This residential and business friendly atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of “complete streets” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk- able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet- friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending August 18, 2017 City Manager’s Office The City Manager’s Office is responsible for the day-to-day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Executive Assistant (EA) provided assistance to select Department Directors.  EA assisted CCO/Directors with proofing/reviewing/revising of 08-18-17 Weekly Update.  EA received and responded to several Community calls/emails.  EA met with Staff on coordinating details for the new City Hall.  EA attended City Council Meeting & City Staff Meeting.  EA met with Staff from the City Clerk’s Office for additional new employee training. City Clerk’s Office City Clerk’s Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided coverage/assistance to the City Manager’s Office and City Council. Highlights:  Records Management – continuing to prepare boxes/drawers of records for disposition and/or offsite scanning in preparation for move to New City Hall; community service volunteer assisted with verifying/scanning records and preparing large-format records for disposition.  Information/Records Requests – coordinated with Deputy Public Works Services Director in response to inquiry regarding pole light outside City jurisdiction; assisted interested party in accessing meeting agenda packets on City website’s public records portal.  Policies/Procedures – in coordination with City Manager, City Attorney and Human Resources/Risk Management Director, created Formal Service of Process policy (see attached).  Council Meetings – attended 08-15-17 Regular Meeting; processed items adopted and approved by Council; prepared/distributed welcoming materials/resource guide for newly-appointed advisory board member; continued preparations for 09-05-17 Special and 09-19-17 Regular Meetings.  Community Redevelopment Agency (CRA) – continued preparations for 09-19-17 CRA Special Board Meeting; began preparing legal ad for noticing of Special Board Meeting.  City Election – Official Qualifying Period for two (2) open Council Member seats is ongoing; deadline for Qualifying is Noon, Friday, August 25th; as of 08-17-17, three (3) candidates have qualified for the City Election; for more information please go to http://www.cityofcapecanaveral.org/election or www.votebrevard.com.  Continued assisting with orientation/training with Executive Assistant to the City Manager.  Attended Staff Meeting.  Met with City Manager and select Department Directors regarding various items/issues.  The City Hall marquee has been temporarily deactivated due to construction of New City Hall; anticipated reactivation late August. Financial Services Financial Services Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Attended the City Council Meeting.  Attended the City Staff Meeting. Human Resources/Risk Management Human Resources/Risk Management Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Unemployment Claims Drop, Job Openings Surge, but… Hiring Remains Unchanged. (Sources: Reuters, Newsweek, NBC) The number of Americans filing for unemployment benefits fell to near a six-month low last week indicating a further tightening in the labor market. The Attention! Cape Canaveral Residents Regarding your August 2017 Utility Bill The message on the bottom of your August Utility Bill stated that on August 15, 2017 the City Council would be considering a sewer and reclaimed rate increase. This message was printed in error by the City of Cocoa. Any Cape Canaveral resident who may have been confused by this message can refer back to their July 2017 Bill which accurately reflected the message to Cape Canaveral Residents that the City of Cape Canaveral would be considering a sewer and reclaimed rate increase at the July 18, 2017 Council Meeting. And in fact this did occur and was approved by the City Council. monthly increase in job openings was the largest since July 2015. The surge in job openings was almost broad-based and while the ratio of job openings to unemployment hit a 16-year high, hiring remained unchanged leaving the hiring rate steady at 3.7 percent. So, why aren’t employers filling their vacancies? Two Reasons: 1. The skills employers demand do not match the skills of those seeking jobs. 2. Employers are grappling to meet the wage demands of qualified candidates. Annual wage growth has struggled to break above 2.5 percent, helping to keep inflation below the Fed's 2 percent target, but as employers respond to the supply and demand realities of the labor market, look to see that change. Highlights:  HR met with qualified Risk Management providers who previously expressed a desire to provide Risk Management products for Workers’ Compensation, Property, General Liability and Automobile insurance for the City. Staff will examine the quotes and recommend a provider based on the following criteria: price, financial health of the provider, future premium price protection, wind/hurricane deductible and the provider’s ability to meet service expectations. Staff remain confident in the City’s ability to secure a superior asset protection.  