This residential and business friendly atmosphere is a livable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of “complete streets” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walkable uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos or a performance stage. Administrative Services Update for Week Ending October 6, 2017 City Manager’s Office The City Manager’s Office is responsible for the day-to-day administration of all City Departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors & Community members regarding various projects, issues, and initiatives.  Executive Assistant (EA) provided assistance to City Manager / Department Directors.  EA assisted CCO/Directors with proofing/reviewing/revising of 10-06-17 Weekly Update.  EA received and responded to several Community calls/emails.  EA met with Staff & Furniture Vendor on coordinating details for the new City Hall. City Clerk’s Office City Clerk’s Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City Manager’s Office and City Council. Highlights:  Records Management – continued to prepare boxes/drawers of records for disposition and/or offsite scanning in preparation for move to new City Hall; two (2) volunteers assisted with verifying scanned records; attended two (2) Laserfiche Webinars regarding Forms and Administrator Features.  Public Records Requests – coordinated with various City Departments in response to/completion of records requests regarding City vendors, campaign signage correspondence and property survey.  Council Meetings – continued preparing agenda/items for 10-17-17 Regular Meeting.  Community Redevelopment Agency (CRA) – in capacity as CRA Recording Secretary, met with CRA Director/Staff, Community Engagement Director and Finance Director to determine responsibilities and timeline for CRA statutory requirements.  City Election – received five (5) Campaign Treasurer’s Reports, Code 2017 G2; Campaign Treasurer’s Reports, Code 2017 G3, due close of business 10-06-17; for more info on the Candidates for City Council, please go to: http://www.cityofcapecanaveral.org/election or www.votebrevard.com; continued preparing/reviewing orientation material for anticipated new Council Members after the election.  Proclamation – prepared/processed proclamation (attached) declaring October 23-31, 2017 as “Red Ribbon Week”.  Met with City Manager and select Department Directors regarding various items/issues. Financial Services Financial Services Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public.  Completed Monthly Financials for September 2017 (attached).  Met with the City Clerk’s Office and Community Development Staff to discuss Task Assignments for the Community Redevelopment Agency’s activities for Fiscal Year 2018.  Interviewed Applicants for the open Accountant position in the Financial Services Department.  Met with Human Resource/Risk Management Director to discuss the new reporting requirements for Hurricane Irma, which will be headed by the State.  Submitted Truth in Millage (TRIM) Compliance package to the Florida Department of Revenue.  Participated in the Brevard County Webinar regarding Hurricane Irma. Human Resources/Risk Management Human Resources/Risk Management Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Labor Market Update Federal Reserve Chair, Janet Yellen says: “The Fed may have been wrong on employment and inflation, which would mean easier policy ahead.” (Source: NBC Money Watch) The Federal Reserve may have overstated the strength of the labor market and the risk of inflation, leaving some to believe anticipated interest rate hikes, may be put on the back burner. "My colleagues and I may have misjudged the strength of the labor market, the degree to which longer-run inflation expectations are consistent with our inflation objective or even the fundamental forces driving inflation," Yellen said, according to prepared remarks. How does that impact us?  Anticipated “gradual increases” in the interest rate are expected to ease as evidenced by the Feds taking a pass on raising rates in September.  While interest rate increases are likely to occur, the Feds are attempting to achieve the delicate balance of adjusting interest rates at “just the right time”.  The Feds expect long-run inflation to trend toward the 2 percent target that policymakers believe is healthy for economic growth, but prepared to adjust their strategy should their projections be wrong. The Feds believe a 2 percent rate of inflation demonstrates healthy marketplace demands.  While lower inflation and interest rates are popular with businesses and consumers, the Feds worry that keeping rates too low for too long will allow little room for stimulus when another economic slowdown hits.  