Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its welcoming
residential feel, characterized by low-rise buildings. This residential and business friendly
atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that
embraces the oceanside and riverside as the main amenities, and supports and promotes local
tourism, culture, recreation, commerce, municipal civic interests and education.
We envision: A City network of “complete streets” with a native-landscaped and tree-lined median
with traffic calming elements and dark-sky street lighting. “Complete street” amenities include
bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and
bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved
“complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk-
able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and
pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique
community identity as The Space Between. The “uptown” and other areas will contain an
architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered
café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner.
We envision: An engaged and compassionate community that; removes or transforms blighted
and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-
friendly park with ample shade, acts progressively but deliberately and actively recruits and
supports businesses that enhance economic viability and serve our residents and visitors with
goodwill.
We envision: Open shorelines and rivers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.
Administrative Services
Update for Week Ending June 30, 2017
The City Manager’s Office is responsible for the day to day administration of all City departments in
accordance with City Council’s established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents
prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in
the Weekly Updates. Highlights:
• Met with Department Directors regarding various projects/issues/initiatives.
• EA provided assistance to City Council Members and select Department Directors.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:
• Records Management – on 06-23-17, in coordination with a records control contractor,
completed disposition on 191.3 cubic feet (119 boxes & 4 storage bins/3,000 lbs.) of records
that had met retention requirements in accordance with State statutes; continued preparing
additional records for disposition/off-site scanning and cleaning out filing cabinets in
preparation for the big move to New City Hall; records management/public records manual in
process of being reviewed/finalized.
• Council Meetings – continued preparing/reviewing items/agenda for 07-18-17 Meeting.
• City Elections – Official Qualifying Period for two (2) open Council Member seats is Noon,
Friday, August 11th to Noon, Friday, August 25th. For individuals planning to run, or have
been announcing their intention to do so, it would be prudent to visit the City Clerk’s Office as

• Commission on Ethics and Supervisor of Elections – Financial disclosure is due July 1 of
each year for the preceding calendar year. For additional information please go to

• Met with City Manager and select Department Directors regarding various items/issues.
• The City Hall marquee is partially obscured by construction barriers, but still visible at night.

• Met with Capital Projects Director to review resolutions pertaining to the Sewer and Reclaimed
Water Rate increases which will be presented at the upcoming City Council Meeting.
• Met with Community Engagement/Deputy Public Works Services Director regarding Loan
Agreement/Bank Loan Agenda Item which will be presented at the upcoming City Council
Meeting.
Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted
various telephone/walk-in requests from the public. Highlights:
Labor Market Trends
US weekly jobless claims total 241,000 vs 240,000 estimate (Reuters, June 22, 2017)
• The number of Americans filing for unemployment benefits increased slightly last week.
• The low rate of claims suggests the job market is healthy.
• The Labor Department said weekly applications rose by 3,000 to 241,000.
This week's tally is the 120th consecutive week (2.3 year trend) that claims have been below
300,000, the threshold associated with a strong labor market. It's the longest stretch that the U.S.
jobs market has remained below that level since 1970.
Many economists consider the labor market to be at or near full employment. The unemployment
rate in May declined to a 16-year low of 4.3 percent. The U.S. Federal Reserve raised interest rates
by a quarter percentage point last week for the second time in three months and signaled it remains
on track for one more rate hike this year.
• What is the Congressional Budget Office (CBO)?
o The Congressional Budget Office, established in 1974, is nonpartisan and produces
"independent analyses of budgetary and economic issues to support the Congressional
budget process”. Each year, the agency releases reports and cost estimates for proposed
legislation. The CBO does not issue policy recommendations.
o The current Director of the CBO is Keith Hall, who served on George W. Bush’s Council
of Economic Advisers. He was installed as CBO Director in 2015 by Tom Price (R-GA),
President Trump’s current Health and Human Services Secretary, who was among the GOP
leadership in the Senate.
• CBO Analysis of the Better Care Reconciliation Act (BCRA) Senate’s recently
released version of the House of Representative’s Health Care Reform Act. (Forbes)
o BCRA would reduce federal deficits by $321 billion over the next 10 years.
o BCRA would achieve Budget predictability by transforming Medicaid from a guaranteed
benefit to a set grant distributed to the States. Estimate reduction in Medicaid spending by
$1 trillion.
o Eliminate Individual Mandate requiring citizens to enroll in a healthcare plan.
o Eliminate Employer Mandate requiring employers with 50 or more employees to provide
minimally qualified health plan coverage.
o Reduce federal revenues collected through taxes on the wealthy and corporations (medical
and drug manufacturers) by $700 billion. The distribution of tax savings by income group
shown below.
• The number of uninsured Americans would increase 22 million by 2026 with 15 million losing
coverage by 2018.
• Medicaid spending per enrollee would be reduced or, for some, eliminated. Those effected are
as follows:
• Health plan premiums will increase as a result of lower enrollments and loss of current ACA
subsidies. Below see the breakdown in premium changes by age and income. The Silver Healthcare Plan provides medical coverage at 70%. The Bronze Healthcare Plan provides medical coverage at 58% and is being proposed as the new “standard plan” under BCRA.