Job Vacancy Update There are currently no job vacancies with the City.  Health, Dental, Vision, Life/LTD Renewals HR has received premium renewal quotes from Mutual of Omaha, the current provider for Life and Long Term Disability benefits and Delta Dental, provider of Group dental benefits. While a final decision as yet to be made, both providers are offering to renew benefits at the same rate as the current year. HR anticipates health benefit quotes to be presented in early September. HR is pleased to, once again, work with Brombacher Insurance, LLC in navigating the “tricky waters” of employee group benefits.  HR completed the intake process of the City’s newly hired Deputy Finance Director and the Culture and Leisure services PT Youth Center Recreation Leader scheduled to commence work August 21, 2017. Please Welcome Melinda Huser to the Administrative Services Department. Appointed to the position of Deputy Finance Department Director, Melinda was awarded a Bachelor’s of Science degree in Accounting from University of Hawaii, a Master’s degree in Human Resources Management from Abu Dhabi University and recently an MBA from Stetson College. Melinda proudly serviced in the US Army and gained invaluable experience as a Staff Accountant, later advancing to the position of Finance Officer. We’re thrilled Melinda and her family are safely back in the USA and confident she will enjoy and long and successful career with the City. CITY OF CAPE CANAVERAL FORMAL SERVICE OF PROCESS POLICY Date Approved: 8/16/17 Date Created: 8/15/2017 Service of process is the procedure by which a party to a lawsuit gives an appropriate Notice of initial legal action to another party, court or administrative body in an effort to exercise jurisdiction over that person so as to enable that person to respond to the proceeding before the court, body or other tribunal. Notice is furnished by an individual, a Process Server, delivering a set of court documents, called “process”, to the person to be served. Chapter 48.111 Service on public agencies and officers, F.S., provides that service of law suits or other official documents, upon the City as an entity, requiring formal service must be made on the Mayor unless the Mayor is absent. Formal service of law suits will be made by a summons issued by the Clerk of Court. When you are approached by a Process Server, please follow the steps below: 1. Unless delegated authority by the City Manager, no person shall accept service of law suits on behalf of the City. 2. Those with delegated authority to accept/sign for the service of process are: a. Mayor, if available b. Mayor Pro Tem in the official absence of the Mayor, if available c. City Clerk d. Deputy City Clerk e. City Manager’s Executive Assistant f. City Attorney (in some cases, the City Attorney may be required by Bar Rules or requested by the City to accept service of process) 3. With the exception of the Mayor or City Attorney, service shall only be accepted at City Hall during normal working hours by those with delegated authority in paragraph 2. 4. Once service has been accepted, forward the original document/s to the City Clerk’s Office for further processing immediately. The City Clerk’s Office will immediately scan the documents and forward them by email to the Mayor, City Manager and Executive Assistant, and City Attorney. The triangular piece of land located on North Atlantic Avenue will become a pocket park/green scape for those folks on a walk or bike ride to stop, rest and relax. The focus of the greenspace is going to be creativity and sustainability. The building was donated for the training due to its upcoming demolition. Teams took turns cutting metal bars, crawling through walls (in full gear), navigating wire riddled obstacle courses in the dark, blowing/breaching through metal doors and building walls. Staff from multiple departments used NIXLE, social media, the City Website and email to get the word out to residents/visitors in the surrounding area about the training, which would include small explosions and increased police presence. Staff did not receive any calls/messages about the training session. To watch the YouTube recording please visit: http://www.cityofcapecanaveral.org/watchmeetings Crossing Concern A concern was raised by Angela Raymond during Public Participation