This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending February 12, 2016 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Executive Assistant assisted CCO in preparation of City Council Agenda Packet for Regular Meeting of 2-16-2016.  Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management - 112 pages of documents scanned; continued preparation/review of records for future disposition; continued preparation of records for offsite scanning; conducted inventory of boxed records and ran optical character recognition (OCR) on scanned records within the Electronic Records Management System (Laserfiche).  Council Meeting – continued preparing/distributed Agenda/Packet for Regular City Council Meeting of 02-16-2016.  Advisory Boards – received 2 Applications for membership on the Code Enforcement Board; mailed thank you letters to Applicants 2-11-16 & 2-12-16. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public.  Met with Community Development Director and Building Official regarding required follow-up actions/revenue impact pertaining to Business Tax Receipts.  Met with Economic Development Director to discuss specifics regarding the New City Hall. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Initiated fourth follow-up with Waste Management, Inc. in effort to identify the solid waste truck responsible for damage to traffic signal incurred 1-21-16 at the corner of A1A and N. Atlantic Ave.  Management Staff participated in the first of several ICMA webinar Leadership Workshops entitled Role of a Supervisor, Leadership and Ethics, conducted at the PWS Training Room.  Conducted Sexual Harassment Awareness training intended to ensure the City maintains a work environment free from sexual harassment. Governor Rick Scott’s Executive Order 16-29 directed State Surgeon General Dr. John Armstrong to declare a public health emergency in four counties (Miami-Dade, Hillsborough, Lee and Santa Rosa) which have the Zika virus detected at this time in returning travelers. As the Aedes species mosquito is prevalent in Brevard and in Partnership with Brevard County Emergency Management, the City is responding as follows:  Code enforcement officers have been directed to notify Mosquito Control at (321) 264-5032 whenever they discover stagnant swimming pools. Mosquito Control will provide water treatment in both unincorporated and incorporated areas.  Code enforcement officers will be on the alert for containers of standing water and tires in the course of performing their regular duties.  The City has contacted Waste Pro in order to determine tire pick up limits and have established a “tire amnesty” program which will expand annual tire limits, establish a central “drop off” location for City citizens and make progress towards eliminating the single biggest source of standing water collection. Additional details will be forthcoming. Community Development Update for Week Ending February 12, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 50 inspections, processed 18 building permits and 7 BTR, fire and alarm permit applications; 27 new building permits were issued.  Processed 4 new contractors’ information packets (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Responded to 4 emails, faxes and calls requesting permit information from realtors and home inspectors.  Received 6 new BTR applications.  Verified/scanned 719 pages of Department documents.  Closed 21 expired building permits.  Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Issued one (1) notice of violation.  Received four (4) new requests for Code Enforcement.  Received one (1) tree removal application for residential property.  Conducted ten (10) site inspections for potential Code Enforcement cases, expired permits and compliance inspections.  Responded to two (2) lien information requests.  Removed ten (10) illegally placed signs from the right of way and/or telephone poles.  Continued to scan elevation certificates/tree removal applications/support documents into Laserfiche.  Responded to one (1) request for payoff on a pending lien.  Responded to two (2) business owners with questions regarding the City’s notification letter of the requirement to address nonconforming signage.  Posted two (2) Unsafe Structure notifications on a property due to a structure fire.  Conducted one (1) tree inspection.  Posted one (1) courtesy notice door tag.  Posted four (4) untagged vehicles with towing notices.  Conducted three (3) site inspections for potential code enforcement cases, expired permit and compliance inspections.  Staff continues to notify business owners with non-conforming ground signs of the requirement to bring these types of signs into compliance by September 2016, by converting from pole to pylon signs.  Scanned/verified 326 pages of documents/prepared two boxes for destruction.  Attended ICMA webinar on leadership development.  Attended monthly Port/City Connector Roads Joint Task Force meeting to continue discussions about construction of interconnecting roads between the City and Port Canaveral.  Participated in conference call regarding redevelopment of the Space Port Amoco property.  