
“complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk-
able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and
pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix
of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros
where friends gather, interact, and enjoy drinks and dinner.
WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample
shade, and actively recruits and supports businesses that enhance economic viability and serve our
residents and visitors.
WE ENVISION: Open shorelines and rivers accessible to the public including amenities that
take advantage of the water, such as limited and quaint water-view establishments and intimate
public gathering and entertainment places that may include pavilions, gazebos, or a performance
stage.
Administrative Services Update for Week Ending April 1, 2016
The City Manager’s Office is responsible for the day to day administration of all City departments
in accordance with City Council’s established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:
• Met with Department Directors regarding various projects/issues/initiatives.
• Attended Regular City Council Meeting of 3-22-2016.
• Facilitated Staff Meeting.
• Met with consultant regarding the Strategic Planning Initiative scheduled for April 27,
2016 at the Radisson Resort.
• Met with Mayor and Economic Development Director regarding a Ground Breaking Ceremony for New City Hall.
• Met with City Engineer and Public Works Services Director, Public Works Services
Deputy Director and Community Development Director regarding Oak Lane.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council.
Highlights:
• Records Management - 147 pages of documents scanned/verified; continued preparing records prepared for disposition/destruction.
• Public Records Requests – completed request pertaining to 405 Holman Road; completed
request pertaining to 205 Harbor Drive.
• Council Meeting – attended 03-22-2016 Regular Meeting; continued preparing Agenda/Packet for 04-19-2016 Regular Meeting.
• Continued preparations for City hosted Space Coast League of Cities Meeting on 4-11-16.

• Provided coverage in the absence of the Executive Assistant to the City Manager. Financial Services Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public. Highlights:
• Met with City Manager and Human Resource Director to discuss organizational needs and staffing Fiscal Year 16-17.
• Met with City Manager and Community Development Director to discuss Community
Redevelopment Agency (CRA) Budget Fiscal Year 16-17.
• Met with Public Works Services Director to discuss Capital Improvement Program Fiscal Year 16-17.

Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:
• Administered ICMA Director and Division Supervisor training entitled Raising the Bar.
The City continues to focus on providing mangement tools which enable supervisory staff to develop, engage and empower employees.
• Completed analysis of Wage and Salary Survey results which included data submitted by Cape Canaveral, Indian Harbour Beach, Melbourne, Palm Bay Satellite Beach Sabastian,
Seminole County, Treasure Island and Vero Beach. While a comparison of pay ranges
indicates the City is competitive, a review of published entry level pay ranges demonstrates
a need to make minor amendments to entry level hourly rates. Said adjustments will more accurately reflect current “new hire” rates which support the City’s effort to hire/retain fewer more highly skilled employees. An amended City Pay Plan has been submitted to the City
Manager for review.
• UNITED HEALTHCARE, INC./HEALTHFIRST PHYSICIANS GROUP UPDATE Participated in March 30th conference call between UHC and Brokers of employer group
health plans. HR regrets to report that the contract impasse continues. The “sticking point”
in negotiations was reported as follows:
While United Healthcare, Inc. has agreed to an increase in physician reimbursement rates, UHC demands that the increase follow agreement on the part of HealthFirst Physicians Group to accept “value based” pricing (setting of a product or service's price based on
the benefits it provides to the consumer.”
How we proceed April 1, 2016.
o Know that the City’s plan is a PPO plan. Coverage is available and out of network; however, maximum benefits are enjoyed by receiving services in-network.
o Contact the physician(s) to determine which are members of the Healthfirst Physicians Group in order to determine which may be, as of April 1, 2016, out of network as a result of this impasse.
o If an employee does not have any set appointments with HealthFirst Physicians
Group doctors in the near future (30 days), wait to see if the two parties resolve
their contract differences before cancelling appointments or changing to an in-network doctor. o If an employee or a covered family member is in the midst of treatment, our policy
provides continuity of services, for a set period of time. Send HR the name of the
physician, and we will request enactment of the provision with in-network
pricing.
o Know that these contract issues do not impact services received at Health First Hospitals such as Cape Canaveral, Holmes Regional, or Viera Hospitals. o This contract impasse only pertains to Brevard County HealthFirst Physicians
Group doctors. All other physicians in and out of Brevard County are not impacted. o HR is monitoring the status of negotiations daily and will report significant developments.
• Completed intake processing for part-time B Plant Operator. This hire enables the City to
more effectively administer the Plant Operator Trainee Program. To date, the City has two
Plant Operator Trainees expected to achieve Operator C Certification this fiscal year.
• Paticipated in Branding Strategy Committee meeting tasked with ensuring consistent, effective and successful implementaion of the City’s Branding Initiative.
• Completed Risk Management Guidelines intended to provide direction to Staff in the area
of contractor General Liability, Automobile and Workers’ Compensation insurance limits.
Risk Management strives to hold contractors, providing services to the City, accountable
for asset protection costs.
• Attended Family Medical Leave Act training workshop sponsored by Career Source
Brevard and presented by Willia Richardson, Community Outreach & Planning Specialist
for the Wage and Hour Division of the US Department of Labor. HR gleaned valuable
information as it strives to ensure the City maintains full Federal compliance.
• Department of Labor Exempt/Non-Exempt Rules Change The Department is proposing to update the regulations governing which executive,
administrative, and professional employees (white collar workers) are entitled to the Fair
Labor Standards Act’s minimum wage and overtime pay protections. The Department last
updated these regulations in 2004, setting a salary threshold for exemption at $455 per
week ($23,660 per year). The proposed rule change seeks to update the salary level required for exemption to ensure FLSA’s overtime protections are fully implemented and simplify
the identification of nonexempt employees, thus making the executive, administrative and
professional employee exemption easier for employers and workers to understand and
apply.
Key Provisions of the Proposed Rule:
o Set the standard salary level at the 40th percentile of weekly earnings for full-time
salaried workers ($921 per week, or $47,892 annually).
o Increase the total annual compensation requirement needed to exempt highly
compensated employees (HCEs) to the annualized value of the 90th percentile of
weekly earnings of full-time salaried workers ($122,148 annually).
o Establish a mechanism for automatically updating the salary and compensation
levels going forward to ensure that they will continue to provide a useful and
effective test for exemption. As proposed, this would raise the salary threshold from
$455 a week (the equivalent of $23,660 a year) to about $970 a week ($50,440 a
year) in 2016. HR has drafted Pay Plan adjustments in order to ensure full compliance.
ZIKA UPDATE
• The total number of confirmed cases of Zika virus cases in the Sunshine State has reached 75. That number reflects the latest data released by the Florida Department of Health on
Monday. The state’s confirmed cases now include residents from 14 different counties,
plus four cases involving pregnant women. All cases are travel-related, the state reported.
As of Monday, the state said only four of the confirmed patients are still exhibiting
symptoms. The U.S. Centers for Disease Control and Prevention estimates Zika virus symptoms last between seven and 10 days.
Community Development Update for Week Ending April 1, 2016
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting
inspections, performing site visits, issuing Notices and conducting research.
• The Building Division conducted 103 inspections; processed 48 building permits; four (4) BTR, fire and alarm permit applications; 61 new building permits were issued and 14 building permits were finalized (includes week ending March 25).