Yellen attributes the inaccuracies in previous forecasts to a prolonged productivity slowdown, reduced inflation expectations and other dynamics that have restrained growth and inflation. In conclusion, the U.S. economy is dynamic and job-growth outlook is strong, but not all sectors of the economy are enjoying the same prosperity. Growth remains largely “tech driven” and employers report their greatest barrier to growth is identifying employees with the skills and experience needed for expansion. Washington Healthcare Turmoil Leaves Insurance Markets and Americans Uncertain. Each fall millions of Americans, whether they have health insurance through an employer, the Affordable Care Act (ACA) Marketplace, Medicaid or Medicare, are granted an opportunity to make changes or enroll for the first time for health insurance. Usually the ritual of selecting the right health plan for the coming year is relatively predictable, but not this year! Here’s Why  Since January 2017, The Republican Congress has focused on numerous failed attempts to “Repeal and Replace Obamacare”. Needing only a simple majority to achieve the much touted goal, Mitch McConnell “threw in the towel” the last week of September, after failing to achieve Party unity on an alternative moving forward. The battle to repeal the Affordable Care Act, has left insurance markets uncertain, many of which are pulling out of “low profit” rural areas where prior to the ACA, there were few, if any providers.  Committed to repealing “Obamacare”, Republicans and President Trump threatened on numerous occasions to cease premium assistance payments afforded to millions of families. Also referred to as Healthcare subsidies, premium assistance helps fund premiums for Americans who meet specific income eligibility requirements. Without continued premium assistance, millions of families and individuals enrolled through the ACA cannot afford health insurance. Without a clear guarantee of continued Washington support to continue subsidies, Insurance providers pulled out of rural and poor regions of the Country. It’s important to understand that insurance is all about “numbers”. A much larger number of people must share risk in order to ensure the fewer sick enrollees have the services. Younger healthier enrollees fund the services of the older less healthy until which time the younger become the older and the next generation extends the same “favor”.  President Trump has vowed to not enforce penalties assessed to individuals who fail to enroll in healthcare. Said penalties motivate individuals to enroll in healthcare much like losing your Driver’s License motivates a driver to obtain car insurance. Lots of people, particularly the young don’t believe they need health insurance because they are “young and healthy”. Of course everyone is healthy until…they’re not. Accidents and illness tend not to adhere to date of birth rules.  Washington is not supporting outreach and enrollment services to individuals in need of assistance.  The ACA Open Enrollment period has been significantly reduced. If you or someone you know wishes to enroll in healthcare or make changes to their current ACA Healthcare Plan, the following dates are critical. Don’t expect any sort of public information or media campaign this time around. Hurricane victims get special enrollment period for healthcare exchange, Medicare CMS established the following special enrollment periods to support individuals impacted by hurricanes Harvey, Irma, and Maria, BUT YOU MUST CALL AND MAKE A REQUEST.  Medicare Special Enrollment Period: This special enrollment period will allow individuals affected by these hurricanes to enroll, dis-enroll or switch Medicare health or prescription drug plans. It is available at the start of the incident period and runs through the end of the calendar year. Individuals may contact: 1-800-MEDICARE to request enrollment using this special enrollment opportunity.  Federal Health Insurance Exchange Special Enrollment Period: CMS created this special enrollment period for certain individuals impacted by these hurricanes who need to enroll in a 2017 plan through the Exchange or make changes to their existing 2017 plan. This special enrollment period will apply to individuals who experienced a special enrollment period qualifying event between 60 days prior to the start date of the incident period and December 31, 2017, but were unable to complete the application, plan selection and enrollment process due to a hurricane-related weather event in 2017. This special enrollment period will allow individuals impacted by the storms to select a new 2017 Exchange Plan or make changes to their existing plan at any time through December 31, 2017. Individuals affected by the storms may contact the Exchange Call Center at: 1-800-318-2596 to enroll in a Plan. Vacancy Update The City amended the PT Accountant position vacancy to full-time and are continuing to seek a qualified individual with public/municipal accounting experience. HR, the Administrative/Financial Services Director and Deputy Director interviewed three candidates. HR is currently completing the screening process to include referencing and education attainment verification prior to preparing a recommendation to the City Manager. Brombacher Insurance, LLC City Staff participated in workshops conducted by Brombacher Insurance, LLC, which detailed the benefits offered to regular full-time employees for the 2017/18 Plan Year. The City is pleased to announce no changes to the current benefits offered to City Staff. The City remains committed to protecting employees from risk and ensuring quality preventative care, hospitalization, dental, vision, life and long-term disability protection. IRMA Update Hurricane Irma may have come and gone, but the process of assessing damages, chasing down adjustors, obtaining restoration estimates and gathering FEMA documentation has only just begun. Overwhelmed by the historic number and magnitude of Major Hurricanes to hit the US and US territories to include Puerto Rico and American Virgin Islands, FEMA outreach is slow in coming and the City has been informed that the State of Florida Division of Emergency Management will act as the “go between” for Florida Counties and Cities. The State of Florida is also providing FEMA assistance to US Citizens in Puerto Rico and the American Virgin Islands as these populations are without electric, water or reliable communication.  