This residential and business friendly atmosphere is a liveable, attractive, safe, inclusive and sustainable coastal community that embraces the seaside and riverside as the main amenities, and supports local culture, commerce and education. We envision: A1A as a “complete street” with a native-landscaped and tree-lined median with traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists to access the beach, river, local neighborhoods and adjacent communities. Our improved “complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk- able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night. We envision: Welcoming community entrance features that create a sense of arrival and unique community identity. The “uptown” and other areas will contain an architecturally rich and unique mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and bistros where friends gather, interact, and enjoy drinks and dinner. We envision: A community that; removes or transforms blighted and unfinished buildings into attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade, and actively recruits and supports businesses that enhance economic viability and serve our residents and visitors. We envision: Open shorelines and rivers accessible to the public including amenities that take advantage of the water, such as limited and quaint water-view establishments and intimate public gathering and entertainment places that may include pavilions, gazebos, or a performance stage.  Administrative Services Update for Week Ending March 31, 2017 The City Manager’s Office is responsible for the day to day administration of all City departments in accordance with City Council’s established policies/direction, local ordinances, resolutions and State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens, documents prepared/reviewed/approved and meetings/conferences held are numerous and may not be included in the Weekly Updates. Highlights:  Met with Department Directors regarding various projects/issues/initiatives.  Attended City Council Strategic Planning Retreat.  Met with City of Cocoa Beach Mayor and City Manager, Mayor Hoog, Economic Development & Community Development Directors to discuss items of mutual interest. Shared best practices related to City operations.  EA distributed advance Retreat materials/finalized Retreat details with the Radisson/attended Retreat.  EA provided assistance to City Council Members and select Department Directors. City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public/Staff and provided assistance to City Council. Highlights:  Records Management – advised Community Development and Public Works Services Staff regarding preparing records for disposition and placement of records in Laserfiche database.  Public Records – acknowledged/completed request regarding City Attorney invoices and billing; acknowledged/began preparing response to request regarding variance appeal; responded to request for water utility billing records and directed requestor to appropriate agency.  Council Meetings – distributed Agenda/attended 03-29-17 Strategic Planning Retreat; continued preparing Agenda/Packet for 04-18-17 Regular Meeting.  Bid #2017-01 – Banana River and Manatee Sanctuary Parks Shoreline Protection Project: responded to inquires/requests for information; Staff anticipates City Council will award Bid at 04-18-17 Regular Meeting.  Met with City Manager and select Department Directors regarding various items/issues. Financial Services Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the Public. Highlights:  Attended City Council Strategic Planning Retreat to set Fiscal Year 2017/2018 Goals. Human Resources/Risk Management Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Highlights: Affordable Care Act Remains the Law of the Land… For Now House Speaker Paul Ryan confirmed House Republicans “came up short” in their American Health Care Act repeal and replace vote and the Affordable Care Act will stay in place “for the foreseeable future.” “Obamacare will remain the law of the land until it’s replaced,” the Speaker said. “We’re going to be living with Obamacare for the foreseeable future.” “We came really close today, but we came up short,” he added. “I spoke to the President a little while ago and I told him the best thing I think to do was to pull this bill, and he agreed with that. I will not sugarcoat this; this is a disappointing day for us. Doing big things is hard.” With only 17% U.S. voter support for the Republican sponsored Repeal and Replace Bill, there is no longer a repeal and replace plan. Theoretically, we have an opportunity to work together to come up with a repair plan.  Legal Updates Federal Contractors and Sub-contractors Win in Rollback of "Blacklisting" Rule March 27, 2017 President Trump signed a Congressional Review Act resolution that rolled back the Fair Pay and Safe Workplaces Act, which required bidders for federal contracts to disclose their alleged labor and employment law violations for a three year period for consideration in the bidding process. The rule, dubbed the "blacklisting rule," faced vocal opposition from employers since first announced in an Obama Administration Executive Order. The House of Representatives passed the rollback bill in early February and the measure narrowly passed the Senate earlier this month. Workers’ Comp Continues To Be Exclusive Remedy for Workplace Injuries Workers’ Compensation laws are among the oldest protective labor statutes, dating back to the early 1900’s. Workers’ Compensation embodies a simple tradeoff: employees may not bring personal injury lawsuits against their employers for workplace injuries, but in return there is mandatory insurance so claims can be processed quickly with funds available for payment and a workers’ compensation commission to adjudicate disputes. This tradeoff is known as the Workers’ Compensation Exclusivity Rule. As personal injury damages can far exceed Workers’ Compensation benefits, civil lawsuits have been filed attempting to invoke the exception to the exclusivity rule. These suits are rarely successful because while injuries may result from an employer’s carelessness or negligence, the exception only applies when the employee can prove that the employer was motivated by an intention to cause harm. Split Eleventh Circuit Panel Says Title VII Does Not Prohibit Discrimination Based on Sexual Orientation Background Title VII of the Civil Rights Act of 1964 prohibits discrimination on the basis of sex. Perhaps the hottest issue in employment discrimination law today is whether that ban on gender discrimination includes discrimination on the basis of sexual orientation. Three federal appellate courts have recently considered cases asserting that federal law already includes this prohibition regardless of Congress’ refusal to pass legislation that would explicitly add LGBT status to the list of protected classifications. On March 