This residential and business friendly atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that embraces the oceanside and riverside as the main amenities, and supports and promotes local tourism, culture, recreation, commerce, municipal civic interests and education. We envision: A City network of “complete streets” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk- able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity as The Space Between. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. We envision: An engaged and compassionate community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet- friendly park with ample shade, acts progressively but deliberately and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors with goodwill. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage. Administrative Services Update for Week Ending July 14, 2017 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights: • Met with Department Directors regarding various projects/issues/initiatives. • Interviewed two qualified candidates for upcoming Executive Assistant vacancy. • EA assisted CCO/Directors with proofing/reviewing/revising of 7-18-2017 Council Agenda Items. • EA provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights: • Records Management – 415 pages of documents scanned/verified; continuing to prepare boxes/drawers of records for disposition and/or offsite scanning in preparation for move to New City Hall. Records management/public records policy manual in process of being reviewed/finalized. • Public Records – acknowledged/coordinated with Financial Services to respond/fulfill requests regarding purchasing records and payment to a management association. • Council Meetings – finalized/distributed agenda for Budget Workshop and agenda/packet for 07-18-17 Regular Meeting. • City Election – Official Qualifying Period for two (2) open Council Member seats is Noon, Friday, August 11th to Noon, Friday, August 25th. Placed the Notice of Election advertisements to run in Florida Today on 07-20-17 and 08-03-17. For individuals planning to run, or have been announcing their intention to do so, it would be prudent to visit the City Clerk’s Office ASAP. As of 07-13-17, three (3) Candidate Packets have been distributed. For more information please go to http://www.cityofcapecanaveral.org/election or www.votebrevard.com. • Helped with planning/preparation for and attended Executive Assistant retirement celebration. • Met with City Manager and select Department Directors regarding various items/issues. • Met with Community Engagement/Public Works Deputy Director regarding Hurricane Preparedness. • Met with Community Development Director regarding Community Redevelopment Agency web page compliance. • The City Hall marquee has been temporarily deactivated due to construction. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights: • Met with City Manager regarding completion of the Capital Improvement Note with Whitney Bank (d/b/a Hancock Bank) and readiness for presentation to the City Council on July 18th. • Met with the Community Engagement/Deputy Public Works Services Director to discuss Emergency Management Operations for Hurricane season. • Staff answered two Public Records Requests regarding Purchase Orders and payment to International City/County Management Association (ICMA). Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Highlights: Capitol Hill Healthcare Update (Source: Reuters) Returning from the holiday recess, Republicans remain divided on Healthcare solutions. Conservatives are talking up a proposal by Sen. Ted Cruz (R-Texas) that would allow insurers to offer plans that both meet and don’t meet the ACA coverage requirements, including pre-existing conditions. Plans offering minimal coverage levels would be significantly less expensive, meeting conservatives’ goal of driving down costs for insurance coverage. Cruz’s plan lacks support from Senate Republicans, the majority of whom say it would effectively undermine the insurance marketplace as younger, healthier people buy the inexpensive “bare bones” plans, causing costs to skyrocket for the types of plans needed by older and sicker consumers. During the recess, President Trump tweeted that if Congress couldn’t pass its ACA overhaul, lawmakers should just repeal the ACA now and draft replacement language later. Once again, the President’s suggestion left many Republicans on Capitol Hill shaking their heads – the GOP lacks the votes in both the House and Senate to immediately scrap the ACA without a plan to replace it. After weeks of legislative stalemate, Republicans are considering the increasing possibility that they may not be able to agree among themselves to repeal the ACA with Senator McConnell threatening Republican lawmakers with cancelling their August recess as well as the prospect of bipartisan cooperation on Healthcare reform with Democrats. Increasingly, lawmakers are facing a tremendous amount of negative constituent