Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its residential
feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a
liveable, attractive, safe, inclusive and sustainable coastal community that embraces the seaside
and riverside as the main amenities, and supports local culture, commerce and education.
We envision: A1A as a “complete street” with a native-landscaped and tree-lined median with
traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle
facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists
to access the beach, river, local neighborhoods and adjacent communities. Our improved
“complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk-
able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and
pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique
community identity. The “uptown” and other areas will contain an architecturally rich and unique
mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and
bistros where friends gather, interact, and enjoy drinks and dinner.
We envision: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade,
and actively recruits and supports businesses that enhance economic viability and serve our
residents and visitors.
We envision: Open shorelines and rivers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.
Administrative Services
Update for Week Ending May 12,2017
The City Manager's Office is responsible for the day to day administration of all City departments in
accordance with City Council's established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents
prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in
the Weekly Updates. Highlights:
• Met with Department Directors regarding various projects/issues/initiatives.
• EA met with Economic Development Director and City Clerk regarding records storage at New
City Hall.
• EA continued reviewing agenda items for 05-16-1 7 City Council Meeting.
• EA provided assistance to City Council Members and select Department Directors.
City Clerk's Office Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:
• Records Management -met with Economic Development Director and City Manager's
Executive Assistant regarding records storage at New City Hall.
• Public Records -coordinated with Human Resources/Financial Services Staff to respond
to/fulfill records request regarding City employment; coordinated with Community
Development Department to respond to request regarding blueprints; responded to request for
Code Enforcement Board meeting audio.
• Proclamations -processed Proclamation declaring the week of May 22-29 as "National Beach
Safety Week". (attached)
• Council Meetings-finalized/distributed agenda/packet for 05-16-17 Meeting.
• Met with City Manager and select Department Directors regarding various items/issues.
• The City Hall marquee is partially obstructed by construction barriers, but still visible at night.

Capital Improvement Projects being considered by Council.

various telephone/walk-in requests from the public. Highlights:

The Future of Break Time for Nursing Mothers
Among the many changes recently proposed to the Patient Protection and Affordable Care Act
("ACA"), not addressed is the ACA requirement that certain employers provide break time for
nursing mothers.
ACA Amendment to the FLSA
Effective March 23, 2010, the ACA amended the Fair Labor Standards Act ("FLSA") to create a
requirement that all employers covered by the FLSA provide reasonable break time, as necessary,
and a private place, other than a bathroom, for non-exempt employees to express breast milk for their
infant child for up to a year after the child's birth, with limited exception. Covered employers with
fewer than 50 employees are exempted from the requirement if providing such break time would
cause an undue hardship. This break time requirement is currently codified at 29 U.S.C. § 207 and
no supporting regulations were enacted. The U.S. Department of Labor issued a Fact Sheet and
Frequently Asked Questions that provide basic information on the requirement and encourage
employers to provide the same break time to exempt employees as well.
Department Of Labor to Recognize Employers Who Recruit, Employ Veterans
Honoring Investments in Recruiting and Employing American Military Veterans Act (HIRE Vets
Act), signed by President Trump on May 5, the U.S Department of Labor has created the HIRE Vets
Medallion Program. The Program will award employers who "recruit, retain and employ veterans,
and offer charitable services in support of the veteran community." There will be two levels of awards
for large as well as small to mid-size employers. The criteria for the awards include:
• Percentage of employees who are veterans;
• Percentage of veteran employees who are retained;
• Establishment of veterans' assistance and training programs;
• Employment of dedicated human resources professionals for veterans; and
• Income and tuition support for veterans.
The Department announced companies will be presented with awards under the Program m
connection with celebration of Veterans Day.

