Subject: Memo - CRA supplemental

Mayor & City Council,
Please note the CRA Supplemental Memorandum. It outlines a substantial
change in approach as to the loan between the City & CRA with respect
to the Lift Station 6 Project. There will be a number of conforming
document changes that we will ask City Council to favorably consider.
Please note reasons for the changes as outlined in the Supplemental
Memorandum. I just didn’t anticipate the County’s political reaction,
and fully disagree with the minority position. Rather than risk a
potentially protracted distraction, we modified our approach. Mea Culpa.
