JOINT WORKSHOP MEETING
APRIL 4, 1986
A JOINT WORKSHOP MEETING OF THE CITY COUNCIL AND THE LOCAL
PLANNING AGENCY WAS HELD ON APRIL 4, 1986, AT CITY HALL, 105 POLK
AVENUE, CAPE CANAVERAL, FLORIDA. MAYOR LEE CALLED THE MEETING TO
ORDER AT 7:40 P.M.

ITEM 1. REVIEW AND EVALUATION OF COMPREHENSIVE PLAN
PAGE 2-1: CHAIRMAN RUSSELL HAD A QUESTION ON THE CHANGES
OUTLINED. FOLLOWING A DISCUSSION IT WAS SUGGESTED THAT THE ENTIRE
PARAGRAPH BE DELETED AND REPLACED WITH THE PROPOSED CHANGE.
COUNCILMAN NICHOLAS STATED THAT HE FELT THERE WAS A NEED FOR
BACKGROUND INFORMATION TO SHOW THAT THIS WAS A REVISION OF THE
ORIGINAL PLAN. NO DECISION WAS MADE. THIS PAGE WILL BE DISCUSSED AT
A LATER DATE.
PAGE 2-2: FOLLOWING A DISCUSSION, IT WAS RECOMMENDED THAT THE
FIRST THREE AND ONE-HALF LINES BE DELETED AND REPLACED WITH "THE
ORIGINAL PLAN HAS BEEN CONSIDERED AS A BENCH MARK FOR FUTURE
PLANNING EFFORTS."
PAGES 2-5 THROUGH 2-9: AVAILABLE DATA ON POPULATION TRENDS,
POPULATION CHARACTERISTICS, AGE DISTRIBUTION, INCOME DISTRIBUTION
AND EMPLOYMENT CHARACTERISTICS WAS DISCUSSED. IT WAS CONCLUDED
THAT WHILE CENSUS DATA WAS SOMEWHAT OBSOLETE, INFORMATION SHOULD
BE AVAILABLE FROM THE BREVARD COUNTY PLANNING DEPARTMENT TO UPDATE
THIS SECTION.
PAGE 2-10: THE RECOMMENDED CHANGES IN ECONOMIC ASSUMPTIONS
WERE DISCUSSED. THE LAST LINE OF PROPOSED AMENDMENT NO. 1, "AND
INTEREST RATES ARE IN A DOWNWARD TREND" SHOULD BE DELETED.

PROPOSED AMENDMENT NO. 3, PAGE 2-10, WAS DISCUSSED. IT WAS
RECOMMENDED THAT IT BE RETAINED AND THE VERBIAGE CHANGED TO READ
"AS THE MARKET RETURNS FOR MULTI-FAMILY CONDOMINIUMS, IT CAN BE
EXPECTED THE CITY WILL BECOME MORE ATTRACTIVE TO PERSONS WHO DESIRE
THIS TYPE OF HOUSING."
PROPOSED AMENDMENT NO. 4 WAS DISCUSSED. SINCE PORT CANAVERAL
HAS ALSO UPDATED THEIR COMPREHENSIVE PLAN, MS. BECK RECOMMENDED
A JOINT MEETING WITH THE PORT TO DETERMINE THEIR PROJECTION FOR
GROWTH.
SUBPARAGRAPH 6. THE WORD "TOURISM" SHOULD BE CHANGED TO
"RESIDENTS."
PROPOSED AMENDMENT NO. 7. "AND BREVARD ECONOMIC DEVELOPMENT
COUNCIL" SHOULD BE INSERTED AFTER THE CHAMBER OF COMMERCE.
PAGE 2-11: SINCE THE LAND REQUIREMENT INFORMATION IS OBSOLETE,
THIS PAGE SHOULD BE DELETED.
PAGE 2-12: AN INTRODUCTORY PARAGRAPH TO TABLE 2-5 WAS
RECOMMENDED, AND THE TABLE SHOULD BE UPDATED.
PAGE 2-13: PROPOSED AMENDMENT APPROVED.
PAGES 2-14 AND 2-15: LAND REQUIREMENTS SECTION OBSOLETE AND
SHOULD BE DELETED. TABLE 2-6 SHOULD BE UPDATED.
PAGE 2-16: PARAGRAPHS ONE AND THREE SHOULD BE DELETED. THE
WORD "HEAVY" ON THE THIRD LINE, SECOND PARAGRAPH, SHOULD BE DELETED.
ATTORNEY THERIAC WAS DIRECTED TO PREPARE A GENERAL STATEMENT
CONCERNING A BUFFER ZONE.
PAGE 2-22: SUBPARAGRAPH 3, SHOULD BE RETAINED; ADD STATEMENT
REGARDING BUFFER AREA. RETAIN SUBPARAGRAPH 8, DELETE THE WORD
"HEAVY."
PAGE 2-23: DELETE SUBPARAGRAPH 1, RETAIN SUBPARAGRAPH 2
REPLACING THE WORD "REDEVELOPMENT" WITH "DEVELOPMENT."
PAGE 2-26: SUBPARAGRAPHS 1, 2, 3 AND 5 SHOULD BE REWRITTEN TO
INCLUDE THE CHANGES IN DATES. SUBPARAGRAPH 4 SHOULD BE DELETED.
CITY STAFF WILL COORDINATE ACTIVITIES NECESSARY TO IMPLEMENT THE
PLAN AND DEVELOP LEGISLATION TO IMPLEMENT THE COMPLETION OF THE
PLAN AND ADOPTION OF OTHER ELEMENTS. DELETE SUBPARAGRAPH 3.
PAGE 2-27: UPDATE SECTION TO INCLUDE THE BATS PROGRAM AND
COASTAL ZONE MANAGEMENT.

