MAYOR LEE CALLED THE MEETING TO ORDER AT 7:40 P.M. MEMBERS PRESENT: PATRICK LEE MAYOR LEO NICHOLAS MICHAEL MARCHETTI LAMAR RUSSELL CHAIRMAN ROCKY RANDELS VICE CHAIRMAN CHRIS BECK HELEN FILKINS OTHERS PRESENT: JIM THERIAC CITY ATTORNEY FRED NUTT CITY MANAGER ARTIS GUNN BUILDING OFFICIAL EVELYN HUTCHERSON SECRETARY ITEM 1. REVIEW AND EVALUATION OF COMPREHENSIVE PLAN PAGE 2-1: CHAIRMAN RUSSELL HAD A QUESTION ON THE CHANGES OUTLINED. FOLLOWING A DISCUSSION IT WAS SUGGESTED THAT THE ENTIRE PARAGRAPH BE DELETED AND REPLACED WITH THE PROPOSED CHANGE. COUNCILMAN NICHOLAS STATED THAT HE FELT THERE WAS A NEED FOR BACKGROUND INFORMATION TO SHOW THAT THIS WAS A REVISION OF THE ORIGINAL PLAN. NO DECISION WAS MADE. THIS PAGE WILL BE DISCUSSED AT A LATER DATE. PAGE 2-2: FOLLOWING A DISCUSSION, IT WAS RECOMMENDED THAT THE FIRST THREE AND ONE-HALF LINES BE DELETED AND REPLACED WITH "THE ORIGINAL PLAN HAS BEEN CONSIDERED AS A BENCH MARK FOR FUTURE PLANNING EFFORTS." PAGES 2-5 THROUGH 2-9: AVAILABLE DATA ON POPULATION TRENDS, POPULATION CHARACTERISTICS, AGE DISTRIBUTION, INCOME DISTRIBUTION AND EMPLOYMENT CHARACTERISTICS WAS DISCUSSED. IT WAS CONCLUDED THAT WHILE CENSUS DATA WAS SOMEWHAT OBSOLETE, INFORMATION SHOULD BE AVAILABLE FROM THE BREVARD COUNTY PLANNING DEPARTMENT TO UPDATE THIS SECTION. PAGE 2-10: THE RECOMMENDED CHANGES IN ECONOMIC ASSUMPTIONS WERE DISCUSSED. THE LAST LINE OF PROPOSED AMENDMENT NO. 1, "AND INTEREST RATES ARE IN A DOWNWARD TREND" SHOULD BE DELETED. CITY COUNCIL/LOCAL PLANNING AGENCY JOINT WORKSHOP MEETING APRIL 4, 1986 PAGE 1 OF 4 PAGES PROPOSED AMENDMENT NO. 3, PAGE 2-10, WAS DISCUSSED. IT WAS RECOMMENDED THAT IT BE RETAINED AND THE VERBIAGE CHANGED TO READ "AS THE MARKET RETURNS FOR MULTI-FAMILY CONDOMINIUMS, IT CAN BE EXPECTED THE CITY WILL BECOME MORE ATTRACTIVE TO PERSONS WHO DESIRE THIS TYPE OF HOUSING." PROPOSED AMENDMENT NO. 4 WAS DISCUSSED. SINCE PORT CANAVERAL HAS ALSO UPDATED THEIR COMPREHENSIVE PLAN, MS. BECK RECOMMENDED A JOINT MEETING WITH THE PORT TO DETERMINE THEIR PROJECTION FOR GROWTH. SUBPARAGRAPH 6. THE WORD "TOURISM" SHOULD BE CHANGED TO "RESIDENTS." PROPOSED AMENDMENT NO. 7. "AND BREVARD ECONOMIC DEVELOPMENT COUNCIL" SHOULD BE INSERTED AFTER THE CHAMBER OF COMMERCE. PAGE 2-11: SINCE THE LAND REQUIREMENT INFORMATION IS OBSOLETE, THIS PAGE SHOULD BE DELETED. PAGE 2-12: AN INTRODUCTORY PARAGRAPH TO TABLE 2-5 WAS RECOMMENDED, AND THE TABLE SHOULD BE UPDATED. PAGE 2-13: PROPOSED AMENDMENT APPROVED. PAGES 2-14 AND 2-15: LAND REQUIREMENTS SECTION OBSOLETE AND SHOULD BE DELETED. TABLE 2-6 SHOULD BE UPDATED. PAGE 2-16: PARAGRAPHS ONE AND THREE SHOULD BE DELETED. THE WORD "HEAVY" ON THE THIRD LINE, SECOND PARAGRAPH, SHOULD BE DELETED. ATTORNEY THERIAC WAS DIRECTED TO PREPARE A GENERAL STATEMENT CONCERNING A BUFFER ZONE. PAGE 2-22: SUBPARAGRAPH 3, SHOULD BE RETAINED; ADD STATEMENT REGARDING BUFFER AREA. RETAIN SUBPARAGRAPH 8, DELETE THE