As of today the CRA is in debt to the City for the startup costs.
($100,000) due over a 10 year period. If the CRA and City Council
respectively approve the Economic Development/Infrastructure Loan for
the new Lift Station, Easement Purchases, Sewer Line, Water Line, &
related costs, the CRA debt will be just under $1,000,000. The Project
is located in the CRA, Economic Opportunity Overlay District & the
Brownfield Area. If you need anything additional, please let me know.

My only concern is the statement by Smith and Infintini’s actions,
about not being Indebted yet. If we are on solid ground I have no
concerns.

Bob,
You are incorrect. The County has no role in this. Law requires that we
notify the County, which we did. Anderson is/was correct, their role at
most is to acknowledge receipt of the notice from the City. The rest is
political….They do not have to approve funding. The County approved our
CRA in 2012 and entered into a Delegation Agreement with COCC which the
County Commission and Cape Canaveral City Council approved. Do we need
to further discuss? David

This is the issue we discussed. I watched the meeting later, after we
talked. I feel this issue needs to be certified in our favor, as the
commission only verified receipt of the resolution. They still have to
approve the CRA funding. Commissioner Smith was talking about canceling
CRA’S not yet indebted. We need to watch this one close. Thanks, BOB

A few things we are due:
NBEDZ Cash Flow Analysis from Troy Post
NBEDZ statutory authority to borrow money with and without a true bond.
Scott Knox legal opinion on why entire Blue Origin contract is
Confidential. My point was contract should have been public with a
Confidential Addendum. As presented today we have no total to be spent,
payment schedules, or milestones. I believe we should legally challenge
the Confidentiality of the whole contract and the legality of a 10 year
obligation without a debt instrument. We await the Knox memo for
Confidentiality and need the contract to have the 10 year obligation
evaluated.
Scott Knox legal opinion on Cape Canaveral using CRA dollars for
already budgeted Enterprise Fund Lift Station #6. I believe we should
legally challenge the funding of Lift Station #6 as an unlawful CRA
expenditure of the County contributions. We await the Knox memo.
The fellow from Cape Canaveral (Tom Northey?) verified the money to
‘loan’ the CRA comes from the CC Sewer Enterprise fund and the City
decided late last year to move Lift Station #6 to the CRA.
