Will be speaking to the others. I believe the key argument is: [a] the ordinance is fulfilling the concerned citizens' main objective: limit the number of gas stations to existing locations so as not to see a proliferation of new stations on other property. [b] if [a] is the primary objective, the ordinance language with respect to the number of hoses is secondary and the commission needs to be cognizant of the unintended consequence of limiting the possible number of pumps as this may prevent the redevelopment of existing blighted stations as it will preclude new station developers from investing to build on existing sites.