WORD "HEAVY." PAGE 2-23: DELETE SUBPARAGRAPH 1, RETAIN SUBPARAGRAPH 2 REPLACING THE WORD "REDEVELOPMENT" WITH "DEVELOPMENT." PAGE 2-26: SUBPARAGRAPHS 1, 2, 3 AND 5 SHOULD BE REWRITTEN TO INCLUDE THE CHANGES IN DATES. SUBPARAGRAPH 4 SHOULD BE DELETED. CITY STAFF WILL COORDINATE ACTIVITIES NECESSARY TO IMPLEMENT THE PLAN AND DEVELOP LEGISLATION TO IMPLEMENT THE COMPLETION OF THE PLAN AND ADOPTION OF OTHER ELEMENTS. DELETE SUBPARAGRAPH 3. PAGE 2-27: UPDATE SECTION TO INCLUDE THE BATS PROGRAM AND COASTAL ZONE MANAGEMENT. NUTT EXPLAINED THAT THE NEW PLAN TO BE ADOPTED IN 1988 WILL HAVE TO INCLUDE THE HOUSING ELEMENT. IT WAS CONCLUDED THAT THESE PAGES SHOULD BE DELETED OR UPDATED. MR. NUTT WAS DIRECTED TO WORK WITH THE COUNTY PLANNING STAFF TO DETERMINE WHAT INFORMATION IS AVAILABLE AND TO PREPARE A GENERAL STATEMENT. PAGE 3-8: PROPOSED AMENDMENT APPROVED.. PAGE 3-9: DELETE SUBPARAGRAPH 1, RENUMBER SUBPARAGRAPH 2. UNDER GOALS, FIRST PARAGARAPH DELETE "THE SUPPLY OF AND IN THE CITY" WHICH CHANGED THE PARAGRAPH TO READ "HOUSING SHOULD MEET THE NEEDS..." SUBPARAGRAPH 1 AT BOTTOM OF PAGE, DELETE "HOUSING STARTS" INSERT WORD "ZONING" AND CHANGE THE WORD "SUFFICIENT" TO "ADEQUATE OR COMPATIBLE." SUBPARAGRAPH 2. DELETE THE FIRST LINE. PARAGRAPH SHOULD READ "COORDINATE WITH FEDERAL...." LAST PARAGRAPH CHANGE THE WORD "IMPACTS" TO INFLUENCES" PAGES 3-10, 3-11 AND 3-13: PROPOSED AMENDMENT APPROVED. PAGE 4-1: UPDATE NUMBERS OF VEHICLES PER DAY AND VEHICLE TRIPS PER DAY. FIGURE 4-1: SHOULD BE UPDATED. PAGE 4-3: PROPOSED AMENDMENT APPROVED. PAGE 5-22: DO NOT DELETE LAST LINE. THERE IS A BULKHEAD LINE ALONG THE BANANA RIVER. PAGE 6-4: PARAGRAPH ON BIKEPATHS TO BE UDPATED BY MR. NUTT. PAGES 6-4 AND 6-5: MR. NUTT WILL UPDATE. PAGE 6-9: PROPOSED AMENDMENT APPROVED. CLARIFICATION OF THE AMENDMENT RECOMMEDED ON PAGE 8-6. THE THIRD SENTENCE BEGINS WITH "UNFORTUNATELY." PAGE 9-4: MR. NUTT WILL UPDATE. PAGES 10-1, 10-6, 10-8, 10-10 AND 10-11: MR. NUTT WILL UPDATE AND IDENTIFY IMPORTANT SITES ON THE LAND USE MAP. INCLUDE THE STATEMENT THAT "CITY COUNCIL REQUEST INPUT FROM CITIZENS HAVING KNOWLEDGE OF ANY SITE OF CULTURAL OR HISTORICAL SIGNIFICANCE..." ITEMS TO BE DISCUSSED: THE RECOMMENDED CHANGES TO THE LAND USE MAP AND PHILOSOPHY OUTLINED ON PAGE 2-2-WHERE WE ARE GOING AND WHERE WE WANT TO BE. MR. NUTT ANNOUNCED A MEETING OF THE COUNTY LIBRARY BOARD ON THURSDAY, APRIL 10. MAYOR LEE COMMENTED THAT IT WOULD BE IN THE CITY'S BEST INTEREST TO ATTEND. THERE BEING NO FURTHER BUSINESS, THE MEETING ADJOURNED AT 10:40 P.M. ♦/ / SECRE/ RY CITY COUNCIL/LOCAL PLANNING AGENCY JOINT WORKSHOP MEETING APRIL 4, 1986 PAGE 4 OF 4 PAGES April 1986 PROPOSED AMENDMENTS TO COMPREHENSIVE PLAN RECOMMENDED BY THE LOCAL PLANNING AGENCY Chapter 2 , Land Use Element Page 2-1 Change the first two sentences under Previous Planning Efforts to read: "Previous to this plan, the City of Cape Canaveral has utilized the