See No Evil, Hear No Evil: Third Circuit finds Employer Not Liable for Tortious Interference Claim
Where Employer had No Knowledge of New Hires' Non-Competes
Third Circuit appellate panel in Acclaim Systems, Inc. v. Infosys, upheld a district court decision,
which dismissed "tortious interference" claims against an employer for hiring employees from a
competitor with non-compete agreements because the employer had no knowledge of the non-
compete agreements when it hired the employees. While the Third Circuit designated this opinion as
persuasive and therefore not binding precedent, the decision applies a commonsense approach to a
legal claim very familiar to employment law practitioners, tortious interference.
Background
The Acclaim decision arose from a dispute between IT vendors, Acclaim and Infosys, who competed
for a project with a major cable company. Acclaim serviced the project initially, but Infosys managed
to take over the project. While Infosys knew that the four individuals previously worked at Acclaim,
Infosys was not aware of their non-compete restrictions until hit with a lawsuit.
Takeaways
1. Companies should ask prospective employees whether they have existing non-compete agreements
or other restrictive covenants with their present or even past employers.
2. Employers looking to protect their talent pools should take appropriate steps with departing
employees subject to restrictive covenants, to include: (1) reminding them of their ongoing
obligations during their exit interviews; (2) providing an extra copy of their agreement containing
restrictive covenants when they depart and as appropriate (3) providing a copy of restrictive
agreements to the new employer (this tactic is easiest employed when the agreements themselves
authorize this action).
• HR/Risk Management met with newly appointed Emergency Management Director in order to
achieve a seamless transition of duties as Hurricane Season quickly approaches.
• HR engaged in a wide range of employee development consultations with mid management Staff
in order to chart a course toward greater sustainability.
• HR completed the intake process for newly hired Utilities Mechanic assigned to Public Works
Services.
• HR completed the Professional Services Agreement for a contractor assigned to Community
Engagement Department.
• Recruitment Update
o HR is currently recruiting for the position of PT Recreation Leader for the Culture and
Leisure Services Department.
o HR received notification that Leticia Guzman, School Crossing Guard, is relocating to
Hawaii and leaving the City's employment at the end of the school year. On behalf of the
City, Community and children of Cape View Elementary School, thank you for your
warm smile, positive outlook and keeping our children safe. When you bask upon the
beaches of your new home on the Island of Maui, remember your friends at Cape
Canaveral.
• With the relocation of Shawn Jordan, Collections and Reclamation Field Systems
Supervisor Chris Barney has been appointed Interim Collections and Reclamation Field
Systems Supervisor. The City is confident that Mr. Barney's depth of experience combined
with a skilled and dedicated team will ensure an effective transition that maintains high
quality of service standards. The City appreciates the ability and willingness of the
Collections and Reclamation Division team to step up and get the job done!

professional lifeguards and Life Rescue Stations; and

Community Engagement
Update for Week Ending May 12,2017
Community Engagement is primarily responsible for implementation/evaluation of public
programs, community meetings, public gatherings and more. Staff attended various meetings,
performed day-to-day duties/responsibilities, website maintenance/improvements and performed
content sourcing throughout the City for various digital/social media platforms. Other highlights
include:
• Community engagement with residents regarding Drug Free Zone sign initiative, City's
electric car/charging stations, Long Point Road Estuary/Preserve project, peafowl/surfer
crossing signs, the permanent addition of traffic dividers at North Atlantic Ave./SR-
AlNCumberland Farms and winning MOST FITY CITY 2017!
• Met with Staff from multiple departments and Canaveral Fire Rescue regarding Emergency
Management/ All Hazards Plan.
• Phone conference with Army Corps of Engineers and Capital Projects Director about the
Long Point Road Estuary/Preserve project.
• Participated in the first session of a three (3) part budget series/class being presented by
ICMA.
• Phone conference with City Engineer about adjusting position of the Monroe Ave. Mobi-
mat.
Little Free Library
Staff from multiple departments met on Monday, May 8, 2017 to discuss installation/creation of a
Little Free Library in the City of Cape Canaveral. The Little Free Library is a non-profit
organization comprised of independent free book exchanges whose purpose is to promote literacy
and free access to books for people of all ages and walks of life. Since installation of the first
Little Free Library in 2009, the program has grown into an internationally recognized institution,
boasting more than 50,000 free libraries worldwide and receiving accolades from the National
Book Foundation, Library of Congress and the American Library Association. As a community
dedicated to the promotion of culture, learning and inclusivity, the City of Cape Canaveral joins
ranks with communities worldwide with the installation of its first Little Free Library. The City is
excited to be the first city in north Brevard to take part in this community building, enrichment
program. Ribbon cutting will be held at 10:00 am on Wednesday, May 31 st at the Cape Canaveral
Community-Garden located at 200 Long Point Road in Cape Canaveral. This event is free to attend
and open to all ages.

