David Dickey, Community Development Director, started the meeting at 2:00 p.m. Committee Members Present: David Dickey, Community Development Director Joshua Surprenant, Community Engagement Director Jeff Ratliff, Capital Projects Director Michael German, Building Official Todd Morley, Economic Development Director Gustavo Vergara, Culture & Leisure Services Director John Pekar, City Engineer Alan Moros, BCSO John Cunningham, CFR Patsy Huffman, Senior Secretary Committee Members Absent: Others Present: Jean Abi-Aoun, Flori da Engineer Group Daniel Esden, Daniel Corporation Richard Stubbs, Daniel Corporation Laila Witwicky, Daniel Corporation Josh Black, FDOT Marti Deinlein, FDOT Tom Hermansen, BRB Enterprises Randy May, BRB, Enterprises Frank Moayer, DAI Noel Droor, DAI 1. Holiday Inn Hotel -Daniel Corporation, Applicant, 100 E. Faith Terrace, Maitland, FL 32751 Introductions made by al l present. Mr. Stubbs explained plans for a six (6)-story hotel with an outdoor pool; rooftop lounge (serving food) with covered/open seating areas; 125 rooms; laundry facilities and conference/banquet area with kitchen. Exterior look of the building is still under consideration; plans call for an open, modem, glass/aluminum/stucco finish. Discussion ensued to include utilities serving the parcel still under consideration; location (south end of Columbia Drive from Port bridge overpass to RaceTrac); no access on AlA (unless it becomes an option); FDOT can only grant an easement to the City due to maintenance Development Review Committee Meeting Minutes November 2, 2016 responsibility issues; Applicant currently working with the City on an Agreement needed to present to Port Canaveral. Discussion continued regarding timeframe for FDOT approval to include submitting application to Building Department and then to FDOT for technical review/approval; Overlay District requires 150 room minimum; parking requirements; variance not an option and process to rezone property. Mr. Dickey explained that Homewood Suites went through a similar approval process minus the Planned Development process and suggested speaking to City Council before proceeding further and investing additional money. Mr. Pekar addressed drainage/overflow; sewer line connection; route to Lift Station #7 could have issues; connectivity; sidewalks; Al A and right-of-way boundaries as well as following City Code requirements. Mr. Ratliff addressed easement at RaceTrac property and manhole needing replacement (too small). Assistant Chief Cunningham spoke of access; working with the Port; turnaround/drive-through meeting radius requirements; possible site constraints and traffic. Mr. Morley indicated this project meets Code requirements, but since it does not meet the 150 room requirement, must obtain City Council approval as a Planned Development (PD). He explained the "intent" of the Overlay District. Mr. Dickey explained that a traffic impact study would be part of the zoning process and traffic analysis based on number of rooms. Mr. Surprenant suggested the project give access to the community and travelers by providing a sidewalk behind the building once the project is complete. Mr. Dickey stated this project is in the Overlay District and must meet the requirements. 2. Pre-Engineered (metal) Storage Building -Randy May, Applicant, Sandpiper Holdings, PO Box 654, Cape Canaveral, FL 32920 This is a proposed 54,000 square foot storage building (metal) located in the north end of the City south of George King Boulevard. Property is zoned M-1 (Industrial) and is in the preliminary stages of planning. Discussion ensued to include master drainage plan; Applicant has met with SJRWMD and is aware of requirements; landscaping location (mostly) in front of building; utility requirements; turnaround and loading areas; lighting; signage; stormwater planning has become a major hurdle and property is secured. Development Review Committee Meeting Minutes November 2, 2016 Assistant Chief Cunningham addressed the challenges facing outside storage; fire hydrants; access for fire equipment; large need for water due to nature of business; difference between indoor/outdoor storage and upsizing water lines for future planning (10-inch vs 6-inch water lines). Mr. Morley indicated this project meets Code requirements, but since it does not meet the 150 room requirement, must obtain City Council approval as a Planned Development (PD). He explained the "intent" of the Overlay District. Discussion ensued to include use of property during Phase I; using the "Use matrix" in Municode; access to property to be determined; concerns with current proposal; type of traffic and amount; number of employees (4); retention pond is under construction; sprinkler system for building and the process involved preparing project for construction. However, Public Works Services (PWS) has the following comments concerning the information provided: I. City of Cape Canaveral (City) sanitary sewer is available in the site vicinity. An inspection of the sewer tap shall be made by the City, which shall be notified a minimum of24 hours in advance. 