at the Tuesday, August 15, 2017 City Council Meeting, about the crosswalk signals/timing at Center Street/Buchannan Avenue and SR A1A. Mayor Pro-tem Brendan McMillin met with both BCSO Commander Linda Moros and Angela Raymond at the intersection on Wednesday, August 16, 2017 to see the concern first-hand. The team observed the pedestrian light was inoperable on both the North and South side crosswalks on A1A, as well as the timing appeared to be inconsistent. BCSO took the lead in getting this matter resolved, and it was discovered that the issue was with malfunctioning crosswalk buttons. This should correct the crosswalk signal “person image” so that it properly appears as well as correcting the timing issue. A pedestrian will now have 41 seconds to cross SR A1A and 19 seconds to cross Center Street/Buchanan Avenue. The upgrades should be completed by the end of the week. The BCSO Commander has also initiated a Citywide check of all pedestrian cross walks, and any issues will be addressed immediately/repaired by the Brevard County Traffic Engineers. Sea Turtle Tuesday - #LightsOutForTurtles Staff from multiple departments are working together to send out weekly messages regarding beach-facing lights that distract turtle hatchlings and, subsequently, prevent them from reaching the ocean. Messages have been well received and are delivered every Tuesday on Facebook, Instagram and Twitter. Posts provide a weekly fun fact about sea turtles, along with progress reports (when available). Thanks to community members and Code Enforcement Staff for continuing to spread the word about the importance of turtle-friendly lighting during nesting season! Can HOAs enforce rules about watering your lawns? From First Coast News (WTLV) and FCAP -- Florida Community Association Professionals Here in Jacksonville, we have a lot of subdivisions. Most of those have a Homeowner's Association that makes rules to help keep home values intact. Those rules can range from making sure your trash cans aren't left on the street for a week to not allowing palm trees to be planted in the front yard. So can an HOA make you keep your grass green and watered? We spoke with Charles McBurney who is an expert in HOA laws in Jacksonville. Burney says, "If there is something in your declaration that puts restrictions on your property, it might be the height or condition of the grass, so if you have a bunch of brown spots it may violate the rules of the homeowners association." So the claim that there's a law negating HOA requirements about keeping your lawn watered is False. You must keep your lawn watered if your HOA requires it. But what about in a drought? McBurney says that "The laws of your community, your city, your state are always going to overrule whatever's within the declaration of covenants and restrictions." So, if there is a severe water shortage restrictions can be put in place regardless of what the HOA documents say. Ok so if there's a drought then the local or state standards take precedence over the HOA. We found some articles online that talked about HOA fights over Florida-friendly landscaping. We wanted to know, can an HOA keep homeowners from making their landscaping Florida-friendly? It's a little-known law that was enacted in 2009. It states, "Florida-friendly landscaping" means quality landscapes that conserve water, protect the environment, are adaptable to local conditions and are drought tolerant. "The principles of such landscaping include planting the right plant in the right place, efficient watering, appropriate fertilization, mulching, the attraction of wildlife, responsible management of yard pests, recycling yard waste, reduction of stormwater runoff, and waterfront protection." To learn more about this we spoke with Chuck Hubbuch, who is a horticulturist and the assistant director of Physical Facilities at the University of North Florida. We also spoke with Charles McBurney again who is an expert in HOA law in Jacksonville. Looking at that first principle, we asked what planting the right plant in the right place really meant. Hubbuck explained that "A Florida-friendly plant could be a plant from a swamp if it's going into an area that's very moist or it could be a plant from a very dry place if it's growing in a sandy dryer situation. It's very situation based, it all depends on what the conditions are. Maybe a bald cypress will go into a low wet area, a long leaf pine or a live oak would go into a higher dyer place." If you mix up the conditions, Hubbuck says the plant could die and look bad for a long time. Hubbuck says this kind of planting can help conserve water because of the shade. "Plants help your home environment by providing shade on the ground. That reduces the sunlight that hits the ground, reduces the evaporation. Canopy trees give