The contact at FDOT is Chris Cairns. I've included his email contact
here.
Also attached is a draft letter. Let me know what you think. FWIW,
the sooner we get this letter to Chris the better. My preference would
be to put it on City letterhead, scan it, and send it to Chris today if
possible.
