This residential and business friendly atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of “complete streets” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk- able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet- friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending July 28, 2017 City Manager’s Office The City Manager’s Office is responsible for the day-to-day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Executive Assistant (EA) provided assistance to select Department Directors.  EA assisted CCO/Directors with proofing/reviewing/revising of 07-28-17 Weekly Update.  EA received and responded to several Community/Customer Service calls.  EA met with Directors/Staff from the City Clerk’s Office, Community Engagement, Financial Services and BCSO for additional new employee training/orientation. City Clerk’s Office City Clerk’s Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management – met with Public Works Services Staff to discuss classification of records; continuing to prepare boxes/drawers of records for disposition and/or offsite scanning in preparation for move to New City Hall. Records management/public records policy manual in process of being reviewed/finalized.  Public Records – assisted requester in accessing Land Use/Zoning ordinances through City’s online public records portal.  Council Meetings – continued preparing/reviewing agenda/items for 08-15-17 (6:00 pm) Regular Meeting.  Community Redevelopment Agency (CRA) Board – continued preparations for 08-15-17 (5:00 pm) Meeting.  City Election – Official Qualifying Period for two (2) open Council Member seats is (12:00) Noon, Friday, August 11th to (12:00) Noon, Friday, August 25th. As of 07-27-17, four (4) Candidate Packets have been distributed; one (1) has been returned. Financial Services Financial Services Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Met with Human Resource Director to discuss organizational changes and future realignment.  Met with the Community Engagement/Deputy Public Works Director to discuss work flow/Purchase order processes for the Springbrook Software Program. Human Resources/Risk Management Human Resources/Risk Management Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Highlights: Florida Employment Rates The Florida Department of Economic Opportunity released disappointing monthly jobless figures for the state. The unemployment rate in June came in at 4.3 percent, up from the May figure of 4 percent before seasonal adjustments. The June numbers are a reversal of positive unemployment figures that had been trending for months. Gov. Rick Scott focused on the Jacksonville-area unemployment rate that, while increasing for the month, came in lower than the June 2016 jobless rate of 5 percent. Capitol Hill Healthcare Update While Senate Republicans voted to “open debate” on healthcare, the strategy and actual content of the multiple bills expected to be put forth remains unclear. Best guess is Majority Leader McConnell will be presenting multiple bills, some old and some new in hopes of getting enough votes to pass “something”. President Trump has indicated that he expects a “win” and will sign any bill that comes to his desk. Thus far the Better Care Reconciliation Act (BCRA) which included the Ted Cruz amendment granting insurance companies permission to offer minimal coverage low priced policies was the first bill to be defeated with only 43 Republican “YES” votes. Passage required 60 votes because the Senate rushed the vote before the Congressional Budget Office “scored” the economic ramification of the bill to the budget. We can assume the Senate was “going through the motions” as it was well known 60 “Yes” votes weren’t there. Senate Majority Leader McConnell later put forth an ACA “repeal only” bill approved by both houses in 2015, but vetoed by President Obama. This bill also failed 45/55 with little enthusiasm for a repeal only bill which, if it had passed, was estimated to take health benefits away from 32 million Americans. Driven to pass “something”, the “skinny repeal” option to remove some provisions contained within the ACA, was dramatically defeated late Thursday night. No further plan to repeal the ACA appears to exist at this time. Senator John McCain has passionately called for a return to bi-partisan cooperation where both parties work together to arrive at a lasting solution to the healthcare challenges facing Americans. Job Vacancy Update The City is currently seeking a PT Recreation Leader to provide oversite of the Youth Center for on average ten hours per week.  FEMA - HR/Risk Management continued to provide documentation and follow-up to the FEMA assigned Project Manager. While Public Assistance Grant Manager with the Florida Division of Emergency Management has indicated City claims funds are now available pending a request that we “upload” once again, a comprehensive collection of documents. Risk Management is seeking confirmation from the FEMA Project Manager that our project underwriting has been completed before “signing off” on the City’s reimbursement payout.  HEAT WARNINGS - While July is almost over, August promises to be one of the hottest on record. Congratulations to Casey Bosse, Environmental Analyst assigned to the Public Works Services Department and her husband Christian on the arrival of their new son, Rowan G. Bosse, last weekend. Community Engagement Update for Week Ending July 28, 2017 Community Engagement is primarily responsible for implementation/evaluation of public programs, community meetings, public gatherings and more. Staff attended various meetings, performed day-to-day duties/responsibilities, website maintenance/improvements and performed content sourcing throughout the City for various digital/social media platforms. Highlights:  Community engagement with residents regarding NIXLE, IRS scam, Tech Talk, Community Garden, North Atlantic Avenue Streetscape planters/banners and upcoming City projects.  