HomeMy WebLinkAboutLPA Minutes 4-9-1986 LOCAL PLANNING AGENCY AND CITY COUNCIL JOINT WORKSHOP MEETING APRIL 9 , 1986 THE LOCAL PLANNING AGENCY AND CITY COUNCIL HELD A JOINT WORKSHOP MEETING ON APRIL 9, 1986, AT CITY HALL, 105 POLK AVENUE, CAPE CANAVERAL, FLORIDA. THE MEETING WAS CALLED TO ORDER AT 7: 30 P.M. BY MAYOR LEE. THE ROLL WAS CALLED BY THE CITY CLERK. MEMBERS PRESENT WERE: MAYOR P. LEE, COUNCILMEM J. FISCHETTI, M. MARCHETTI AND L. NICHOLAS; LOCAL PLANNING AGENCY MEMBERS, L. RUSSELL, R. RANDELS, R. THURM, C. BECK, R. FEEMAN, AND H. FILKINS. ALSO PRESENT WERE CITY MANAGER F. NUTT, CITY ATTORNEY J. THERIAC, BUILDING INSPECTOR J. ECKLEY AND CITY CLERK J . LEESER. LPA MEMBER W. WINCHESTER WAS ABSENT. ITEM 1. DISCUSSION RE: LAND USE MAP MR. RUSSELL, CHAIRMAN OF THE LOCAL PLANNING AGENCY, EXPLAINED TO COUNCIL THE CHANGES THAT THE LOCAL PLANNING AGENCY RECOMMENDED: 1. A COMMERCIAL DISTRICT ALONG AlA AT THE NORTHERN END OF THE CITY, APPROXIMATELY 400 ' DEEP, WITH SUCH DISTRICT INCLUDING A GREENBELT AREA. 2. A BUFFER BETWEEN THE INDUSTRIAL ZONE WHERE THE TANK FARM IS LOCATED, AND THE MEDIUM DENSITY RESIDENTIAL ZONE. IT WAS NOTED THAT LIGHT INDUSTRY (COMMERCIAL) COULD SERVE AS THIS BUFFER. 3 . AN EAST-WEST ROAD RESERVATION BETWEEN RIDGEWOOD AND AlA AT THE NORTHERN END OF THE CITY (LOCATED NORTH OF VILLAGES OF SEAPORT) . DISCUSSION FOLLOWED ON THE RECOMMENDED CHANGES. MR. NICHOLAS NOTED THAT HE FAVORED THE IDEA OF THE EAST-WEST ROAD AND NOTED THAT IT COULD POSSIBLY BE PAID FOR BY A CITY-WIDE IMPACT FEE. ITEM 2 . DISCUSSION RE: BUFFER PHILOSOPHY MR. RUSSELL EXPLAINED THAT THE LPA HAD RECOMMENDED A NEW ZONING CLASSIFICATION OF "GREENBELT" AND PRESENTED THE COUNCIL WITH THE DEFINITION AS FOLLOWS: GREENBELT - AN AREA OF OPEN SPACE THAT SURROUNDS OR SEPARATES AREAS OF DISSIMILAR USE OR AN OPEN SPACE WITHIN A ZONE. IT IS A PASSIVE AREA WITH NATURAL VEGETATION, TREES AND SHRUBBERY OR IT CAN BE LANDSCAPED IN ACCORDANCE WITH THE LANDSCAPING DEFINITION. THE GREENBELT SHOULD BE MAINTAINED ACCORDING TO THE REQUIREMENTS OF THE CITY ORDINANCE. DISCUSSION FOLLOWED REGARDING THE APPLICATION OF THE GREENBELT AREA. MR. NICHOLAS SUGGESTED SOME SPECIAL CRITERIA BE DEVELOPED SUCH AS REQUIRE GREENBELT ZONES ON LARGER TRACTS OR BETWEEN ZONES . IT WAS FURTHER NOTED THAT PERHAPS THIS COULD BE ADDRESSED THROUGH THE ZONING REGULATIONS. MR. RUSSELL EXPLAINED THAT THE LPA WAS VERY STRONG IN THEIR RECOMMENDATION THAT, AT A MINIMUM, THE DEFINITION SHOULD BE PLACED IN THE ZONING ORDINANCE. ITEM 3 . DISCUSSION RE: COMMUNITY PHILOSOPHY THE LPA PRESENTED THE COUNCIL WITH COPIES OF THREE DIFFERENT PHILOSOPHIES, WHICH ARE ATTACHED HERETO. MRS. FILKINS RECAPPED THEM FOR THE COUNCIL. DISCUSSION FOLLOWED. IT WAS THE GENERAL CONSENSUS THAT THE CITY SHOULD REMAIN A RESIDENTIAL COMMUNITY. THE LPA WILL FINALIZE THE STATEMENT AT THEIR NEXT MEETING. ITEM 4 . DISCUSSION RE: GOALS AND OBJECTIVES MR. NUTT EXPLAINED THAT HE HAD ASKED THIS ITEM BE PLACED ON THE AGENDA. HE NOTED THAT ANY SPECIFIC GOALS AND OBJECTIVES THAT WERE NOT ADDRESSED AT THE LAST WORKSHOP MEETING NEED TO BE ADDRESSED BEFORE THE NEW PLAN IS ADOPTED IN 1988. DISCUSSION MR. RUSSELL EXPLAINED THAT THE LPA WILL MEET ONE MORE TIME, ONCE THE STAFF PREPARES A DRAFT INCLUDING THE PROPOSED CHANGES. CITY ATTORNEY THERIAC COMMENDED COUNCIL AND THE LPA FOR THEIR HARD LINE APPROACH WITH THE DEVELOPERS AND RECOMMENDED THEY MAINTAIN THAT POSTURE IN THE FUTURE. THERE BEING NO FURTHER BUSINESS THE MEETING WAS ADJOURNED AT 9 : 00 P.M. NET S. LEESER ITY CLERK
