This residential and business friendly atmosphere is one of a live-able, attractive, safe, secure and sustainable coastal community that embraces the beach and riverside as the main amenities, and supports local culture and education. WE ENVISION: AlA as a "complete street" with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. "Complete street" amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved "complete streets" will allow us to calmly travel to intimate waterfront destinations and a walk- able downtown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. WE ENVISION: Welcoming community entrance features that create a sense of arrival and unique community identity. The "downtown" will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered cafe tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. WE ENVISION: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. WE ENVISION: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending January 15,2016 The City Manager's Office is responsible for the day to day administration of all City departments in accordance with City Council's established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: • Met with Department Directors regarding various projects/issues/initiatives. • Executive Assistant finalized/published/distributed the 2015 State of the City Annual Report. • Assisted Deputy City Clerk in coordination of April 11 , 2016 City hosted Space Coast League of Cities dinner meeting being held at the Radisson. • Executive Assistant provided assistance to City Council Members and select Department Directors. City Clerk's Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council and the City Manager's Office. Highlights: • Records Management -544 pages of documents scanned; continued preparation/review of records for future disposition; continued preparation of records for offsite scanning. • Public Records Requests & Records Research -continued preparing to respond to Florida Attorney General's Investigation of liquid aluminum sulfate (LAS) and other water treatment chemicals legal hold/request for documents due 1/29/16. The AGO is investigating alleged bid rigging of water treatment chemicals on behalf of Florida public entities. LAS is widely used to remove existing contaminants from potable water and wastewater so that the concentration of these contaminants is reduced. • Council Meeting -continued preparation and distributed Agenda/Packet for the Regular City Council Meeting of01 /19/2016. • Bid #2015-11 -Cape Canaveral City Hall: sealed Bid deadline is 1/22/15 at 2pm; responded to inquiries/requests for information. • Assisted Leisure Services Director and Building Official with City website content update. • Met with City Manager regarding preparations for the Space Coast League of Cities Meeting to be hosted by the City April 11 , 2016. • Attended American Cancer Society Relay for Life Central Brevard Beaches Meeting. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. • Met with Economic Development Director and Leisure Services Director to discuss requirements for archiving social media records. • Met with Human Resources Director regarding educational/personal development for employees. • Met with Leisure Services Director regarding progress/budgetary issues related to Banana River Park. • Met with Public Works Services Director and Community Development Director to finalize input pertaining to Comprehensive Annual Financial Report for FY2015. • Met with Community Development Staff and Economic Development Director to review process/maintenance for escrow accounts to ensure that all necessary charges are being captured correctly. Human Resources/Risk Management Staff performed day to day duties/responsibilities. Highlights: PT • The Affordable Care Act (ACA) added Section 6056 to the Internal Revenue Code, which requires applicable large employers to file information returns with the IRS and provide statements to their full-time employees regarding the health insurance coverage offered. An applicable large employer is an employer that employed an average of at least 50 full-time employees on business days during the preceding calendar year. A full-time employee generally includes any employee employed an average of 30 hours of service per week. Employees working less than 30 hours per week are included when deriving the average number of full-time employees by adding the total hours worked by part-time employees and dividing the total by 30 hours. As demonstrated below, an analysis of data gathered throughout 2015 indicates that the City has not reached an average of 50 full-time employees and remains exempt from Section 6056 reporting. While use of internet recruiting tools has been expanded, State licensing requirements present a problem when considering Wastewater Plant Operators licensed by other states. In lieu of the shortage of qualified Wastewater Plant Operators in the State of Florida, the City will contact State regulators to request assistance in arriving at a common sense solution. • Met with City Manager and PWS Director to discuss progress towards achieving safety objectives/efficiencies in plant and collections operations in advance of plans to and teambuilding initiatives targeting new employees. • Completed update of Human Resources section of the City's website intended to promote the advantages/opportunities available to prospective employees. While the rate of unemployment is clearly decreasing, despite Brevard County's less favorable numbers, a more positive job market emboldens employees dissatisfied with their current position to seek "greener pastures". Community Development Update for Week Ending January 15, 2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing Notices and conducting research. • The Building Division conducted 40 inspections, processed 12 building permits and 13 BTR, fire and alarm permit application; 15 new building permits were issued. • Processed 3 new contractors' information packet (Contractor Lie., Liability Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral. • Responded to 7 emails, faxes and calls requesting permit information from realtors and home inspectors. • Received 10 new BTR applications. • Verified 1,352 pages ofDepartment