This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Community Development Update for Week Ending February 5, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 44 inspections, processed 29 building permits and 26 BTR, fire and alarm permit applications; 22 new building permits were issued.  Processed 6 new contractors’ information packets (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Responded to 4 emails, faxes and calls requesting permit information from realtors and home inspectors.  Received 10 new BTR applications.  Verified 107 pages of Department documents.  Closed 17 expired building permits.  Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Issued three (3) notices of violation.  Received four (4) new requests for Code Enforcement.  Received two (2) tree removal applications for residential property.  Conducted ten (10) site inspections for potential Code Enforcement cases, expired permits and compliance inspections.  Responded to four (4) lien information requests.  Continued to scan elevation certificates/tree removal applications/support documents into Laserfiche.  Conducted two (2) tree inspections.  Posted three (3) courtesy notice door tags.  Posted two (2) vehicles with towing notices.  Conducted one (1) final inspection with the City Arborist to ensure tree mitigation compliance.  Staff continues to notify business owners with non-conforming ground signs of the requirement to bring these types of signs into compliance by September 2016, by converting from pole to pylon signs.  Scanned/verified 3,416 pages of documents and prepared two boxes for destruction.  On Saturday, January 30, 2016, in response to a request from the BCSO, Community Development and Public Works Services Staff posted/secured a single-family structure on Holman Road. BCSO personnel made several drug-related arrests and found the house was without water service.  Met with City Attorney regarding site plan approval for the parking expansion at the Portside Plaza property on Astronaut Boulevard. Staff is preparing a Unity of Title action along with a lot-split resolution. This effort will provide the property with permanent parking to serve the tenants. Economic Development Update for Week Ending February 5, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  Issued the following Business Tax Receipts: o Café Monte Carlo o Orion Marine Construction o Evryal, Inc. (Mail order/internet sales) o Blinds & Designs (Interior Decorating) o Tree Specialist (Landscaping/Lawn Service/Tree Service) o Lion’s Den Salon and Spa (Cosmetology Salon)  City Hall Status: o Bids received/opened on January 25th. The base bids range from $4,599,990 to $5,794,000. Doug Wilson Enterprises, Inc. was the apparent low bidder. o Staff is engaged in a value engineering process/initiative with the lowest bidder to achieve cost savings without reducing the overall quality of the project. o Revised the scope of furniture deliverables to focus on standardization, quality and cost. Communicated and met with various furnishings providers to develop additional competitive State Contract bids.  Florida City Gas (FCG) Pressure Line Improvement Project Status: o The N. Atlantic Ave. pipeline contractor has finished its portion, bringing the project to the point where the S.R. A1A pipeline contractor will take over. There is currently a pause in construction while FDOT permitting is being finalized. In mid-February the installation of 8” steel pipeline will resume, starting in the City of Cocoa Beach (near E. Columbia Ln.) and head north on the east side of the roadway, eventually connecting to the pipeline completed at the split of N. Atlantic Ave. Installation of the gas main will require temporary road closures of side streets east of SR A1A. Sections of pipe will be staged along the east shoulder of SR A1A while they are welded and coated. The pipeline sections will then be pulled underground via directional drill. During this process, two to three consecutive side streets at a time will be closed. Each pullback will last one working day. Because of FDOT lane closure restrictions which allow no lane closures during the day, the work will require 24 hour operational periods – spotting/excavating/welding during the day and drilling at night. The drill rig will require the closure of one lane (easternmost northbound). There will be noise from exhausts, generator, welding & trucks backing up. Beachside residents from 520 north and A1A east have been sent a letter from FCG. Anticipated completion is May. o The N. Atlantic Ave. Streetscape Project is scheduled to begin February 8th. o For more information, please visit the City website at www.cityofcapecanaveral.org.  