This residential and business friendly atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of “complete streets” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk-able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending July 21, 2017 The City Manager’s Office is responsible for the day-to-day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: • Met with Department Directors regarding various projects/issues/initiatives. • Attended City Council Budget Workshop/Regular Meetings. • Facilitated monthly Staff Meeting. • EA assisted CCO/Directors with proofing/reviewing/revising of 07-21-17 Weekly Update. • EA provided assistance to select Department Directors. • EA met with the following Directors/Staff: Human Resources/Risk Management, City Clerk’s Office, Economic Development, Community Engagement, Public Works Services, Culture and Leisure Services and Community Development for new employee orientation. City Clerk’s Office Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights: • Records Management – 112 pages of documents scanned/verified; continuing to prepare boxes/drawers of records for disposition and/or offsite scanning in preparation for move to New City Hall. Records management/public records policy manual in process of being reviewed/finalized. • Public Records – Assisted requester in accessing solid waste contract records through City’s online public records portal. • Council Meetings – Attended both Budget Workshop and Regular Meetings on 07-18-17; continued preparing/reviewing agenda/items for 08-15-17 (6:00 pm) Regular Meeting. • Community Redevelopment Agency (CRA) Board – Started preparations for 08-15-17 (5:00 pm) Meeting with Community Development Director. • City Election – Official Qualifying Period for two (2) open Council Member seats is Noon, Friday, August 11th to Noon, Friday, August 25th. First Notice of Election advertisement ran in Florida Today on 07-20-17, with a second notice to run 08-03-17. For individuals planning to run, or have been announcing their intention to do so, it would be prudent to visit the City Clerk’s Office ASAP. As of 07-20-17, four (4) Candidate Packets had been distributed; however, one (1) Candidate Packet was returned. For more information please go to http://www.cityofcapecanaveral.org/election or www.votebrevard.com. • Attended Florida Association of City Clerks (FACC) problem-solving and decision-making webinar. • Attended Brevard County City Clerk’s Association meeting in Palm Shores; discussion included recent FACC activities/Board of Directors Meeting, certification, upcoming training and charity efforts. • Attended Staff Meeting. • Met with new Executive Assistant to the City Manager to assist with orientation/training. • Met with City Manager and select Department Directors regarding various items/issues. • The City Hall marquee has been temporarily deactivated due to construction of New City Hall; anticipated reactivation 08-17-17. Financial Services Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights: • Completed Monthly Financials for June 2017. • Attended the Budget Workshop and Monthly City Council Meeting. • Attended City Staff Meeting. • Completed the Loan Signing for the 6.2 Million Capital Improvement Revenue Note, Series 2017. Human Resources/Risk Management Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Highlights: Labor Market Trends More Adults, Especially Women, are Opting into Jobs (Sources: Atlanta Federal Reserve Bank's Macroblog & Bloomberg News) More Americans are opting to earn a paycheck rather than staying at home to care for family members. Despite the growing numbers of retiring “baby boomers”, adults either working or looking for work offset what was anticipated to be a drop in labor force participation. That change came as fewer adults, and fewer women in particular, opted out of work to care for children or the elderly. Capitol Hill Healthcare Update (Sources: CNN, NPR, The Hill, Business Insider) The Senate Republican healthcare bill may be dead. Republican efforts to pass a “repeal and replace” health care bill appears to have ended as the Better Care Reconciliation Act (BCRA) was effectively “killed” due to a lack of Republican “Yes” votes. Lacking bipartisan support, success required 50 out of 52 Republican Senators voting to approve and Vice President Pence breaking the tie. Fearing time and public discussion would hurt the chances for passage, Majority Leader McConnell’s rush to get the bill to a vote was postponed by Senator John McCain’s unexpected medical related absence, but the “killing blow” was delivered when two additional Republican Senators publicly declared their inability to support the bill. President Trump and Majority Leader McConnell are now calling for a resurrection of the “symbolic” 2015 repeal bill which called for a repeal only bill that would give Republicans two years to come up with