Sense of Place
The new PEAFOWL/SURFER CROSSING signs were temporarily removed to apply a black film
to the backside in order to match existing City signage. They were reinstalled on Thursday, May
11 , 2017.
EV Charger at Manatee Sanctuary Park
Staff from Public Works Services (PWS) installed a new electric vehicle charging station at
Manatee Sanctuary Park! These two (2) designation chargers are the City's second free to the
public charging stations. The electric vehicle chargers were researched and purchased as an
initiative in line with the Vision Statement and Sustainability Plan. PWS Staff, to include Utilities
and Infrastructure Maintenance teams along with the inmate crew, worked together to prepare the
site and install the units. The destination chargers were installed at Manatee Sanctuary Park
because of the proximity to the river, Banana River Park and local restaurants/stores. The universal
chargers have seen constant use since installation by such makes and models as: Tesla S, Nissan
Leaf, Ford CMax, Ford Focus EV and a Ford Fusion Energi.
Staff was recently "chatting" with a City EV charger user on Instagram.

National Beach Safety Week, May 22-29,2017
Staff coordinated with the Life Rescue Project and the Honorable Mayor Hoog to present
information on beach/water safety to the first-fourth graders at Cape View Elementary on
Wednesday, May 10, 2017. The Honorable Mayor presented the National Beach Safety Week
proclamation and Wyatt Wemeth presented information on:
• Rip Tides
• Dangerous Marine Life
• Life Rescue Stations
• Lifeguards
• Sunscreen
• Poster Contest
• Hydration

Life Rescue Station Art Pole Wrap
Staff received the second LRS art pole wrap design from resident/artist Melissa Bass. Melissa
also painted the Community Garden water barrels last year. Staff will work 9 Mile Media to
transform/apply the design into the necessary vinyl wrap.

Fitness Challenge I MOST FITY CITY 2017!
The City of Cape Canaveral was named the MOST FIT CITY 2017! Team Cape Canaveral racked
up 556,599 active minutes during the 12 week, nine (9) Brevard County Cities competition. On
Saturday, May 6, 2017 the Honorable Mayor Hoog and Staff accepted the award/trophy for Most
Fit City 2017 at the Viera Hospital Courtyard from Drew Rector, Health First Chief Strategy
Officer/Plans Chief Executive Officer. Several members from Team Cape Canaveral were also
present. If you or someone you know helped earn the win, a THANK YOU is in order! All Team
Cape Canaveral members have earned a few cheat days!

Computer ABCs
Staff instructed a F ANT AS TIC Computer ABCs class on Monday, May 8, 2017 at the Cape
Canaveral Public Library. Two (2) attendees came to learn about:
• Computer tips/tricks
• How to search airlines/kayak.com
• Microsoft Word basics
• Internet browser basics
Drug Free Zone Sign Initiative
Staff created a 1,000 foot zone map of all of the following that exist in Cape Canaveral:
• Real property comprising a public or private elementary, middle or secondary school
between the hours of 6 am and 12 midnight;
• Real property comprising a state, county, or municipal park, a community center, or
publicly owned recreational facility, at any time;
• A physical place of worship, church or religious organization, which regularly conducts
religious services, at any time;
• A convenience business at any time, as defined by statute to generally mean any place of
business that is primarily engaged in the retail sale of groceries and gasoline, or both, and
that is open for business at any time between the hours of 11 pm and 5 am;
The purpose of this map is to see how much FSS 893.13 coverage exists in the City. Staff is
working with the City Attorney's Office and the BCSO on this initiative.
Background for this initiative
Upon recommendation by a resident via email, and City Council Meeting, Staff has been
researching use/installation of Drug Free Zone signs in the City. Staff reached out to BCSO who,
in tum, reached out to the State Attorney's Office and then all research was passed to the City
Attorney's Office. The use of signs would create more awareness to the drug problems in the City.
Staff was informed that the signs do not need to be posted for Florida State Statue 893.13 to be
effective, but everyone agrees awareness/prevention is KEY . To read more about FSS 893.13,