• Processed ten (10) new contractors information packets (Contractor Lic., Liability
Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.
• Responded to 22 emails, faxes and calls requesting permit information from realtors and home inspectors.
• Received two (2) new BTR applications.
• Verified/scanned 633 pages of Department documents.
• Scanned 35 pages of Certificates of Insurance (Contractor Verification).
• Preparation of Quarterly State Surcharge report with a completion date of April 4,
2016.
• Springbrook Training for Building Permits.
• Meeting with Building Official, City Clerk and Assistant City Attorney regarding
Lien Procedures.
• Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:
• Posted one (1) Stop Work Order.
• Issued one (1) Construction Citation for work without the required permit(s) for $500.00.
• Received four (4) new requests for Code Enforcement.
• Received (2) tree removal applications for residential property.
• Conducted (2) tree inspections.
• Conducted 22 site inspections for potential Code Enforcement cases, expired
permits and compliance inspections.
• Responded to two (2) lien information requests.
• Continued to scan elevation certificates/tree removal applications/support
documents into Laserfiche.
• Removed twelve (12) illegally placed signs from the right-of-way and/or telephone poles.
• Posted six (6) untagged vehicles with towing notifications.
• Conducted several site inspections on a commercial property on Central Boulevard to investigate questionable dumping activities. Requested assistance from
Department of Environmental Protection (DEP). The Environmental Specialist
determined none of the materials were considered hazardous or pollutants. Staff
continues to investigate and monitor these activities.
• Code Enforcement Officers continue to conduct daily Community sweeps for visible violations throughout the City
• Records Management – 2,673 pages of documents scanned/verified; continued preparing
records for disposition/destruction; 1.5. Cubic feet completed.
• Verified contact information and prepared/sent annual CRA Report to City and County.
• Coordinated signatures for recording of RaceTrac Final Plat Mylar.
• Public Records Request – assisted in gathering information regarding 405 Holman Road.
• Attended Sessions 2 & 3 Records Management Live Webinar Series.
• Met with Community Development Director and contractor to discuss current/upcoming
projects.
• Processed one vendor request to refund unused Escrow Fees.
• Coordinated/attended Pre-construction meeting for New City Hall.
• Processed one (1) Community Appearance Board application for the proposed
Cumberland Farms project in preparation for the April 20th meeting.
• Attended Florida League of Cities Community Redevelopment Agency Board Training seminar. Topics included legislative, legal, reporting and best practices for CRAs in
Florida.
• Approved a Tree Relocation Permit for Aerial Adventure project at 260 Cape Shores Circle. The permit authorizes relocation of a 40-inch palm from the eastern frontage of the parcel to a location closer to the sales office. The applicant will be responsible for tree
replacement should the tree die because of its relocation.
• Continue to monitor Brevard County’s effort to adopt an Anti-fracking ordinance. At its
March 15, 2016 meeting, the County Commission provided its staff with legislative intent and permission to advertise the ordinance. A date has not been set for adoption. The draft
ordinance would prohibit any oil and gas exploration that uses well stimulation (fracking)
within the boundaries of Brevard County – to include municipalities. The fracking process
requires the use of up to millions of gallons of water per event, which is generally
unregulated by important Federal regulations put in place to protect the public health and the environment.
Economic Development Update for Week Ending April 1, 2016
Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
• City Hall status:
• FPL pole has been removed from center of the site.
• Pre-construction meeting was held with Contractor, Architect, Civil Engineer
and the City’s Development Review Committee.
• Contract has been signed with Doug Wilson Enterprises, Inc.
• Notice to Proceed has been issued.
• This week, the Contractor is installing a temporary construction fence around
the perimeter of the site.
• A Groundbreaking Ceremony with the City Council will take place in the near
future.
• Attended TPO Project Priorities Kick-Off Meeting. The A1A Project is ranked number four of 36 Regionally Significant Projects countywide.
• With Community Development Director, met with representative from Fairvilla
regarding their desire to establish a new retail presence in the C1 Commercial Zoning
District which will feature items not requiring an Adult Entertainment License.
• A Brand Strategy Committee, consisting of several Department Directors, was formed and met to discuss ways to promote and maintain the City brand. Initially, the group
will meet bi-weekly and discuss items such as website updates, City collateral, social
media and brand-related initiatives.
• Banners/posters are being designed for several events including Friday Fest, Street Eats and Movie in the Park. The banners will be posted at the three City entrances
approximately one week before the event. The posters will be displayed in City park
kiosks, at local businesses and on community bulletin boards approximately one week
before the event.
• Staff continues redevelopment discussions with representatives from Cumberland Farms and a local Development Company regarding redevelopment of the service
station at 8000 Astronaut Blvd. This is an opportunity for us to begin preliminary
design of a N. Atlantic Avenue Entrance Feature located at the southern tip of the site
which is located at the intersection of N. Atlantic Ave. and Astronaut Blvd. By creating a visibly attractive, place-making/iconic feature and new green space for residents and
visitors to enjoy, we continue to establish our unique identity. The Project will create a
sense of place and will serve as a gateway to the new Streetscape Project, showcasing
the historic significance of N. Atlantic.

