This residential and business friendly atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that embraces the seaside and riverside as the main amenities, and supports local culture, commerce and education. We envision: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk- able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. We envision: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage.  Administrative Services Update for Week Ending April 7, 2017 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  EA assisted CCO/Directors in proofing of Agenda Covers for 4/18/17 Regular City Council Meeting.  EA provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management – Met with Staff from Financial Services, Culture & Leisure Services and Capital Projects regarding digital distribution of oversize files.  Public Records – responded to request regarding variance appeal; acknowledged and coordinated with Financial Services to fulfill request regarding purchase orders.  Council Meetings – continued preparing Agenda/Packet for 04-18-17 Regular Meeting.  Met with City Manager and select Department Directors regarding various items/issues.  The City Hall marquee is partially obstructed by construction barriers at the moment, but still visible at night. Here are some examples of the current message rotation: Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Attended meeting with City Manager and Capital Projects Director regarding status/costs of Capital Projects for FY16/17.  Met with HR Director to discuss personnel/benefits/insurance costs for upcoming FY 17/18 Budget.  Met with Brevard Business Telephone Systems, Economic Development Director and various Staff to identify/order new phones that will be required for the New City Hall. Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Highlights: Legal Updates Repeal of Affordable Care Act (ACA) Back on the Agenda While, for the first time, a large majority of Americans want the President and Congress to make the ACA work more efficiently, Republicans have indicated their intention to revisit their effort to “Repeal and Replace.” American’s current opinions on ACA (Kaiser Family Foundation)  Americans who support ACA: 75%  Self-described Trump supporters who approve ACA: 54%  Republicans who support ACA: 51%  Americans who felt the recent failure to repeal was a good thing: 64%  Americans who felt the recent failure to repeal was a bad thing: 29%  Republicans who felt the recent failure to repeal was a bad thing: 38%  Want the President to take action that would cause ACA failure: 19%  Relieved that the Repeal and Replace Act failed: 52%  Happy the Repeal and Replace Act failed: 44%  Disappointed that the Repeal and Replace Act Failed: 40%  Americans who believe ACA should be left alone and want other issues addressed: 49%  Want President and Congress to work to improve ACA: 45%  Would hold President Trump and Congress responsible for any “problems” with the ACA going forward: 61%  Would hold President Obama and Democrats responsible for any “problems” with ACA going forward: 31%  Americans who supported new Republican American Health Care Act: 17% In an effort to garner greater conservative Freedom Caucus support, of which Bill Posey is a member, the following provisions have been offered:  Give individual states the option to permit “bare bones” plans that do not cover essential health benefits.  Eliminate ACA protections that prohibit insurance companies from discriminating against individuals with pre-existing conditions (27% of U.S. adult non retirement age population). Current ACA law prohibits insurance companies from declining to cover or charge a higher premium rate to persons with pre-existing health conditions (52 million adult Americans under age 65) have a pre-existing condition such as high blood pressure, history of cancer, diabetes etc.) President Trump Eliminates Protections for Women Workers On March 27, President Trump revoked the 2014 Fair Pay and Safe Workplaces order put in place to ensure companies with federal contracts comply with 14 labor and civil rights laws. Background The Fair Pay & Safe Workplace Order was put in place after a 2010 Government Accountability Office investigation showed that companies with rampant violations were being awarded millions in federal contracts. In an attempt to keep the worst violators from receiving taxpayer dollars, the Fair Pay Order included two rules that impacted women workers:  Paycheck transparency which required employers to detail earnings, pay scales and other details used to ensure companies pay women workers and male workers performing the same job with the same qualifications equally. According to the Economic Policy Institute's 2016 analysis of federal labor statistics, the median wage for U.S. women is about 16.8 percent less than the median for men — with women making about 83 cents to a man's dollar.  