a replacement to the Affordable Care Act (ACA). While a repeal only bill would not eliminate all ACA mandates, it would result in the following: • Elimination of the individual mandate which requires Americans to enroll in health insurance. • Elimination of funding for tax credits to buy insurance. • Elimination of funding for the Medicaid expansion. • An estimated 32 million more people would lose health insurance benefits with a repeal only plan as reported in 2015 by the Congressional Budget Office. Given massive projected coverage losses and strong opposition by red and blue state Governors who don’t want to see constituents hurt, passage of a repeal only bill is uncertain. ZIKA Update (Source: AP) Governor Rick Scott reported no ZIKA transmission zones have been identified in the state so far this year, but also warns people visiting and living in Florida must help prevent another outbreak of the virus by wearing mosquito repellent and draining containers in and around homes and businesses. Florida confirmed 285 ZIKA infections were contracted in the state last year. Six additional cases confirmed this year were linked to exposure to the virus in 2016. So far this year, 81 travel-related ZIKA cases have been confirmed in Florida with most cases in Broward and Miami-Dade counties. Risk Management and Finance Department Staff, responsible for administering the Hurricane Matthew FEMA claims process, participated in a conference call with the Project Manager assigned to the City’s current outstanding hurricane claim. Driven by a strong desire to resolve the City’s claim in advance of any 2017 storm activity, the team was assured that project worksheets and documentation have been completed and currently in the final review stage. The City’s FEMA team remains “cautiously” optimistic. Job Vacancy Update • The City is currently seeking a PT Recreation Leader to provide oversite of the Youth Center for an average of ten hours per week. • HR completed the intake process and coordinated training for the newly hired Executive Assistant to the City Manager. Please welcome Lisa Day, Executive Assistant to the City Manager. Prior to relocating to Brevard from up-state New York, Lisa enjoyed a long and successful career with Bechtel Marine Propulsion, formerly Lockheed Martin, and provided executive support to senior management in the operation of Knolls Atomic Power Laboratory. Accustomed to a fast paced and deadline driven environment, Lisa has hit the ground running. Greene, City Manager @ John DeLeo, Administrative/Financial Services Director~ July 19, 2017 Monthly Financial Report-June 2017 Staff is pleased to present the Monthly Financial Report for the period ending June 30, 2017. At this point in the Fiscal Year, the Year to Date Actuals should be 75% of the total annual budget. Total General Fund Departmental costs are under target at 62.6%. Administrative Services is running under target at 71.2%. Fire Rescue and Protective Services combined costs are right on target. Community and Economic Development and Building and Code Enforcement are under costs by 24.1 %. Leisure Services is 7.9% below its estimated target. Non-Departmental expenditures are under budgetary projections by 28 .6%. The Community Redevelopment Agency (CRA) costs are under target costs by 23 .3%. The Capital Construction Fund related to construction of the New City Hall has incurred $2,358,875 in cost this Fiscal Year. Wastewater Fund overall costs are under target at 34.4%. The Stormwater Fund is under target by 12 .9%. The Enterprise Capital Fund expenditures are below budgetary projections by 38.3%. The City's General Fund investments total $4,338,091.59; Special Revenue investments total $311,372.21; and Enterprise Fund investments total $1,264,086.57. The Grand total of all investments is $5,913,550.37. The Annual Rate of Return for each Investment is attached. If you have questions or wish anything additional, please contact me. Revenue Ad Valorem Tax City of Cape Canaveral Fund Narrative Period Ended June 30, 2017 To date, the City has received 99.7% of its ad valorem revenue. The City saw a spike in this revenue source during the month of December. To date, we have received most of the budgeted ad valorem revenue and the balance will trickle in during the month of July. Local Option Gas Tax This amount represents an accrual for May and June based on actual collections for October through April. Fiscal Year 2016-17 budget is slightly more than Fiscal Year 2015-16. Franchise Fees, Utility Service Taxes and Communications Service Tax This amount represents an accrual for May and June based on actual collections for October through April. This revenue is below target at this point but hopefully this trend will improve. Permits and Licenses Permits and Licenses are above target at 116.8%. This is a direct result of an improved real estate climate resulting