This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of “complete streets” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos or a performance stage. Administrative Services Update for Week Ending November 3, 2017 City Manager’s Office The City Manager’s Office is responsible for the day-to-day administration of all City Departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors & Community members regarding various projects, issues, and initiatives.  Executive Assistant (EA) provided assistance to City Manager/Department Directors.  EA assisted CCO/Directors with proofing/reviewing/revising of 11-3-17 Weekly Update.  EA received and responded to several Community calls/emails.  EA is working on details for the 2017 United Way Campaign Kick-off.  EA met with Staff on coordinating interior details/telephone system for the new City Hall. City Clerk’s Office City Clerk’s Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City Manager’s Office and City Council. Highlights:  Records Management – continued to prepare boxes/drawers of records for disposition and/or offsite scanning in preparation for move to new City Hall.  Public Records Requests – continued coordinating with Community Development and Economic Development in response to requests for construction/building specification records; in coordination with Building Division Staff, completed request for code enforcement records.  Council Meetings – continued preparing/reviewing agenda/items for 11-21-17 Regular Meeting.  City Election – Election Day is next Tuesday, November 7 - from 7 a.m. to 7 p.m.; received five (5) Campaign Treasurer’s Reports, Code 2017 G6; Campaign Treasurer’s Reports, Code 2017 G7, due close of business Friday, November 3, 2017; for more information on the Candidates for City Council, please go to: http://www.cityofcapecanaveral.org/election or visit www.votebrevard.com; continued preparing/reviewing orientation material for anticipated new Council Members after the election.  Assisted Building Department - Planning Staff in relocating to City Clerk’s Office due to storm damage at current Community Development Department building.  Met with Economic Development Director and IT Contractor regarding audio/video recording software and computers at new City Hall Council Chambers.  Met with City Manager regarding various items/issues.  Met with select Department Directors regarding various items/issues. Financial Services Financial Services Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Finance Staff welcomed our new Accounting Technician, who will help solidify and strengthen our Financial Services Team.  Deputy Finance Director and new Accounting Technician attended training in the City of Deland regarding the Fixed Asset Module, which will increase our efficiency and reporting with the City’s Fixed Assets.  City Staff’s FEMA Team attended the “Recovery Scoping Meeting” meeting with FEMA to review the Damage Inventory reported by the City for Hurricane Irma. Human Resources/Risk Management Human Resources/Risk Management Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. HealthCare.gov If you’re uncertain about the status of “Obamacare”, please be advised that the Affordable Care Act is currently the “law of the land” and as of November 1, 2017 is open for new enrollments and renewals for those who currently have health coverage through HealthCare.gov. While funding for customer service representatives and public outreach to consumers in need of enrollment assistance has been greatly reduced, enrolling in a healthcare plan can be accomplished. Here’s what you need to know:  2018 Open Enrollment runs from November 1, 2017 through December 15, 2017. o Plans sold during Open Enrollment start January 1, 2018. o After December 15, 2017 you can enroll in 2018 health insurance only if you qualify for a Special Enrollment Period. (Examples include: you lost your insurance through your employer, you turned age 26 and can no longer be covered on your parent’s plan, etc.)  If you don't have health insurance through a job, Medicare, Medicaid, the Children's Health Insurance Program (CHIP) or another source that provides qualifying health coverage, the Marketplace can help you get covered. o If you have job-based insurance: You can buy a plan through the Marketplace, but you'll pay full price unless your employer's insurance doesn't meet certain standards. Most job-based plans do meet the standards. o If you have Medicare: You can't switch to Marketplace insurance, supplement your coverage with a Marketplace plan or buy a Marketplace dental plan. o What you pay for insurance depends on your income.  Your premium depends on your expected household income for the year and the “Premium Estimator” tool the HealthCare.gov website can tell you what you will pay.  The plans are offered by private insurance companies with a range of prices and features. Hurricane IRMA (DR-4337-FL) has been designated an incident with a start date of September 4, Karen Kuhns Please welcome Karen Kuhns, Accounting Technician assigned to the Administrative/Financial Services Department. Karen was awarded Associates Degrees in Marketing and Accounting from University of Akron, and has eleven years of Municipal Accounting experience. We are confident Karen will contribute nicely to an already “top notch” team. Aaron Leyte Please welcome Aaron Leyte, Recreation Coordinator assigned to the Culture & Leisure Services Department. Aaron was awarded a Bachelor’s of Science Degree in Exercise Science and Health from Colorado State University. With five (5) years of experience managing before and after school programs, fitness facilities management and a successful internship in cardiopulmonary rehabilitation, we are confident Aaron will make significant program contributions. Aaron is also serving in the United States Air Force National Guard and we thank him for his service. 