Attached is a list of the hotel/motel customers we were able to
identify. Here is a breakdown of the items we will need your assistance
on:
1. Radisson Resort: there are 4 meters. Please identify which
meters serve the hotel rooms as these will be billed as Rental Property
(we think Locations numbers 132122 & 132124 based on the last rate
study). Then, please identify if any of the other meters serve
restaurants or other commercial purposes as these will still be billed
as commercial meters based on their meter size.
2. Cocoa Beach Motel: this has the same address listed as the
Radisson Resort. In the last rate study, it was assumed that this
account was part of the Radisson Hotel. Can you please do some research
on this account (acct. # 86003) and let us know what the situation is.
3. For ALL of the hotel/motel customers, please verify the number
of lodging units.
a. I am still looking through our old data for where the lodging
units were provided, if I find documentation I will pass it along.
4. Lastly, please let us know if we missed any hotel/motel
customers that need to be part of the analysis.

The Code of Ordinances, Appendix B, Chapter 78, Article III. (b) shown
in part below already provides for Rental Property, specifically “hotel
or motel property”. It does not distinguish between suites,
kitchenettes, etc. Each dwelling unit is equal to .75 ERU. Commercial
classification is specifically for “nonresidential” so hotels and motels
cannot be classified as Commercial.
Either the code needs to be revised or Cocoa needs to correct their
billing process to conform with existing code. The 2012 rate study
specifically review the different classification and it was determined
that the rental property classification was needed and appropriate. The
rental property classification was reviewed with staff, discussed at a
public hearing and approved by City Council.
I realize the sensitivity of this matter as the correct rates will
result in higher monthly bills for these customers (my understanding
that there is a limited number of around 7 to 9).
I would suggest that:
1. we get an accurate count of these customers;
2. identify the last 12 months of billings;
3. compute what the billings should have been;
4. discuss with David Greene; and
5. identify a course of action.

Good morning John,
Will there be a new rate structure offered to these residents that is
different from the current residential and commercial currently offered?
The coding of commercial is for the billing rate. Typically the rate
structure embraces multi-family, commercial, governmental, schools,
hotels, vacant land, etc. – it’s a catch all for everything that isn’t
in the residential rate structure. I’d rather not establish a new
“rental” class if the rates are identical to that of commercial because
that’s a new subset of rate codes I have to maintain. If you are going
to introduce a new rate structure that bills differently then we will
need to explore.

Jessica,
Joe from Raftelis contacted me yesterday and pointed out that the
coding for our hotels/motels reflects commercial. However the code for
Cape Canaveral defines these entities as falling in the Rental Property
category. As a result, to stay in line with our code(Attached) this
warrants the classification to be changed to Rental for: The Radisson,
Country Inn Suites, Cape Caribe, Residence Inn, and Homewood Suites.
Based on this , Obviously, the study done by Raftelis in February 2012
did not inquire, mention or take this into account. I am glad this has
been brought to my attention, but my predecessors were unaware of this.
I recommend we update these accounts………………………..any thoughts here?