in an increase in building permits. State Shared Revenues This amount represents an accrual for May and April based on actual collections for October through April. This revenue source is slightly over target at 76.1 %. Garbage and Recycling Revenues This amount represents collections for the months of October through June. This revenue line is slightly under target at 74.6%. This revenue source, however, tends to fluctuate from month to month. Recreation Fees (Leisure Services) Recreation Fees are under target at 65.2%. Although Hurricane Matthew caused the cancellation of October's Friday Fest, leagues are starting up and the result is increased revenue to the City. Investment Income Investment Income is under target at 73%. Although interest rates appear to be moving upward, the funds available for investing are shrinking due to a number of large ongoing projects. Utility Operating Income (Wastewater Fund) Utility Operating Income is slightly over target at 75.5%. Stormwater Utility Fees (Stormwater Fund) Stormwater Utility Fees are slightly above target at 75.7%. Atlantic Avenue north of Church Lane. The project includes approximately 7,500 sq. ft. of retail space, 5 live/work units and 26 apartments. The live/work units will consist of a residential unit on the 2nd floor connected, via stairs, with retail/office space on the 1st floor. This will be the first mixed-use project proposed under the Economic Opportunity Overlay District (EOOD). The Board also approved an increased height to 65 feet to accommodate the proposed 5 story structure. • Prepared Agenda Packets for upcoming Planning and Zoning Board Meeting on July 26, 2017, to include: o Site Plan Approval request for the proposed Racetrac project located at 8899 Astronaut Boulevard. The proposed development consists of a 5,411 square foot retail convenience store that includes ten fueling islands (20 fueling pumps) under a detached canopy. An outdoor seating area is proposed adjacent to the north side of the building (Attachment 2). The property is zoned C-1, consists of 2.92 acres, and has frontage on Astronaut Boulevard. o Interview Dr. Michael Miller for potential Board membership. • Continued research for apartment complexes located in the City in preparation of informational letters to be mailed. • Met with County Commissioners Curt Smith and Kristine Isnardi to discuss the City’s Community Redevelopment Agency (CRA) to determine County parameters for upcoming negotiations of Interlocal Agreement. • Met with property owner regarding development of hotel in the Astronaut Boulevard Corridor. Discussion included approval process and timeline. • Met with Laboratory Manager for AmSpec regarding installation of two rated storage lockers at their facility on Center Street. Summer Camp - On Monday, everyone participated in early morning group games including a variety of relay scooter races. Monday afternoon’s field trip to Florida Adventures in Paradise was rescheduled due to inclement weather and replaced with free time and a seahorse craft to end the day. Tuesday morning, campers enjoyed the hilarious Kung Fu Panda 3 at the Merritt Island movie theatres. Tuesday afternoon, kids took their energy to Canaveral City Park for games of Red Rover and Freeze Tag before completing the day with an ice cream party. Wednesday, campers were able to learn about the Brevard County Sheriff’s Office K9 Unit. Kids enjoyed petting the hounds and watching all the amazing things they do for Law Enforcement Officers. Wednesday afternoon finished at the library with kids creating bird feeders and rock painting for the community. Thursday morning, kids played a few rounds of Charades then headed to the Cocoa Beach Aquatic Center for a day filled with slide riding and belly-flop contests. On Friday, campers participated in Gaga Ball and Dodgeball before painting their own baseball hats and walking to the library to collect weekly reading prizes. Athletic Leagues - The Advanced Racquetball league completed a great season, finishing up this week with a tough final between Mr. Betar and Mr. Watson. Mr. Watson was able to pull off the win in the last set of the match. Two advanced Racquetball players volunteered to host a Racquetball Clinic on Tuesday evening for the new Beginning/Intermediate Racquetball League, due to start playing July 25th. Six (6) league participants showed up and were able to work on a variety of techniques and overall racquet handling skills. This is a brand new league for the City and players really appreciated the lessons. Wednesday Night Tennis is nearing the end of the season and will finish makeup games next week. Thursday Night Tennis, the top 4 competitors are moving to semifinals next week. Playoffs for Wednesday Night Kickball were cancelled due to inclement weather. Staff Continues to register teams for a new season of Thursday Night Co-ed Softball. Outdoor Chess