As of June 27, Mitch McConnell, Republican Leader of the Senate, citing the “complexities of
crafting comprehensive healthcare reform”, postponed the vote on BCRA until after the July 4th
holiday. Efforts continue to amend the BCRA in order to garner enough votes for passage.
• Job Vacancy Update
Offers have been extended and accepted for the following City job postings. o PT Recreation Leader o Utilities Mechanic
Initial screening for the Executive Assistant vacancy, while ongoing, has resulted in three
candidates selected to meet with the City Manager. 2nd interviews with Mr. Greene will be
scheduled following the July 4th holiday.
• HR attended a Workshop sponsored by Brevard Career Source during which representatives
from the Florida Department of Economic Opportunity provided employer training on the use
of the state’s automated web-based unemployment claims processing system, CONNECT. In
place for two years, area employers were appreciative of the state initiative to provide much
needed training on navigating the system. Also reported was the amended maximum period
during which eligible workers may receive unemployment weeks. As a result of essentially
“full employment” in the state of Florida, eligible workers will receive benefits for a maximum
of twelve (12) weeks, with no extensions for “hard to serve” or workers with barriers to
employment.
• HR met with Brombacher Insurance, LLC to discuss strategies for the City’s Employee Group
Health, Dental, Vision and Life/LTD plans. The current legislative uncertainty in the health
insurance provider market will present a unique challenge in negotiating 2017/18 premium
rates. Armed with a favorable claims history, HR is pursuing a 2 year locked in rate, more
affordable family and spouse premiums and a robust network of providers and medical
facilities. HR has commenced negotiations with Health First and United Healthcare in hopes of
achieving an advantageous renewal as early as possible.

Community Engagement
Update for Week Ending June 30, 2017
Community Engagement is primarily responsible for implementation/evaluation of public
programs, community meetings, public gatherings and more. Staff attended various meetings,
performed day-to-day duties/responsibilities, website maintenance/improvements and performed
content sourcing throughout the City for various digital/social media platforms. Other highlights
include:
• Community engagement with residents regarding dog park grant, future Tech Talk events,
street/light pole banners, upcoming City projects, City speed limits and the recent graffiti
on several stop signs.
• Meetings throughout the week with Staff from multiple departments about: o Emergency management
o Financing/budgeting
o DRC meeting
• Staff worked on designing o Silicone wristband

