Leo Nicholas - Beach Vendors: has heard that 3 vendors are now on the beach
concern the issue is getting away from the city and what the city can do to prohibit the activity
behoove the council at this point to try and preserve the City's beaches
Discussion ensued re possibility of using the Sheriff's Depts. ATV; licensing issued by the county and state, city does not issue licenses for that; issue is the mean high water mark
and anyone can get the licenses the original vendor obtained; City jurisdiction over the state lands and; prohibiting watercraft; Canaveral Port Authority and Jetty Park may work in
separate guidelines and may fall under Homeland Security; complaints or no complaints from the residents;
COUNCIL CONSENSUS - Staff to include a WRITTEN REPORT on the next agenda and consider the issue later for the legislative delegation.

in one dept. we have 13 weeks that would have to be taken by 2 people - that dept only has 3 people

Discussion re length of time to use up the excess being until the year 2011; BW - look at the prior houly rates at the time the accrual took place - AA and AG may not have the ability
to go back and do that.