feedback with support for the current Healthcare Bill at 12%. A second attempt to pass the Better Care Reconciliation Act (BCRA) remains a possibility with Majority Leader McConnell planning to “roll out” another version of the bill, the contents of which remain undisclosed. • Job Vacancy Update An offer has been extended for the Executive Assistant vacancy. There are no other vacancies at this time. • HR, with the assistance of BCSO Deputy Jeremy Lewis, has arranged for the City School Crossing Guards to complete mandatory training needed for certification. The City thanks the City of Rockledge and Brevard County for their assistance in providing training. HR has identified a Staff member to complete the certification needed to become a School Crossing Guard trainer in order to better administer the City’s future training needs. • HR conducted City-wide Safety Program Training for Staff. Additional mandatory training will be scheduled through the summer. • The City has been asked to participate in an Employer Health Benefits Survey conducted by the US Census Bureau. In a climate of uncertainty, results of the survey are intended to gauge Employer trends pertaining to cost sharing, wellness programs and benefit plans. • HR/Risk Management is expecting an early quote from Florida Municipal Insurance Trust regarding Workers’ Compensation, Property and General Liability rates for the 2017/18 Fiscal Year. Another year of zero Workers’ Compensation claims and minimal Hurricane Matthew claims ($17,679.43) has resulted in a favorable claims ratio. On a bittersweet note, past and present Staff, Mayor Bob Hoog and his wife Boon bid farewell to retiring Executive Assistant Kim McIntire, who has been with the City since 1993. Community Engagement Update for Week Ending July 14, 2017 Community Engagement is primarily responsible for implementation/evaluation of public programs, community meetings, public gatherings and more. Staff attended various meetings, performed day-to-day duties/responsibilities, website maintenance/improvements and performed content sourcing throughout the City for various digital/social media platforms. Other highlights include: • Community engagement with residents regarding NIXLE/hurricane season, North Atlantic Avenue Streetscape, upcoming City projects, City speed limits, Buchanan Ave sea grapes/crossover, peacocks and Facebook Live. • Meetings throughout the week with Staff from multiple departments regarding: o Emergency Management o Financing/budgeting o Safety Policy Workshop held by HR • Staff worked on designing: o Shared path signage/stencils for pedways on North Atlantic/Ridgewood Avenues o Pet waste bag holders o Purple wristbands, which are in! • Met with resident at Public Works Services to assist with technology issue 2017 Sea Level Rise Transportation Vulnerability Assessment Staff attended the East Central Florida Regional Planning Council/Space Coast Transportation Planning Organization 2017 Sea Level Rise Transportation Vulnerability Assessment kickoff meeting on July 10th, 2017 from 1:30 PM to 2:30 PM at the Brevard County Government Center. This project will focus on the potential impact sea level rise will have on critical transportation infrastructure within Brevard County. The project team discussed the desire to communicate with community stakeholders about the planning process as well as draft maps depicting potential sea level rise intrusion within the County. Staff input will greatly assist the planning team and improve the overall planning process moving forward. G-272 Warning Coordination Training Staff attended/passed the G-272 course on Tuesday, July 12, 2017 at the Brevard County EOC. The course was conducted jointly by the National Weather Service and Emergency Management. Topics included: • Social Dimensions of Warning Response • Developing Effective Warning Messages • Developing an Effective community Warning Processing • Working with the news media to create a weather warning partnership The event also featured a media roundtable with Maureen McCann, News 13, Dave Larimer, Florida Today, Kimberly Prosser, EOC Director, and Dean O’Neal, WPOZ radio/VP/General Manager. Life Rescue Stations Staff installed the “Peacock Pole” designed by resident/community volunteer Melissa at the Harbor Drive beach crossover. Melissa’s second design will be sent to Nine Mile Media in the coming days. https://www.instagram.com/lisserbiscuit/ Staff has designed a PRIDE themed rainbow Life Rescue Station/Drown Zero art pole that is currently being created at Nine Mile Media. Speaking of PRIDE, residents created the Pulse/PRIDE/Love tribute on the beach again this year! Shared Path Stencils Staff has designed community/City themed SHARED PATH pedway stencils to be installed/painted on the North Atlantic Avenue and Ridgewood Avenue streetscape pedways. Many residents, and some Council Members, have requested signage on the pedways for walkers/bikers. The outcome of these stencils will