plan originally prepared by Briley, Wild and Associates, Ormond Beach, Florida. " Page 2-2 Under Community Intent, the reference to "first" should be deleted so that the verbage reads: "The original plan has been considered as a benchmark. . . " In the second paragraph, the word "only" should be deleted, and the word "initial" changed to "continual" . The words "first step in" should be deleted. Pages 2-5 through 2-9 Should be deleted, with the following exception: Table 2-1 (Population Trends ) located on page 2-6 , should be updated, including a column indicating the year and a column indicating the population or expected population. Page 2-10 Economic Assumptions should be changed to read: The following assumptions have been developed to provide a general view of what can be expected in the City' s future: 1. Growth of the City population should continue at a fast pace as long as the U.S. economy continues to prosper and interest rates are in a downward trend. 2 . Both state and national projections place Florida in the top five states in population by the year 2000. 3 . The John F. Kennedy Space Center will continue employment at its present level . 4 . Port Canaveral will continue to grow and require land beyond its borders for the development of light/heavy industy. 5. Large non-aerospace corporations have discovered the attractiveness of Florida as an area for relocation of their light industrial plants and business offices. -1- ATTACHMENT TO LPA JOINT WORKSHOP MEETING APRIL 4, 1986 6. The recent large spurt in condominium growth has produced a basis for winter tourism. 7. The Cocoa Beach Area Chamber of Commerce will continue to promote economic and population growth throughout the area. Page 2-11 Delete Page 2-12 Table 2-5 (Existing Land Use Inventory) should be updated indicating that it is a 1985 land use inventory. Page 2-13 The summary at the bottom of the page should be amended by deleting the words "In summary" on line 1 and "due to previous space activity cutbacks" on line 5 . Pages 2-14 and 2-15 Delete, with the exception of the Table 2-6 (Amount of Existing Zoning) on page 2-15, which should be updated. Page 2-16 Paragraphs 1 and 3 should be deleted. Page 2-22 Sub-paragraphs 3 and 8 should be deleted. Page 2-23 Ofjectives, sub-paragraphs 1 and 2 , should be deleted. Page 2-26 Sub-paragraphs 1 and 8 should be deleted. Page 2-27 Sub-paragraphs 1 and 2 should be deleted. Chapter 3 , Housing Element Pages 3-1 through 3-7 Delete or update to latest State Law. Page 3-8 The heading "objectives" be changed to read: "Objectives to be accomplished by zoning" and that sub-paragraph 1 be changed to read: "Encourage development of a variety of housing types and cost ranges. " -2- ATTACHMENT TO LPA JOINT WORKSHOP MEETING APRIL 4, 1986 PAGE 2 OF 5 Page 3-9 Sub-paragraph at the top of the page be deleted; sub-paragraph 2 renumbered sub-paragraph 1; under