Office, to explore moving the website search bar to above the TOP 5
Municipal EM Coordinators Conference Call
Staff participated in the monthly Municipal EM Coordinators Conference Call hosted by Brevard
County. Also on the call was Rockledge, Cocoa Beach, Satellite Beach, Titusville, Melbourne and
West Melbourne. The call focused on hurricane preparedness and upcoming emergency related
events. The County has several hurricane/all hazards training sessions coming up that Staff will be
participating in.
New Faces, New Places EOC Orientation and Hurricane Drill
Staff attended the Brevard County New Faces, New Places EOC Orientation and Hurricane Drill
on Tuesday, June 27, 2017. During the training event, Staff was given a lesson on Brevard County
emergency management, the history of the EOC and a crash course on the Brevard Operations
Base (BOB) SharePoint system.
FMIT Disaster Preparedness Symposium
Staff attended the 2017 Disaster Preparedness Symposium on Thursday, June 29, 2017 at the
Cocoa Convention Center. Staff learned about SynergyNDS, who is the “Recovery Program Managers for FMIT and provides response and recovery services to its 385 public entities with over 9.5 billion on insured property.” The training session discussed Hurricane Matthew lessons
learned and focused on new online/mobile app tools.
Drug Free Zone Sign Initiative
The City Attorney’s Office has approved the concept for community DRUG FREE ZONE signage.
Four (4) signs will be created locally and then installed at the four (4) City entrances to
greet/inform incoming traffic. Additional site specific park/school signs will be designed for the
area around drug free zones.
Background for this initiative
Upon recommendation by a resident via email and City Council Meeting, Staff has been
researching use/installation of Drug Free Zone signs in the City. Staff reached out to BCSO who,
in turn, reached out to the State Attorney’s Office and then all research was passed to the City
Attorney’s Office. The use of signs would create more awareness to the drug problems in the City.
Staff was informed that the signs do not need to be posted for Florida State Statue 893.13 to be
effective, but everyone agrees awareness/prevention is KEY. To read more about FSS 893.13,

An excerpt states:
“(c) … a person may not sell, manufacture, or deliver, or possess with intent to
sell, manufacture, or deliver, a controlled substance in, on, or within 1,000 feet of
the real property comprising a child care facility as defined in s. 402.302 or a public
or private elementary, middle, or secondary school between the hours of 6 a.m. and
12 midnight, or at any time in, on, or within 1,000 feet of real property comprising
a state, county, or municipal park, a community center, or a publicly owned
recreational facility. As used in this paragraph, the term “community center” means
a facility operated by a nonprofit community-based organization for the provision
of recreational, social, or educational services to the public…”
PetSafe® Bark for Your Park™ Grant Program
In an effort to actualize the community's vision to establish a pet-friendly park, Staff submitted an
application for the annual PetSafe Bark for Your Park grant program. Currently, the City does not
allow dogs in any City Parks or on the beach, nor does it have a dog park of any kind.
Staff thanks everyone who completed the survey regarding a dog park in Cape Canaveral. The
number of residents in favor of an off-leash recreation area for dogs in the City was overwhelming
(84%)! Your responses showed that there is a need for a dog park in the City, and your feedback
helps Staff better understands the desires of the community. Grant recipients will be announced in
August and awards range from $5,000 to $25,000 in prizes. Keep those fingers and paws crossed!

Awards are as follows:
• New Park Awards: Five communities without dog parks will receive prizes
valuing $25,000 each. PetSafe will work with the communities’ needs to
determine how they can best help each community open their dog
park within three years!
• Park Maintenance Awards: Ten communities will each receive a
combination of $10,000 worth of funds as well as high-quality dog park
equipment from UltraSite by PlayCore, a leading outdoor recreation product
manufacturer.
• Park Equipment Awards: Ten communities with existing dog parks will
receive prizes valuing $5,000 each to help maintain and improve their
current dog park. Communities who have previously won PetSafe dog parks
can enter to win a park maintenance award.
Life Rescue Stations
Staff picked up the “Peacock Pole” from Nine Mile Media and has created a work order to install
it at the Harbor Drive beach crossover.
Trademark
Staff is working with the Trademark Lawyer to organize and complete the first round of trademark
applications. Staff complied a PDF of “in use” trademark specimens consisting of website
screenshots, street pole banner images, social media page information and a recent event t-shirt.

for the following trademarks:

Update for Week Ending June 30, 2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing Notices and conducting research.
The Building Division conducted 63 inspections; processed 24 new building permit applications;
48 permits picked up/payments processed; processed (1800) renewal notices and 10 new Business
Tax Receipts Alarm and/or Fire payments.
• Assisted 15 walk-in customers regarding miscellaneous items.
• Responded to 106 emails, faxes and/or calls requesting permit, zoning and/or BTR
information and one (1) voicemail.
• Contacted one (1) contractor regarding scheduling final inspection for building permit that
is nearing expiration or permit recently expired.
• Processed one (1) payment for after the fact permit (worked performed prior to obtaining
a required Building Permit).
• Processed one (1) new contractor’s information packet (Contractor Lic., Liability
Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral.
• Processed one application fee regarding vacant lot on N. Atlantic Avenue.
• Issued/processed one (1) Certificate of Occupancy for Cumberland Farms at 8000 N.
Atlantic Avenue.
• Scanned/verified 597 pages of building documents.
• Processed two (2) payments for Re-Inspection fees.
Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests
from the Public and provided office coverage throughout the week. Highlights:
• Received six (6) new requests giving life-safety issues priority, followed closely by
community appearance and property maintenance.
• Provided front counter coverage and assisted 26 citizens with building/code enforcement
requests.
• Conducted 25 site inspections.
• Removed 35 signs from right-of-way/telephone poles within the City.
• Responded to 18 voicemails regarding complaints/inquiries.
• Responded to 12 lien search requests.
• Code Enforcement Officers continue to conduct daily community sweeps for visible
violations throughout the City.
• Obtained compliance in the field for two (2) Code violations.
• Issued four (4) door tags for visible violations to be corrected.
• Issued two (2) compliance letters.
Planning performed day-to-day duties/responsibilities, assisted with various requests from the
Public and provided office coverage throughout the week. Highlights:
• Conducted/prepared minutes for Development Review Committee meeting on June 28th
regarding proposed hotel project, west of Astronaut Blvd. and south of Thurm Blvd.
• Conducted/prepared minutes for P&Z Board meeting on June 28th, to include:
o Interview & Recommendation to City Council Re: Potential Board Member –
Antonio Alban & Omar Capellan. o Quasi-Judicial and/or Public Hearing: Ordinance No. 12-2017, amending Section
110-609 of the Cape Canaveral Land Development Code clarifying that Hotels are
a permitted use in the A1A Economic Opportunity Overlay District; City of Cape
Canaveral – APPROVED. o Quasi-Judicial and/or Public Hearing: Ordinance No. 10-2017, amending the City
of Cape Canaveral Comprehensive Plan Coastal Management element to bring it
into compliance with Chapter 2015-69, to include development and redevelopment
principles, strategies, and engineering solutions that reduce the flood risk in coastal
areas – City of Cape Canaveral - APPROVED.
• Prepared/mailed out notices to condominium management offices regarding Non-
Conformance Density Ordinance.
• In conjunction with City Attorney/City Clerk’s Offices, prepared public notice ad for
Ordinance No. 11-2017, prohibiting Medical Marijuana Treatment Center Dispensing
Facilities from locating within the City.
Economic Development
Update for Week Ending June 30, 2017
Performed day to day duties/responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
Issued the following Business Tax Receipt:
o Cumberland Farms
City Hall status:
o Site excavation work began at Polk Ave. and SR A1A intersection. In this area,
underground utility connections will be made. As part of the City Hall project,
the SR A1A sidewalk will connect Taylor Ave. straight through to Tyler Ave.
A “seat wall” will be installed along the sidewalk from the south end of the
plaza to the north end of City Hall with entry points for pedestrian traffic to
access City Hall and the Public Plaza.
o Flexible air conditioning duct connections are being made to connect hard duct
to registers. o Corridor and office lighting connections are underway. Energy-saving
occupancy sensors are installed to automatically turn lighting on and off.
o Acoustical ceiling tiles have been delivered. Perimeter tiles are being set this
week.
o Front desk installations are underway. Installed cabinets are topped with
continuous countertops to form work surfaces for the Receptionist office and
the Permit Technician office. These two work areas offer clear views of the
lobby.
o Rooftop ventilation systems are operational. These two units conduct vented air
from restrooms to the exterior.
Along with Community Development Director and Building Official, addressed an
inquiry about the City’s Impact Fees and Capital Expansion Fees attributable to a
proposed new hotel project. A Development Review Committee (DRC) meeting was
held this week for the proposed project.
Attended 2017 Disaster Preparedness Symposium held at the City of Cocoa Civic
Center.
Processed a Motion and Still Photography Production Permit for a photo shoot on the
beach east of Cherie Down Park.
Met with Community Development Director and Community Engagement/Deputy
Public Works Services Director regarding maintenance issues on privately owned
streets which have City easements on them.
Met with Tourism Development Council (TDC) Executive Director and Culture &
Leisure Services Director.