• What is your concern?: they have people working on this property only on weekends I
have seen no sign of permit any where at 630 adams ave cape view apts. I know they
were caught working without one before .they cut water off to the residents without any
warning. and have people who probably don't have a license. they live in property owned
by same people down a few blocks on adams there have been a lot of problems with this
place . could you please check into it . I don't want to give my name cause I have to live

Update for Week Ending May 12,2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing Notices and conducting research.
The Building Division conducted 64 inspections; processed 31 new building permit applications;
26 permits picked up/payments processed; processed 29 renewal (or new) Business Tax Receipts
Alarm and/or Fire payments.
• Assisted 29 walk-in customers regarding miscellaneous items.
• Responded to 122 emails, faxes and/or calls requesting permit, zonmg and/or BTR
information.
• Responded to one (1) voicemail.
• Contacted two (2) contractors regarding scheduling final inspections for building permits
that are nearing expiration or permits recently expired.
• Processed nine (9) new contractor's information packets (Contractor Lie., Liability
Insurance and W /C Insurance) to allow them to pull permits in Cape Canaveral.
• Performed five (5) notaries.
• Adjustments made in Springbrook for 37 BTR's.
• Scanned/verified 72 pages of Building Department documents.
Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests
from the Public and provided office coverage throughout the week. Highlights:
• Received seven (7) new requests giving life-safety issues priority, followed closely by
community appearance and property maintenance.
• Provided front counter coverage and assisted 25 citizens with building/code enforcement
requests.
• Conducted 27 site inspections.
• Removed four (4) signs from right-of-way/telephone poles within the City.
• Responded to 1 7 voicemails regarding complaints/inquiries.
• Responded to 19 lien search requests.
• Code Enforcement Officers continue to conduct daily community sweeps for visible
violations throughout the City.
• Obtained compliance in the field for one (1) Code violation.
• Issued two (2) door tags for visible violations to be corrected.
Planning performed day-to-day duties/responsibilities, assisted with various requests from the
Public and provided office coverage throughout the week. Highlights:
• Records Management -1,056 pages of documents scanned/verified; converted 19 pdf. files
to Laserfiche searchable documents.
• Attended and prepared minutes for Business and Economic Development meeting on May
9, 2017.
• Provided assistance for public records requests.
• Met with President of Cedars Condo Association regarding potential redesign of the parking
lot to include relocation of the dumpster.
• Contacted Brevard County Property Appraiser's Office regarding its reported concern that
cities are not providing updated information to their office. Staff confirmed that Cape
Canaveral is providing the needed information on a regular basis.
• In conjunction with the City Arborist, Staff is working with the Ocean Woods Property
Management team to replant/cleanup the buffer areas located on the north and south sides
of the development consistent with the City approved site plan.
• Staff is beginning to draft the required update to the Comprehensive Plan Coastal
Management Element. Staff contacted other Brevard County municipalities to determine
what specific standards and language the State is requiring.
• Staff implemented an improvement plan for the Palms East property located on Chandler
Street. Initial successes include: repair of potholes in the parking areas; repair of
damaged/dilapidated roofing materials associated with the covered parking structures; and
repair of damaged/broken windows throughout the project (permits have been issued for the
repair of additional windows). The next phase will include replacement/repair of air
conditioning unit covers located throughout the property. Also, a number of the structures
are in need of repainting. Staff patrols the property a minimum of once a day looking for
unlicensed vehicles that need to be removed.
Economic Development

Performed day to day duties/responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
City Hall status:
o Exterior clock trim profiles installed.
o Tile infill work on the portico’s arched cast stone profiles underway.
o Exterior trim painting continues with details and cutting-in.
o Trim-out of electrical receptacles, data/comm jacks, fire alarm strobes and A/C

