This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of “complete streets” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos or a performance stage. Administrative Services Update for Week Ending November 17, 2017 City Manager’s Office The City Manager’s Office is responsible for the day-to-day administration of all City Departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors & Community members regarding various projects, issues, and initiatives.  Executive Assistant (EA) provided assistance to City Manager/Department Directors.  EA assisted CCO/Directors with proofing/reviewing/revising of 11-17-17 Weekly Update.  EA received and responded to several Community calls/emails.  EA is coordinating the 2017 City of Cape Canaveral Employees United Way Campaign.  EA communicated with Staff and Vendors on coordinating interior details for the new City Hall. City Clerk’s Office City Clerk’s Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City Manager’s Office and City Council. Highlights:  Records Management – continued to prepare boxes/drawers of records for disposition and/or offsite scanning in preparation for the move to the new City Hall.  Public Records Requests – continued coordinating with Community Development and Economic Development in response to requests for construction/building specification records; responded to/fulfilled request for archived qualification packets.  City Council Meetings – finalized/distributed Agenda Packet for 11-21-2017 Sine Die/Regular Meeting.  Community Redevelopment Agency – distributed cancellation notice for 11-21-2017 Board Meeting.  State of Florida Documentation – processed paperwork regarding financial disclosures and records retention/disposition.  Met with City Manager regarding various items/issues.  Met with select Department Directors regarding various items/issues. 2017 City of Cape Canaveral Employees United Way Campaign Underway… OFFICIAL ELECTION RESULTS Includes Provisional Ballots  City Election – Wes Morrison and Angela Raymond were elected to City Council on November 7, 2017, each for three-year terms to end in November 2020; they will be sworn in and seated on Council at the November 21, 2017 Regular Meeting. o Received five (5) Campaign Treasurer’s Reports, Code 2017 G7; Campaign Treasurer’s Reports, Code 2017 TR, due from all candidates by close of business February 5, 2018; for more information go to: http://www.cityofcapecanaveral.org/election or www.votebrevard.com. o Brevard County Supervisor of Elections provided Certificate of Official Results of the Election on November 16, 2017 (see attached). o Prepared City Certificates of Election (also attached). o Continued to prepare/review orientation material for new Council Members. Financial Services Financial Services Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Met with Wells Fargo Bank (Merchant Services) to discuss the City’s implementation/operating procedures of Credit Card machines in the new City Hall and the Cultural & Leisure Services Center. Human Resources/Risk Management Human Resources/Risk Management Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Healthcare Update Republican’s Combine Tax Cuts with Healthcare With mounting concerns about how to “sell” the concept of a $1.5 trillion projected deficit impact of the “Cut-Cut-Cut Tax Bill” to fiscal conservatives, the Senate is attempting to combine the repeal of the Affordable Health Care Act (AHCA) Individual Mandate which requires Americans to have Health Insurance. Eliminating the Individual Mandate is projected to result in the loss of healthcare for 13 million Americans and increase insurance premiums for all remaining insured Americans by 10%. Scrambling for a legislative “Win” for the President and themselves, Republicans need to reduce the deficit impact of the Tax Bill in order to avoid the Senate rules requirement of 60 “Yes” votes for passage. Hoping for a $312 billion budget savings by reducing AHCA enrollments, Republicans hope to achieve a “2 for 1” victory. HealthCare.gov Posts Strong First-Week Results Despite drastically reduced, federally-funded outreach and consumer enrollment assistance programs, as well market volatility created by the unsuccessful, but ongoing efforts by the Republicans and President Trump to repeal the AHCA, Americans are buying healthcare on the HealthCare.gov website in record numbers. Consumer fears about the future of the Affordable Care Act may be driving early sales of 2018 public exchange plans through the roof. HealthCare.gov took in 2018 plan selection information for an average of about 150,000 people per day during the first four days of the open enrollment period for 2018, according to the Centers for Medicare and Medicaid Services (CMS).  That's whopping increase of 79% from an average of 84,000 per day during the first 12 days of the open enrollment period for 2016, according to a comparison of new data from CMS posted a year ago.  Plan selection activity for returning HealthCare.gov users has increased 83%, to about 116,000 per day.  Activity for consumers new to the exchange plan system has increased 67%, to 34,000 per day.  