Meetings throughout the week with Staff from multiple departments regarding: o Emergency Management o Community Garden o Little Free Library o Space Coast TDC Emergency Management Coordinators' Meeting Staff attended the Emergency Management Coordinators Meeting held at the Brevard County EOC on Thursday, July 18, 2017. The quarterly Emergency Management Coordinators Meeting covered Hurricane Matthew lessons learned; included a briefing by a representative from the National Weather Service; covered successes and lessons learned from the 2017 Hurricane Drills, and provided updates on Emergency Management program initiatives. Public Information Network (PIN) Meeting Staff attended the PIN meeting held at the Brevard County EOC on Friday, July 21, 2017. We were given a presentation titled “Lessons Learned on Hurricane Matthew” and received an introduction to the Florida Public Relations Association. The purpose of the PIN group/meetings is to ENSURE that all Brevard County PIO/PR staffers share the SAME/CORRECT messages/information before/during/after a major storm event. FDEM, FDEP, FEMA, and FWC – Hurricane Matthew Visit Staff attended the Brevard County EOC meeting on Tuesday, July 25, 2017, that hosted the Florida Division of Emergency Management (FDEM), the Florida Department of Environmental Protection (FDEP) and the Florida Fish and Wildlife Conservation Commission (FWC) representatives to discuss the Hurricane Matthew recovery process. Representatives from FEMA were also there to discuss the reimbursement process and lessons learned. Habitat for Humanity Staff met with representatives from the Brevard Habitat for Humanity office to discuss a partnership with Cape Canaveral. Staff will explore ways for the City to get involved with the organization. Brevard County Sheriff's Office Issues IRS SCAM ALERT / NIXLE Staff from multiple departments worked with the BCSO to alert residents to IRS scam hitting the area. Staff used NIXLE, social media and the City website to disseminate the information. “Individuals impersonating Internal Revenue Service (IRS) employees are making unsolicited threatening telephone calls to taxpayers. The perpetrators demand that the victims send money via pre-paid cards, money orders or wire transfers. Current City TPO/FDOT Projects Staff is working with the TPO/FDOT on two (2) projects:  International Dr. Realignment o Feasibility study has been completed. o Funding for the engineered design work has been approved for fiscal year 2018. o Right of way acquisition is being considered. International Dr. Realignment Concept International Dr. Realignment Concept  Upgrade Traffic Signals and Mast Arms o SR A1A/Astronaut Blvd. from McKinley/Holman to Atlantic Ave. o Work is slated to take place Summer 2018. City of Stars Concept Staff is exploring a public art project using precast concrete stars. The stars would be painted by local artists, volunteers/residents and lots of children  before being installed throughout the entire City. Similar “themed public art” projects exist in many Cities throughout the World. Tech Talk Staff is working with a HOA to hold a Tech Talk in their pool house. The HOA contacted Staff about holding a tech class for their residents. If the meeting goes well, Staff will explore more site specific Tech Talk classes in the future. WFTV9 - #SaveTheTurtles Staff from multiple departments worked together to successfully land a sea turtle story/interview on WFTV 9. Racquel Asa contacted several staff members on Friday, July 21, 2017 about the #SaveTheTurtle social media posts. Staff has been posting about lost turtles that are being reported on the disorientation reports from the FWC/County. Racquel met Chris Robinson, Code Enforcement Officer, at the Jefferson Avenue beach to discuss lights out, show a turtle nest and showcase our natural/gorgeous beach. Racquel streamed a Facebook Live broadcast and continued to talk about turtles on the 4pm news show. Thank you WFTV9 for spreading the word! Code Enforcement Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Received seven (7) new requests giving life-safety issues priority, followed closely by community appearance and property maintenance.  Provided front counter coverage and assisted 15 citizens with building/code enforcement requests.  Conducted 27 site inspections.  Removed three (3) signs from right-of-way/telephone poles within the City.  Responded to 24 voicemails regarding complaints/inquiries.  Responded to 16 lien search requests.  Code Enforcement Officers continue to conduct daily community sweeps for visible violations throughout the City.  Posted two (2) Stop Work Orders.  Issued four (4) door tag for visible violations to be corrected.  Posted four (4) abandoned vehicles to be towed. Planning Planning performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Records Management – 53 pages of documents scanned/verified; one (1) pdf file converted to Laserfiche searchable document and 0.8 cubic feet MCCI documents verified and categorized in Laserfiche.  