Along with representative from Zagster, met with a City businesses owner to request
corporate sponsorship. Zagster is a bikeshare program that encourages and supports our
City’s Vision of a bikeable City. The City intends to join with Port Canaveral and the
City of Cocoa Beach in expanding the program to connect our beach areas.
Met with Port Canaveral leadership and two local real estate developers/property
owners regarding potential joint City-Port stormwater initiatives.
Attended monthly Space Coast Transportation Planning Organization (SCTPO)
TAC/CAC meeting. It was announced that the International Dr. Realignment design
would expand to include a sidewalk north to Long Point Rd.
Along with Mayor Pro Tem McMillin, met with community leaders and two staff
members from Senator Marco Rubio’s Office. At the luncheon held in Melbourne, one
staff member spoke about Rubio’s various initiatives and his commitment to seeking
input directly from the leaders of Florida’s communities. One-on-one discussions
included State Grant Funding possibilities and the name legacy of Cape Canaveral and
working toward matching perception to reality as we redevelop S.R. A1A. Networking
opportunities included a beneficial discussion with Brevard County Commissioner
Isnardi.

Student Art Show/Award Ceremony -At last week's Friday Fest, Mayor Hoog and Staff
distributed awards for the 2017 Student Art Show. The award ceremony took place on the main
stage and recognized the 1st place winners of each grade in Kindergarten through 12th, as well as
the winners of the Best in Show category and Poster Design Contest. Certificates of Recognition
were also presented to the teachers of participating schools for their dedication to instilling the
value of art in the next generations. Staff received numerous compliments regarding the
organization of the Show and several teachers have already reserved their space for next year's
event. One piece of art, in particular, (pictured on the top right) has been chosen to participate in a
State Final competition. It was created by a kindergarten student from Stevenson Elementary. A
big thank you goes out to all the teachers, students, volunteer judges and Staff that made this year's
event the best yet.
New Mural at Cape Canaveral Public Library-The mural unveiling event was a big success.
Local artist Rick Piper was commissioned by the Friends of the Library to bring his unique style
of combining local nature and history into a one of a kind mural. Located in the children's area of
the Library, this mural depicts an almost 360 degree view of our area starting with the ocean and
nesting sea turtles to the east, to rockets launching into space to our north. It is definitely worth a
stop by the Library to enjoy.
Athletic Leagues-Wednesday night intermediate tennis started a new league with 11 participants
and more women joining this season. Wednesday night advanced racquetball continued the season
as playoffs are quickly approaching. Thursday night Co-Ed softball has three tean1s tied for first
place with heavy competition all around. Teams have commented that they're enjoying the fun
competitive atmosphere. Wednesday night Co-Ed kickball completed the halfway point of the
season with one team having a perfect record. Staff continues to register new players for a
Thursday night intermediate tennis league starting May 25.
Back to School Jamboree-This Year's Back to School Jamboree is scheduled to take place
August 4th. The event is a partnership between the City and VFW. It provides backpacks filled
with supplies to Cape View Students and has become a huge relief to local families as for some
the choice is school supplies or new shoes for their children. Cape View Elementary is a Title I
school with 75% enrollment in the State's free and reduced lunch program. Along with the City's
program, Brevard School's Foundation is providing any and every child registered in a Brevard
Public School a free backpack and supplies if they're enrolled in the free and reduced lunch
program. If you know a parent or a child in this program, please share this important information
with them:

Paddle, Play and Picnic Event -We invite you to take your fitness routine out on the water and
experience your workout from a new perspective. Fitness instructor Rebecca Chapman will guide
participants through a warm-up paddle followed by a series of unique workouts designed to
increase overall strength and core stability. Following the fitness routine, there will be a relaxing
yoga practice designed to improve balance and increase flexibility. The event concludes on shore

Take Stock In Children Mentorship Program -Staff completed the second year of mentoring
a Cocoa Beach High School student as part of the Take Stock in Children Mentorship Program.
Take Stock in Children is a college scholarship program designed to identify and assist motivated,
well-deserving, low-income middle and high school students. It powerfully impacts the major
elements of that young child's life: family, school and community. The mission of Take Stock in
Children is to passionately promote personal growth, self-responsibility and academic success for
deserving low-income children by providing a unique set of resources including mentors,
scholarships, long-term support, student advocacy and a guaranteed educational opportunity. Upon
successful completion of the program and high school, students receive a two-year college
scholarship. Take Stock in Children of Brevard County boasts a 98 % graduation rate and a 94%
college entrance rate for students who enter the program. Staff will take part in mentoring this
student next year, which will earn the child a free college scholarship further solidifying a
successful future.