events, projects, press releases, weekly updates and important announcements. It is a

• The City Graphic Design Contractor was picked to participate in the upcoming NASA
Social event on Thursday April 7th and Friday April 8th, 2016. The City social media
platforms will follow him as he experiences two full days of behind the scenes tours and is granted special launch viewing access. NASA Social is a program that picks 50 active social media users from received applications to increase event exposure and
space exploration education. To apply is free, and it costs nothing to attend if selected.
Our social media followers will be able to view the updates on Facebook, Twitter,
Instagram and Snapchat. Some social media platforms require a free registered account to access.
• Social media initiatives and reports:
o Instagram had 21 new posts and is up 5 followers to 115.
o Facebook is up 37 page likes to 2,769. o Twitter has added 29 new followers bringing the City to a total of 192. o We have joined Pinterest and created several themed mood boards about Sun,
Sea & Space, City Parks, Then & Now, Bikeable/Walkable, Community
Garden and Community Outreach Ideas. Pinterest is a free social media
platform that is defined as a visual discovery tool allowing users to share and “pin” projects, ideas and inspiring visuals. We will use Pinterest as a way to create an inspiring visual narrative about the past, present and future of the City

o We have joined the global app Snapchat. Any Snapchat users will be able to follow the City account to experience special events, local attractions and tune in for City announcements. Snapchat is a free social media app that allows users
to view live stories, stay up-to-date with news and easily communicate with
friends.
• Port Canaveral has released the 2016 Port Canaveral Digital Report. Inside it you will find information and videos regarding 2015 accomplishments, events, plans and
projects, as well as a tenant directory. The publication is easy to navigate to and

• Lead Infrastructure Maintenance Specialist Athletic Leagues Monday night kickball continued play after having a bye week last Monday. Monday night
advanced tennis has the top 2 players anxiously waiting to take home the gold in the finals this
coming Monday. Wednesday night kickball played the Championship game; the Beachside Bombers (pictured below) battled for the title with Grahams Monsters taking second place.
Wednesday night advanced racquetball hosted playoff matches with a new league champion
winning the title this season. A new Wednesday advanced racquetball league started up this week
with 10 participating players. Wednesday night intermediate tennis started a new league with 12
participating players. Thursday night softball continued play after a rain out last week with one team remaining undefeated. Thursday night intermediate tennis finished another round of playoff
matches. Staff continues to register new teams and players for Wednesday night kickball league.
Friday Fest - Spring is in the air and the weather is expected to be superb! An amazing array of food will be available ranging from down-home favorites to world cuisine. Beer and wine sales will be hosted by the City and vended by City volunteers to include residents and employees. The
event will start at 6:00 p.m. featuring Electric Tide on the stage.
Kids Sewing – A free beginner sewing class for students fifth grade and up will be held on
Wednesdays from 4:15 -5:15 p.m. Each six week session is limited to the first ten registered students. The first session will begin mid-April at the Nancy Hanson Recreation Complex in Cape Canaveral, located at 7300 North Atlantic Avenue.
Adult Art – Improve your drawing and painting skills every Monday. Supplies are included;
classes are $25 each or $85.00 for a 4 week session. No experience is necessary and all skill levels are welcome. To register call Jess at 321-313-9429.
Farmers Market – Everyone is invited to enjoy the fresh produce, baked goods and handmade arts and crafts by local artists. See you Saturday from 9 a.m. to 3 p.m. at Xeriscape Park on Taylor Avenue across the street from the Nancy Hanson Recreation Complex.
2nd Annual Horseshoe Tournament – The City will be hosting the 2nd annual horse shoe tournament as part of the Founders Day celebration taking place April 23rd at Manatee Sanctuary Park. Cost to participate is $10 and includes a commemorative t-shirt. Registration is limited to
the first 16 paid registrants. Anyone interested in competing for bragging rights and the coveted
trophy can contact the Culture & Leisure Services office at 321-868-1226.
Summer Camp – Do you already have summer plans for your children ages 5 -10? If not, don’t miss out on a wonderful opportunity offered by the City. The Cape Canaveral summer camp offers
field trips, sports, art and culture in a safe environment. Cost to participate is $35 per week for
residents, $45 for non-residents with before and aftercare available for $5 each per week.
Registration is limited to 25 children per week and spaces are disappearing fast. Only payment guarantees participation.
Public Works Services
Update for Week Ending April 1, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public.
Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
• Lift Station Nos. 6 and 7 Improvements Project. Lift Station No. 6 is complete and
online. Lift Station No. 7 system start-up is scheduled for early-April. Several revisions
were made to the proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.).
• Sludge Belt Press Addition and New Reclaimed Water Tank. Construction of new
reclaimed water tank is complete; new tank is online. Minor work continues on expansion/rehab of the belt press building; both belt presses are operational. Final project walk-through scheduled for early-April. Project includes two of the wastewater-related
projects performed with funds from the City’s State Revolving Fund (SRF) loan.