2017 and an end date of October 18, 2017. The expanded date includes additional flooding losses sustained as a result of heavy rainfall events which occurred immediately following the named Hurricane. While the specifics pertaining to the cost share between State and Local Government has not yet been determined, the City can expect to receive: o 90% reimbursement for Debris Removal. o 100% reimbursement for Emergency Protective Measures. o 75% reimbursement for completion of Permanent Work on Projects $3,100 and above. The turnout was HUGE! Thanks to all the residents, local businesses and organizations who came out and decorated their trunks. They looked amazing! A special thank you to the American Legion Challenger 7 Post 348 who weren’t able to make the event, but still sent a Halloween-themed box filled with candy (the good stuff, too!) Photo Booth Pictures Available Online The Community Engagement Staff broke out their photo booth at Trunk or Treat to take pictures of everyone in their awesome costumes. If you want a digital copy of your photos, you can find them online in the City’s Google Photo account. We don’t know about you, but we can’t wait for Trunk or Treat next year! CHS Health Fair On Friday, October 27, 2017 Staff attended the Community Health Services (CHS) Health Fair held at the Radisson, where they shared information about City sports leagues, fitness classes, community events and more with CHS employees. Thanks to CHS for the invite. We had a great time meeting everyone! National Bat Week 2017 Staff celebrated National Bat Week by promoting bat awareness and education with a bat house scavenger hunt. The City of Cape Canaveral has five (5) bat houses in various parks and recently installed signs with artwork from the Community’s children and fun facts about bats. Over the course of a week, Staff posted visual clues and hints about the location of bat houses and signs on Twitter (@CapeCanaveralFL) and on Instagram (@CityofCapeCanaveral). The prizes for Bat Houses #2 and #4 are still up for grabs! All you have to do is be first to take a pic of each sign and tag the City, so take your kids out and go batty! (One prize per person.) Introducing Our Newest Little Free Library Stewards Staff is THRILLED to welcome Noreen and Larry Holmes as the Stewards of the Little Free Library (LFL) on the City’s Polk Avenue Beach Crossover. Noreen and Larry have jumped right in with their duties and decorated their LFL for Halloween! Help with Affordable Care Act (ACA)/ Health Care Marketplace - Open Enrollment Open Enrollment for health insurance coverage through the Health Care Marketplace runs from November 1, 2017 to December 15, 2017 this year. FYI: Health Care Marketplace coverage, ACA coverage, Affordable Care Act coverage and "Obamacare" coverage are all the same thing. If you have questions about Open Enrollment, there are Navigators stationed throughout Brevard County to make the application process easier for you. You can find their contact information and the dates they’ll be at public locations on the City’s website. Beach Wrack Staff has noticed an increase in comments on social media regarding the naturally occurring seaweed/beach wrack. The questions ask: “Why the City of Cape Canaveral has not cleaned up the seaweed?” To inform residences/visitors Staff has posted a Q/A on the City NEWS webpage regarding the reasons for it, the process of cleaning/removing it and several resource links. Staff also uploaded a resident submitted poster about “The Wrack Community”. The new backdrop is green and features the newly acquired City trademarks, as well as two new members of the Community Engagement team — Banana and Ocean the reindeer! Look for the backdrop at the upcoming Cape Canaveral Reindeer Run 5k and other Holiday events in the City. 2018 Health First Mayor’s Fitness Challenge Staff met with coordinators from United Way and Health First, along with fellow Brevard County challengers to discuss the regulations and details for the upcoming 2018 Health First Mayor’s Fitness Challenge. The City of Cape Canaveral will defend its title of “Most Fit City” during the 12-week challenge that runs from February to April 2018. Registration opens December 15, 2017, so ask Santa for a fitness tracker and get ready to move! Building Division The Building Division conducted 100 inspections; processed 41 new Building Permit Applications; 49 permits picked-up/payments processed; processed 71 renewals (or new) Business Tax Receipts Alarm and/or Fire notices/payments. $1,959.25 permit fees have been waived for Hurricane Irma related damage. Highlights:  Reviewed proposed scope of work provided by the Architect for Ocean Parks Building A to determine classification level for repairs caused by Hurricane Irma.  Provided (as needed) inspections for the new City Hall.  Responded to 158 e-mails, faxes and/or calls requesting permit, zoning and/or BTR information. Responded to 14 voicemails.  Researched two (2) record requests for 166 Center St. and Puerto Del Rio Dr.  Processed one (1) payment for Tree Bank Contribution of $1000 for 257 Tyler Ave.  Processed five (5) new contractor’s information packets (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral.  