off moisture during the day as they go through their metabolic processes, moisture is released into the air and that can actually cool down the atmosphere by about 5 degrees." So if I wanted to install landscaping like this in my subdivision, could I just do it? There's a section of the law that says that deed and covenant restrictions can't keep people from putting in Florida-friendly landscaping, however, McBurney says that "the owner doesn't have unfettered discretion on how they're going to have Florida-Friendly Landscaping." The association can still put reasonable restrictions on how it's used, where it's located, the height of the plants and they can require a plan before you start digging up your yard. McBurney says to make sure you look over your declaration of covenants and restrictions because you are bound to follow those. "It can solve a lot of potential heartaches and pocketbook problems down the line." Community Development Update for Week Ending August 18, 2017 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public, including performing plan reviews, processing permits, conducting inspections, performing site visits, issuing notices and conducting research. Building Division The Building Division conducted 53 inspections; 31 new building permit applications; 39 permits picked up/payments processed; processed 185 renewal (or new) Business Tax Receipts Alarm and/or Fire notices/payments.  Assisted 28 walk-in Customers regarding miscellaneous items.  Responded to 139 emails, faxes and/or calls requesting permit, zoning and/or BTR information and one (1) voicemail.  Contacted one (1) contractor regarding scheduling final inspection for building permit that is nearing expiration or permit recently expired.  Processed one (1) new contractor’s information packet (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in the City of Cape Canaveral.  Assisted 28 walk-in customers regarding miscellaneous items.  Provided 12 inspection results for permits.  Processed one (1) payment for after the fact permits (work performed prior to obtaining a required Building Permit).  Processed one (1) payment for Re-inspection fee.  Processed one (1) payment for expired permit.  Verified/scanned 232 pages of building documents. Code Enforcement Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Received four (4) new requests, giving life-safety issues priority, followed closely by community appearance and property maintenance.  Provided front counter coverage and assisted 9 citizens with building/code enforcement requests.  Conducted 21 site inspections.  Removed four (4) signs from right-of-way/telephone poles within the City.  Responded to 18 voicemails regarding complaints/inquiries.  Responded to 9 lien search requests.  Code Enforcement Officers continue to conduct daily community sweeps for visible violations throughout the City.  Issued two (2) door tags for visible violations to be corrected.  Posted one (1) abandoned vehicle to be towed. Sea Turtles Planning Planning performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week.  Records Management – 292 pages of documents scanned/verified; one (1) pdf file converted to Laserfiche searchable documents.  Conducted Community Appearance Board Meeting on August 16, 2017 at which the Board recommended: o Approval of a Level 1 application for the new construction of a 151 unit Springhill Suites hotel located on E. Central Boulevard, west of the existing Radisson Hotel. o Also, the Board authorized an increased building height of 65 ft. consistent with the Economic Opportunity Overlay District. o Elana Whitehead be considered by the City Council as a new member.  Discussed the proposed revisions to the City’s Coastal Management Element with Staff of the Florida Department of Economic Opportunity. Provided additional documentation to the Department as requested.  Continued collection/organization of documentation pertaining to Non-Conforming Condominiums.  In conjunction with the Economic Development Director, met with a local business owner about expanding his business to include several outdoor tables where beer, wine and light appetizers would be served.  Met with City Manager and Leisure Services Director regarding improvements to the Polk Avenue Beach end public area. Proposed improvements may include additional seating, shower facility and stamped/brick pavers. Crews will resume plaza work next week.  Plumbing trim-out continues with drains, traps, trap primers and supply piping installations. All hot water in the building will be via on-demand instant water heaters located in cabinets underneath.  