City Athletic League Finals to be Streamed Live – Starting this week, Staff will begin using
Periscope, the app currently used to broadcast City Council Meetings, to live stream the semi-final
and championship games for the City’s adult co-ed Kickball and Softball Leagues. Periscope is a
free, live video application that will allow players’ friends, fans and neighbors to enjoy the games
live, directly on their desktop computers or mobile devices. It also stores the videos so viewers
may watch, replay and share them after the game. Tune into www.periscope.tv/capecanaveralfl

Registration Now Open for Adult Kickball & Softball Leagues – The Spring season is winding
down and Staff is currently accepting team registrations for Adult Co-ed Kickball and Adult Co-
ed Softball. All games will be played at Canaveral City Park, located at 7920 Orange Avenue in
Cape Canaveral. Kickball will be played on Monday and Wednesday evenings followed by
Softball on Thursday evenings. Cost per team will be $175 for Kickball and $275 for Softball.
Each league includes a 10 game regular season and a single elimination playoff tournament. New
players looking to join existing teams are welcome to contact the Culture and Leisure Services
office at 321-868-1226 to be put on the free agent list. For more information on these and other

Beginner-Intermediate Racquetball League Starting Next Month – Racquetball rookies,
rejoice! The Culture & Leisure Services Department is now registering players for its new
Beginner/Intermediate Racquetball League. Open to players ages 16 and up, this No Pros – No
Pressure co-ed League is geared towards new players looking to hone their skills with a little
friendly competition. Matches will be played Tuesday evenings at 6:00 pm at the Nancy Hanson
Recreation Complex on Taylor Avenue. All City Racquetball Leagues use a round-robin format
and each player pays $3.00 per match. Playoff and championship games are free. The winner of
the championship receives free entry into the League’s next season. For more information on

Athletic Leagues Progress Despite the Rain - Wednesday night kickball continued another week
of makeup games with one more week until the playoffs begin. Grahams Smokehouse Smokers
and GTR are currently tied for first place with an incredible 7-1 record. Thursday night softball
finished its season with Thursday’s championship. Wednesday night intermediate tennis league is
down to its last 4 matches with two players still undefeated. The advanced racquetball league has
entered the play-off stage with one player undefeated. With all leagues nearing or finishing up
their playoffs this month, Staff is accepting registrations for the upcoming seasons.
Stay Active this Summer – Sometimes the weather makes it hard to keep moving in the Summer
months. The Culture and Leisure Services Department has some indoor solutions to help you stay
active this summer, as well as some outdoor evening activities that take place after the heat of the