Ban on forced arbitration clauses, often referred to as “cover-up clauses” for sexual harassment, sexual assault or discrimination claims. Forced arbitration clauses are commonly used to keep sex discrimination and assault claims out of the courts and off the public record. Industry leaders viewed the protections as unnecessary government regulation and applaud the President’s action. Senate Narrowly Passes Rollback of Obama-Era ‘Auto-I.R.A.’ Rule By a single vote, the Senate gave final approval on Thursday to a measure blocking cities and counties from organizing retirement savings accounts for workers who have no access to employer-sponsored plans. The vote reverses a Labor Department rule that allows local governments to automatically enroll private-sector workers in retirement plans unless they elected to opt out. Congressional Republicans protested that President Obama’s Auto IRA rule gave local regulators too much leeway. Civil Rights Act Protects Gay Workers, Court Rules A federal appeals court in Chicago ruled that the 1964 Civil Rights Act protects gay workers from job discrimination, expanding workplace protections in the landmark law to include sexual orientation. The decision by the United States Court of Appeals for the Seventh Circuit, the highest federal court yet to grant such employment protections, raises the chances that the politically charged issue may ultimately be resolved by the Supreme Court. While an appeal is not expected in this case, another appellate court in Georgia last month reached the opposite conclusion, saying that the law does not prohibit discrimination at work for gay employees. Other federal courts are also grappling with this question with the Supreme Court being asked to ultimately address the matter.  HR met with Public Works Services Director to discuss development of training program for Electrician Trainee and for purposes of revisiting our current Wastewater Plant Operator trainee program. HR is pursuing an aggressive employee development initiative in order to achieve skills sustainability in high demand technical areas. The City is currently seeking to hire an experienced Wastewater Plant Operator with either a C, B or A license to be assigned to Public Works Services. Position details are posted on the City’s Website as well as Employ Florida.  Health and Safety Zika Update Source: U.S. Centers for Disease Control and Prevention “Zika is here to stay. This devastating outbreak is far from over and the consequences are heartbreaking.” The CDC continues to receive reports of 30 to 40 new Zika cases in pregnant women each week in the United States.  One in 10 pregnant U.S. women with confirmed Zika infection in 2016 had a baby with virus- related birth defects.  Infection in the first trimester posed the greatest risk, with 15 percent of confirmed cases having Zika-related birth defects.  Zika infection during pregnancy has been most closely linked to microcephaly in developing fetuses, a condition in which the skull and brain are underdeveloped. It can also lead to other birth defects to include brain abnormalities, vision problems, hearing loss and problems moving limbs.  The CDC report revealed many physicians aren’t carefully tracking pregnancies threatened by Zika.  About one-third of babies with possible Zika infection during pregnancy were not tested for the virus at birth and only 1 in 4 received brain imaging after birth to check for possible defects.  Pregnant women are urged to avoid travel to active transmission areas. All women of childbearing age are encouraged to protect themselves against mosquito bites and use condoms during sex with men who have recently returned from a Zika-affected area.          Please welcome Chris Barney, Utilities Mechanic assigned to the Collections Reclamation Field Systems Division within Public Works Services. Community Engagement Update for Week Ending April 7, 2017 Community Engagement is primarily responsible for implementation/evaluation of public programs, community meetings, public gatherings and more. Staff attended various meetings, performed day-to-day duties/responsibilities, website maintenance/improvements and performed content sourcing throughout the City for various digital/social media platforms. Other highlights include:  Phone conference with Kimley-Horn regarding Mobility Master Plan DEO Grant.  Community engagement with residents regarding installation of the Life Rescue Stations and Mobi-mats.  Phone conference with Signature Streetscapes regarding wayfinding signs. o Meeting with Community & Economic Development Staff regarding wayfinding locations/verbiage.  Phone conference with Satellite Beach and Brevard County about Mobi-mat purchase/permit process/possibilities.  