The site perimeter security fencing is being removed in partial sections and replaced with temporary plastic roll safety webbing. The full- page article congratulated the City for winning the playground and included an honorary statement by Mayor Hoog. Staff was interviewed by the magazine’s Editor-in-Chief this week and a follow- up article, discussing the process taken from start to finish, will be featured in a future issue of the magazine. Staff wanted to ensure that the entire City team be given credit for bringing the project to completion, as every department had a hand in making it a reality. Fido Field Day will be held Saturday, August 26 from 8:00 – 11:00 a.m. at Manatee Sanctuary Park. Hosted in partnership with Brevard County Sheriff’s Office Pet Posse™, this event is intended to promote responsible pet ownership and the benefits of behavioral training. The event will include a pancake breakfast, sponsored by the Brevard County Sheriff’s Office Police Athletic League, K9 and obedience demonstrations, and local vendors offering pet services and retail pet supplies. Representatives from non-profit pet related organizations will also be in attendance, including Brevard County Sheriff’s Office Mobile Adoption Unit. There will be numerous engagement activities for guests and their dogs, including a small dog and wiener dog races, a fetch ‘n’ catch zone for larger dogs, doggie splash pools and a free pet photo booth. The wiener dog race is scheduled to start at 10:00 a.m.; the small dog race (for dogs under 20 lbs) will start at 10:30 a.m. Prizes will be awarded for 1st, 2nd and 3rd place winners of both races. During the event, all dogs must be kept on leashes unless they are engaging in an organized activity and pet owners are expected to clean up any messes that occur during their visit. Athletic Leagues Tuesday night Beginner Racquetball was cancelled due to inclement weather. Wednesday night Intermediate Tennis League finished the first week of playoff games with 7 participating players battling to become the League Champion. Wednesday night Advanced Racquetball League has completed the half-way point of the fiercely competitive season with playoff games starting in a few weeks. Thursday night Intermediate Tennis started a new league with 8 participating players. Thursday night Co-Ed Softball continued the second week of games, with many new teams and players enjoying being out on the ballfield again. Staff continues to register new teams and players for a new Wednesday Night Kickball League beginning on September 6. Public Works Services Update for Week Ending August 18, 2017 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant / Sanitary Sewer System  Oxidation Ditch Rehabilitation Project. Bypass operations of the oxidation ditch continue. The anoxic basin serves as a temporary oxidation ditch for the next several months. Current focus continues to be on the installation of: (1) underground piping from the oxidation ditch to the anoxic basin and (2) aeration system in the anoxic basin. On August 13 at 10:30 pm, both pumps (main and backup) of the bypass system operated by the City’s contractor malfunctioned releasing approximately 38,700 gallons of activated sludge onto the ground. The spill was contained to the immediate vicinity of the oxidation ditch; activated sludge did not flow into the Banana River or the onsite stormwater ponds. The contractor obtained a vacuum truck to remove ponded activated sludge and spread lime over the grass-covered areas that were impacted. As required, the incident was reported to Florida Department of Environmental Protection (FDEP). Construction completion date: May 2018. Current project construction completion: 60%.  Main Generator Replacement. The City’s contractor is replacing the main generator at the WWTP; the new 500 kilowatt (kw) generator will be in service the week of August 21 after load testing. Other project improvements include replacement of the fuel lines, generator exhaust system, building louvers, etc. This was a budgeted item for FY2016- 2017.  De-Grit System Replacement. The City’s contractor is replacing the de-grit system at the WWTP – a budgeted item for FY2016-2017. The purpose of the system is to remove sand, silt and grit from the wastewater stream prior to entering the main treatment portion of the WWTP. Grit and other solid materials can clog treatment systems, reduce plant efficiencies and cause abrasion damage/wear that lead to increased cleaning, maintenance and repair.  