Maintenance at Canaveral City Park – Staff worked at Canaveral City Park this week preparing
the facility for this week’s Softball championship, wrapping up some on-going projects and
addressing routine maintenance issues. The painting of the announcer’s booth at the little league
field is nearly complete. New security lighting was installed by the restrooms at the concession
stand and Thursday morning Staff prepped and lined the field in anticipation of the big game.
Summer Camp Excitement: Week 5 – Monday: After Camper Orientation was complete, the fun
began, starting with the Water Relay Races. Kids were divided into four teams that raced from
side to side with water in a bucket. The whole team ran to the end marker, where campers dumped
their bucket into an empty tub. The team with the most water in their tub at the end won the race.
Monday ended with a trip to the Parker Brothers Concepts to see one of a kind, custom made
vehicles. To quote the Parker Brothers, “Dream big….Build bigger”. The kids were amazed at all
the famous vehicles inside the warehouse, including such favorites as: the original Ghostbusters
car, Optimus Prime from the Transformers movie and custom built cars for Rapper 50 Cent and
WWE wrestler John Cena. Tuesday: The second day kicked off with a trip to the Merritt Island
Cobb Movie Theater where the kids enjoyed watching the 2016 animated film “Storks”, which
many campers adored. After the movie, kids enjoyed a game of “Blind Cow”, where all players sit
in a circle facing inward; one blindfolded player is spun around and brought to the center of the
circle. A kitchen timer is passed around the circle from player to player, and the "blind cow" will
then follow the sound of the timer. When the bell rings, the blindfolded player has to point to the
player who is holding the timer. If they guess correctly, the chosen player becomes the “blind cow”
in the next round. If they guess wrong, they go again until they point out the correct player. Wednesday: Day 3 started off with campers competing for the Olympic Title. Campers were
separated into teams of five and represented a country of their choice. They competed in categories
like soccer, basketball, long jump and sprint relays. At the end of the Olympics, kids were
presented with candy medals for participating. The day’s activities continued with a walk to the
Cape Canaveral Public Library for a special presentation by Dr. Dan the Magic Man. Each camper
received a balloon animal after the show which made Dr. Dan a Camp favorite! Thursday: Each
week, day 4 is POOL DAY and starts with a trip to the Cocoa Beach Aquatic Center. Campers
spend most of the day splashing and swimming, while some take part in a dive and belly flop
contest off the diving board, taking turns cheering each other on. Friday: The last day, campers
spent the morning playing gaga ball which was followed by some free time inside the Youth
Center. The week ended with the much anticipated, Camper of the Week awards and a trip to the
Cape Canaveral Public Library where they learned about Antarctica and how to build homemade
igloos.
Resident Artist Donates Painting – This week, Cape Canaveral Resident Artist Joe Godleski
generously donated his painting “Banana River Sunset” for display in the New City Hall building.
Mr. Godleski took up painting in earnest after moving to Maine in 2006, where his work has been
in juried, group and solo shows throughout the Mid-Coast of Maine. He retired in 2010 as a
Software Manager, and started snow-birding to Cape Canaveral with his wife and partner of 40
plus years, Alexandrine. In 2015, they moved to Cape Canaveral full time, and he set up a studio
in the Cape Canaveral Professional Center. Transitioning from painting the rugged beauty of the
Mid-Coast Maine to painting the floral brilliance of Space Coast Florida has been a most
interesting and welcome challenge. When not painting, he is an avid runner and he and his wife
are newbie RV-ers, discovering as many of the Florida State Parks as they can. In describing his
work, Mr. Godleski says, “My paintings are direct, clear compositions based on photos I have
taken, using a viewpoint hopefully that has visual interest and provides a feeling of being there.”
The City is blessed to have such talented residents who are willing to share their work with the
community. We look forward to seeing more of Mr. Godleski’s work in the future.
Resident Artist Loans Artwork - Cape Canaveral Resident Artist, Juliana Garces, has loaned her
piece “Sea Shells” to the City of Cape Canaveral for display in our New City Hall. Ms. Garces is
a mindful visual artist who creates mixed media works with themes of social issues, nature and
spirituality. She loves experimenting with a broad range of mediums including oil paint, graphite,
acrylic, ink, resin, spray paint and digital art. She finds the exploration of mediums part of her
creative process and strives to keep each piece distinct and innovative when compared to its
predecessors. Juliana is profoundly inspired by the world around her and, therefore, enjoys
donating back to the topic that originally sparked each piece. Hence, for each of her artworks and
prints sold, she gives a portion of the proceeds to a unique non-profit charity related to the subject
matter of the piece. Her goal is to continue to make a genuine impact on her community through
these donations and promote the enrichment of culture through fine art. Juliana recently was
awarded “Best of Show” at the 2017 Eastern Florida State College Growing with the Arts contest.
Moreover, a variety of her artworks can be found in notable galleries such as City Arts Factory in
Downtown Orlando.
We are excited to showcase the work of such a gifted local artist, and we appreciate the fact that
she uses her talent as a means of giving back to the community. Residents and visitors will be able
to enjoy the artwork of Ms. Garces and other local contributors at the grand opening of the New
City Hall.
City Hall Call For Artwork Continues – As the grand opening of the New City Hall approaches,
Staff continues to acquire artwork from resident artists who wish to become stakeholders in Cape
Canaveral’s cultural landscape. The Culture and Leisure Services Department has issued a Call for
Artwork, inviting Cape Canaveral artists to loan or donate pieces of art to be put on display in the
New City Hall. Local artists who are interested showcasing their talents in the City’s public spaces