HR/Risk Management spends most days occupied in Disaster Recovery and Claims Processing. While fully insured through FMIT at the time of the event, the carriers 5% “named storm” deductible leaves the City reliant on its supplemental National Flood Insurance Policy which carries a $5,000 deductible.  Like the rest of Brevard County, the extraordinarily high levels of rainfall following Irma have caused additional flooding contributing to extreme water, additional facilities damages and utility challenges.  Brevard County is seeking FEMA assistance on recent flood damage on the premise that current flooding conditions would not have occurred if not for Hurricane IRMA leaving the ground and waterways thoroughly saturated. Essentially, Brevard is asking FEMA to recognize IRMA and damages incurred by subsequent rainfall, as a single related event.  HR/Risk Management participated in a wide-range of FEMA sponsored Webinars intended to instruct public entities of FEMA’s “newly revamped” claims processing system. While the FEMA database system does not communicate with the Emergency Management Systems at the State Level nor permit the downloading of files and information, City Staff remains hopeful for an effective claims processing experience. ®ffimtI Jrorhtmcrfion (!littr ®f <1Iape <1Imm&ernl, JtJlorroa WHEREAS, communities across America have been plagued by the numerous problems associated with illicit drug use and individuals and entities that traffic in them; and WHEREAS, there is hope in winning the war on drugs, and that hope lies in education and drug demand reduction, coupled with the hard work and determination of organizations such as the Young Marines of the Marine Corps League to foster a healthy, drug-free lifestyle; and WHEREAS, governments and community leaders know that citizen support is one of the most effective tools in the effort to reduce the use of illicit drugs in our communities; and WHEREAS, the Red Ribbon has been chosen as a symbol commemorating the work of Enrique "Kiki" Camarena, a Drug Enforcement Administration agent who was murdered in the line of duty, and represents the belief that one person can make a difference; and WHEREAS, the Red Ribbon Campaign was established by Congress in 1988 to encourage a drug-free lifestyle and involvement in drug prevention and reduction efforts; and WHEREAS, October 23-31 , 2016 has been designated National Red Ribbon Week, which encourages Americans to wear a Red Ribbon to show their support for a drug-free environment. Greene, City Manager John DeLeo, Administrative/Financial Services Director September 22, 2017 Monthly Financial Report -August 2017 Staff is pleased to present the Monthly Financial Report for the period ending August 31 , 2017. At this point in the Fiscal Year, the Year to Date Actuals should be 91. 7% of the total annual budget. Total General Fund Departmental costs are under target at 73 .3%. Administrative Services is running slightly above target at 93.2%. Fire Rescue and Protective Services combined costs are right on target. Community and Economic Development and Building and Code Enforcement are under costs by 20.8%. Leisure Services is 8.4% below its estimated target. Non-Departmental expenditures are under budgetary projections at 50.2%. The Community Redevelopment Agency (CRA) costs are under target costs by 1.2%. The Capital Construction Fund related to construction of the New City Hall has incurred $2 ,922,996 in cost this Fiscal Year. Wastewater Fund overall costs are under target at 51.8%. The Stormwater Fund is under target by 21.9%. The Enterprise Capital Fund expenditures are below budgetary projections by 48 . 7%. The City's General Fund investments total $8,250,000.32; Special Revenue investments total $312,312.29; and Enterprise Fund investments total $1,298,524.37. Revenue Ad Valorem Tax City of Cape Canaveral Fund Narrative Period Ended August 31 , 2017 To date, the City has received 99.7% of its ad valorem revenue. The City saw a spike in this revenue source during the month of December. To date, we have received most of the budgeted ad valorem revenue and the balance will trickle in during the month of September. Local Option Gas Tax This amount represents an accrual for July and August based on actual collections for October through June. Fiscal Year 2016-17 budget is slightly more than Fiscal Year 2015-16. Franchise Fees, Utility Service Taxes and Communications Service Tax This amount represents an accrual for July and August based on actual collections for October through June. This revenue is slightly below target at