Piermount Mixer Replacement. A new mixer was delivered and will be installed at the WWTP in the 1st anoxic basin. The mixer is used to suspend solids and bacteria in pre- treated wastewater. This was a budgeted item for FY2016-2017. Stormwater  Brevard County Indian River Lagoon (IRL) Plan Meeting. Staff attended this meeting in Satellite Beach which included a presentation of the proposed method of funding for IRL Plan improvement projects with the voter-approved ½ cent surtax. The attached document explains the basics (with examples) of the distribution of Total Maximum Daily Load (TMDL) credits for the completion of surtax-funded projects. The City will receive all TMDL credits for projects that the City fully funds – a percentage of the credits if funded by the surtax. TMDL credits for surtax-funded projects will be distributed among Basin Management Action Plan (BMAP) communities/Brevard County based on % funding and population. As an example, the City will receive credits for a project in Cocoa Beach funded by the surtax – since we are in the same BMAP sub-lagoon. Likewise, Cocoa Beach will receive credits for projects completed in the City if funded by the surtax – a true group effort! All municipalities present were in agreement with the funding methodology. Brevard County prepared a First Amendment to the Interlocal Agreement which will be presented at the September Council Meeting.  BMAP Years 2018-2023. The first five year period (2013-2018) for the Banana River Lagoon BMAP ends in mid-2018. The City already met nitrogen and phosphorous load reductions for this time period. Nitrogen and phosphorous reduction requirements in stormwater for the next five year period were set in the BMAP, but are under review (every five years) by FDEP to see if changes are justified. In addition, FDEP is still reviewing data from Brevard County’s additional modeling work (partially funded by the City) which recommended lower nutrient load reductions. Infrastructure Maintenance  Tree Trimming. Infrastructure Maintenance (IM) Staff continues to conduct extensive tree trimming throughout the City at the request of Cape Canaveral Volunteer Fire Department.  North Atlantic Avenue Streetscape. The following improvements are scheduled for the North Atlantic Avenue corridor for completion in August: o Solar lights (12) for the southern portion of the corridor are currently being installed by a City contractor. o Additional decorative banners will be placed on selected solar light poles. o Colorful planters are being placed at selected locations along the corridor.  BCSO Annex/Old City Hall Building Generator. IM Staff will be removing the awning from the generator area of the Annex to prepare for the installation of a new 80-kw generator. The new generator will be used for both the BCSO Annex and the refurbished old City Hall Building. Generator and awning to be removed at BCSO Annex – looking west. Miscellaneous  State Road (SR) A1A Road Repairs. Single, eastbound and westbound lane closures continue on State Road A1A at George King Boulevard near Port Canaveral. Closures are expected to stay in place for about 6 to 8 weeks for repairs to the bridge approaches. The construction is part of the Florida Department of Transportation (FDOT) resurfacing project on SR A1A from George King Boulevard to the beginning of SR 528 at SR 401. This future SR A1A improvement project includes minor drainage upgrades, mast arm installations, crosswalk improvements and Americans with Disability Act (ADA) improvements at three intersections on SR A1A (Holman Avenue, Center Street and North Atlantic Avenue). Staff also requested FDOT to: (1) investigate the possibility of adding the West Central Boulevard intersection to the scope of work and (2) use milling/paving instead of water blasting when removing old thermoplastic crosswalks. FDOT also issued Utility Plans for the project; the plans are currently under review by all stakeholders. A Utility Conference Meeting for stakeholders is scheduled for September 19. Work is scheduled for Summer 2018.  International Drive/SR A1A Improvements. FDOT selected an engineering firm to design the changes to this intersection on SR A1A. International Drive will be relocated to the north to align with North Atlantic Avenue. As part of the design process, FDOT is required to review the possibility of constructing a roundabout at this intersection. Preliminary plans were issued by FDOT and are currently under review by all stakeholders. The work zone will be from south of International Drive to north of Long Point Drive and proposed improvements include the following: o Construction of a 19.5-ft wide median between north and southbound lanes. o Expanding the width of the roadway to the west. o Lowering the slope of the road to 2% from the current maximum of 9%. o Converting from open drainage to curb and gutter. o Addition of bike lanes along both sides of the roadway. o Widening of sidewalks (8-ft wide on west side and 6-ft wide on east side of roadway). o Landscaping. o Relocation of utilities from aerial to underground (if funds available). This Project is compatible with the SR A1A streetscape concept developed through the Action A1A Planning Project. A drawing showing proposed improvements to the intersection is attached.