Update for Week Ending June 30, 2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public.
Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
Oxidation Ditch Rehabilitation Project. Bypass operations of the oxidation ditch
continue. The Anoxic Basin serves as a temporary oxidation ditch for the next 3-4 months.
During this period, the existing oxidation ditch and all concrete work will be inspected by
a structural engineer and repaired as necessary. Current focus is on the installation of
underground piping. The main roadway to the Maintenance Building is now closed;
roadway to the west around the Reject Water Tank is open. Construction completion date:
April 2018. Current project construction completion: 48%.

Stormwater
Canaveral City Park Exfiltration System. Staff met with Florida Department of
Environmental Protection (FDEP) personnel to discuss possible discharge of reclaimed
water into the newly-installed exfiltration system at Canaveral City Park. Staff previously
met with St. Johns River Water Management District (SJRWMD) personnel to discuss the
City’s proposal which would further limit discharges of reclaimed water to the Banana
River Lagoon and increase the City’s credits in the Total Maximum Daily Load (TMDL)
Program. The City’s proposal includes connecting the reclaimed water hydrant on Jackson
Avenue to the exfiltration system for use when excess reclaimed water is available. The
proposed system was tentatively approved by both SJRWMD and FDEP; Staff will pursue
submitting the appropriate permit applications and fees. Staff also continues to monitor the
exfiltration system for a one year period as a requirement of the EPA 319 grant received
for the Project. In late-May and early-June (very dry periods), over 160,000 gallons of
stormwater entered the exfiltration system.
Statewide Stormwater Regulatory Issue. This issue concerns the obligation of cities,
counties and other MS4 permits holders to maintain stormwater structures that were
previously owned by private Homeowners Associations that are dissolved. This is an issue
that could have very significant impacts on all MS4 permit holders statewide. The
following abbreviated information was provided by Florida Stormwater Association:
BACKGROUND. There are two actions underway affecting Pinellas County
government, the lead applicant for the Phase 1 MS4 permit in that
jurisdiction. These actions concern the County’s responsibility for maintenance of
a privately-owned stormwater pond. A civil suit was brought against the County by
a landowner whose property abuts a privately-owned stormwater pond. The County
has easements under the pond, but does not own the pond. The pond has
historically been maintained by an HOA, but that association has been dissolved.
The County's request for a Declaratory Statement from FDEP that such ponds are
not part of the County MS4 system and, therefore, Pinellas has no responsibility for
maintenance. The Petition for a Declaratory Statement was noticed by FDEP on
June 12th and a 30-day comment period will be open through mid-July. See

POTENTIAL IMPACTS. An adverse decision will have significant, far-reaching
fiscal and programmatic impacts on MS4 permit holders statewide. It might open
the door for further discussions on whether other types of privately owned facilities
should be the responsibility of the MS4.
Infrastructure Maintenance (IM)
North Atlantic Avenue Streetscape. The following improvements are scheduled for the
North Atlantic Avenue corridor for completion in July:
o Solar lights (13) for the southern portion of the corridor will be delivered to PWS
and installed by a City contractor;
o Large planters will be placed at selected locations along the street; and o Decorative banners being placed on solar light poles.
Staff is also pursuing easements with private property owners along the corridor to improve
selected areas with pedestrian benches, landscaping, etc.