Wastewater Treatment Plant {WWTP)!Sanitary Sewer System
• Oxidation Ditch Rehabilitation Project. Bypass operations of the oxidation ditch
continue. The Anoxic Basin serves as a temporary oxidation ditch for the next 3-4 months.
The main roadway to the Maintenance Building is now closed; the roadway to the west
around the Reject Water Tank is open. A US Environmental Protection Agency audit of
this State Revolving Fund Project pertaining to the requirements of the American Iron and
Steel (AIS) Act was performed on May 1 0; no major AIS compliance issues were
identified. Current project construction completion: 33%.
Stormwater
• Shoreline Restoration Project. The City's contractor, SDV Services, LLC, completed
placement of rock at selected locations along the Banana River Park shoreline. Rock was
placed along the shoreline to prevent future erosion in areas where native vegetation (e.g.,
mangroves) is not present. Only swale construction and placement of sod remains at
Banana River Park. Work was initiated at Manatee Sanctuary Park; the scope of work is
similar to tasks completed at Banana River Park. Construction completion date: July 1,
2017. Current project construction completion: 50%.

• Stormwater Site Inspections. Staff is conducting inspections of stormwater structures
(e.g., ponds and retention areas) throughout the City for any damages. Staff is also
conducting inspections ofbusiness properties for illicit discharges to the City's stormwater
system. These inspections are required by the City's National Pollutant Discharge
Elimination System (NPDES) [stormwater]) permit.
• Basin Management Action Plan (BMAP) Meeting. The next BMAP Meeting is
scheduled for May 16 in Cocoa, Florida. Basin-wide, stormwater improvement projects
constructed in 2016 will be discussed as well as proposed projects for 2017 and 2018.
Current environmental conditions in the Indian River Lagoon will also be a topic of
discussion.
Infrastructure Maintenance OM)
• Banana River Estuary Rehabilitation Project. Staff continues to work with the US Army
Corps of Engineers (USACOE) to finalize a contract and introductory reports. The Project
includes the clear-cutting of the City-owned property at the western end of Long Point
Road and replanting with native tree species. The USACOE will contribute $199,172 to
project costs.

Battery Deputies responded to above address in reference to a female who was
bleeding from the chest. Upon arrival, is was discovered she was stabbed
multiple times. Due to a language barrier, Deputies were unable to get a
detailed description of what happened; however, Deputies were able to learn
that the victim was stabbed by a male who left the area on foot towards
RaceTrac. STAR, K9 units and multiple road deputies canvassed the area in
attempt to locate the male. He was located and arrested by the Game Over

Deputy Barrett and Deputy Vaughn responded to the above area in reference
to a Battery call. Upon arrival, contact was made with Mr. Antonio G. Rinko,
w/m, 03 /0311993, arrestee standing outside the building. A pat down of Mr.
Rinko was conducted to check for any weapons. During this pat down Mr.
Rinko pulled away and swung his arms nearly striking Deputy Barrett. Mr.
Rinko was placed under arrest for Resisting Without Violence. Once at the
jail, Mr. Rinko was found to be in possession of Heroin, Methamphetamine,
Alprazolam, Methadone, and Marijuana. The Heroin and Methamphetamine
were packaged for sales. Mr. Rinko was charged accordingly and held on

who advised Samantha Kenney (W/F, DOB: 1 0-20-89) was not at the
residence. The resident gave deputies consent to check the residence to ensure
Samantha was not there. Deputies located Samantha in a back bedroom hiding
inside a closet. She was taken into custody without further incident and

Deputies responded to the area of Jackson A venue beach access in reference
to a kayaker with a lost paddle and may be in distress. Corporal Shields arrived
on scene and observed a red kayak approximately 300-400 yards offshore with
a male in the water hanging onto the kayak who appeared to be in distress. Ag.
Marine Deputy R. Johnson and Dep. F. Flake responded to the area by boat
and located the male. He was pulled into the boat and transported to the marina
where he refused medical attention and was transported home by Dep. Flake.

