(No Roll Call) Council Members Present: Mayor Pro Tem Bob Hoog Mayor Rocky Randels Council Member Shannon Roberts Council Member Betty Walsh Council Member Absent: Council Member Buzz Petsos Business & Cultural Development Board Members Present: Chairperson Joanne Muncey Board Member Dianne Marcum Board Member Lori Peppers Others Present: City Manager Bennett Boucher Public Works Director Walter Bandish Recording Secretary Mia Goforth DISCUSSION: 1. History Video Production Mayor Randels invited David Stanley, DA/Vid Productions to begin his presentation. Mr. Stanley began by noting he had done a thorough job of interviewing everyone on the City Council's list for this project within a certain time frame he was working on; Joy Salamone, former Mayor, Joan Calvert, former Council Member and John Pekar, present City Engineer are the few people he has not interviewed yet. Mr. Stanley explained his method of production focusing on: • Certain time frames in the City's history; City of Cape Canaveral, Florida City Council Workshop Meeting History Video Production April 7, 2009 Page 2 of 3 • A list of time codes that break down everything he has in his system by subject matter with how much raw footage is available; • Whittling audio/video footage down into stories that are relative to certain topics; and • Requesting the City Council go through a list of topics; this will determine how long video will be and will determine how much more is spent on the budget. Mr. Stanley further explained the topics listed were broken down into specific time frames: Early Cape Canaveral from 1920 — 1950; Early Resident History from 1950 — 1970; Early Rocket History from 1950 — 1970. He noted he specifically asks interviewees questions about astronauts and questions regarding rocket/shuttle accidents showing the lasting effects on the City. Discussion ensued regarding the length of the video; the original contract called for 10 hours of footage and Mr. Stanley informed that he has captured a total of 28 hours, the possibilities of putting the video on the web and enabling viewers to watch segments, creating a DVD, running it on PBS (Public Broadcasting Station) as a television program, showing the unique inner story of the community as it relates to the space program, the possibility of using "dramatization" video footage to illustrate certain stories, using film footage Mr. Stanley has of the early sixties that relates to the City and its beach, the search for more early film footage regarding the City's Patriot's Day Parade and the space program. Mr. Stanley showed sample video clips for this project: Polaris Rocket crash into the Banana River, the origin of the Cape Canaveral Police Department and Incorporation of the City of Cape Canaveral. Discussion continued regarding the content of the clips shown, inaccurate recollections of some of the interviewees, deciding on how certain human interest stories might fit into the video and how topics transition into each other. Mr. Stanley requested Council direction on: • Which items to leave in and/or cut out; • How early to start the video back in time; • Making the video one hour and a half to two hours in length; and • Approval to go forward with interviews of Ms. Salamone, Ms. Calvert and Mr. Pekar. Council suggestions included: • Tying the past, present and future together; • Having this as a continuous project; • Researching grant opportunities and additional funding. Council consensus was reached for Mr. Stanley to continue the project with tentative additional funding. ADJOURNMENT: There being no further business, the meeting adjourned at 6:46 P.M.
