This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The “downtown” will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending January 29, 2016 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Met individually with Mayor Hoog and Council Member Brown regarding various City initiatives.  Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management - 528 pages of documents verified; continued preparation/review of records for future disposition; continued preparation of records for offsite scanning; provided training to Public Works Services regarding Disposition of Records.  Public Records Requests & Records Research – completed response to Florida Attorney General's Investigation, on behalf of Florida public entities, of liquid aluminum sulfate and other water treatment chemicals legal hold/request for documents due 1/29/16.  Council Meeting – continued preparing Agenda/Packet for Regular City Council Meeting of 02-16-2016.  City Council - coordinated attendance for monthly Space Coast League of Cities Meeting on 02-08-2016.  Bid #2015-11 – Cape Canaveral City Hall: responded to inquiries/requests for information; attended Bid Opening 1/25/16 at Public Works Services; Bid award targeted for February 2016 City Council Meeting.  Assisted Culture & Leisure Services Board Secretary with audio at Library Meeting Room. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Forwarded completed Management’s Discussion and Analysis section for the 2015 Comprehensive Annual Financial Report (CAFR) to James Moore Certified Public Accountants for final drafting of the Annual Audit.  Met with City Manager and Economic Development Director regarding funding challenges related to the New City Hall.  Met with Public Works Services Director and Deputy Director to discuss Capital Project funding.  Met with Human Resources Director regarding organizational matters. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights:  Hired PT Sr. Plant Operator and completed intake processing. This employee will provide Plant Operations coverage assistance while trainees achieve licensing. Search continues for FT Licensed Sr. Plant Operator.  Met with Infrastructure PWS Staff to review plan to implement proactive preventative maintenance and repairs as needed for equipment/facilities.  Investigated property damage to stop sign located at corner of N. Atlantic Ave. and Anchorage Ave. Damage was caused by hit and run driver, yet unidentified. Damage estimates are $238.00.  Addressed need for Confined Spaces training for PWS Utilities Mechanics/Collections division to be conducted March 10, 2016 as shown below.  Scheduled ICMA Effective Supervisory Practices Webinar Series to be presented over the next several months as shown below.  Scheduled mandatory training for newly hired employees as shown below. Atlantic Ave. resulting in damages of $1,109.76. Waste Pro has confirmed via GPS tracking that none of its trucks were in the vicinity at the time of the incident. HR is still awaiting a response from Waste Management Corporation and a third solid refuse firm that provides services to the Port. Community Development Update for Week Ending January 29, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research.  The Building Division conducted 55 inspections, processed 26 building permits and 26 BTR, fire and alarm permit applications; 23 new building permits were issued.  Processed 4 new contractors’ information packets (Contractor Lic., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.  Responded to 5 emails, faxes and calls requesting permit information from realtors and home inspectors.  Received 6 new BTR applications.  Verified 80 pages of Department documents.  Called 1 contractor regarding scheduling final inspections for Building Permits that are nearing expiration.  Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Issued one (1) notice of violation.  Received six (6) new requests for Code Enforcement.  Received three (3) tree removal applications for residential property.  Conducted eight (8) site inspections for potential Code Enforcement cases, expired permits and compliance inspections.  Responded to three (3) lien information requests.  Removed two (2) illegal signs from right of way and/or telephone poles.  Continued to scan elevation certificates/tree removal applications/support documents into Laserfiche.  Met with Building Official, Asst. Fire Chief and Fire Inspector regarding compliance requirements for a residential condominium change of use.  Conducted three (3) tree inspections.  Staff continues to notify business owners with non-conforming ground signs of the requirement to bring these types of signs into compliance by September 2016, by converting from pole to pylon signs.  Conducted Planning and Zoning Board meeting on January 27, 2016 with the following outcomes: o Approval of Meeting Minutes: November 18, 2015. o Re-elected John Price as Chair and Lamar Russell as Vice Chairperson. o Special Exception No. 2016-02 to authorize construction of a single-family home in the C-1 zoning district (Ocean Garden Lane) - APPROVED  Scanned/verified 2,321 pages of documents and prepared two boxes for destruction.  Met with residents of Cape Shores regarding proposed Aerial Adventure Park. Discussed hours of operation, access to site, noise concerns, etc.  Met with investors regarding development of townhouses, zoning considerations and possible variance request.  UPDATE – The “Consumers for Smart Solar” initiative secured the needed signatures to appear on the November 2016 ballot. The initiative is backed by a coalition that includes Florida Power & Light, Duke Energy and Tampa Electric. The “Floridians for Solar Choice,” a grassroots group opposing the CSS amendment, recently decided to turn its attention to the 2018 ballot due to issues with its contractor who was assisting with gathering the required signatures.  At its February 3, 2016 meeting, the Brevard County Economic Development Commission will “celebrate” the City’s Simplified, Nimble, Accelerated Permitting (SNAP) re-certification. This is an annual designation for communities that have exhibited excellence in building and site plan permitting. The City’s continued commitment to standardizing/streamlining its development approval process is an example of its ongoing efforts to assist private industry with doing business in the community. Including Cape Canaveral, there are eight municipalities in Brevard County that have been awarded the SNAP certification. The Mayor has been asked to represent the City at the meeting. Economic Development Update for Week Ending January 29, 2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  Met with Port staff and Culture and Leisure Services Director to discuss inter-agency support & coordination of events.  