The average daily HealthCare.gov user count has increased 70%, year-over-year, to 643,000.  The average daily number of call center users has increased just 27%, to 132,000. Sexual Harassment - Has Something Changed? By Jane Ross, HR/Risk Management Director, City of Cape Canaveral If you’re wondering what’s going on with all the charges of sexual harassment or thinking there might be some form of epidemic of “bad behavior” suddenly emerging in the workplace, you’re not alone. The answer to the recent increase in reports of sexual harassment may lie in the way different generations view the problem, as well as how they respond to inappropriate sexual behavior in the form of unwanted and at times persistent advances. Let’s take a look at the evolving attitudes on sexual harassment starting with the first generation of women to enter the workforce, the “Baby Boomers”.  Baby Boomers, Women born between 1946-1964 began entering the workforce in huge numbers. Spurred by the Women’s Liberation Movement and voicing demands for female equality, this generation enrolled in college, earned degrees and did something previous generations of women seldom did - they continued to work after marriage and while raising their children. They gained confidence by the economic independence of earning an income and significantly increasing the economic status of their families. While they fought for equal career opportunities and pioneered Legislative protections from inequality and sexual harassment in the workplace, faced with the realities of ingrained sexist attitudes, they viewed the behavior of “gross grabby guys” as inevitable and were more likely to keep calm, shrug it off, and carry on. Equality in the workplace was a goal, but most certainly not a reality.  Generation X, Women born between 1965-1980’s, with a relatively small demographic impact, were more likely to follow the lead of their Baby Boomer predecessors with the “keep quiet and carry on” attitude. “Gen X” women had a front row seat during the 1991 Nationally televised testimony of Anita Hill before the Senate, where Senators generally discredited her testimony, recounting sexually harassing treatment by Clarence Thomas. While Ms. Hill’s testimony cost her dearly, Justice Thomas was confirmed and currently sits on the Nation’s highest court. In short, while equality in the workplace was given theoretical “lip service”, the realities were not always clear.  Millennials, Women born after 1980 have grown up in a different world where the concept of women’s equality in the workplace is almost taken for granted. This generation attends college in higher numbers, representing the majority of students attending college. These women are accustomed to seeing women doctors, lawyers and are far less tolerant of inappropriate behavior – they are less likely to quietly endure and are much more likely to speak up at the time they are subjected to sexual harassment. While their mothers and grandmothers seldom reported sexual assault and felt a sense of shame as being a victim, Millennials are far greater willing to speak up; feeling strongly that by speaking up, they encourage others to speak up too and shine a light on the abuse and the abuser. Millennial Views are as Follows:  They don’t want to walk around as a silent victim for 20 or 30 years. Better to speak up when it happens, ensure the perpetrator is punished and set an example for other women to speak up.  Speaking up is important because women need to know they are not alone. While 75% of American women of all ages surveyed said they experienced sex-based harassment in their workplace, women are becoming far less likely to “keep quiet”. Women are sharing their “Me Too” stories on social media and the false veil of victim shame is lifting. NASA Social Event in Early December 2017 Staff’s application to attend a social media event for the upcoming SpaceX CRS-13 Mission in December was recently approved. SpaceX will launch a Dragon capsule filled with supplies to the International Space Station via the reusable Falcon 9 Rocket. Community Engagement Staff will use this opportunity to reach a broader audience via social media to spread the word about the unique culture of Cape Canaveral and increase interest in space tourism. Community Garden - Season 3 Kickoff Gardeners kicked-off Season 3 of the Cape Canaveral Community Garden on Saturday, November 11, 2017. Mayor Pro Tem Brendan McMillan stopped by to check out the changes in the garden. This year the program is transitioning to a true community garden model, in which gardeners work together to decide what to plant and will care for their crops as a group. Gardeners will also share the harvest of the entire garden. In previous seasons, each gardener was assigned a single plot and was limited in the amount of vegetables or herbs that could be grown. The Community Garden was recently expanded and now has four (4) new plots, which were upcycled/constructed from Hurricane Irma debris in keeping with the garden’s goal to be more sustainable. Other additions include extra shade, more potable water containers, a larger compost area and cool features like a storage bench. A huge shout out to the Public Works Services Dream Team for all their work on the expansion! Gardeners will meet again this Saturday, November 18, 2017 at 8:30 a.m. to plant their Season 3 crops. Executive Leadership Institute, ELI Staff attended the monthly Brevard County Executive Leadership Institute, ELI class on Friday, November 16, 2017. The class time was spent exploring such topics as how can you get the best out of your employees and the power of expectations. 