2. The developer shall provide copies of all permits provided by others. 3. The North Arrow and Scale are not shown on all of the submitted drawings. 4. Reclaimed water is not available in the site vicinity. The nearest reclaimed water pipe is along North Atlantic A venue. 5. The project will require a National Pollutant Discharge Elimination System (NPDES) permit from the FDEP. 6. The developer shall be required to pay the City of Cocoa Water Department its share of the construction cost of any required up-sizing of the potable water line for fire service. 7. Will the developer be submitting any required stormwater calculations? The project will require a storrnwater permit from the St. Johns River Water Management District (SJRWMD). 8. The City has a contract with Waste Pro for the pickup and disposal of solid waste. The developer cannot use any other contractor for solid waste removal. 9. Please contact the City Public Works Services Department to see if any trees can be salvaged and relocated to a City park. Further review of the project will be conducted during the site plan submittal process and construction for compliance of all local and state codes. Warehouse Facility Preliminary Plans -DRC Site Reiew We have reviewed the emailed preliminary plans submittal dated October 20, 2016 for the Challenger Rd. warehouse and have the following comments: 1. Drainage calculations (with site soil borings) will be required. Due to the size of the project, a SJRWMD permit will be required. 2. It appears that inflow storm runoff to the detention pond will "short circuit" with the outfall system, reducing the stormwater treatment of the system. Can better separation be obtained? 3. A maintenance access way should be allowed for the west side of the detention pond. Weed growth will probably grow heavy in this area. 4. The site's master drainage plan might consider a combination of low impact designs for the various drainage flows across the site. 5. Some drawings will require graphic updates with scales, north arrows, etc. 6. Need to clarify and show (if applicable) the following: a. Fencing (need to see supplemental plan) b. Sidewalk areas c. Possible loading ramp areas d. Site lighting e. Any security site designs f. Fire systems, hydrants, etc. g. Any truck onsite routes for special pavement h. Site signage i. Dumpster(s) 7. Discussion continued regarding timeframe for FDOT approval to include submitting application to Building Department and then to FDOT for technical review/approval; Overlay District requires 150 room minimum; parking requirements; variance not an option and process to rezone property. Mr. Dickey explained that Homewood Suites went through a similar approval process minus the Planned Development process and suggested speaking to City Council before proceeding further and investing additional money. Mr. Pekar addressed drainage/overflow; sewer line connection; route to Lift Station #7 could have issues; connectivity; sidewalks; Al A and right-of-way boundaries as well as following City Code requirements. Mr. Ratliff addressed easement at RaceTrac property and manhole needing replacement (too small ). Assistant Chief Cunningham spoke of access; working with the Port; turnaround/drive-through meeting radius requirements; possible site constraints and traffic. Mr. Dickey explained that a traffic impact study would be part of the zoning process and traffic analysis based on number of rooms. Mr. Surprenant suggested the project give access to the community and travelers by providing a sidewalk behind the building once the project is complete. Mr. Dickey stated this project is in the Overlay District and must meet the requirements. 2. Pre-Engineered (metal) Storage Building -Randy May, Applicant, Sandpiper Holdings, PO Box 654, Cape Canaveral, FL 32920 This is a proposed 54,000 square foot storage building (metal) located in the north end of the City south of George King Boulevard. Property is zoned M-1 (Industrial) and is in the preliminary stages of planning. Discussion ensued to include master drainage plan; Applicant has met with SJRWMD and is aware of requirements; landscaping location (mostly) in front of building; utility requirements; turnaround and loading areas; lighting; signage; stormwater planning has become a major hurtle and property is secured.