be to keep bicycles on the West side of the street (larger pedway) and keep the East sidewalk to only walkers/pet owners. Walker/bike, surfer/beach cruiser and astronaut/moon bike pedway stencil concepts Softball Live Broadcast on Periscope Staff from multiple departments worked together to live stream the adult softball league semi- finals/final championship games on Periscope! The three (3) hour plus live broadcast has had 683 viewers! Staff is going to explore also using Facebook Live to broadcast events/sports. North Atlantic Streetscape Planters Staff received the brand themed planters for the North Atlantic Streetscape project! The planters are in two (2) sizes and will be installed/planted along North Atlantic Avenue in the coming weeks. Staff will use drought tolerant/low maintenance plants to dot the pedway with nature! The Building Division conducted 119 inspections and as needed inspections for City Hall to include one (1) frame porte cochere; processed 58 new building permit applications; 58 permits picked up/payments processed; processed 270 renewal (or new) Business Tax Receipts Alarm and or Fire notices/payments. • Assisted 15 walk-in customers regarding miscellaneous items. • Responded to 138 emails, faxes and/or calls requesting permit, zoning and/or BTR information and one (1) voicemail. • Contacted two (2) contractor’s regarding scheduling final inspection for building permit that is nearing expiration or permit recently expired. • Processed three (3) new contractor’s information packets (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral. • Scanned/verified 533 pages of building documents. • Processed one (1) payment for Re-inspection fees. Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights: • Received ten new requests giving life-safety issues priority, followed closely by community appearance and property maintenance. • Provided front counter coverage and assisted 31 citizens with building/code enforcement requests. • Conducted 28 site inspections. • Removed five (5) signs from right-of-way/telephone poles within the City. • Responded to 15 voicemails regarding complaints/inquiries. • Responded to 16 lien search requests. • Code Enforcement Officers continue to conduct daily community sweeps for visible violations throughout the City. • Conducted turtle lighting inspection, contacted four (4) properties with violations. • Issued one (1) door tag for visible violations to be corrected. Planning performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights: • Records Management – 150 pages of documents scanned/verified; converted three (3) pdf files to Laserfiche searchable documents. • Prepared 3.55 cubic feet of Building Permits for destruction. • Mailed out Agenda Packets for upcoming Community Appearance Board Meeting on July 19, 2017. Agenda includes a Level 1 Approval request and a request to build 65 feet in height for a mixed-use project located on N. Atlantic Avenue, north of Church Lane. • Coordinated/attended Development Review Committee meeting on July 13, 2017, regarding Site Plans for three (3) hotel projects. The first is located adjacent to the Radisson hotel and includes two new hotels and a parking structure. The third hotel is proposed to be located immediately east of the Homewood Suites hotel, east of Astronaut Boulevard. • Coordinated attendance for upcoming Planning & Zoning Meeting on July 26, 2017. • Met with representatives of property on Center Street regarding zoning and allowed uses within the C-2 district. • Continued research for apartment complexes located in the City in preparation of informational letters to be mailed. Culture and Leisure Services Update for Week Ending July 14, 2017 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Director Meetings  Financial/Administrative Services Director  Human Resources Director  Development Review Committee  Brevard County Sheriff Office Charities Inc. – Pet Posse Board Member Athletic Leagues – Big congratulations to the Thursday Night Softball League Champions Sapphire! The evening started with 2 final playoff games at 6:15 and 7:15 to decide who would play for the championship at 8:15, with all games being streamed live on Periscope. Over 683 viewers checked in at one point or another to observe the action; an unprecedented record for Periscope since the City started the account. With two great semi-final games, our championship was between Sapphire and PS. The game went down to the very last out, with a final score of 12- 11. Registration is underway for the next league, expected to start in early August. This is also the last week of regular season play for kickball. Rainouts have made this a long, dragged out season, so players are eager for playoff competition. Graham’s Smokehouse Smokers and GTR are currently tied for first, while Beachside Bombers are close behind in third. A new beginner/intermediate racquetball league is due to start next week with 8 participating players. Manatee Sanctuary