Laila,
I agree that it would be prudent for any developer to have a more
formal acknowledgement regarding a needed easement prior to going
through the expense of engineering a sewer solution. As you mention, I
believe that the Port has no objection to considering the terms of a
grant of an easement when they said the issue they had was sewer
capacity.
The City would not be party to an easement on Port property. We have
opened the door for you to begin negotiations. Your request that the
City obtain a letter granting an easement is beyond what we can do for
you.
This may be an appropriate first step for the local firm with whom you
are consulting.

Thank you.
We are prepared to employ the civil engineers, regarding sewer line.
However, before we do this and begin the engineering process I would
like to have a letter from the Port confirming their willingness to give
us an easement. Since you have been given the assurance of an easement,
would you please be so kind as to get the letter granting the easement.