at Whimsy Park – After 30 days of curing, the concrete pad which will host the City’s first outdoor chess game had the first coat of stain applied. This is a multi-step process with a second coat to be applied in 10 days. Squares will be stained on the pad shortly, with a final sealing thereafter, which will make the pad a beautiful/functional piece of art. All materials for this project were purchased thanks to funding from the NRPA “Out of School Time” Grant. Public Works Services Update for Week Ending July 21, 2017 Staff performed day-to-day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System • Oxidation Ditch Rehabilitation Project. Bypass operations of the Oxidation Ditch continue. The Anoxic Basin serves as a temporary oxidation ditch for the next 3-4 months. During this period, the existing Oxidation Ditch and all concrete work will be inspected by a structural engineer and repaired as necessary. Current focus continues to be on the installation of underground piping from the Oxidation Ditch to the Anoxic Basin. The main roadway to the Maintenance Building is now closed; roadway to the west around the Reject Water Tank is open. Construction completion date: May 2018. Current project construction completion: 54%. New underground pipe installation adjacent to clarifier units – looking west. • Replacement of Sludge Holding Tank Blower. One of the blowers was replaced with a new, more efficient model. Installation of this blower completes the maintenance plan for the replacement of all three blowers in the Motor Control Building at the WWTP. The purpose of the blowers is to reduce nitrogen concentrations and keep sludge in the digester from becoming septic. Stormwater • Lunch and Learn (L&L) Seminar. Staff attended an L&L Seminar in Cocoa Beach on July 19 conducted by ACF Environmental. The main topic of discussion was Low Impact Development (LID) strategies in built-out Cities. These LID strategies may be utilized in future Cape Canaveral projects, where appropriate. • Annual Stormwater Report and Notice of Intent (NOI). Staff is preparing the following stormwater permit-related documents for submittal to FDEP by July 31: o Annual Report for the period February 1, 2016 through January 31, 2017 o NOI with changes for Cycle 4 (next five years) • Inlet Replacements. The City’s contractor will be replacing five inlets with Type “C” inlets in the Presidential Streets area at the following locations: o NW and NE corner of Madison/Orange Avenues o SW corner of Jefferson/Orange Avenues o 404 and 411 Madison Avenues This is part of the City’s long-term program to replace older stormwater inlets with Type “C” inlets which trap vegetation and debris prior to entering the City’s stormwater system. • French Drain Installation. The City’s contractor will be installing a French drain in the paved section of Aurora Court to limit the amount of stormwater which flows onto adjacent properties. Infrastructure Maintenance (IM) • Stormwater Pipe Repair. IM Staff excavated and repaired a key stormwater pipe located along East Central Boulevard. • Tree Trimming. IM Staff is conducting extensive tree trimming throughout the City at the request of Cape Canaveral Volunteer Fire Department. • North Atlantic Avenue Streetscape. The following improvements are scheduled for the North Atlantic Avenue corridor for completion in July: o Solar lights (13) for the southern portion of the corridor will be delivered to PWS and installed by a City contractor o Additional decorative banners will be placed on selected solar light poles o Colorful planters will be placed at selected locations along the corridor Miscellaneous • PWS Main Gate Panel. The electronic panel for the main gate at the PWS Facility was destroyed by a truck operated by a contractor who was working at the WWTP. While searching for the missing 9 yr. old, another parent reported their 15 yr. old daughter was missing as well. STAR located the missing boy and the missing girl within 300 yards of one another. Both were given a ride back to their parents on the Mule ATV. The Warrants were signed per Judge Serrano with a $5,500 bond on both with nationwide extradition. The subjects are believed to be in the Fayetteville, NC area. Cuevas, W/M, 1/12/99, jumped off the Victory Casino ship, as it was turning around in the Middle Basin. Mr. Cuevas then swam to the South Cargo Pier docks, where he was located and detained. Mr. Cuevas' friends were located as they were exiting the Victory Casino ship and explained Mr. Cuevas jumped from the ship to win a $200 bet. Three were giving aid to surrounding departments and the fourth was a roof fire at SpaceX. One firefighter was treated and released for Heat Exhaustion. The heat index at the time of this fire was 104 degrees. 12. Prevention conducted 17 new, 14 follow-up, and 4 new construction inspections. Additionally, they conducted 3 plan reviews.