this point but hopefully this trend will improve. Permits and Licenses Permits and Licenses are above target at 160.2%. This is a direct result of an improved real estate climate resulting in an increase in building permits. State Shared Revenues This amount represents an accrual for July and August based on actual collections for October through June. This revenue source is over target at 95.3%. Garbage and Recycling Revenues This amount represents collections for the months of October through August. This revenue line is slightly above target at 92.1 %. This revenue source, however, tends to fluctuate from month to month. Recreation Fees (Leisure Services) Recreation Fees are under target at 72.8%. Although Hurricane Matthew caused the cancellation of October's Friday Fest, leagues have started up and the result has been increased revenue to the City. Investment Income Investment Income is slightly above target at 93.5%. Although interest rates appear to be moving upward, the funds available for investing will be affected due to a number of large ongoing projects. Utility Operating Income (Wastewater Fund) Utility Operating Income is slightly over target at 93.4%. Community engagement with residents and local organizations regarding:  Trunk or Treat.  Hurricane Irma resident clean-up.  Helping victims of Hurricane Maria in Puerto Rico.  Community Garden clean-up.  National Night Out from the Brevard County Sheriff’s Office.  Kids’ Yoga classes at the Community Garden/Patriots Park.  Hosting future Tech Talks.  Sea turtle nesting season and rack on the beach.  Storm damage/rain event/flooding around the City and to the Sykes Creek Bridge.  Re-installation of the Little Free Libraries on Polk Ave and in Patriots Park. National Night Out On Tuesday, October 3, Staff attended National Night Out at Cape Canaveral City Park. The event was hosted by our Brevard County Sheriff's Office (BCSO) deputies to enhance the City's sense of Community by allowing a chance to chat (and play football and Frisbee) with local law enforcement. BCSO deputies served up hot dogs, sodas and smiles, and provided live music, demonstrations of K-9 units, bomb-detection robots and more! The U.S. Coast Guard and Fire Department also came out to have a great time with the Community. Habitat for Humanity Staff escorted three (3) representatives from the Brevard office of the Habitat for Humanity on a tour of the City on Wednesday, October 4, 2017. The representatives and Staff were looking for land/houses/property that could benefit from the many Habitat for Humanity programs. The intended programs work with current home owners to improve the exterior and yard of their Cape Canaveral homes. Once houses are selected Staff will work with Habitat for Humanity to contact the home owners. Hurricane Irma Debris Pick-up Staff coordinated with the City-contracted waste hauler, Waste Pro, to collect/remove over 345 tons of Hurricane Irma related yard debris from Tuesday, September 12, 2017 to Tuesday, October 3, 2017. Staff used social media, the City Website and NIXLE to notify residents of debris clean- up days and information. Staff also used Manatee Sanctuary Park as a resident debris drop-off area. In comparison, during the Hurricane Matthew 2016 clean-up Waste Pro removed over 375 tons of yard debris. Rain Event 10/1/2017 The City was bombarded by over 8 inches of rain in a matter of hours on the evening of Sunday, October 1, 2017. The City’s storm water system did its best to keep up, but the extreme amount of rain and flash flooding effect seen throughout the City (and County) was more than it could handle. Several streets/neighborhoods flooded as the rain continued, but quickly flowed out once there was a break in the deluge. Even with the Hurricane Irma debris still on some City streets/curbs, much of the flooding we saw was not due to clogged storm water inlets. More likely, flooding is/was due to:  High groundwater table from recent rain events like Hurricane Irma.  The high water level of the City's central ditch which is directly impacted by the current extreme height of the Banana River.  Inability of the storm water system to drain due to high water levels of the Banana River and central ditch, leaving water in streets or yards.  The fact that our storm water system was not designed to handle one of the most intense rainfalls we've seen in decades (10 inches in 3 hours).  You can help by limiting sewage usage: Avoid long showers, laundry, car washes, running dishwashers and keep flushing to a minimum. This sort of rain event/extreme weather looks like it could become our new “normal”, so while the City dries out, it is a great time to prepare for the next event. Sandbags are an inexpensive item that would help in a rain/flooding event. Please remember it is illegal to collect sand from the beach. Sandbags should also be a part of your Hurricane Preparedness Plan. Porter Bridge Central Ditch at Central Ave./Craig Technology Building Drown Zero City Staff is working with Drown Zero (formerly the Life Rescue Project) to redesign the City of Cape Canaveral public beach flotation device program. Communication with the project founder has been slow as of late, due to his recent trip to bring supplies/assist Harvey victims