Currently the property is under environmental evaluation and the project is scheduled for Community Appearance Board. There may be interest in the Blue lined area as a secondary ingress/egress. His concern will be heavy traffic on the leg. Maybe we can discuss traffic limitations?? (No trucks??) I understand the Port not spending a lot of money on this project at this time. It may be that the best thing is to get the easement recorded to at least get the utilities north. Does Holiday Inn have an option to connect sewer coming up Columbia? I have briefly discussed the matter with Bill, Craig, and others. We will discuss further. As noted, at the present time I do not see the Port spending a lot of money on this project. Unless you can gain support from ALL parties, I do not see this Project moving forward. Looking at your drawing, I believe the BLUE lined area would be all the Port would be interested in considering at this time. * Robbins would benefit from a direct shot to the Port via the Blue lined area. * The Holiday Inn Express would benefit to have a secondary access and might save money on sewer coming up Columbia * Extended vs. under AIA. * Tom would benefit from a road through his property, however, he knows sooner or later someone will build the road. The RED line may not do much for the Port, however, it might make sense to discuss were the Port gives up 30 feet and Robbins gives up 30 feet. Additionally, unless access through Tom’s property to Discovery Road is worked out, not sure the Red lined area is of much value to the Port. The YELLOW lined area is not really needed if Robbins contributes the leg out to A1A. Not sure who would be willing to fund the purchase of the Yellow lined area. Subject: RE: Road Easement discussion Good afternoon Scott, At the moment, Mark Robbins is under contract, pending site plan approval. As part of a City approval we have requested he extend the utility easement to the CPA property. He stated he would do so. It makes sense to extend the utilities through CPA property and to the Holiday Inn. That knocks out a hurdle for them. I spoke to mark about the road deal and he said he would explore allowing a connection. But he has concern about increasing traffic on his property. I’m not sure Mark believes there is a benefit for others to use his leg to A1A. I’d encourage you to reach out to him and see if you can get more traction. I think he would be fine with a north-south route to Columbia (blue, below), although I don’t believe he would see it as a must-have. The Holiday Inn would benefit from the easement and utilities, so there may be room to partner there. Hermansen has repeated that he doesn’t need a road or utilities. The City has always held the position that the Port should shoulder the cost for the roads since it would address the Port’s infrastructure capacity concerns. But that could also be interpreted as the City will not bear the burden, expect to own/maintain. We can certainly work together to see of others will contribute. Potentially benefitting would be parcels 34 (Holiday Inn), 6 (CPA), 4 (Gal), 23 (Mark), 31 (Martin), 816 (Mays), 814 (Mays). I would like to see us record the road and utility easement through the blue area then work together on the yellow route or the red route if Mark is not interested. I might be able to make the case for the Port to Fund a portion (150-200 feet that would get us from the south end of Columbia to our 16 acre Site to the south) The balance of the road will need to be funded by others (Holiday Inn Express Developer, Tom Hermansen, The new proposed Hotel developer, and the City of Cape Canaveral). Everyone is going to benefit from the road and thus should share in the cost.