THESE PAGES SHOULD BE DELETED OR UPDATED. MR. NUTT WAS DIRECTED

INFORMATION IS AVAILABLE AND TO PREPARE A GENERAL STATEMENT.

MR. NUTT ANNOUNCED A MEETING OF THE COUNTY LIBRARY BOARD
ON THURSDAY, APRIL 10. MAYOR LEE COMMENTED THAT IT WOULD BE IN THE
CITY'S BEST INTEREST TO ATTEND.
THERE BEING NO FURTHER BUSINESS, THE MEETING ADJOURNED AT 10:40
P.M.

PROPOSED AMENDMENTS TO COMPREHENSIVE PLAN
RECOMMENDED BY THE LOCAL PLANNING AGENCY
Chapter 2 , Land Use Element
Page 2-1
Change the first two sentences under Previous Planning
Efforts to read: "Previous to this plan, the City of Cape
Canaveral has utilized the plan originally prepared by
Briley, Wild and Associates, Ormond Beach, Florida. "
Page 2-2
Under Community Intent, the reference to "first" should be
deleted so that the verbage reads: "The original plan has
been considered as a benchmark. . . " In the second paragraph,
the word "only" should be deleted, and the word "initial"
changed to "continual" . The words "first step in" should be
deleted.
Pages 2-5 through 2-9
Should be deleted, with the following exception:
Table 2-1 (Population Trends ) located on page 2-6 , should be
updated, including a column indicating the year and a column
indicating the population or expected population.
Page 2-10
Economic Assumptions should be changed to read:
The following assumptions have been developed to provide a
general view of what can be expected in the City' s future:
1. Growth of the City population should continue at a fast
pace as long as the U.S. economy continues to prosper
and interest rates are in a downward trend.
2 . Both state and national projections place Florida in the
top five states in population by the year 2000.
3 . The John F. Kennedy Space Center will continue
employment at its present level .
4 . Port Canaveral will continue to grow and require land
beyond its borders for the development of light/heavy
industy.
5. Large non-aerospace corporations have discovered the
attractiveness of Florida as an area for relocation of
their light industrial plants and business offices.

6. The recent large spurt in condominium growth has
produced a basis for winter tourism.
7. The Cocoa Beach Area Chamber of Commerce will continue
to promote economic and population growth throughout the
area.

indicating that it is a 1985 land use inventory.

The summary at the bottom of the page should be amended by
deleting the words "In summary" on line 1 and "due to

Delete, with the exception of the Table 2-6 (Amount of
Existing Zoning) on page 2-15, which should be updated.

paragraph be replaced with "influences" .

changed to 1 and 2 , respectively.

The word "fair" be changed to "equal" in sub-paragraph 1 at
the top of the page, and sub-paragraph 2 be changed to read:

segments of the population. "

The words " . . .to actively and effectively pursue housing