Park Playground Project – Staff worked on the final phase of preparation for the new playground slated to be installed the last week of July and expected to be open for business August 4th. The area of the horse shoe pits was cleared and leveled and a small sidewalk was poured tying the trail to the playground making it easily accessible. For this project, Staff had the opportunity to use the brand new cement mixer which saved a significant amount of money by not requiring a concrete truck deliver the product. Summer Camp – Monday, kids headed to Sandpiper Park for some free play before making homemade ice cream using Ziploc bags, sugar, ice and vanilla extract. After eating every last bit of the ice cream, kids headed to Coastal Elite Gymnastics for their last field trip, participating in a fitness obstacle course. Tuesday, campers headed to Cobb Movie Theatres to see the movie “Home”. In the afternoon, campers enjoyed playing bingo, as they learned their numbers and letters, followed by an ice cream party to finish off the day. Wednesday morning, kids enjoyed dodgeball and gaga ball before the weekly walk to the Library. At the Library, kids participated in a nutrition activity, riding a bike and making their own healthy fruit smoothie. After the activity concluded, kids were able to learn all about the truth and myths of bats and how they are beneficial to the environment from the Florida Bat Conservancy. Thursday, it was pool party time with campers rooting for each other as they twisted down into the deep end of the Olympic sized swimming pool. On Friday, campers walked to the Cape Canaveral Fire Station to learn about fire safety while looking at all the bells and whistles on the fire truck. The day concluded with a human size game of Hungry Hungry Hippos at the Cape Canaveral Library using balloons and scooters; teams that collected the most balloons won prizes. City Hall Call For Artwork Continues – As the grand opening of the New City Hall approaches, Staff continues to acquire artwork from resident artists who wish to become stakeholders in Cape Canaveral’s cultural landscape. The Culture and Leisure Services Department has issued a Call for Artwork, inviting Cape Canaveral artists to loan or donate pieces of art to be put on display in the New City Hall. Public Works Services Update for Week Ending July 14, 2017 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System • Oxidation Ditch Rehabilitation Project. Bypass operations of the Oxidation Ditch continue. The Anoxic Basin serves as a temporary oxidation ditch for the next 3-4 months. During this period, the existing Oxidation Ditch and all concrete work will be inspected by a structural engineer and repaired as necessary. Current focus is on the installation of underground piping from the Oxidation Ditch to the Anoxic Basin. The main roadway to the Maintenance Building is now closed; roadway to the west around the Reject Water Tank is open. Construction completion date: April 2018. Current project construction completion: 52%. New piping installation adjacent to Anoxic Basin – looking southeast. • Holman Road Phase II/III Sewer Improvements. Staff conducted a final walk-through of the route of this sanitary sewer pipe from Holman Road to Lift Station No. 2 on Center Street. The City’s contractor also concluded cleaning and TVing of the northern portion of the pipe to locate laterals. The bid specs and engineering drawings will now be completed and the pipe replacement project advertised for public bids. Stormwater • Canaveral City Park Exfiltration System. Staff is preparing documents for submittal to Florida Department of Environmental Protection (FDEP) and St. Johns River Water Management District (SJRWMD) for approval of the disposal of reclaimed water into the exfiltration system beneath Canaveral City Park. • Annual Stormwater Report and Notice of Intent (NOI). Staff is preparing the following stormwater permit-related documents for submittal to FDEP by July 31: o Annual Report for the period February 1, 2016 through January 31, 2017; and o NOI with changes for Cycle 4 (next five years). • Lunch and Learn (L&L) Seminar. Staff will be attending an L&L Seminar in Cocoa Beach on July 19 conducted by ACF Environmental. The main topic of discussion will be Low Impact Development (LID) strategies in built-out cities. Infrastructure Maintenance (IM) • Reclaimed Water Pipe Repair. A major reclaimed water pipe was repaired beneath East Central Boulevard using directional drilling techniques. • North Atlantic Avenue Streetscape. The following improvements are scheduled for the North Atlantic Avenue corridor for completion in July: o Solar lights (13) for the southern portion of the corridor will be delivered to PWS and installed by a City contractor; o Decorative banners will be placed on selected solar light poles; and o Colorful planters will be placed at selected locations along the corridor. Staff is also pursuing easements with private property