2017 Health First Mayor’s Fitness Challenge Tree-Dedication Ceremony The City was presented with a gumbo limbo tree for winning the title of “Most Fit City” in the 2017 Health First Mayor’s Fitness Challenge. On Wednesday, November 15, 2017, the Honorable Mayor Hoog, Executives from Health First and Officials from Get Healthy Brevard, the University of Florida and United Way gathered for a tree-dedication ceremony and ribbon cutting in Manatee Sanctuary Park. Earlier this year, the City held a tree-naming competition on Facebook in which residents and community members suggested names for the gumbo limbo and voted on their favorites. The winning name for our tree is “Gumby McGumface”. Little Free Pantries Are Here! The City’s first Little Free Pantries (LFP) have arrived, and we’re eager to place them throughout the Community. Staff is currently in need of local artists to paint the LFPs. Our goal is to install the LFPs before the end of the year. Waste Pro / Hurricane Irma Debris Staff continues to work with Waste Pro to remove Hurricane Irma-related house/fence/roof debris from within City limits. As with Hurricane Matthew, the City Staff pre-planned with Waste Pro to have an immediate start to the clean-up process. Waste Pro began removing Hurricane Irma-related yard debris from within City limits on the morning after the storm event (Tuesday, September 12, 2017). Mobility Festival in Early 2018 Staff met to discuss the possibility of a fun community event with the goal of providing education about safety and awareness for both drivers and non-drivers (pedestrians, cyclists, skateboarders, people on scooters, etc.). Future meetings with Staff from multiple Departments will be held in the coming weeks. Staff hopes to tie this event in with the 2018 Health First Mayors’ Fitness Challenge, in which we’ll be defending our title of “Most Fit City”. Building Division The Building Division conducted 148 inspections; processed 110 new Building Permit Applications; 72 permits picked-up/payments processed; processed 100 renewals (or new) Business Tax Receipts Alarm and/or Fire notices/payments. $4,852.05 permit fees have been waived for Hurricane Irma-related damage. The Interlocal will formalize an agreement which will authorize the CRA to operate through 2040. Once finalized, the Interlocal will be presented to the Council/CRA Board for action. Director Meetings  City Manager  Human Resources Director  Provided Employee 30-60-90 Day Training Evaluation  Cocoa Beach High School student mentoring session  Community Development Director / Building Official Cultural Programs – Rewriting History For decades, Cape Canaveral and its Port have celebrated the City’s little known cameo appearance in America’s War for Independence, definitively dubbed “The Last Naval Battle of the American Revolution”. As such a treasured piece of the City’s history, Cultural Programs Manager and Brevard County Historical Commissioner, Molly Thomas took it upon herself to dust off this old story and bring it back to the light, writing a three article series about the event for the local history publication, The Indian River Journal. Through the glories of modern technology, Ms. Thomas was able to dig a little deeper into the story uncovering records likely inaccessible to previous researchers. Included in these, were digitized images of handwritten ship logs, primary sources penned by Commodore Barry himself, which gave day-by-day details of his extraordinary journey out of Havana. Using the coordinates and times listed in Barry’s records, she was able to map out Barry’s route from start to finish—calculating his travel times each step of the way. As exciting as these records were, Ms. Thomas did not anticipate where they would lead—or more precisely where they wouldn’t lead. After hours of reading, mapping, calculating and re-calculating, the disappointing truth became abundantly clear. The Last Naval Battle of the American Revolution did not happen anywhere near Cape Canaveral. As difficult as this conclusion was to accept, accuracy and integrity are not optional. It is overwhelming how frequently legends evolve into “facts” and how quickly these facts can change with the introduction of newly available sources. It is the responsibility of those in public history to ensure that consensus history does not prevail over the truth, even when the truth is not in their favor. To help promote these findings, Florida Frontiers published an article this week in Florida Today discussing Ms. Thomas’ research and what it