Dep. Habart conducted a traffic stop on a vehicle for violation of a traffic
control device and the FCIC/NCIC return revealed the vehicle was
unregistered. Contact was made with the driver, Ms. Lekosha Lewis, B/F,
12/30/95, and the passenger, Ms. Lakeisha Hunter, B/F, 5/25/96. The distinct
odor of marijuana was emitting from the vehicle. A probable cause search was
conducted, which revealed the following: Ms. Lewis was found to be in
possession of one gram of FTP marijuana and 18 Tramadol pills without a
prescription. Ms. Hunter was found to be in possession of 4 grams of FTP
marijuana, as well as various items of paraphernalia. Both females were
subsequently arrested. Ms. Lewis was charged with Possession of a Controlled
Subtance w/o Valid Rx, Possession of less than 20 grams of Marijuana,
Possession of Paraphernalia, and Operating an Unregistered Motor Vehicle.

While on a suspicious person call in the Lido's parking lot, Dep. Moore
observed a vehicle enter the parking lot in a reckless manner. The driver then
backed hastily into a parking spot, causing his trailer hitch to to hit a concrete
wall. Dep. Moore approached the driver, later identified as Mr. Carlos Merced,
W/M, 8/19/76, and noticed obvious signs of impairment. As Dep. Moore
attempted to speak with Mr. Merced, and explain he was being detained for a
DUI investigation, he became extremely argumentative. Mr. Merced refused
to provide identification and tried to walk away. Dep. Moore, joined by FTO
Howard, attempted to detain Mr. Merced in handcuffs. Mr. Merced actively
resisted by aggressively pulling away his arms, clenching his fists, and
planting his body in a firm stance, as if he was going to attack. Mr. Merced
was escorted to the ground, and ordered to place his hands behind his back.
Mr. Merced refused to comply, and he attempted to kick FTO Howard. Mr.
Merced was successfuly placed in handcuffs and secured in a patrol vehicle.
Due to Mr. Merced's behavior, Dep. Moore was unable to administer FSE's.
However, Mr. Merced did agree to take a breath test, the results of which were
.118/.096. Mr. Merced was transported to jail without further incident. ,

After receiving a reckless driving complaint, FTO Bratsch located the vehicle
and conducted a traffic stop. Upon making contact with the driver, Mr. Corey
Davis, B/M, 12/13/82, FTO Bratsch noticed obvious signs ofimpairment. A
DUI investigation was conducted and Mr. Davis was subsequently arrested.
Mr. Davis took a breath test with the following results: .157 /.154. A
FCIC/NCIC check revealed Mr. Davis also had a suspended license and is
currently on community control in Lake County, in reference to False
Imprisonment. Mr. Davis was charged accordingly, and transported to jail

Deputy Pen a responded to 317 Jefferson Ave. in reference to a fraud. The
victim advised they purchased a motorcycle for $2000.00 from an individual
on Craigs List. The bike was supposed to be delivered at 1700 hours, on May
6, 2017. On today's date, the victim contacted Deputy Pena and advised him
the motorcycle was never delivered and was told another $1 ,000 was to be

was found to be in possession of FTP methamphetemine. Mr. West was

PSA Weidner made contact with the victim who advised their wallet was
stolen from Graham's Beach Grill from the bar area which contained an EBT
food stamps card (CR 2017-00147595). The victim believes a friend had taken
the EBT Card due to the locations of where the transactions occurred to be
near the friends ' residence and the friend has knowledge of the PIN number.
The victim advised when they attempted to order a new card, the remaining
balance of the EBT food stamps card was approximately $2.00 although a
disbursement of $194 had been made days earlier. A case report has been
completed and forwarded to Canaveral GCU for further investigation. ,