• Holman Road Sanitary Sewer Line Installation – Phase I. Installation of sanitary sewer
pipe is complete; new sewer pipe is online. Small lift station at end of roadway for 399
Holman Road also installed; waiting on electrical hook-up by FPL. Road reconstruction complete. This is one of the wastewater-related projects performed with funds from the
City’s SRF loan.
• Budget Preparation. Staff submitted proposed FY16-17 Capital Improvement Plans (CIPs) for Wastewater, Stormwater and Infrastructure Maintenance to the Finance
Department for review.
Stormwater
• Canaveral City Park Ex-filtration Project. Staff is finalizing bid specs and engineering
drawings for this Project. City Council approved Agreement with Florida Department of
Environmental Protection (FDEP) for funding of the Project. Public bid will be advertised
in April; construction to begin in July 2016.
• Debris Removal. Staff and the City’s Inmate Crew removed debris from the stormwater
inlets and streets before/after recent heavy thunderstorms.
Infrastructure Maintenance (IM)
• North Atlantic Avenue Streetscape Project. New reclaimed water and stormwater piping
installed in the vicinity of Washington, Adams, Jefferson, Madison and Monroe Avenues;
sidewalk in eastern right-of-way near these intersections excavated. Maintenance of traffic (MOT) includes the closure of one lane on North Atlantic Avenue during working hours;
flagmen will be utilized to direct traffic. Washington, Adams, Jefferson, Madison and
Monroe Avenues may be closed at the intersections with North Atlantic Avenue during
working hours. Work is currently focused between SR A1A and Canaveral Boulevard. All
roads will be open after working hours. Estimated time of construction is eight months (end of September 2016). NOTE: All businesses in the North Atlantic Avenue corridor will
remain open during the streetscape construction activities.
• Oak Lane Improvements. Staff and the City Engineer initiated engineering design of improvements for Oak Lane. Future improvements will include a paved roadway, drainage
system, sidewalks, lighting, landscaping, etc.
• Columbia Drive Beautification. Staff re-sodded the median of Columbia Drive.
• Friends of the Library Book Sale. Staff and the City’s Inmate Crew assisted Leisure
Services in preparing the Public Library for the book sale.
• Solar Light Replacement. A replacement solar light will be installed on or about April 14 at the SW intersection of Jefferson Avenue and Ridgewood Avenue. The original solar
light was destroyed in a truck accident in late-2015.
• Shoreline Restoration Grant. Staff submitted an EPA 319(h) grant application for the armoring of the shoreline at Manatee Sanctuary and Banana River Parks. Shoreline erosion
continues to impact the parks, and may eventually impact the boardwalk at Manatee
Sanctuary Park. The City is requesting $98,400 with required matching funds of $65,600.

Update for Week Ending April 1, 2016
From March 1 through March 14, the Brevard County Sheriff’s Office Cape Canaveral Precinct
participated in the “Click or Ticket It” campaign. This campaign focuses on seat belt violation
enforcement to encourage drivers and their passengers to buckle up. During this event the Cape
Canaveral Precinct wrote 48 traffic warnings and issued 30 traffic citations for a variety of traffic
infractions.

Update for Week Ending April 1, 2016
1. Weekly meeting with BCSO and Port Public Safety.
2. Officer’s meeting/training on Firehouse software.
3. Instructors training conference in Ocala.
4. Cruise Terminal 5 Parking Garage/Terminal renovation meetings.
5. City DRC meeting.
6. Meeting on roadway master planning with the CPA.
7. 40 hour Rope Rescue training for shift personnel.
8. 2 Day Shipboard firefighting class at the Academy.
9. Free Community CPR courses are being taught at the Recreation Center. We will be conducting these once a month from 5-9pm. For class registration call Mary at 321-

10. Fire Prevention conducted 19 new, 15 follow up and 3 new construction inspections.
Additionally, 2 plans reviews were completed.
