Hi Laila. Putting the PD request before the City P&Z Board without a
commitment on the easement (i.e. no sewer service) is a non-starter. A
denial by the P&Z Board would require a 12 month delay before you could
apply again. From a Staff viewpoint, I could not support the PD request
without the easement.
You could start the Community Appearance Board process before having
the easement in hand. See Sec. 22-44-45 of the City Code for the
information that will be required as part of that application.
My recommendation is that you have everything tied up before you take
your first step with any of the boards. Dave