Meeting with Public Works Services and Community Development Staff regarding Arbor Day/Cape View Elementary event. Keep Brevard Beautiful Annual Trash Bash Staff worked with Keep Brevard Beautiful (KBB) and longtime residents Jim and Judy Hale to coordinate the Cape Canaveral Trash Bash event. Jim and Judy have coordinated the Trash Bash for over twenty (20) years and it was Staff’s pleasure to work with them. Sixty-six (66) residents/visitors got out of bed early on Saturday April 1, 2017 and drove/biked/walked to Cherie Down Park. Once signed in, participants were given gloves, trash bags, morning snacks/water, emergency contact phone numbers and an area map. The map was created in the software Boondock Cities and was printed out, but also accessible via a smart phone/tablet. The map was labeled with the Trash Bash pick up area, a priority area and multiple “safe route” directions to the Founders Day event at Manatee Sanctuary Park. At 8:05 AM, Staff introduced Jim and Judy, current/present City Council Members (Mayor Hoog, Mike Brown and Betty Walsh), past City Council Member (Buzz Petsos), Public Works Services Staff and then conducted a safety briefing/overall game plan. Fifty-four (54) thirty (30) gallon trash bags of litter were collected along with a bicycle and two (2) parking cones from the orange labeled map area seen above. The event as a whole collected over 30,000 pounds of litter in Brevard County! Founders Day Staff participated in the Founders Day event by constructing a community photo booth and community engagement table. The photo booth allowed residents/visitors to capture a fun memory of the day, and also take home a souvenir. The technology used was an app called Simple Booth, an iPad Pro, a Cannon photo printer and a mobile hotspot. The branded backdrop featured trademark taglines such as:  The Space BetweenSM  Waves + WonderSM  High-Tech + High TideSM  Liftoff + LandingSM  Inspiration + RelaxationSM  Science + SandcastlesSM  Family + FriendsSM Props were purchased to make the photos silly and creative. Once the photos were taken, images could be emailed, texted and printed. Once printed, one image was taped into the Founders Day scrapbook and the other went home to be placed on the fridge. Residents/visitors were also encouraged to write a message next to their images in the Founders Day scrapbook. Resident and current Community Garden Master Gardener Rebekah McLain volunteered to help work the community photo booth alongside Staff. At approxmately 11:30 AM, Staff began the Florida Today 2017 Health First Mayors’ Fitness Challenge Fitness Walk with Mayor Hoog, Keith Heinly from the United Way and Bob Gabordi, Executive Director of Florida Today. Also present on the walk were Mike Brown, Cheryl and George Gottwald and Angela and Doug Raymond. The group walked the ½ mile Manatee Sanctuary Park paved life station trail between five (5) and seven (7) times. Many of the walkers had participated in the Trash Bash and the heat was too much! During the 1st loop Mayor Hoog taking a selfie with Bob Gabordi (his family) and very excited walkers! Community Engagement table images/Draw YOUR Cape Canaveral results LifeTM Rescue Project The twenty-five (25) City of Cape Canaveral sponsored Life Rescue Stations have been installed for two (2) weeks, and are quietly standing “ready for action”. As a second phase to the Life Rescue Project partnership, Staff is designing vinyl wraps to transform each Life Rescue Station into public art. Possible wrap ideas can be seen below. One (1) station was believed to be vandalized on Monroe Ave., but was repaired by end of day, pictured below. Residents are continuing to express gratitude to the City for making the public beaches safer during community engagement events, emails and social media. The City Facebook received a message on Saturday, April 1, 2017 from Pat Rush about his daughter Shannon and it read: Thank you for placing mobi mats at the beach! This is my daughter, Shannon. She was able to get down to the beach and get her feet in the sand for the first time. As you can see she loves it. Along with the message were two (2) pictures. Shannon enjoying the sand on her toes for the FIRST time! : ) Another recent social media comment was:  Fran Robinson Thank you. My little girl does not walk but she loves the beach and surfs on her hands. We can carry her down now but won't be able to much longer. In September 2016, the City purchased six hundred (600) feet of Electric Blue Mobi-mat RecPathTM nonslip roll-up Beach Access MatTM Pathway for $21,250. Staff also designed three (3) ad mats branded with THE SPACE BETWEENSM that was inserted between path sections. With this addition of Mobi-mat RecPathTM nonslip roll-up Beach Access MatTM Pathways, the City has become an even more attractive community with inclusive, fully accessible beaches. It is the hope of Staff that residents who have been unable to access the beach due to disabilities will again be able to enjoy the natural Oceanside, witness the next big launch from the sand or even build a sand castle with family/friends. Staff has been contacted by other Brevard County groups for advice on how to implement/install Mobi- mats on other Brevard County/City beaches. SketchUp The City has purchased the 3D modeling program SketchUp. The program is used for things like:  Architecture  Construction  Engineering  Urban Planning  Landscape Architecture Staff plans on using the software to create ground floor project renderings before consultants/third party companies are brought in on projects. Staff hopes that using this software will help engaged residents see a better vision in future City projects. Trademark City Staff changed the five (5) website background images to seven (7) new background images after working with the trademark lawyer to best prove use. A mountain of tinder dry brush has accumulated at the end of Long Point. There has been no rain for weeks as you well know. Our family lives at 219 Long Point, about one hundred fifty feet from this hazard. A kind person from code enforcement, Mr Robinson explained to me that an arrangement had been made with Waste Pro to remove the cuttings. So far only one truck has appeared several day ago. Please help us soon, we are beginning to worry.  