Please take a look at the attached aerials and survey.
The new gas station ordinance, with the 2,000 foot
concentric circles around existing stations and restricting any new
convenience store in the city to the M1 zoning district would permit the
possibility of a new convenience store on our site labeled BRB Site in
the attached aerials.
While there is currently no interest on the part of any
end user to place a convenience store at this location at this time, the
demand may be there in the future.
I understand the City's desire to restrict convenience
stores and fueling stations to the existing locations currently in Cape
Canaveral due to the current number of such locations within the City.
However, for the reasons enumerated below, I believe that it would be
counterproductive for the city to restrict the opportunity for a fueling
station sometime in the future on this site.
[1] Location: while technically within the city limits,
this site is for all intents and purposes in the heart of the Port. It
is bordered by Challenger Road and George King Blvd on the north, the
aggregate conveyor belt and Ambassador Services to the East (cargo),
Martian Marietta's aggregate piles to the south, and warehouse buildings
on Port property to the west. It is not visible from any Cape Canaveral
street, nor by any residents or other light commercial business in the
City.
[2] Future Traffic: the traffic on George King Blvd has
been increasing and will likely increase to a great extent in the
future. There are currently and will be more in the near future:
* hundreds of dump trucks getting aggregate from
Martin Marietta,
* hauling trucks leaving the south cargo area,
* future automobile transport trucks leaving the
Ports new auto processing operation just to the north of the site,
* cruise related traffic coming to and from Cruise
Terminal 1 just to the north of the site
* cruise related traffic to come when Cruise
Terminal 2 is developed further to the East
* recreational boating traffic - with trailers -
going to and from the boat launches
* beach traffic going to and from Jetty Park
* time share visitors going to and from the Ron
Jon Cape Caribe Resort
All this traffic, if in need of fuel, would be obligated
to drive south into Cape Canaveral, either south on Atlantic Ave or
south on A1A. I do not believe this is the outcome that the Council
and Cape Canaveral residents wish to accomplish with this ordinance.
Is it not better to allow one more convenience store
with fueling stations in the heart of Port Canaveral to service all this
future demand, than to restrict the possibility of developing this site
because of the council's wish to restrict any additional fueling
stations within the City?
When considering the draft ordinance at the next Council
meeting, I respectfully request that you consider this parcel separate
and apart from the other restrictions so that - if a convenience store
is developed there in the future - it would serve to dramatically
decrease the amount of automotive and truck traffic into the City from
the Port.
The Council may consider adding language that a parcel
of 1.3 acres or more with 175 feet of road frontage facing Challenger
and George King Blvd be permitted to develop a convenience store with
sixteen fueling stations to serve traffic in the Port.
