We are in receipt of your design documents as requested and your
projected has been entered in the queue for design review. A pre
application meeting will be scheduled with applicable CPA departments in
the coming week or two; the Engineering Dept admin will work with you to
coordinate an acceptable time for this meeting.
This meeting will be preliminary in nature and will be an opportunity
for various port stake holders to gain a better understanding of the
planned development. As has been communicated previously, we are in the
process completing a potable water and traffic capacity study for the
south side of the Port from SR-A1A to Jetty Park along existing George
King Blvd. These modeling efforts will incorporate planned future
expansion at the Port to determine the baseline for available capacity.
The draft results of the potable water study are expected in mid to late
April 2017 and the draft results of the traffic study are expected in
mid May. The potential impacts of the proposed development will be
evaluated and defined in these studies. The Port Authority’s
concurrence regarding certain aspects of the development that impact the
Port will be based on reasonable confirmation of the impacts.

Hi Bill;
Per your request, I have enclosed a package that entails a narrative of
the proposed improvements, Site Geometry Plan, Paving and Drainage Plan
and a Utility Plan. I have also enclosed a copy of the traffic study
which we have performed for this project.
The enclosed information should prove helpful in clarifying the items
you have raised in your email below. As far as the traffic results, the
traffic generated from our hotel project does not require any offsite
improvements. With respect to the utilities both the City of Cape
Canaveral, who is the reclaim and sewer utility provider, and the City
of Cocoa, who is the water utility provider, have indicated they have
the capacity to serve our project.
As a clarification to the proposed water line extension along Columbia
Road, the proposed 12 inch main extension will be a public main owned by
City of Cocoa and it will become a private line downstream of the double
detector check valve at our property boundary. My understanding from
communicating with the City of Cocoa that the City owns the water system
and has a blanket easement covering the Canaveral Port Authority
property.
Bill, I would greatly appreciate it, if you can review the enclosed
information as soon as possible and if you like for us to meet with you
to provide you with additional information or clarification we will be
more than happy to do so in order to keep our zoning application moving
forward with the City.

Mr. Abi-Aoun,
Thank you for your inquiry. Per your email below, I understand that a
proposed hotel development wishes to tie in to utility infrastructure on
or through CPA-owned property. I am aware that the subject parcel on
which the hotel development is proposed currently holds access rights to
Port property; however, to my knowledge this access does not currently
extend rights for utility service.
The design engineer of record shall submit the following documents in
order to review the traffic impacts for a driveway connection permit:
* Overall project site plan
* Written narrative of the development
* Detailed design plans of the proposed driveway connection and
all improvements contemplated on Port property
* If stormwater facilities are planned on Port-owned lands; proof
of SJRWMD or FDEP Concurrence is required
* Trip generation report inclusive of narrative
Based on the nature of this development, the requirement for the
following “off site” improvements will be evaluated by CPA. If
required, the design and implementation of such improvements will be the
responsibility of the developer:
* Improvement / widening of Columbia Drive from the point of
connection to George King Blvd. inclusive of a dedicated turn lane where
required and a pedestrian walkway
* Resulting modifications to the signalized intersection at
Columbia Drive and George King Blvd
* Emergency only signalization at the existing CFR fire station on
Columbia Drive
The developer should be aware that the adjacent CFR facility contains
an active vessel and vertical structure fire-fighting trainer facility.
When activated, the live fire from this facility will produce wafting
smoke that, depending on prevailing winds, may not be contained within
the property limits.
The on-Port potable water supply network is currently being evaluated
with respect to the port-wide Master plan update which has, in-turn,
identified several significant projects involving the need for potable
water supply. At this time, the use of Port-constructed potable water
capacity is not authorized. Please advise if you should have further
questions.

Hi Bill;
I hope all is well.
My name is Jean Abi-Aoun and I am the civil engineer working on the
Cape Canaveral Hotel to be developed by the Daniel Corporation located
at the south end of Columbia Road across from the fire Station as shown
on the enclosed aerial layout exhibit. As we continue to develop our
design work, it appears that the existing 6 inch water main along
Columbia Road south of Atlantis Road, as shown on the City of Cocoa
Water Map, will have to be upsized to a 12 inch water main to serve
the potable and fire flow requirements for the proposed hotel.
Bill, the proposed water main will tie-in to the existing 12 inch water
main at Atlantis Road and extend to the hotel site. This work should
have minimum effects on the surrounding area given it will be completed
at the west side of a dead end street. As such, we wanted to inform
the Port Authority of such endeavor. Please let me know if you have
any questions at this stage or if we need to further coordinate these
efforts with you or just submit to the City of Cocoa and City of Cape
Canaveral for review of the offsite water main work and approval.