owners along the corridor to improve selected areas with pedestrian benches, landscaping, etc. Miscellaneous • Brevard County Sea Level Rise Assessment Team Meeting. Staff attended this kick-off meeting of the Space Coast TPO Sea Level Rise Assessment Team. This project will focus on the potential impact that sea level rise will have on critical transportation infrastructure within Brevard County. The project team will be communicating to community stakeholders the planning process as well as draft maps depicting potential sea level rise within the county. Contact was then made with the driver, Mr. Jason Wayne Seburn. Mr. Seburn was found to be asleep behind the wheel. Deputy Pena responded to the scene and subsequently arrested Mr. Seburn for driving under the influence. Di Liberto 17-226804 *** Burglary Update *** Burglary, Grand Theft, Dealing in Stolen Property and False Verification of Ownership 8701 Astronaut Blvd, Cape Canaveral, Radisson Resort Humes, Jaccari James, B/M, 8/12/1987 On July 3, 2017, PSA McNeal took a Burglary/Grand Theft report from the Radisson Resort. Investigations and a Post Miranda confession revealed that Mr. Jaccari Humes burglarized the Convention Center and stole various pieces of electronic equipment. The items were then pawned by Mr. Humes at Goldmine Pawn and Godfather Pawn. Mr. Humes was arrested and charged with Burglary, Grand Theft, Dealing in Stolen Property and False Verification of Ownership., Deputy/Agent : Agent G Haas 17-237374 Traffic Arrest Aggravated Assault on LEO, Fleeing/Eluding Lights and Sirens, Reckless Driving, Resisting w/o Violence, DWLS w/Knowledge, and Possession of Paraphernalia Astronaut Blvd. / Long Point Rd., Cape Canaveral Tyler Styers, W/M, 6/10/1996 Sgt. Ferrante conducted a FCIC/NCIC check on a tag, which revealed the registered owner, Mr. Tyler Styers, W/M, 6/10/96, had an active warrant. Upon noticing Sgt. Ferrante behind him, the driver attempted to flee. Mr. Styers then exited his vehicle and fled on foot. Dep. Lakeman utilized his CEW to stop Mr. Styles, and he was taken into custody. Mr. Styers was charged with Aggravated Assault on LEO, Fleeing/Eluding Lights and Sirens, Reckless Driving, Resisting w/o Violence, DWLS w/Knowledge, and Possession of Paraphernalia., Deputy/Agent : Sgt. Ferrante/FTO Howard/Dep. Lakeman 17-237237 Traffic Arrest Violation of Injunction 9009 Astronaut Blvd., Cape Canaveral Michael C. Ciccarello, W/M, 6/20/1980 FTO Howard conducted a traffic stop on a vehicle. A FCIC/NCIC check revealed Mr. Michael C. Ciccarello, W/M, 6/20/80, was served an injunction in Suffolk County, New York (2016-000329) where his wife Ms. Rene Ciccarello was the petitioner. The injunction was confirmed as active and does not expire until 11/01/2025. Michael and Rene were together in the vehicle. Michael was arrested without incident., Deputy/Agent : FTO Howard 17-237786 Beach Patrol Beach Patrol Jetty park to Cocoa Beach Pier, Cape Canaveral Conducted Beach patrol. No violations observed., Deputy/Agent : Dep Jenkins 17-257860 Fraudulent Check Fraudulent Checks Azure Lane, Cape Canaveral The victim was given two checks by his tenant for payment of rent. Both checks could not be cashed due to the account being closed. This case is referred to GCU for investigation., Deputy/Agent : Deputy Spencer 17-238063 Retail Theft Retail Theft 6301 North Atlantic Avenue, Cape Canaveral, Fairvilla Boutique Krista Lee Kucinkas, W/F, 11/21/1984 Ms. Kucinkas entered Fairvilla Boutique and removed lingerie from a box and concealed it under her arms. Ms. Kucinkas attempted to exit the store with the item. The item is valued at $30.00 dollars. Ms. Kucinkas ran from the store but she was located in front of Yoginis Liquor store. Ms. Kucinkas was arrested and transported to the Brevard County Jail., Deputy/Agent : Deputy Spencer 17-238357 Warrant Arrest VOP Felony Live Oak Ct, Cape Canaveral Jon Deevers, White, Male, 8/31/1964 Mr. Deevers was located and arrested for an active felony VOP warrant. Mr. Deevers was transported to BCJC without incident., Deputy/Agent : A.Pena 17-238515 DUI DUI Johnson Avenue @ N. Atlantic Avenue, Cape Canaveral McCool, Zachary, W/M, 12/13/1986 Mr. Zachary McCool was stopped for running a stop sign. Mr. McCool was unable to complete field sobriety exercises and was placed under arrest for DUI. Where she made contact with a juvenile who was reported missing on 06-12-17. Deputy Reites returned the juvenile to parental custody and removed the juvenile from NCIC/FCIC., Deputy/Agent : Kimberly Reites 17-283587 Suspicious Vehicle Suspicious Vehicle Washington Beach Access, Cape Canaveral Jimmy David Blake, B,M, 11/7/1996 Deputy Reites checked out with a suspicious vehicle at the Washington Beach Access. As Deputy Reites made contact with the vehicle she could smell the odor of marijuana emitting from the vehicle. A search of the vehicle was conducted, which resulted in finding 6.1 grams of marijuana as well as two open containers of alcohol.
