MEETING MINUTES
February 7, 2018
A Meeting of the Community Appearance Board was held on February 7, 2018, at the Cape
Canaveral Public Library, 201 Polk Avenue, Cape Canaveral, Florida. Acting Chairperson Bob
Nienstadt called the meeting to order at 6:00 p.m. The Secretary called the roll.

NEW BUSINESS:
1. Approval of Meeting Minutes—November 14, 2017
Motion by Mr. Nienstadt, seconded by Mrs. Lanham to approve the Meeting Minutes of
November 14, 2017. The motion carried unanimously.
2. Per Section 2-171 of the Code of Ordinances, the Community Appearance Board shall elect
a Chairperson and Vice-Chairperson,by maiority vote,at the first meeting held in January,
unless there is no January meeting, then the next meeting held.
Item was tabled for the next meeting when all Board Members can be present.

3. Glenn D. Storch—Holiday Inn—Parcel#24-37-15-00-34. Review and Action regarding:
a. A Level I Application consistent with Chapter 22,Article III of Code of Ordinances, and
b. Increased Building Height(65 ft.)consistent with Sec. 110-624 of the Code of Ordinances.
Mr. Dickey presented Staff's report/photos. Staff explained access to the property and addressed key
points of his report to include AIA Economic Opportunity Overlay District, rhythm, articulation and
surface parking. Staff recommended Approval. Assistant City Attorney Nix corrected the Code section
referenced to read Sec. 22-42 instead of 22-44.
Richard Stubbs,Developer/Architect for project, explained the building articulation, materials;colors;
landscaping; valet services; building height, parking requirements and dumpster location.
Motion by Mr. Nienstadt, seconded by Mrs. Whitehead to recommend approval for both Level 1
Application and increased building height. Vote on the motion carried unanimously.
4. Dennis Griffin - Core Surf Wall Mural — 7008 N. Atlantic Avenue - Review and action
regarding a Level 2 Application consistent with Ch ter 22 Article III of the Code of
Ordinances. NO
Mr. Dickey presented Staff's report/photos. Staff recommended denial for the Level 2 application.
Dennis Griffin, applicant, explained the reasons for the Mural (a surfer) to include surf board
business;beatification of the shopping strip area; signage and drawing business to Cape Canaveral.
Discussion ensued to include setting a precedence; approval process; other murals and accent
colors. Assistant City Attorney Nix and Staff asked the Board to consider the criteria of the Code.
Staff also addressed Board responsibilities; application approval/denial is voted on a case by case
scenario; whether request is consistent with the business district and in harmony with the
neighborhood.
Motion by Mr. Nienstadt, seconded by Mrs. Lanham to recommend approval. The Motion carried
4-1 with voting as follows: Mr. Nienstadt, For; Mrs. Lanham, For; Mrs. Coudriet, For; Mrs.
Whitehead, For and Mrs. Sweet, Against.

ADJOURNMENT:
Motion by Mr. Nienstadt, seconded by Mrs. Sweet to adjourn the meeting at 6:56 p.m. Vote on the
motion carried unanimously.