Conducted July 26th Planning and Zoning Board meeting at which the Board recommended approval of the proposed Site Plan for the RaceTrac petroleum project located at 8899 Astronaut Boulevard. The project includes the demolition of the existing improvements and the construction of a 5,411 square foot, retail convenience store that includes ten fueling islands (20 fueling pumps) under a detached canopy. An outdoor seating area is proposed adjacent to the north side of the building. Customer parking is located north and southeast of the building. Access to the site is provided by two cuts on Astronaut Boulevard. In addition, the site has been designed to accommodate future connections with the properties to the north and south by way of a frontage driveway.  Prepared/distributed Agenda Packets for the August 2, 2017 Planning and Zoning Board Meeting, to include: request for Concept Planned Development Approval for a mixed-use project consisting of a single 5-story structure containing 7,500 square feet of retail on the 1st floor and 31 apartment units; 26 apartment units are proposed on floors 2-5. In addition, there are 5 “live/work” units proposed that will have living facilities on the 2nd floor with direct access to the work portion of the unit on the 1st floor. The proposed project is located on the east side of N. Atlantic Avenue, north of Church Lane.  Participated in final site inspection for the Twistee-Treat project located at 8200 Astronaut Boulevard. Upon completion of several “punch-list” items, the store will open.  Participated in updating the City’s Community Redevelopment Agency webpage to ensure consistency with Florida Statute requirements.  In conjunction with Leisure Services Department, met with representatives of Florida Beer regarding proposed recurring outdoor events and how best to facilitate City permit requirements.  Continued collection of documentation pertaining to Non-Conforming Condominiums. Economic Development Update for Week Ending July 28, 2017 Performed day-to-day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary. City Hall Status o Much of the site sidewalks and curbing concrete has been poured. More to follow next week. o Site excavation work continues with the installation of the water line. Additional utility lines to follow. o Site Engineer is working with appropriate utilities personnel regarding a sewer line/storm line conflict. A north-south main sewer line near SR A1A exists at an underground elevation where a new east-west stormwater line needs to cross to connect to the A1A stormwater drainage system. o Site electrical conduits and irrigation lines are scheduled for next week. Irrigation chase pipes have been installed. o Corridor and office lighting connections continue. Energy-saving occupancy sensors are installed to automatically turn lighting on and off. o Lobby detail trim work is underway. o City Council Chamber Dais has been delivered. o Excavation/trenching is underway for the civic plaza’s seat wall. This work begins at the southern end of the old City Hall site and extends to and the front door of the new City Hall. The area will encompass the Space Shuttle replica, the City marquee sign, new flagpoles, benches, planters and other amenities. The entire area will be brick- pavers and feature a large compass rose. o Stabilizing base materials are being spread throughout the north parking lot area.  Met with City Manager, Community Development Director, Community Engagement Director, Culture & Leisure Services Director and Financial Services Director to review the Tourism Development Council’s (TDC) new proposal regarding paid parking at County-owned beachfront parks facilities. The TDC proposes a uniform rate structure throughout. Cape Canaveral has long expressed interest in owning/operating Cherie Down Park, the only County-owned Park located in the City of Cape Canaveral. Staff is currently in negotiations with the County regarding ownership of the park and paid parking. With an annual pass for City residents, parking revenues would be derived largely from non-residents. The goal is a self-sustaining operations & maintenance revenue stream for our park properties funded by beach tourism.  Spoke with TDC Director regarding the status of support of three Capital projects: o Cherie Down Park (upon City-ownership/control) - the creation of a branded beachfront facility that will become a welcoming, family-centric destination point for residents and tourists alike. Supporting local culture, commerce and education, the amenities envisioned for this property include interactive elements that focus on art, environmental education and local history, as well as a small concession area offering goods and services relevant to the location. o CAPE Center – Will be a repurposing of the old City Hall building as an accredited institution of Cultural Enrichment, with a focus on Public Engagement in all aspects of the Arts as well as the Promotion and Preservation of Cape Canaveral history. o Multi-Generational Center – Will be located at Canaveral City Park. The facility will feature an indoor basketball/volleyball court, fitness area, youth/teen area, banquet/gathering area, and an indoor walking path. The facility would be utilized by all demographics and would serve as the host site for the City’s Youth Center, summer camp program, PAL program, youth basketball program and will be the only public/private indoor fitness facility open to the general public. The Director indicates there will be Staff support of these projects.  