We explained to them what we have discussed in detail. What we got out of that meeting was: - the impact board generally “reserves” impact fees generated in a municipality for projects in that municipality, - designation of impact fees for projects is done by calling a meeting of the Impact Fee Advisory board and the City and going over the City’s priority projects. - as part of your inter-local agreement already in place, the City can make application to the County Commission for use of the impact funds as it wishes I see from your CIP that repairs to Central is already part of your budget planning. The next step would be to as Swanke to set up that meeting and for the City to go to the advisory board with it’s proposed projects. It is not clear that Impact Fees can be used for “re-paving a road” because that could be considered regular maintenance. However, if paving is part of a larger project, such as a Complete Streets project like the one on North Atlantic, Steve believes Impact Fees can be used for paving as a component part of such a scope of work. I believe it would be great for the City to consider a Complete Streets project along Central and to allocate the upcoming impact fees to that end, but that is something that the City staff needs to propose, and if required, for the Council to decide on.
