If you would like to speak before the Cape Canaveral City Council,please complete a Speaker Card and give it to the City Clerk/Recording Secretary or other Official/Staff Member in the room. Speaker Cards are located adjacent to the Library Room Entrance. A "reasonable opportunity to be heard" pursuant to Section 286.0114,Florida Statutes, need not occur at the same meeting at which the City Council takes official action on an item. No City Council action will be taken on requests during Public Participation unless determined by the Council to be an emergency. CALL TO ORDER: PLEDGE OF ALLEGIANCE: ROLL CALL: PUBLIC PARTICIPATION: Any member of the public may address any items that do not appear on the agenda and any agenda item that is listed on the agenda for final official action by the City Council excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes, informational items), and quasi-judicial or emergency items. Citizens will limit their comments to three (3) minutes. The City Council will not take any action under the"Public Participation"section of the agenda. The Council may schedule items not on the agenda as regular items and act upon them in the future. PRESENTATIONS/INTERVIEWS: 6:15 p.m. 6:35 p.m. Presentation of Proclamation recognizing Cape View Elementary School for the "A+" Rating, received from the Florida Department of Education, to Cape View Elementary School Principal Jill Keane. Presentation of Proclamation declaring April as "Water Conservation Month" to Abby Johnson, Intergovernmental Coordinator from the St. Johns River Water Management District. Presentation of Proclamation declaring March 28, 2018 as a"Day of Giving for the American Red Cross" to volunteers Denise and Mike Whitcomb from The American Red Cross of Florida's Space Coast Chapter. Accept the Annual Audited Financial Statements and Independent Auditor's Report for the Fiscal Year ended September 30, 2017—Presentation by Zach Chalifour, James Moore& Co. CONSENT AGENDA: 6:35 p.m. 6:40 p.m. 1. Approve Minutes for February 20, 2018 City Council Regular Meeting. 2. Award the Bid for construction of Lift Station No. 2 Gravity Sewer Improvements Phases II/III to Atlantic Development of Cocoa, Inc. in the amount of$1,512,544 and authorize the City Manager to execute the Construction Agreement for same. Award Bid for construction of Wastewater Treatment Site Shoreline Protection Project to SDV Services LLC in the amount of $193,850 and authorize City Manager to execute Construction Agreement for same. 4. Approve Design Proposal in the amount of $335,740 to Architects RZK, Inc. for Architectural and Engineering Services related to Canaveral City Park's Multi-Generational Facility (MGF) and the Culture Arts Preservation and Engagement Center(CAPE; aka old City Hall) and authorize City Manager to execute agreement for same. 5. Approve granting a Conservation Easement to St. Johns River Water Management District for a portion of the City-owned property at the western end of Long Point Road and authorize the City Manager to execute the related permit application as co-permittee and Deed of Conservation Easement and Permanent Access Easement for same. Ordinance No. 02-2018; providing Code amendments related to the Sergeant at Arms; providing for the repeal of prior inconsistent ordinances and resolutions,incorporation into the Code, severability and an effective date, first reading. This notice does not constitute consent by the City for the introduction or admission into evidence of otherwise inadmissible or irrelevant evidence, nor does it authorize challenges or appeals not otherwise allowed by law.