documents. • Called 5 contractors regarding scheduling final inspections for Building Permits that are nearing expiration. • Code Enforcement performed day to day duties/responsibilities and assisted with various requests from the Public and provided office coverage throughout the week. Highlights: • Issued two (2) notices of violation. • Received six ( 6) new requests for Code Enforcement. • Received one (1) tree removal application for residential property. • Cited one (1) property owner for removal of a tree without the required permit. • Conducted twelve (12) site inspections for potential Code Enforcement cases, expired permits and compliance inspections. • Posted one (1) vehicle with towing notice. • Conducted four ( 4) site inspections for use of a dumpster other than Waste Pro. • Responded to one (1) lien information request. • Removed two (2) illegal signs from right of way and/or telephone poles. • Continued to scan elevation certificates/tree removal applications/support documents into Laserfiche. • Conducted one (1) tree inspection. • Met with property owner in the field regarding a fence replacement and pending Building Permit application. • Distributed Community Appearance Board agenda packet for the January 20, 2016 meeting. Items include: • Approval of Meeting Minutes: November 12, 2015. • Election of a Chairperson and Vice-Chairperson • VFW Wall Mural-Review and action regarding a Level 2 Application consistent with Chapter 22, Article III of the Cape Canaveral Code of Ordinances-Robert D. Carney -1 05 Long Point Road. • Cape Canaveral Aerial Adventure -Review and action regarding a Level 1 Application consistent with Chapter 22, Article III of the Cape Canaveral Code of Ordinances -Eric Robart -260 Cape Shores Circle. • Fabulous 50's Diner-Review and action regarding a Level2 Application consistent with Chapter 22, Article III of the Cape Canaveral Code of Ordinances -Richard Moore-8501 Astronaut Boulevard, Suites 7&8. • Scanned/verified 114 pages of documents. • In conjunction with the Economic Development Director, met with property owner to discuss redevelopment opportunities for several parcels in the N. Atlantic Avenue corridor. • Met with City Attorney related to proposed improvements to Kelsey's parking lot and the needed approval process to reflect proposed property transactions. • Prepared a response to resident regarding recent enforcement activities by the Brevard County Sheriffs Office on Holman Road. • Prepared Zoning Verification Letter for Homewood Suites as they prepare to close-out the project. Economic Development Update for Week Ending January 15,2016 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. • Issued the following Business Tax Receipts: o Canaveral Shorelines Charters o MyMarketing Cafe • Met with property owner of several multi-family residential properties and Community Development Director to discuss two potential assemblage/redevelopment opportunities as they relate to the existing Economic Opportunity Overlay District (EOOD) and coming code revisions related to residential density preservation in redevelopment. • Attended Puerto Del Rio men's breakfast group meeting as Guest Speaker. Discussion topics included Port/City Connector Roads, N. Atlantic Ave. construction work and the coming streetscape project, economic conditions, current municipal revenue climate, the new City Hall and City statistics. • Together with Leisure Services Director, attended FL League of Cities Webinar, "Character Towns: Attractive to Residents, Visitors and Businesses". • Worked with Community Development Director toward resolution of a proposed parking expansion project related to Kelsey's Pizzeria. The proposal would expand onsite parking by appending a portion of the property to the south. • City Hall Status: o Currently out for bid. Bid due date is January 22"ct. o Addenda distributed to qualified bidders. o Reviewed development of LEED Scorecard. Although Staff does not intend to add the expense ofLEED certification, it wishes to know how the project would rate. o Met with a State Contract furnishings provider company. o Bid Award scheduled for February 16th City Council meeting. • Florida City Gas (FCG) Pressure Line Improvement Project Status: o On Wednesday, January 20th FCG will be purging air from the gas main installed under N. Atlantic Ave. and bringing it up to operational pressure. The air will be purged from a point at the south end of N Atlantic Ave through a stack approximately 6' in the air. The purging process will create a loud noise, much like that of a train whistle, for approximately 5 minutes. After the purge is complete, crews will be able to clean up and mobilize off theN. Atlantic Ave. segment of the project. This will be performed during normal business hours to limit inconvenience. Uniformed Florida City Gas personnel will be onsite to supervise. o The majority of the asphalt restoration work is completed. The restoration patches are temporary as the City's N. Atlantic Ave. Streetscape Project will immediately follow the FCG Pressure Line Improvement Project. o Crews will be working at the Madison Ave. intersection until approximately 1/18/16. Additional activity will take place off the road at George King Blvd. during this time o There are traffic delays, but few reports of motorist inconvenience. o For more information, please visit the City website at www. cityofcapecanaveral.org. • Branding, Outreach, Marketing and Social Media activities: o Along with Prismatic, initiated the City's takeover of the mycapecan branded social media accounts for Twitter and Facebook as well as the website mycapecan.com. These accounts were created during the Branding Campaign and are separate from the City's Official social media accounts. Because #mycapecan is a frequent social media tag, we are retaining control for potential future uses (events and promotions). o Investigated an email marketing tool that can be used to improve the efficiency and appearance of the City's press releases, weekly updates and other email- based outreach activities. o Worked on a video "bumper" which is intended to be played at City events and meetings. It is a short animation that features a "flowing" branded message: "THE SPACE BETWEEN". o Worked