Attended phone conference with City Attorney’s Office, Community Development Director and Building Official, regarding the City’s foreclosure proceedings at 7521 Magnolia Ave. Staff is scheduled to attend a Continuance Hearing in Orlando in August. Director Meetings  City Manager  Culture & Leisure Services Advisory Board  Financial/Administrative Services Director  Economic Development Director  Playground Manufacturer Representative  Florida Beer Company Representative 2017 Brevard Cultural Alliance Summit This Tuesday, the City’s Cultural Programs Manager attended the 2nd annual Brevard Cultural Alliance Summit held at the Kennedy Space Center Visitor Complex. Attendees were invited to take part in three professional skill-building seminars that focused on audience engagement, community outreach and STEAM trends in arts education. The Summit attracted artists, musicians, writers, arts administrators and art educators from all over Brevard, as well as some from Orange and Marion counties. Participants networked with one another and took part in discussions with Staff from the Brevard Cultural Alliance and the National Arts Advocacy Group, Americans for the Arts. Speakers at this conference included Representative Thad Altman, the Chief Operating Officer for the KSC Visitor Complex, Therrin Protze and Savanah College of Art and Design President/Founder Paula Wallace. This local learning opportunity is just one example of the amazing services that Brevard Cultural Alliance provide to the arts professionals in our community. Economic Study Reveals How Cultural Tourism Fuels Brevard’s Economy The local non-profit arts organization, Brevard Cultural Alliance (BCA), has released the findings of its 2017 Economic Contribution of Arts & Culture to the Space Coast study. With tourism being such a substantial component of our local economy, it is important to know what appeals to our guests beyond warm weather and beautiful beaches. It is no secret that local arts and cultural institutions attract visitors by hosting events, exhibitions and offering special programs. To measure the impact these organizations have on our bottom line, the Brevard Cultural Alliance conducts this study in conjunction with the Americans for the Arts’ Nationwide Arts & Economic Prosperity Study. Their most recent findings, released this week, reveals some staggering numbers. According to the BCA, event related spending by arts and cultural audiences in Central Florida exceeds $200 million dollars annually, not including admission costs. In Brevard County specifically, their study reports that residents spend an average of $23 per person to attend a cultural event and attendees visiting from other areas spent $51 per person. Once again, this does not include the money they spend to enter the event. This is the money spent within the surrounding community on lodging, transportation, souvenirs, meals and drinks. The direct, indirect and induced financial impact that arts have on our county accounts for $128 million in total sales, adds $71.3 million to our gross domestic product and supports more than 1,464 local jobs (2017 Economic Contribution of Arts & Culture to the Space Coast). These numbers are too big to be ignored. Pair this with all the other positive impacts the arts have to offer and you have a self- sustaining catalyst for improving the local economy and the quality of life for your residents. Summer Camp Monday morning campers played a new style of tag called “tunnel tag” at Sandpiper Park. In the afternoon they headed to the bowling alley for the last round of bowling for the summer. Some campers reached triple digits with their scores and were jumping with excitement. Tuesday’s weekly movie theater trip had the kids super thrilled to see Alvin and The Chipmunks Road Chip. This adventurous movie was filled with comedy and tunes enjoyed by all. Wednesday, campers enjoyed the weekly walk to the Cape Canaveral Library for a karate demonstration performed by The Cocoa Beach Karate School. Thursday morning, the kids participated in a scavenger hunt throughout the Youth Center and Sandpiper Park. Camp counselors prepared a list of defining items and clues for teams to figure out. Thursday afternoon was enjoyed at the Cocoa Beach Aquatic Center. Camp ended the week with free time, gaga ball and dodgeball, before heading to the library for a lesson & craft about Asia. The ultimate award, “Camper of the Week” was awarded Friday afternoon to the camper who demonstrated exceptional skills in the areas of exceptional behavior and leadership throughout the week. This is the most prestigious award given to only one camper each week and is definitely an award that all campers work for as their personal goal. Athletic Leagues The new Tuesday night Beginner/Intermediate Racquetball League started this week with a full roster of 8 players; everyone had a great time getting some exercise and meeting new people. Wednesday Advanced Racquetball League also began a new season this week with very competitive matches. Wednesday Intermediate Tennis is doing Makeups and will begin playoffs in two weeks. Thursday Intermediate Tennis will see its final match of the season which should be a close and exciting game. After two weeks of rainouts, playoffs for Wednesday Night Kickball took place. Both GTR and Graham’s Smokehouse Smokers had byes for being the first and second ranked teams in the league. Unfortunately, Alron Destruction had to forfeit due to not having enough players, automatically advancing WS to the next round. Beachside Bombers won a close game against the Megalodons, 7-4, advancing them to the semifinal tournament next week. Two games will be played by the remaining 4 teams next week to decide who will play in the championship to be held that night at 8:15 pm. Staff will once again be broadcasting the games live on social media for the World to enjoy, don’t miss it. Manatee Sanctuary Park Trail Demarcation Per request from park users, staff clearly defined that pedestrians are to have the right of way while enjoying the pedway. Attendance at Manatee Sanctuary Park continues to grow as more residents and visitors discover this wonderful facility. 