Branding, Outreach, Marketing and Social Media activities: o Gathered feedback and made changes to artwork for potential City of Cape Canaveral brand outreach merchandise and marketing pieces. o Continued to work with Gov Office to restructure the website content. o Posted three Instagram images and gained five followers. o Started a proposal about social media outreach efforts, and how the City can engage with its audience. o Created new branded social media cover images for Facebook, Twitter and LinkedIn featuring the tagline The Space Between Sun + Sea. o Researched materials/existing programs needed to build and maintain community garden projects long-term. o Created artwork for City’s Founders Day poster, flyer and Horseshoe Tournament t-shirt. o Investigated existing mural and art projects for possible implementation within the City.  Attachments: o Two Press Releases from EDC:  EDC Annual Report  S.N.A.P. Recertification. Staff attended EDC Board of Directors Meeting with Mayor Hoog. The City of Cape Canaveral was one of nine Brevard County jurisdictions receiving an award for achieving S.N.A.P. (Simplified, Nimble Accelerated Permitting) recertification. This program was begun during the downturn of the economy to streamline processes to encourage development/growth. S.N.A.P stands for Simplified, Nimble, and Accelerated Permitting. It identifies municipalities and agencies that have adopted permitting best practices. Since 2011, each municipality throughout the county has been awarded a S.N.A.P. certification. The following communities received their recertification, signifying their long-term commitment to maintaining high-level of efficiency. They are: the cities of Cape Canaveral, Cocoa, Cocoa Beach, Melbourne, Palm Bay, Rockledge, Satellite Beach, Titusville, West Melbourne and the St Johns River Water Management District. All were recognized for their achievement at the EDC Board meeting held last night at the Courtyard by Marriott, Cocoa Beach. Lynda Weatherman, president and CEO of the Economic Development Commission of Florida’s Space Coast commended the award recipients on their efforts for continuous improvement; understanding the value to the competitive business environment of Brevard County. “The drive to achieve economic sustainability and remain competitive takes more than one organization. It requires an important partnership between the EDC and the local municipalities to work together and find solutions. Norderoog as StreamLines launches service on Sunday, January 31, 2016. CANAVERAL CARGO TERMINAL IS EXCLUSIVE U.S. PORT OF CALL FOR STREAMLINE’S BLUE STREAM WEEKLY LINER SERVICE PORT CANAVERAL, FL—February 3, 2016 – It was a historical celebration for Port Canaveral on January 31, 2016 with the arrival of the M/V Norderoog’s first call launching StreamLine’s Blue Stream liner service connecting Canaveral Cargo Terminal to Central America, South America, Europe and the Caribbean. The weekly service to Canaveral Cargo Terminal, which GT USA operates and manages, is the first liner service to use the new facility and the only U.S. port of call on the trade route. Alberto Cabrera, Port Canaveral’s Senior Director of Cargo Business Development, “This service marks a milestone in our history and is a huge win for us as we continue to grow and diversify our cargo operations. This service allows Port Canaveral to offer a cost- and time-saving gateway for shippers importing and exporting refrigerated and dry container products.” GT USA’s Canaveral Cargo Terminal, the only dedicated container terminal at Port Canaveral, opened for business in June 2015 with 20 acres, two berths and two gantry cranes to serve large vessels. It begins operations with a twenty-foot equivalent unit (TEU) cargo capacity of 200,000 TEUs. “Canaveral Cargo Terminal offers our customers the world-class operational efficiency they need to expand their import and export cargo capabilities from Florida,” said GT USA’s Canaveral Cargo Terminal General Manager Peter Richards. The terminal is able to turn around cargo between Port Canaveral and the Orlando area within one to two hours, the fastest transit time when compared to other container terminals in the state. Advanced Monday night tennis finished the half way point of the season. Wednesday night kickball continues with its ongoing season as teams battle for the top playoff positions in a few weeks. Wednesday night advanced racquetball remains very competitive with a jammed up leaderboard. Intermediate Wednesday night tennis continues to have many close and tie break matches as the playoffs quickly approach. Thursday intermediate tennis has players enjoying the competition as it is still early in the season. Thursday night softball will host the captains meeting and start play on February 11 with teams ready to start a new action packed league. Friday Fest – The first Friday Fest of 2016 is shaping up to be a wonderful night. An amazing array of food will be available ranging from down-home favorites to world cuisine. Beer and wine sales will be hosted by the Cape Canaveral Soccer Club. The event will start at 6:00 p.m. featuring Karalyn and the Dawn Patrol http://karalynandthedawnpatrol.com/ on the stage. Parents Night Out – A super fun evening is being planned for children ages 5 to 10 years old. Parents are encouraged to register early as possible as the limited amount of spots always sell out. Cape Canaveral Bikercade – Everyone’s invited to participate in a one mile guided community walk / bike ride from Cherie Down Park to the Cape Canaveral Library. As part of the Space Coast TPO’s “Find Your Path” initiative, this ride will showcase Cape Canaveral’s cycling and pedestrian pathways. There is no charge to participate. Walkers and strollers are welcome to join in this engaging family activity. At the end of the ride, participants are invited to enjoy a poster exhibit highlighting more than 170 years of Mobility in Cape Canaveral. CBAA Art Show - The Central Brevard Art Association (CBAA) will be holding its 14th Annual Fine Art Show and Sale Friday, February 12th through Sunday, February 14th at the Cape Canaveral Public Library. Featuring more than 30 juried pieces of art from CBAA members, the event will be open to the public Friday and Saturday from 10:00 am – 5:00 pm and Sunday February 14th from 12:00 - 4:00 pm. The show will also include a fundraising raffle to support the CBAA Student Art Scholarship Fund. Public Works Services Update for Week Ending February 5, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Installation of all components at Lift Station No. 6 located on Imperial Blvd. completed; emergency generator currently being installed. Installation of most components at Lift Station No. 7 located in Manatee Sanctuary Park completed; waiting on new electrical FPL service to be installed in mid- February (new utility pole already installed). Several revisions were made to proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.). Newly-installed Lift Station No. 7 at Manatee Sanctuary Park - looking east.  Sludge Belt Press Addition and New Reclaimed Water Tank. Contractor continues with final tank construction. Contractor began filling tank week of January 25; currently performing surveying and monitoring activities for leaks/settlement. Work continues on expansion/rehab of the belt press building (roof installed, painting of building completed, etc.). Work/training schedules for belt filter presses are as follows: o 1st week of February – Start-up of new belt filter press; o 3rd week of February – Operate new belt filter press – correct operational deficiencies; and o 4th week of February – Initiate rehab of existing belt filter press. Project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. Contractor conducting training course for City employees on new polymer feed system in the belt press building at the WWTP.  Holman Road Sanitary Sewer Line Installation – Phase I. This sewer replacement project was initiated in mid-January and is progressing from north to south beneath the roadway. Contractor is approximately 50% complete with sewer line installation. Pedestrians/vehicular traffic should avoid the construction area if possible. This is one of the wastewater-related projects performed with funds from the City’s SRF loan. This annual volunteer event is scheduled for 9:00 am on Saturday, February 6 at Cherie Down Park. Volunteers are needed to plant 7,200 sea oats along the City’s beachfront.  North Atlantic Avenue Streetscape Project. Initial field work was initiated the week of February 1. Staging area established and equipment/supplies being transported to site. The equipment staging area is on a portion of the vacant lot located north of the VFW building. Maintenance of traffic (MOT) signage will be placed along North Atlantic Avenue the week of February 8. Estimated time of construction is eight months. Equipment staging area along North Atlantic Avenue - looking northeast.  Beach Crossover Refurbishment. Refurbishment of the beach crossover at Monroe Avenue will be initiated on February 15. Upon completion, the beach crossover at Adams Avenue will be refurbished. These crossovers will be closed to the public during the construction activities.  Canaveral City Park Trees. Numerous trees were trimmed and one Oak tree removed from the property since the trees were obstructing overhead lights.  Recycling News. Waste Pro, the City’s solid waste contractor, recycled 23 gel batteries from the City’s solar-powered lights. Corporal Hibbs spoke on ways residents could make their homes more secure and offered free Residential Security Surveys.