What is your concern?: Having a new tub installed. Can the plumber encase the tub drain in concrete before the final inspection? There is an access panel in the closet opposite this plumbing.  What is your concern?: IAP Services landscaping contractors are running mowers, trimmers, saws, blowers etc. at 7 AM on Saturdays. This Sunday morning a crew is trimming Palm trees. B4 7 AM! Needs to stop ASAP @ IAP. I have contacted IAP repeatedly.  What is your concern?: No recycle pickup Friday, March 31 on Surf Drive. It's now 11:30 pm, receptacle has been out since Thursday night. No one picked up recycle at 306 or 305. Was there a problem? The Building Division conducted 88 inspections; processed 35 new building permit applications; 37 permits picked up/payments processed; processed seven (7) renewal (or new) Business Tax Receipts Alarm and/or Fire payments; printed and mailed 10 BTR’s.  Provided inspections for New City Hall to include frame exterior soffit, restroom ceilings, Council soffit and restroom drop ceilings, 1st floor and electrical can light installation 1st floor and exterior soffit.  Attended FEMA Flood Risk Review meeting for Brevard County.  Assisted 24 walk-in customers regarding miscellaneous items.  Responded to 10 emails, faxes and calls requesting permit, zoning and/or BTR information.  Responded to five (5) voicemails.  Responded to 96 phone calls.  Contacted one (1) contractor regarding scheduling final inspections for building permits that are nearing expiration & permits recently expired.  Researched one (1) records request.  Processed payment for one (1) records request.  Processed three (3) re-inspection fees for failed inspection.  Processed four (4) new contractor’s information packets (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral.  Prepared 12 billing invoices for fire inspections.  Conducted three (3) field inspections regarding BTR’s.  Scanned/verified 399 pages of Building Department documents. Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests from the Public and provided office coverage throughout the week. Highlights:  Received 10 new requests giving life-safety issues priority, followed closely by community appearance and property maintenance.  Provided front counter coverage and assisted 28 citizens with building/code enforcement requests.  Conducted 21 site inspections.  Removed 25 signs from right-of-way/telephone poles within the City.  Responded to 26 voicemails regarding complaints/inquiries.  Responded to 23 lien search requests.  Code Enforcement Officers continue to conduct daily community sweeps for visible violations throughout the City.  Obtained compliance in the field for three (3) Code violations.  Issued two (2) door tags for visible violations to be corrected. Highlights:  Records Management – 117 pages of documents scanned/verified; converted 34 pdf. files to Laserfiche searchable documents and prepared 1.5 cubic feet building plans for MCCI scanning.  Prepared/distributed 707 mail out notices to adjacent property owners regarding an appeal to Variance No. 2017-01.  Met with representatives of RaceTrac to discuss proposed redevelopment of the retail store at 8899 Astronaut Boulevard. Discussions included timing of approvals and number of fueling stations.  Conducted April 5, 2017 Community Appearance Board Agenda, to include: o RaceTrac Petroleum, Inc. - Review and Action regarding a Level 1 Application consistent with Chapter 22, Article III of Cape Canaveral Code of Ordinances – Bryon Potts, P.E., Applicant – 8899 Astronaut Boulevard - APPROVED  Met with Staff to discuss 2017 Arbor Day activities. Event will be held on April 26th at 10:00 am at Manatee Sanctuary Park to include a visit by Cape View 6th Grade class. Activities will include students planting a small container plant to take home, a nature- themed scavenger hunt, planting trees in the Park and a proclamation will be read by the Mayor.  In conjunction with the Economic Development Director, participated in conference call with a potential investor for a hotel property in the southern section of the N. Atlantic Avenue corridor.  