Contacted one (1) contractor regarding scheduling final inspections for building permits that are nearing expiration or recently expired.  Provided assistance in completing Building Permit Applications as needed.  Provided inspection results for twelve (12) building permits.  Assisted 41 walk-in customers regarding miscellaneous items.  Arranged and attended Florida Association of Business Tax Officials (FABTO) Seminar. Code Enforcement Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Received 18 new requests giving life-safety issues priority, followed closely by community appearance and property maintenance.  Provided front counter coverage and assisted 16 Citizens with Building/Code Enforcement requests.  Conducted 25 site inspections.  Removed eight (8) signs from right-of-way/telephone poles within the City.  Responded to 40 voicemails regarding complaints/inquiries.  Responded to two (2) lien search requests.  Code Enforcement Officers continue to conduct daily Community sweeps for visible violations throughout the City.  Issued three (3) door tags for visible violations to be corrected.  Posted one (1) property with Stop Work Order. Planning Planning performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Continued preparation of documents for Non-Conforming Properties Catalog.  Assisted Building Department with Building Permit Application entries.  Assisted Building Department with Public Records Request.  Coordinated conference including Asst. City Attorney and PWS Staff regarding sanitary easement associated with the RaceTrac redevelopment project at 8899 Astronaut Boulevard. Also addressed proposed signage easement for City welcome/directory purposes.  Met with Building Official and City Attorney regarding code enforcement action for property located at 305 Surf Drive.  Met with several tenants at 7000 N. Atlantic regarding possible exterior improvements.  Prepared and distributed November 1, 2017, Community Appearance Board agenda that includes: o Swearing in of two (2) new members – Gail Sweet and Elana Whitehead. o Consideration of request by Sunbelt Development Group for a dual branded hotel located at 9004 Astronaut Boulevard. Economic Development Update for Week Ending November 3, 2017 Performed day-to-day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. City Hall Status Site work continues with additional sidewalks and bench slabs. Pre-cast column details are being installed. Followed by paver bricks. Holes are ready to receive the large Sylvester palm trees. Compass Rose formed and poured. Flagpole concrete bases poured with concrete. This creates a sleeve for a proper flagpole installation. Elevator cleaned and fully serviceable. All doors have been re-keyed to secure the building prior to occupancy. Door and wall touchups continue. Mail/workroom furnishings installed. Council Chambers casework and room dividers complete. Council Chambers and Community Artifacts Room lobby signage. City of Cape Canaveral – Vision Statement displayed in new City Hall lobby. Fiber optic converters and backup battery system installed and tested. Installation of Wireless Access Points (WAPs) complete and tested. Highlights:  Attended SR A1A Improvements Project Agency Coordination Meeting for the segment from south of International Drive to north of Long Point Road in Brevard County. The proposed improvements include the reconstruction of State Road (SR) A1A to an urban, four-lane, divided typical section with the installation of curb and gutter, an eight-foot sidewalk on the northbound side, a six-foot sidewalk on the southbound side and a seven-foot buffered bicycle. The proposed project also includes intersection improvements, median modifications, drainage improvements, landscaping, utility coordination/relocation, and transit coordination. The design phase for this project is anticipated to be completed by August 2019. The construction of the proposed improvements is currently not funded. The first class took place today and it was a blast. Classes will be held every Tuesday and Thursday at the Nancy Hanson Recreation Complex from 9:30 – 10:30 a.m. from now through April 2018. For only $35 per month, you cannot get a better low impact workout. Friday Fest Fall is in the air and the weather will be superb! Brevard County’s most popular band Hot Pink will be the headliner at tonight’s Friday Fest. This will be a must attend event for anyone who enjoys great music, food and being outside. See You There! Athletic Leagues Wednesday night Intermediate Tennis has two (2) more weeks of regular season play before playoffs begin. Wednesday night Advanced Racquetball started a new league with 16 players ready for another competitive season. Wednesday Co-Ed Kickball completed week four (4) of the season with new teams and players enjoying the fun. Thursday night Co-Ed Softball has three (3) more weeks of regular season play before playoffs begin. Thursday night Intermediate Tennis continued their ongoing season. Cape Canaveral Spacettes lost against the Suntree Swingers by three (3) points in the Monday morning Space Coast 50 & over women’s league. Cape Canaveral Island Girlz remain on top of the Space Coast Tennis League by eight (8) points. Staff continues to register new players for a Beginner/Intermediate Racquetball League. The 2017 Cape Canaveral Racquetball Classic will take place next Saturday and Sunday, November 11 and 12, 2017. Street Eats on Taylor Ave. Next Saturday, November 11, 2017, the food trucks will once again descend onto Cape Canaveral. Gourmet food trucks will line Taylor Avenue for your enjoyment. The event will take