Met with property owner on Central Avenue regarding planting of landscaping materials along street frontage. Economic Development Update for Week Ending February 12, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  Issued the following Business Tax Receipts: o Radisson Resort At The Port – Catering o T-Mobile Leasing, LLC o T-Mobile South, LLC  Attended Port/City Connector Road Task Committee meeting.  Attended Brevard County B.O.C.C. meeting. The Commission unanimously approved a motion to require Brevard County CRAs to produce an annual “Template” report. This would be in addition to the normal State-required annual audit report. The Commission’s goal is uniform and transparent reporting.  Met with developers regarding a potential redevelopment opportunity at 8000 Astronaut Blvd. This project would transform a long-standing service station property into a national convenience store with gas pumps.  Attended two Webinars: o ICMA Leadership. o FRA Community Redevelopment Agency Audit Best Practices.  City Hall Status: o GLE Associates, Inc. performed a reference check of Doug Wilson Enterprises, Inc. and submitted a written recommendation. Staff reviewed the bid and concurs with GLE. o Bid Award to Doug Wilson Enterprises, Inc. in an amount not to exceed $4,300,000 will be on the February 16th City Council Agenda. o Staff will continue negotiating Value Engineering. Combined/continued Value Engineering and Owner-Direct Purchasing (ODP) are expected to reduce the total construction cost to approximately $4.15M without reducing the overall quality of the project. o In the style of the classic Mediterranean Revival period, City Hall promises to be a “game-changer” in terms of community aesthetics. This redevelopment project will inspire Citizens’ pride as a City that “does what we say we will do”. Leading by example by following the guidelines in the Economic Opportunity Overlay District will have long-ranging impacts as it inspires additional development/redevelopment within the Overlay District and Community Redevelopment Agency area. o Since inception, sustainability has been a focus with such “Green” amenities as:  Public Transportation Access;  Bicycle Storage;  Water Efficient Landscaping and reclaimed irrigation water;  Minimum Energy Performance appliances;  Recycled content building materials, where achievable;  Outdoor Air Delivery Monitoring;  Increased Ventilation;  Low-Emitting Adhesives, Paints and Carpet;  Lighting systems controllability;  Electric vehicle charging station; and  An underground vault stormwater system which pretreats 37,000 sq. ft. of surface runoff, previously discharging ultimately to the Banana River, and filters it into the surficial aquifer.  Branding, Outreach, Marketing and Social Media activities: o GovOffice programmers have begun the physical restructure of the City website design and content. City Staff has finalized the website design. o Met with Culture and Leisure Services Director regarding upcoming events, social media promotions and community outreach. o Continued work on the Founders Day print, web and merchandise. o City of Cape Canaveral Instagram:  Seven new followers,  Seven new posts and  Began a #tbt (Throwback Thursday) initiative to promote City of Cape Canaveral history. Monday night advanced tennis has the top player still on cruise control taking down everyone along his way to the championship. Wednesday night intermediate tennis continues to have a competitive season with playoffs quickly approaching. Advanced Wednesday night racquetball had an upset with one player taking his first loss of the season. Wednesday night kickball continues to battle with the top three teams in the league neck and neck in the standings. Thursday night intermediate tennis has one player remaining undefeated with the other players ready to take him down. Thursday night softball started the league with six teams participating; despite the chilly temperatures, teams were excited to get back to the plate. Parents Night Out – A super fun evening is being planned for children ages 5 to 10 years old. Parents are encouraged to register early as possible as the limited amount of spots always sell out. Cape Canaveral Bikercade – Everyone’s invited to participate in a one mile guided community walk / bike ride from Cherie Down Park to the Cape Canaveral Library. As part of the Space Coast TPO’s “Find Your Path” initiative, this ride will showcase Cape Canaveral’s cycling and pedestrian pathways. There is no charge to participate. Walkers and strollers are welcome to join in this engaging family activity. At the end of the ride, participants are invited to enjoy a poster exhibit highlighting more than 170 years of Mobility in Cape Canaveral. The poster exhibit will become a traveling exhibit throughout several Brevard County Libraries after a short stay in the City. Hope to see you at the Library if you can’t make the bike ride. CBAA Art Show - The Central Brevard Art Association (CBAA) will be holding its 14th Annual Fine Art Show and Sale Friday, February 12th through Sunday, February 