means in the scope of Florida history. Canaveral Fire Rescue was on the scene within minutes to put it out. Staff cleaned up and power washed the remnants. A new can will be purchased and installed. It is believed that a lit cigarette was the culprit and was thrown in the can even though a cigarette container was provided and available next to the garbage can. If you smoke, please ensure your cigarette is out before disposing of it. Many wildfires which have cost billions of dollars in damage have occurred from carelessly disposing of cigarette butts. Public Works Services Update for Week Ending November 17, 2017 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant / Sanitary Sewer System  Oxidation Ditch Rehabilitation Project. Initial bypass operations of the oxidation ditch are complete. Current focus is on completion of all underground piping installations and improvements to the aeration system in the anoxic basin. Substantial completion date is June 28, 2018. Current project construction completion: 72%. Underground piping excavation adjacent to Anoxic Basin – looking South.  Force Main #3 Replacement. Staff is working with an area property owner to obtain access for the best possible route (and shortest) from Thurm Boulevard to West Central Boulevard for this replacement force main, which will be designed/installed in the current budget year.  Air Compresser Replacements. Staff has initiated the replacement of three air compressers at the WWTP. One new air compresser is currently installed; two others will be installed the week of November 20, 2017. One of three new air compressers installed at WWTP behind Main Building (looking Northwest). Stormwater  Recent Flood Events. Staff continues to: 1. Investigate flooding incidents which occurred throughout the City in September and October. 2. Meet with residents concerning drainage issues. The City’s Inmate Crew continues to inspect inlets/manholes and outfalls to remove debris. However, no major obstructions have been encountered. Continued street flooding is a result of a number of factors including:  High groundwater table.  Near record high water level of the Banana River – also high water level in Central Ditch.  High water levels in area stormwater ponds.  Standing water in stormwater lines. The good news is that water levels in the Banana River and area stormwater ponds continue to fall; a lower groundwater table has also been observed in area wells.  WWTP Shoreline Improvements. The City’s Engineer is currently preparing engineering drawings and bid specifications for improvements to this Banana River shoreline. Upon completion, the Project will be advertised for public bid. Engineering drawings are also being prepared for shoreline improvements at the following City-owned facilities:  Banana River Park – minor damage to kayak launch area.  International Drive – minor damage to concrete outfall area.  Center Street Park – minor damage to concrete outfall area. The shoreline improvements at these three facilities will be performed by IM Staff. Infrastructure Maintenance  Columbia Drive Solar-Powered Lights. Staff ordered solar-powered lights for the Columbia Drive corridor. Ten solar-powered lights will be installed in the roadway median to replace the existing electric street lights.  West Central Boulevard Baffle Box Rehab. This baffle box will be fitted with new interior screens for conversion to a “second generation” baffle box. All funding for the Project ($43,800) will be provided by the Save Our Indian River Lagoon (SOIRL) Program and a 319 grant from Florida Department of Environmental Protection (FDEP). Work is scheduled to begin mid-December.  New 100kw Generator for Brevard County Sheriff’s Office (BCSO) Annex/City Hall. The replacement generator for these facilities is currently being installed. Upon completion, generator service will be available to the BCSO Annex and current City Hall during power outages. Portions of the City Hall parking lot will be closed until completion of the work. An emergency generator for the new City Hall facility will be installed in the next few weeks. Miscellaneous  Proposed Environmental-Related State Budget. The Governor’s proposed environmental-related budget includes a number of recommendations that could impact Brevard County. These would include additional funds for beach re-nourishment, improvements to state parks and acquisition of sensitive lands (Florida Forever). A FDEP Press Release summarizing the proposed budget is attached.  State Revolving Fund (SRF) Audit. Staff from FDEP will conduct an audit of the City’s SRF loan files and projects on December 5, 2017. The audit will include review of financial files, project documentation and a site inspections. FDEP Staff will also review financial files in the Finance Department.  State Road (SR) A1A Road Repairs. Single lane closures continue on State Road A1A at George King Boulevard near Port Canaveral. Closures are expected to stay in place for the next few weeks for repairs to the bridge approaches; the original construction schedule was revised due to recent inclement weather.
