Georganna:
First let me apologize for the delay if this was in our court
for a response. If I understand, the proposal is to realign the existing
driveway on the east side of SR A1A to create a plus intersection with
Thurm Blvd and install a traffic signal. The proposed improvements are
to support proposed/approved development at the intersection.
The good news is that the spacing of this intersection would
appear to be a location where signalization could be pursued, although
it is just short of our signal spacing standards of ¼-mile. A signal
warrant analysis would need to be completed showing that the existing
and/or proposed level of demand meets signal warrant thresholds. The
driveway on the east side of the roadway appears to be a private
connection, therefore the realignment would need to be completed by
permit. Also, if private development is creating the need for
signalization, the developer(s) are normally responsible for the cost of
design and installation. Moving forward, the next step would appear to
be for the property owners to schedule a meeting with our local
operations unit to discuss permitting requirements.
Sincerely,

Hi Michael!
Is there someone in your group taking a look at this proposal /
concept for a signal and realignment at A1A and Thurm Blvd for the City
of Cape Canaveral? We think it would improve traffic movement, but I’m
not completely sure of all the approvals that it would need to go
through. Any guidance would be much appreciated.

Good morning Georganna,
Can you take a look at the attached concept and give some
guidance on how we could proceed?
We are interested in a potential lighted intersection and
alignment project at Thurm Blvd.
Thanks,
Todd

Good afternoon Todd!
I apologize for the delay in response, as I am transitioning out
as in-house consultant and back to my company.
However, regarding your request, I have forwarded the email to
Traffic Operations for their review. As it would be an operations
review, rather than planning.
In the future, it would be beneficial to include Heather Garcia
(heather.garcia@dot.state.fl.us <mailto:heather.garcia@dot.state.fl.us>
) and Mike Sanders (michael.sanders@dot.state.fl.us
<mailto:michael.sanders@dot.state.fl.us> ) on future
emails/correspondence. You could also email me directly at
tsdavis@vhb.com <mailto:tsdavis@vhb.com> , as these emails go directly
to my phone. Including these email addresses would eliminate any future
delays in response.
I hope you have a great weekend and will let you know what I
hear back from Traffic Ops.
Lastly, I will be out this week on vacation; however will have
Mike forward you any questions/comments if they may arise.
Todd Davis

Hi Todd,
I wanted to circle back with you about the proposed lighted
intersection at Thurm Blvd. and A1A.
Hopefully this can shed a little more light on the matter.
The draft plan is attached.
Please see marked up version below.
All properties are zoned C1 Commercial.
There are two principal owners involved in this initiative: Bob
Baugher and Tom Hermansen. Both are in support of the traffic light.
* Property A:
o Address: 8600 Astronaut Blvd.
o Owner: Astronaut Properties c/o Bob Baugher.
o Lot size: 5.51 acres
o Building size: 64,000 sf.
o Use: Single tenant office building. Currently under
refurbishment for a new tenant.
o Tenant: Comprehensive Health Services (CHS). They will be
moving into their corporate headquarters into the building later this
year. 400+ employees.
o Notes: The existing driveway connection to SR A1A would be
closed. A new driveway, to align with Thurm Blvd., would be constructed
on Property B.
* Property B:
o Address: 8550 Astronaut Blvd.
o Owner: Cape Canaveral Joint Venture c/o Tom Hermansen
o Lot size: 12.44 acres
o Building size: 161,000 sf.
o Use: Vacant. Recently used for light manufacturing. The
owner intends to split up into 2 to 4 sections and lease to different
tenants
o Notes:
* A new driveway, to align with Thurm Blvd. would be
constructed on this property.
* If a light was installed, owner would seek to develop an
outparcel for a small national/regional chain restaurant on the
southeast corner
* Property C:
o Address: 8701 Astronaut Blvd. There are a total of 9
contiguous parcels, collectively addressed. All are bound by a
Development Agreement with the City of Cape Canaveral as a Port of Call
Facility.
o Owners: Astronaut Properties c/o Bob Baugher, Cocoa Beach
Motel c/o Bob Baugher and Robert A. Baugher, Trustee
o Lot Size: approx 20 acres.
o Building Size: Multiple buildings
o Use: Port of Call Facility including Radisson Hotel and
Convention Center.
o Notes: Owner has developed draft plans for up to two
additional hotels on the south side of the Radisson, as well as one or
two out parcels for national/regional tenants on the northwest corner of
the intersection.
We believe a lighted intersection at this location could
facilitate better/safer traffic movement especially considering the
increased traffic flows from the coming CHS workforce and two additional
hotels. Additionally there could be a considerable amount of new
commercial investment along the corridor.
The owners and I will be available to discuss the proposal with
FDOT when appropriate.

Good morning Todd!
I just wanted to follow-up with you regarding your below request
and apologize for the delay in response.
Here's what Traffic Ops mentioned:
Do you have the location or the preliminary design plan
mentioned? What type of study is being requested, a SWA or safety study?
If they could provide a little more info, I could offer if it’s
something we would evaluate or if the city should submit by permit.
The gentleman I have been coordinating with is Mike Sanders of
the FDOT D5 Traffic Operations unit.
Thanks,
Todd Davis

Good morning Todd,
We have received some preliminary private design work for a new
signalized intersection on S.R. A1A in Cape Canaveral. It would combine
two off-intersection A1A access points on the east side of the roadway
into one access point, aligned at the new signalized intersection.
We support it and would like it to be reviewed and approved by
FDOT.
I spoke with Bob Kamm at the SCTPO yesterday and he suggested
that I have the City Manager make a request that FDOT perform a Safety
Study. Can you give me any guidance?
Thanks!

Good afternoon Todd,
I know we have spoken in the past regarding the SR A1A corridor
study and the City’s concerns, but wanted to touch base again and see if
there were any outstanding issues.
I previously coordinated with the Traffic Operations unit a
while back and know some spot speed studies were performed (which I have
attached). However, when I was going through my emails and notes, I was
not sure if I forwarded to you or if you received them from someone else
at the Department. I know you mentioned your main concern was the speed
limit and did not need a formal response, but didn’t know if you
received the attached documents.
Please take a look at them and let me know if you have any
questions and / or comments that I can pass along to the Traffic
Operations unit. Also, please let me know if there are any outstanding
concerns the City may have. The corridor study was completed at the
beginning of the year, but just wanted to circle back with you.
Thanks,