2017 Back to School Jamboree The supplies have been purchased for this wonderful event. Go Cape View Team! Public Works Services Update for Week Ending July 28, 2017 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP) / Sanitary Sewer System  Oxidation Ditch Rehabilitation Project. Bypass operations of the oxidation ditch continue. The anoxic basin serves as a temporary oxidation ditch for the next several months. Current focus continues to be on the installation of underground piping from the oxidation ditch to the anoxic basin. The main roadway to the Maintenance Building is now closed; roadway to the west around the Reject Water Tank is open. Construction completion date: May 2018. Current project construction completion: 56%. Underground pipe installation adjacent to oxidation ditch – looking east. Stand-by generator being installed adjacent to Motor Control Building – looking east.  State Revolving Fund (SRF) Seminar. Staff attended this group discussion with a consultant for Florida Department of Environmental Protection (FDEP). The purpose of the seminar was to solicit ideas from local governments for improving the SRF Loan Program. Minutes from the discussion, with participant recommendations, will be issued in the next few weeks.  Main Generator Replacement. The City’s contractor will begin replacing the main generator at the WWTP the week of July 31. A stand-by generator will be in-place during the installation activities. This is a budgeted item for FY2016-2017. Work should be completed in two weeks.  De-Grit System Replacement. The City’s contractor initiated replacement of the de-grit system at the WWTP – a budgeted item for FY2016-2017. The purpose of the system is to remove sand, silt and grit from the wastewater stream prior to entering the main treatment portion of the WWTP. Grit and other solid materials can clog treatment systems, reduce plant efficiencies and cause abrasion damage/wear that lead to increased cleaning, maintenance and repair. Work should be completed in two weeks. WWTP de-grit system currently being replaced - looking south. Stormwater  Annual Stormwater Report and Notice of Intent (NOI). Staff submitted the following stormwater permit-related documents to FDEP: o Annual Report for the period February 1, 2016 through January 31, 2017; and o NOI with changes for Cycle 4 (next five years).  Inlet Replacements. The City’s contractor replaced five inlets with Type “C” inlets in the Presidential Streets area at the following locations: o NW and NE corner of Madison/Orange Avenues o SW corner of Jefferson/Orange Avenues o 404 and 411 Madison Avenue This is part of the City’s long-term program to replace older stormwater inlets with Type “C” inlets which trap vegetation and debris prior to entering the City’s stormwater system.  French Drain Installation. The City’s contractor installed a French drain in the paved section of Aurora Court to limit the amount of stormwater which flows onto adjacent properties. Infrastructure Maintenance (IM)  Tree Trimming. IM Staff continues to conduct extensive tree trimming throughout the City at the request of Cape Canaveral Volunteer Fire Department.  New City Hall. Staff met with the General Contractor onsite to discuss the project timeline for the irrigation system to be installed by IM Staff.  North Atlantic Avenue Streetscape. The following improvements are scheduled for the North Atlantic Avenue corridor for completion in July/August: o Solar lights (12) for the southern portion of the corridor will be installed by a City contractor o Additional decorative banners will be placed on selected solar light poles o Colorful planters will be placed at selected locations along the corridor New planters along western side of North Atlantic Avenue – looking southwest. Utilities Maintenance (UM)  Crane Truck. UM Staff conducted preventative maintenance/crane truck training on several lift stations. Miscellaneous  City of Cocoa Water Rates. Staff attended the quarterly Utilities Advisory Board meeting in Cocoa on July 26. The main topic of discussion was proposed water rates for the next five years. To determine appropriate rates, the City of Cocoa conducted a Utility Revenue Sufficiency Analysis (Study). It was anticipated that a 5% increase in revenues would be needed each of the next five years to fund all of the operating and capital requirements while maintaining adequate debt service coverage. However, the Study concluded that a 4% increase in each of the next five years would adequately cover such costs. Therefore, the recommendation to the Cocoa City Council will be to increase water rates only 4% in each of the next five years beginning October 1, 2017. (Note: The national average for sewer rate increases over the past five years is 5.0%; the national average over the past 10 years is 5.6%.) Mr. Sene was asked to leave the premises and refused by yelling at the deputies and disobeying lawful orders. The bouncer and Mr. Morales entered into a physical fight.