in Houston, TX. Unfortunately, Hurricane Irma wiped out all the pvc poles/stations from the beach, but before the storm event PWS Staff had collected all the throw able “tubes” for safe keeping. Drown Zero has been working for several months to reengineer the program with a throw able ring, instead of a throw able tube. The core message/mission of Drown Zero will remain rooted in the education of water safety! Drown Zero's mission is to prevent drownings worldwide through education, awareness, and rescue equipment implementation. Harbor Heights via Instagram Monroe Ave. Station Pre-Hurricane Irma Community Garden Brainstorm Event On Tuesday, September 26, 2017, Staff met with several past/prospective members of the Cape Canaveral Community Garden to discuss future plans/goals for Season 3 of the garden. Ideas included transitions to increase Community involvement, expanding the garden area, planting decorative and native pollinators in the front beds, creating larger plots and implementing a system for gardeners to better communicate with one another and log the number of vegetables/herbs they harvest. Projected demolition to begin the week of October 23rd.  Provided as needed inspections for City Hall.  Responded to 56 emails, faxes and/or calls requesting permit, zoning and/or BTR information.  Assisted 10 walk-in customers regarding miscellaneous items.  Processed two (2) payments for re-inspection fees.  Compiled July Month-End Permit Report for Brevard County Property Appraiser’s Office. Code Enforcement Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Received 20 new requests giving life-safety issues priority, followed closely by Community appearance and property maintenance.  Provided front counter coverage and assisted 10 Citizens with building/code enforcement requests.  Conducted 15 site inspections.  Removed three (3) signs from right-of-way/telephone poles within the City.  Responded to 35 voicemails regarding complaints/inquiries.  Responded to four (4) lien search requests.  Code Enforcement Officers continue to conduct daily Community sweeps for visible violations throughout the City.  Issued one (1) door tag for visible violations to be corrected. Planning Planning performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Records Management – 1,390 pages of documents scanned/verified; converted 21 pdf files to Laserfiche searchable documents.  Met with City Staff and furniture vendor to coordinate delivery/placement for offices.  Continued preparation of documents for non-conforming condominiums for Vested Rights Certificates.  Met with several property owners regarding flooding issues resulting from Hurricane Irma and subsequent rain events. Discussed City Codes related to flooding, specifically base flood elevations and how these requirements are implemented.  Met with Asst. Economic Development Update for Week Ending October 6, 2017 Performed day-to-day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. City Hall Status Carpet completed in City Council Chambers. Site work continues with the installation of signs, poles and striping.  Painting touch-ups and general interior clean-up work (windows/vacuuming) continues.  Met on-site with PWS Staff to review scheduling and materials for the next phase of the irrigation pipe installation, reviewed landscaping details.  Met on-site with telephone systems contractor, IT Consultant, Access Control Contractor and HVAC controls technician to review installation details.  Seat wall height step-ups built. This accommodates the grade changes of the plaza as it slopes away from the new City Hall.  High-density rolling rack filing system installed in Community Development Department’s workroom.  Interior partition wall glass installation is underway.  Water utility location fine- tuning is complete.  Electricians trenched and installed three 2” conduits from new City Hall to old City Hall. Through these pipes we will have fiber-optic cabling and phone line interconnections between the two buildings.  With Interior Furnishings Committee, met with Furniture Supplier to review placement and delivery details. Furniture delivery is scheduled to take place the week of October 16th.  Public Works Services received assistance from inmate crew to install irrigation piping.  Attended Court-ordered Mediation Hearing for the City’s Code Enforcement Case on the property located at 7521 Magnolia Ave. After 8 hours of mediation the Mediator declared an impasse. The Case will return to the Owner’s Bankruptcy Case Proceedings in February before continuing with the City’s Foreclosure Case.  With Cultural & Leisure Services Director, reviewed Architectural Services Proposals for our coming Capital Projects: The Multi-Generational Facility and the C.A.P.E. Center.  