Met with owner of mini-warehouse facility to discuss allowed uses on the property. Emphasized that units are only to be used for storage of personal goods/items. Several tenants are being removed from the property. Economic Development Update for Week Ending April 7, 2017 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  City Hall status: o Contractor has indicated that Substantial Completion is estimated to be June 1st – June 15th. o Council Chamber coffered ceilings are taking shape. o Council Chamber Dais veneer and casing wood species/stain selections complete. o 2nd floor corridors and offices are painted and ready for ceiling grid and interior doors. o Data and telephone wiring is nearing completion. o Underground storm system line construction continues. o With the assistance of City Manager and City Manager’s Executive Assistant, finalized furniture purchase order. o With Administrative/Financial Services Director and Staff, met with Data/Comm subcontractor to review needs of the coming telephone system prior to placing the order with the State of Florida Division of Management Services. o Met with contractor and paver brick subcontractor to review a potential project which would paver-brick Polk Ave. from the plaza to Poinsetta Ave. o Stairwell rails, guards and risers will be color themed to two of our branding colors. Blue in the NE stairwell and green in the SW stairwell.  Met with Community Engagement and Community Development Directors to review Wayfinding Sign Program. Revised and added locations.  Along with Community Development Director, participated in conference call with a potential investor for a 150-room hotel property redevelopment project in the southern section of N. Atlantic Avenue corridor. Director Meetings  City Manager  City Clerk  Shoreline Restoration Project Pre Construction Meeting  Financial/Administrative Services Director and Staff Canaveral Maker Space – A Makerspace brainstorm meeting took place at the Recreation Complex on Thursday. To describe them simply, makerspaces are community centers with tools. Makerspaces combine manufacturing equipment, community and education for the purposes of enabling community members to design, prototype and create manufactured works that wouldn’t be possible to create with the resources available to individuals working alone. These spaces can take the form of loosely-organized individuals sharing space and tools, for-profit companies, non- profit corporations, organizations affiliated with or hosted within schools, universities or libraries, and more. All are united in the purpose of providing access to equipment, community and education, and all are unique in exactly how they are arranged to fit the purposes of the community they serve. Makerspaces represent the democratization of design, engineering, fabrication and education. Friday Fest – TGIF! It will be an awesome night on Taylor Avenue tonight as one of Brevard’s most original bands, Picture Show, takes the stage. Athletic Leagues - Monday mixed doubles tennis league has two more weeks remaining before a new season begins on April 24. Wednesday night advanced racquetball continued its ongoing schedule. Wednesday night intermediate tennis finished the last week of makeup matches before playoffs begin next week. Wednesday night Co-Ed kickball started off the season with six participating teams taking the field. Due to inclement weather, only one kickball game was completed on Wednesday evening. Thursday night Co-Ed softball held the third night of league play with last season’s champions already taking its first loss. Public Works Services Update for Week Ending April 7, 2017 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Oxidation Ditch Rehabilitation Project. Contractor is installing underground piping and valves for oxidation ditch bypass operations to be initiated the third week of April. The existing oxidation ditch will be shut down for a 3-4 month period to install new equipment and for cleaning/maintenance. The equalization basin will serve as a temporary oxidation ditch for this period. The upgraded oxidation ditch is then scheduled to be operational in late-2017. An Environmental Protection Agency (EPA) audit of the Project is scheduled for May 10. Current project construction completion: 15%. Preparation for oxidation ditch bypass operations – looking southwest. Stormwater  Shoreline Restoration Project. Staff met with representatives from St. Johns River Water Management District (SJRWMD) to finalize permitting requirements. Construction materials will be delivered to the site beginning in mid-April. Area condominium HOAs were notified of the project schedule/type of work to be performed. Project completion date: July 1, 2017. Infrastructure Maintenance (IM)  North Atlantic Avenue Streetscape Project. The City’s contractor continues to install solar-powered lights along the northern end of the North Atlantic Avenue corridor. Miscellaneous  Staff Brown Bag Seminar. The Rain Collectors, a stormwater specialty contractor, presented a brown bag seminar to PWS Staff. The primary topic of discussion was the use of Bold and Gold, a biosorption activated media (BAM), which reduces nitrogen and phosphorous concentrations in stormwater.