place from 5:00 – 8:00 p.m. with Bavarian style tables dotting the street. Get your appetite ready! Cape View Veteran’s Day Pancake Breakfast After a great night of fun at Friday Fest, there will be nothing better on Saturday morning than going to Cape View Elementary for a delicious Pancake Breakfast. This yearly tradition not only celebrates our Nation’s Heroes but helps raise some well needed funds for the school. Public Works Services Update for Week Ending November 3, 2017 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant / Sanitary Sewer System  Oxidation Ditch Rehabilitation Project. Initial bypass operations of the oxidation ditch are complete. Current focus is on completion of all underground piping installation and improvements to the aeration system in the anoxic basin. Substantial completion date is now May 10, 2018. Current project construction completion: 70%. Continued underground piping installation adjacent to anoxic basin – looking north. Aeration system improvements to anoxic basin – looking south.  Public Library Sewer Hook-up. City Staff and contractors excavated and repaired a clogged sanitary sewer line to the Public Library along Taylor Avenue. Extensive excavation and sewer pipe replacement were required.  Load Control Management. Florida Power & Light Company (FPL) has been experiencing high demand due to high temperatures and humidity throughout Florida. Therefore, they are exercising their load control program with commercial and industrial customers to ensure reliable service. Load control operations were performed at the WWTP for a one-hour period on November 1, 2017. The City’s new generator performed as designed during the operations. Stormwater  Stormwater Improvement Projects. As part of the Indian River Lagoon (IRL) Comprehensive Conservation and Management Plan (CCMP) revision, the IRL National Estuary Program (IRLNEP) is gathering information on projects that are underway or planned that are consistent with the IRLNEP 2008 CCMP. The focus is on gathering potential projects that fall into the following categories: (1) stormwater, (2) groundwater, (3) muck removal, (4) habitat restoration, (5) education and outreach, and (6) monitoring and research. Staff is currently preparing information packages for anticipated IRL restoration projects in the City over the next 10 years.  Save Our Indian River Lagoon (SOIRL) Projects. Staff is currently preparing a list of proposed stormwater improvement projects for submittal to Brevard County as part of the SOIRL Program. The City is seeking funding assistance for a number of projects to be completed in 2018; proposed projects are due to Brevard County by December 18, 2017.  Marine Resources Council (MRC) Study. MRC and Applied Ecology are doing a study for Brevard County (funded by the State) that will help clarify the extent that groundwater is contributing wastewater-related pollution to the IRL. Brevard County files do not include sanitary sewer or reclaimed water information for municipalities. Therefore, Staff is collecting information for the Study to include: o Maps showing sanitary sewer service areas. o Maps showing reclaimed water lines and service areas. o Addresses of properties serviced by sanitary sewer and reclaimed water in Excel formats. Results of the Study will be shared with municipalities and should provide valuable information on sewer-related pollution to the IRL.  Recent Flood Events. Staff continues to investigate flooding incidents which occurred throughout the City in September and October and meet with residents concerning drainage issues. The City’s Inmate Crew is inspecting manholes and outfalls to remove debris. However, no major obstructions have been encountered. Continued street flooding is resulting from a number of factors including: o High groundwater table. o Near record high water level of the Banana River – also high water level in Central Ditch. o High water levels in area stormwater ponds (see attached photo of stormwater pond at the WWTP – near capacity). o Standing water in stormwater lines.  Harbor Heights Stormwater Pipe Replacement. The metal stormwater pipe beneath the eastern end of Coral Drive was excavated and replaced. The pipe and roadway collapsed after recent heavy rains; the metal pipe was replaced with concrete pipe. Infrastructure Maintenance  SR A1A Improvement Projects. Staff attended an Agency Coordination Meeting with Florida Department of Transportation (FDOT) to discuss improvements to the SR A1A/ North Atlantic Avenue intersection. Main topics included design updates, potential issues of concern and project schedules. The Project includes the reorientation of International Drive to align with North Atlantic Avenue, and drainage and sidewalk improvements. The Project is still in the design phase (completion in August 2019). The construction of the proposed improvements is currently not funded.  Community Garden Addition. Staff worked with the Community Engagement Department to construct and add 16 feet to the Community Garden. The addition will allow more Garden boxes to be installed and an array of fun, unique places to plant herbs and flowers. Work to be completed on this Project by November 10, 2017. Single lane closures continue on State Road A1A at George King Boulevard near Port Canaveral. Closures are expected to stay in place for about 1 – 2 more weeks for repairs to the bridge approaches. The construction is part of the FDOT resurfacing project on SR A1A from George King Boulevard to the beginning of SR 528 at SR 401. Check www.CFLroads.com for updates.