Was Guest Speaker at the Cocoa Beach Area Hotel and Lodging Association meeting regarding Economic Development in Cape Canaveral. Now entering its 19th year, the Student Art Show can accommodate 15 schools with each institution submitting 40 pieces of art. While the City has always encouraged teachers to submit artwork from students of all abilities, forging this partnership with the VSA will ensure that at least 40 students will be able to participate in the Show that may not have had the opportunity otherwise. Florida Frontiers The City’s Cultural Programs Manager and Staff Historian, Molly Thomas, sat for an interview with Dr. Ben Brotmarkle, the Executive Director of the Florida Historical Society, to discuss Florida’s role in America’s War for Independence. Ms. Thomas has written a three-part series on Florida’s involvement in the conflict, featured in the Brevard County Historical Commissions Indian River Journal—of which the final installment will be released next month in the Fall 2017 issue. Her interview will be aired on the “Florida Frontiers” television series, produced by the Florida Historical Society and aired on WUCF (Brighthouse: 5, Direct TV: 24, Antenna: 2). Athletic Leagues Tuesday night Beginner Racquetball league is wrapping up the first season with the championship match being held next week. Wednesday night Intermediate Tennis league completed the half-way point of the season with competition remaining very strong for all participants. Thursday night Intermediate Tennis and Co-Ed Softball were both cancelled due to inclement weather. Cape Canaveral Island Girlz remain in first place in the Space Coast Tennis League with 23 points. Staff Assists with Transfer of Irma Canoe for Conservation The City’s Cultural Programs Manager and Staff Historian was on-hand Thursday morning to assist the Florida Division of Historical Resources (DHR) and Bureau of Archaeological Research (BAR) in loading up a historic dug-out canoe for transport to Tallahassee, where they will begin the lengthy process of conservation. The “Irma Canoe,” as it has come to be called, reportedly washed ashore during the storm and swiftly went viral on social media after the hurricane. It is about fifteen feet long and initial reports indicate that it is constructed of cypress. The BAR announced this week that the Carbon 14 (C14) dating analysis suggest that the canoe dates back several hundred years, but further testing is required to confirm these findings. From Florida’s earliest indigenous populations and into the modern era, this State has a very rich boat-making tradition that extends at least 7,000 years. While this canoe is not a pre-historic relic, it is a significant piece of local history and exemplifies the long culture of canoe-making and water transportation that was a necessary part of life for those living on Brevard’s barrier islands prior to the construction of the bridges we use today. Hallberg) Public Works Services Update for Week Ending October 6, 2017 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant / Sanitary Sewer System  Oxidation Ditch Rehabilitation Project. Initial bypass operations of the oxidation ditch are complete. The oxidation ditch will be drained in the near future with the anoxic basin serving as a temporary oxidation ditch for the next several months. Current focus continues to be on the installation of: (1) underground piping from the oxidation ditch to the anoxic basin and (2) aeration system in the anoxic basin. Recent heavy rains flooded pipe excavations and slowed work progress; dewatering of the excavations continues. Current project construction completion: 68%.  De-Grit System Replacement. The City’s contractor replaced the de-grit system at the wastewater treatment plant (WWTP) – a budgeted item for FY2016-2017. The purpose of the system is to remove sand, silt and grit from the wastewater stream prior to entering the main treatment portion of the WWTP. Grit and other solid materials can clog treatment systems, reduce plant efficiencies and cause abrasion damage/wear that lead to increased cleaning, maintenance and repair.  Banana River Shoreline. Staff is preparing a bid package (engineering drawings and specifications) for advertisement to repair erosional damage from Hurricane Irma to the Banana River shoreline at Center Street Park and the WWTP. Typical erosional damage along Banana River shoreline. Stormwater  Stormwater Inlet Replacements. Five stormwater inlets were replaced with Type “C” inlets at the following locations: o SW and NW corner of Poinsetta/Harrison Avenues o NW, SW and SE corners of Poinsetta/Tyler Avenues This completes the inlet replacement activities for FY 2016-2017. Twenty inlets are replaced throughout the City each fiscal year.  Indian River Lagoon (IRL) Meeting. Staff attended this meeting in Viera that presented updates to the Impaired Waters Rule as pertains to the IRL Basin. IRL waterbodies (including the Banana River) remain on the impaired list due to high concentrations of nitrogen and phosphorous (see attached maps). Infrastructure Maintenance  Utility Coordination Meeting. Staff attended this meeting in Deland to further discuss the upcoming Florida Department of Transportation (FDOT) Project to install traffic signal mast arms at selected intersections on SR A1A. All conflicts with City utilities (i.e., reclaimed water lines) were resolved; therefore, the City will not be required to move any utilities prior to initiation of the Project in May 2018. Miscellaneous  State Road (SR) A1A Road Repairs. Single lane closures continue on State Road A1A at George King Boulevard near Port Canaveral. Closures are expected to stay in place for about 2 – 3 weeks for repairs to the bridge approaches.