FTO Howard and Dep. Young conducted a traffic stop on vehicle for driving
without headlights. Upon making contact with the driver, Mr. Matthew N.
Wint, B/M, 115/96 , Dep. Young noticed obvious signs of impairment. A DUI
investigation was conducted and Mr. Wint was subsequently arrested. While
Mr. Wint was being escorted to the patrol car, he twisted his body and
attempted to break loose from Dep. Young's grip. Mr. Wint then tensed his
body and refused to be seated in the vehicle. Once in the vehicle, Mr. Wint
became aggreesive and started kicking the door. Mr. Wint also repeatedly
banged his head against the cage, but he did not injure himself. Mr. Wint was
outfitted with a helmet for his protection, and then transported jail. Once at the
jail, Dep. Young requested Mr. Wint take a breath test, which he refused. Mr.
Wint was released to the custody of corrections deputies without further

Dep. Moore was assisting Dep. Young by keeping watch over the female
passenger, later identified as Ms. Ashlee Evans, W/F, 7/27/97. Dep. Moore
smelled an odor of marijuana coming from the vehicle. After the driver was
arrested, Ms. Evans was told to exit the vehicle. A probable cause search was
conducted in conjunction with an inventory search. Dep Moore located a black
purse in the back seat ofthe vehicle, which Ms. Evans stated belonged to her.
Two pills were located inside the purse, identified as Tramadol and
Gabapentin. Ms. Evans stated she does not have a prescription for either pill.
Ms. Evans was placed under arrest and transported to jail without incident.,

FTO Howard and Dep. Young conducted a traffic stop on a vehicle for failure
to maintain a single lane. The driver, Mr. Roger D. Velten, W/M, 115/76,
handed Dep. Young a Florida ID card, and stated he does not have a valid
license. A FCIC/NCIC check revealed Mr. Velten is currently suspended, and
he has two prior convictions. Mr. Velten was subsequently arrested for DWLS
w/Knowledge. During a search of Mr. Velten's person incident to arrest, a
small plastic jar was found in his right pocket. The jar contained 2.5 grams of

Dep. Habart conducted a traffic stop on a vehicle for a defective headlight.
Contact was made with the driver, later identified as Mr. William Dragoon,
W/M, 5/28/79, who refused to roll down his window. Mr. Dragoon stated he
was illegally stopped, he does not have to conform to traffic laws, and he
insisted that he would not identify himself, as he believed his rights were being
violated. Dep. Habart requested backup, and Dep. Lakeman and FTO Bratsch
responded. After several minutes of patiently trying to get Mr. Dragoon to roll
down his window and identify himself, Dep. Habart opened the door to the
vehicle. Dep. Habart gave Mr. Dragoon several warnings that he faces arrest
for Resisting/Obstruction. Mr. Dragoon continued his defiance, at which time
Dep. Habart assisted him out of the vehicle. Mr. Dragoon actively resisted
being taken into custody, and all three deputies took control of Mr. Dragoon,
escorted him to the ground, and secured him in handcuffs. Mr. Dragoon was

Sgt. Ferrante was conducting beach access patrols when he came upon a
vehicle parked at the Taylor Beach access during the prohibited parking times.
There were two males in the vehicle who immediately exited upon seeing Sgt.
Ferrante. One of the men, later identified as Mr. David B. Helms, W/M,
8/12/76, tossed a plastic sandwich bag in front of the vehicle. Sgt. Ferrante
retrieved the bag, and discovered it contained approximately 21 grams ofFTP
methamphetamine. Mr. Helms was placed under arrest and a subsequent
search of his person revealed another small quantity of FTP
methamphetamine. Sgt. Ferrante also located several items of paraphernalia.
Mr. Helms was charged with Trafficking in Methamphetamine, Possession of
Methamphetamine w/intent to sell, and Possession of Paraphernalia. A
FCIC/NCIC check revealed Mr. Helms is currently on felony probation for
Fraud. Mr. Helms was charged accordingly and transported to jail without

10. Four day Shipboard firefighting class taught for Cape Canaveral Air Force Station Fire
Department.
11. Assisted in removal of a 7’7” gator from Station 52’s retention culvert. It was actually
lying next to our trucks in the morning.
12. Prevention conducted 44 new, 9 follow up and 4 new construction inspections.
Additionally, they conducted 3 plans reviews and 5 public assists.