14th at the Cape Canaveral Public Library. Featuring more than 30 juried pieces of art from CBAA members, the event will be open to the public Friday and Saturday from 10:00 am – 5:00 pm and Sunday February 14th from 12:00 - 4:00 pm. The show will also include a fundraising raffle to support the CBAA Student Art Scholarship Fund. Banana River Park Phase I – Roof tiles are being installed; doors and hardware installation will be complete next week along with interior tiling. Painting will continue the following week along with electric and water hook-ups. Staff is anticipating a ribbon cutting date of March 19th. Public Works Services Update for Week Ending February 12, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Installation of all components at Lift Station No. 6 located on Imperial Blvd. completed; emergency generator currently being installed. Installation of most components at Lift Station No. 7 located in Manatee Sanctuary Park completed; new electrical FPL service established. System start-up scheduled for February 29 at 10:00 am. Several revisions were made to proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.). New utility pole and electric service for new Lift Station #7 - looking north.  Sludge Belt Press Addition and New Reclaimed Water Tank. Contractor continues with final tank construction. Contractor filled tank week of January 25; currently performing surveying and monitoring activities for leaks/settlement. Clean-up of work area around new tank initiated; painting of tank to be initiated week of February 22. Work continues on expansion/rehab of the belt press building (roof installed, painting of building completed, etc.). Remaining work/training schedules for belt filter presses are as follows: o 3rd week of February – Operate new belt filter press – correct operational deficiencies; and o 4th week of February – Initiate rehab of existing belt filter press. Project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. New reclaimed water storage tank – looking south.  Holman Road Sanitary Sewer Line Installation – Phase I. This sewer replacement project was initiated in mid-January and is progressing from north to south beneath the roadway. Contractor is approximately 70% complete with sewer line installation. Pedestrians/vehicular traffic should avoid construction area if possible. This is one of the wastewater-related projects performed with funds from the City’s SRF loan. Sewer line construction beneath Holman Road – looking south. Stormwater  City Park Ex-Filtration Project. Draft Agreement received from Florida Department of Environmental Protection (FDEP) currently under review. The Project will then be advertised for public bids; construction should begin in July 2016.  Infrastructure Maintenance (IM)  Annual Sea Oats Planting. Approximately 90 residents volunteered for this annual event on February 6 at Cherie Down Park. A total of 7,200 sea oats were planted along the City’s beachfront. Since 2005, over 85,000 sea oats have been planted by volunteers. Thanks to all.  North Atlantic Avenue Streetscape Project. Field work initiated week of February 1. Staging area established and equipment/supplies being transported to site. The equipment staging area is on a portion of the vacant lot located north of the VFW building. Maintenance of traffic (MOT) signage being placed along North Atlantic Avenue. Estimated time of construction is eight months.  Beach Crossover Refurbishment. Refurbishment of Monroe Avenue beach crossover will be initiated February 16. Upon completion, Adams Avenue beach crossover will be refurbished. These crossovers will be closed to the public during construction activities.  Canaveral Beach Boulevard Improvements. Staff planted numerous new shrubs/trees in the median. New plantings on Canaveral Beach Boulevard – looking northeast.  Library Book Sale. Staff assisted Library personnel.  Brevard County Sheriff’s Office (BCSO) Annex. Staff assisted with installation of a new air conditioning unit.  Utility Pole Removal. FPL’s contractor initiated removal of unused utility poles throughout the City. Weekly meeting with BCSO and Port Public Safety. 2. Emergency Management Coordinators meeting at Brevard EOC. 3. Port Special event meeting and site walk through for Seafest festival. 4. Active Shooter Tabletop exercise planning meeting. 5. CCVFD Board meeting. 6. Ongoing NFPA drills continue for shift personnel. 7. Structure Fire in 100 block of Tyler. 8. In January, we responded to 227 calls for Emergency services. 75% of these calls were for EMS. We provided Aid to other departments six times and the average response time was 4 minutes and 21 seconds. 9. Capt. Troy Borden retired after 17 years with our department and 10 plus years with Cocoa Beach. Lt Derek Yossifon was promoted to Captain to replace him. Lt Chris Quinn was also promoted to Capt. and will assume the duties of H.R. and assist with training/Admin. FF/Medics Jason Kennedy and Mike Anderson were promoted to Lt. to back fill the vacant positions. 10. Fire Prevention conducted 16 new, 19 follow up and 5 new construction inspections.