goals - housing supply, delete "the supply of; " and sub-paragraph 1 at bottom of page, substitute the word "zoning" for "housing starts. " The word " impacts" in the first line of the last paragraph be replaced with "influences" . Page 3-10 Sub-paragraph 1 be deleted and sub-paragraphs 2 and 3 be changed to 1 and 2 , respectively. Page 3-11 The word "fair" be changed to "equal" in sub-paragraph 1 at the top of the page, and sub-paragraph 2 be changed to read: "Encourage expansion of housing opportunities for all segments of the population. " Page 3-13 The words " . . .to actively and effectively pursue housing programs" be deleted from the last sentence of the last paragraph. Chapter 4 , Traffic Circulation Element Page 4-1 Update figures Figure 4-1 (Traffic Volume Map) Update legend Page 4-3 Delete the word "tourist" on line three, second paragraph and the words " . . .the tourist commercial activities planned for . . . " on line eight, same paragraph. Chapter 5 , Conservation/Coastal Zone Protection Element Page 5-22 Delete last line Chapter 6 , Recreation and Open Space Element Page 6-4 Delete the paragraph on bikepaths as it now reads and replace with an updated inventory of existing bikepaths. Page 6-5 Revise and update the last paragraph to meet the current status . -3- ATTACHMENT TO LPA JOINT WORKSHOP MEETING APRIL 4, 1986 PAGE 3 OF 5 Page 6-6 Update first paragraph. Page 6-9 Second paragraph, last sentence - delete the words "as a single family neighborhood. " Page 6-10 First paragraph, update to reflect the current status of property purchased from FPL ( Block 47) . Page 6-17 Delete first sentence. Change second paragraph to read: "City Council, through City Attorney, investigate, verify and inventory easements for recreational access to the Banana River and the Atlantic Ocean and take steps to acquire additional easements where ever possible. " Chapter 7 , Public Facilities Element No changes were recommended. Chapter 8 , Intergovernmental Coordination Element Figure 8-1 ( Intergovernmental Planning Framework) Update Page 8-5 Delete the fourth sentence in the last paragraph. Page 8-6 Delete third sentence of the second paragraph. Chapter 9 , Utilities Element Page 9-4 Update the demographics on paragraphs 1 and 4 . Chapter 10 , Environmental and Historic Preservation Assessments Page 10-1 Paragraphs 1 and 3 be updated to reflect any new acts which will affect the environmental assessment. Page 10-6 The acts listed be investigated as to their applicability. Page 10-8 If the Florida Division of Archives, History and Records Managements has identified important sites in the City, include them on the land use map. -4- ATTACHMENT TO LPA JOINT WORKSHOP MEETING APRIL 4, 1986 PAGE 4 OF 5 Page 10-9 The City continue to encourage citizens to provide historic information on the City. Page 10-10 Investigate the need of an update of the governmental acts.