with Leisure Services Director on print, web and merchandise collateral to support the coming April 23rd Founders Day event. o Work continues on the design of the new City website. Several rounds of revisions for the primary navigation placement were proposed/reviewed by a team consisting of the Economic Development Director, Leisure Services Director, the City's Contracted Graphic Designer and representatives from GovOffice. The website is slated for programming during the week of January 18th. Thereafter, final team review and adjustments will be completed and the website will be launched. It will continue to be the central "hub" of the City's online business and will feature a more intuitive information architecture and branded content offerings. Additionally, it will be optimized for mobile device responsiveness. Staff is very excited as it promises to be a captivating and comfortable first impression for our online audience. • Please see attached "Port Canaveral News". MURRAY AS NEW PORT CEO PORT CANAVERAL, FL-January 8, 2016-Canaveral Port Authority Commissioners today unanimously selected shipping line executive Capt. John W. Murray as the next chief executive officer of Port Canaveral. Murray currently is the President and CEO of Hapag-Lioyd USA, LLC, a leading global liner shipping company in Tampa that operates about 150 modern container ships and transports more than five million containers per year. "We believe our Port and our community will be well served having Capt. Murray at the helm," said Commission Chairman Jerry Allender. "He brings strong business experience and leadership skills that will help the Port navigate to our next level." Allender said he hopes to have a negotiated contract with Murray on this month's Commission meeting agenda scheduled for January 20. Outgoing CEO John E. Walsh's last day is January 21 . Athletic Leagues A new Monday morning senior tennis league started up with 26 players ready for a friendly morning of tennis. Monday night advanced tennis continued with the second week of the season. Wednesday night intermediate tennis is just getting started with players enjoying the cooler temperatures. Advanced Wednesday night racquetball is over the halfway point of the season with last season's winner remaining in the lead. Wednesday night kickball completed another competitive night of play with several weeks to go before the playoffs begin. Thursday night intermediate tennis finished the second week of the season with new players excited to meet and play. Staff continues to register players and teams for Monday night kickball and Thursday night softball with both leagues starting at the end ofthe month. Public Works Services Update for Week Ending January 15,2016 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)!Sanitary Sewer System • Lift Station Nos. 6 and 7 Improvements Project. Installation of all components at Lift Station No . 6 located on Imperial Blvd. completed; emergency generator to be installed in mid-January. Wet well installed at new Lift Station No.7 site in Manatee Sanctuary Park; new sewer pipe and manhole installed beneath Thurm Boulevard. Roadway and intersection with West Central Blvd. currently being milled and paved; remaining lift station components being installed. Several revisions were made to the proposed site plan to accommodate residents in the neighborhood (e.g.; elimination of fence, planting of additional trees, etc.). Area to be paved near Lift Station No. 7 -looking north. • Sludge Belt Press Addition and New Reclaimed Water Tank. Contractor continues with final tank construction. Finishing layers being applied to tank walls and roof; work continues on expansion/rehab of the belt press building (roof installation complete). Remaining new underground valves tied into existing piping. Monthly construction meeting performed. Work schedule for belt filter presses is as follows : o pt week of February-Start-up of new belt filter press; o 2nd week of February -Operate new belt filter press -correct operational deficiencies; and o 3rd week of February-Initiate rehab of existing belt filter press. Project includes two of the wastewater-related projects performed with funds from the City's State Revolving Fund (SRF) loan. Belt filter press building roof installation activities -looking south. • Holman Road Sanitary Sewer Line Installation -Phase I. This sewer replacement project was initiated on January 4, 2016. Pedestrians and vehicular traffic should avoid the construction area if possible. Project is one of the wastewater-related projects performed with funds from the City's SRF loan. Stormwater • Florida Department of Environmental Protection (FDEP). Staff continues to work with FDEP on further refining Total Maximum Daily Load (TMDL) credits for projects already completed or planned by the City. FDEP follows-up on a regular basis as part of the Basin Management Action Plan (BMAP). Infrastructure Maintenance GM) • North Atlantic Avenue Streetscape Project. Staff continues to submit paperwork to Florida Department ofTransportation (FDOT) in accordance with the City's Local Agency Program (LAP) Agreement. Due to previous contractor commitments, construction will be initiated on February 1, 2016 (previously January 4, 2016). Estimated time of construction is eight months. • Beach Cleaning. Staff initiated cleaning of the beach (seaweed/debris) with the beach rake on January 4; the raking was completed on January 12. All parking stalls at the Washington A venue beach-end parking lot are available again. • Bennix Park Improvements. Staff eliminated numerous pathways from Bennix Park to the Palms East Complex. Residents had been complaining about vehicles traveling through the Park from the Palms East Complex parking lot to Washington A venue. Large coquina rocks were placed in the pathways to eliminate this traffic. Vegetation along the entire northern side of the Park was also trimmed. • Roadway Banners. Holiday banners were removed from utility poles along SR AlA and North Atlantic Avenue and replaced with Welcome banners. • Sod Installation. Staff continues to improve medians throughout the City by installing St. Augustine sod in lieu of the placement of mulch in plant beds to reduce maintenance costs.