Attended Brevard County Board of County Commissioners meeting. The Board agenda included discussion of possible de-funding of CRAs, Not-For-Profits and Brevard County Business Incentive Programs. Ultimately, the Board agreed to postpone the discussion and schedule a date to consider compromises that would not require 100% de-funding.  City Hall Status: o Bids received/opened on January 25th. The base bids range from $4,599,990 to $5,794,000. Doug Wilson, Inc. was the apparent low bidder. o Bids are being evaluated for accuracy and to ensure compliance with plans and specifications. A value engineering process/initiative will be worked through with the lowest bidder to achieve cost savings without reducing the overall quality of the project. o Met with furnishings providers to develop additional competitive State Contract bids.  Florida City Gas (FCG) Pressure Line Improvement Project Status: o The N. Atlantic Ave. pipeline contractor has finished their portion, bringing the project to the point where the S.R. A1A pipeline contractor will take over. Installation of the 8” steel pipeline will continue along SR A1A south to Cocoa Beach as soon as FDOT permitting is complete. Installation of the gas main will require temporary road closures of side streets east of SR A1A. Sections of pipe will be staged along the east shoulder of SR A1A while they are welded and coated. The pipeline sections will then be pulled underground via directional drill. During this process, two consecutive side streets at a time will be closed. Each pullback will last one working day. Work is proposed to be done between 7pm and 7am each day due to lane closure restriction on SR A1A. o The N. Atlantic Ave. Streetscape Project is scheduled to begin February 8th. o Attended coordination meeting with City of Cocoa Beach staff and representatives from Florida City Gas. o For more information, please visit the City website at www.cityofcapecanaveral.org.  Branding, Outreach, Marketing and Social Media activities: o Created artwork for potential City of Cape Canaveral brand outreach merchandise. o Improving City public image in relation to revised email signatures and email marketing. o Posted five Instagram images to promote Pickleball attendance and Blood Donation participation. Posted image of a sunny beach to entice those digging out from the blizzard up North to visit. o Met with Directors regarding community outreach/programs that could help build and maintain a community garden project. o Investigated programs and companies that track social media analytics in order to measure expansion/outreach of the City’s social media efforts. o Website is still under construction by the Gov Office team. They recently sent the City a mobile design concept and site map reorganization. The City is currently working with Gov Office to restructure the existing content for website transfer. o Toured the North Atlantic Ave. corridor with Interpretive Design Consultant associated with Brad Smith Associates, Inc. to conceptualize design of the upcoming streetscape project. Wednesday night kickball, tennis and racquetball leagues were all cancelled due to inclement weather. Poor weather continued to cancel Thursday night intermediate tennis. Staff continues to register new teams and players for Monday night kickball and Thursday night softball with both seasons starting in February. Parents Night Out – A one of a kind evening is being planned for children ages 5 to 10 years old. Parents are encouraged to register early as possible as the limited amount of spots always sell out. Public Works Services Update for Week Ending January 29, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Lift Station Nos. 6 and 7 Improvements Project. Installation of all components at Lift Station No. 6 located on Imperial Blvd. completed; emergency generator currently being installed. Installation of most components at Lift Station No. 7 located in Manatee Sanctuary Park completed; waiting on new electrical FPL service to be installed in early- February. Several revisions were made to proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.). Newly-installed Lift Station No. 7 at Manatee Sanctuary Park - looking south.  Sludge Belt Press Addition and New Reclaimed Water Tank. Contractor continues with final tank construction. Due to minor concrete cracking on the dome of the tank, a thoroseal treatment was applied prior to painting. Contractor began filling tank week of January 25; currently performing surveying and monitoring activities for leaks/settlement. Work continues on expansion/rehab of the belt press building (roof installed, pressure washing of building completed, etc.). Work schedule for belt filter presses is as follows: o 1st week of February – Start-up of new belt filter press; o 2nd week of February – Operate new belt filter press – correct operational deficiencies; and o 3rd week of February – Initiate rehab of existing belt filter press. Project includes two of the wastewater-related projects performed with funds from the City’s State Revolving Fund (SRF) loan. Repair and painting of the Belt Press Building - looking northwest.  Holman Road Sanitary Sewer Line Installation – Phase I. This sewer replacement project was initiated in early-January; sewer replacement is progressing from north to south beneath the roadway. Pedestrians and vehicular traffic should avoid the construction area if possible. Project is one of the wastewater-related projects performed with funds from the City’s SRF loan. Stormwater  Canaveral City Park Ex-filtration Project. A “final” Work Plan was submitted for review to Florida Department of Environmental Protection (FDEP). The City is receiving over $1 million from an EPA 319(h) grant and funds from the State Legislature. Construction of the stormwater improvements should begin in Summer 2016. Infrastructure Maintenance (IM)  North Atlantic Avenue Streetscape Project. Staff continues to submit paperwork to Florida Department of Transportation (FDOT) in accordance with the City’s Local Agency Program (LAP) Agreement. Due to previous contractor commitments, construction will be initiated on February 1, 2016 (previously January 4, 2016). The equipment staging area will be on a portion of the vacant lot located north of the VFW building. Estimated time of construction is eight months.  Beach Crossover Refurbishment. Refurbishment of the beach crossover at Monroe Avenue will be initiated in mid-February. Upon completion, the beach crossover at Adams Avenue will be refurbished. These crossovers will be closed to the public during the construction activities.