10, a divided Eleventh Circuit Court of Appeals panel concluded that current federal employment discrimination law does not include protections against sexual orientation bias. In a 2-1 decision in Evans v. Ga. Regional Hosp., the court rejected claims from a lesbian security guard that her employer discriminated against her on the basis of her orientation. The decision reviewed the legislative history of Title VII as well as older decisions from appellate courts in deciding Congress must amend the statute to include such prohibitions. In this case, the plaintiff argued that sexual orientation cannot be separated from gender and discrimination on the basis of sexual orientation is inherently a form of sex discrimination. The dissenting judge noted that under the U.S. Supreme Court’s Price Waterhouse v. Hopkins decision, Title VII’s sex discrimination protections already include prohibitions against bias based on gender stereotypes. The Eleventh Circuit remanded the claim to the district court to allow the plaintiff to assert a gender stereotyping claim, but the dissenting judge argued that discrimination based on sexual orientation by definition involves gender stereotypes. The full Eleventh Circuit may decide to review this decision. In addition, the Second Circuit and the full Seventh Circuit are currently considering similar cases contending that Title VII directly prohibits discrimination on the basis of sexual orientation. At some point, the Supreme Court will likely review this question and possibly issue a nationwide decision on this continuing contentious issue.  HR participated in the City Council Strategic Planning Retreat.  HR teamed with Administrative/Financial Services Director, City Clerk, Economic Development Director and Deputy City Clerk to develop a Safety and Security Policy for the New City Hall facility. Staff recommendations will be presented to the City Manager for review.  HR met with Public Works Services Director to review Staffing levels for purposes of prioritizing vacancy fulfillment. At this time, HR will focus on recruitment of a licensed Wastewater Plant Operator. HR will also work with Plant personnel in updating the City’s current Plant Operator Trainee Program in an effort to protect the City against current and future Plant Operator shortages. Industry statistics indicate that for every 500 Plant Operators leaving the field, only 200 prospective recruits are stepping forward to take their place. The City is currently seeking to hire an experienced Wastewater Plant Operator with either a C, B or A license to be assigned to the Public Works Services Department. Position details are posted on the City’s Website as well as Employ Florida. Community Engagement Update for Week Ending March 31, 2017 Community Engagement is primarily responsible for implementation/evaluation of public programs, community meetings, public gatherings and more. Staff attended various meetings, performed day-to-day duties/responsibilities, website maintenance/improvements and performed content sourcing throughout the City for various digital/social media platforms. Other highlights include:  Phone conference with Kimley-Horn regarding Mobility Master Plan DEO Grant.  Community engagement with residents regarding installation of the Life Rescue Stations and Mobi-mats. SAVE THE DATE – APRIL 1, 2017 @ 8AM / Cherie Down Park Keep Brevard Beautiful Annual Trash Bash Staff is working with Keep Brevard Beautiful (KBB) to coordinate the Cape Canaveral Trash Bash participation. The event is open to residents/visitors of all ages and will be held on Saturday, April 1, 2017 from 8 AM- 10 AM. The Trash Bash pick-up will begin at the Cherie Down Park Pavilion (8330 Ridgewood Ave). Groups will be determined once the number of volunteers is known the morning of the event. Groups will pick up the beach and City streets, working west to Manatee Sanctuary Park (701 Thurm Blvd). The event will conclude at Manatee Sanctuary Park at the Founders Day Spring Festival! But come Saturday, things will be hopping, or at least walking. I’ll join Mayor Bob Hoog and other Cape Canaveral officials for this week’s Health First Mayor’s Fitness Challenge Walk that begins at 11:30 a.m. Saturday at Manatee Sanctuary Park, 701 Thurm Blvd. It’s a part of a series of walks across Brevard as part of the fitness challenge. The city is also celebrating Founder’s Day Saturday at the park, and activities go from 10 a.m. to 1 p.m. But there’s more, too. Starting at 8 a.m., the city is taking part in the Keep Brevard Beautiful Trash Bash starting at Cherie Down Park. As for the walk, the Manatee Sanctuary Park features a half-mile trail in a very scenic setting. You can join us for as little or as much of a two-and-a-half mile walk as you like. Joshua Surprenant, community engagement director for the city, points out that Cape Canaveral is completing its mobility master plan “that will assist us in transforming Cape Canaveral into a more bikeable/walkable pedestrian friendly city.” That includes two “major streetscape/pedway projects (Ridgewood Avenue and N. Atlantic Avenue),” he said. “And we JUST installed three Mobi-mats to make the beach more ADA accessible,” he said. Other upcoming walks with FLORIDA TODAY as part of the challenge include: LifeTM Rescue Project The twenty-five (25) City of Cape Canaveral sponsored Life Rescue Stations have been installed for one (1) week, and are quietly standing “ready for action”. As a second phase to the Life Rescue Project partnership, Staff is designing vinyl wraps to transform each Life Rescue Station into public art. Possible wrap ideas can be seen below. Staff responded via email to one (1) resident inquiry regarding the new Life Rescue Stations on all City public beaches. Residents have been expressing gratitude to the City for making the public beaches safer during community engagement events, emails and social media. Ralph and Leslie Roughton emailed Staff to say “Wow - I think the life-saving tubes are wonderful. First time I've ever seen them so if Cape Canaveral is the first to set them up I congratulate you.” Email: “Thanks to the city council, mayor, and you for providing the great new mats on the beach! Following Staff, community and Mayor Hoog input in August 2016, the City made the conscious decision to create a more inclusive ADA accessible beach and heavily researched beach pathway products/materials to ensure the best long lasting, quality product would be purchased. We sampled products, contacted multiple vendors and reached out to Florida Cities and State Parks to gain firsthand information. The purchased Mobi-matTM beach access mats come from a French company called Deschamps Mat Systems, DMS, with an office in Cedar Grove, NJ. The Mobi-matTM technology has been around for over 20 years, and was originally designed for US Marine beach landings. It is the hope of Staff that residents who have been unable to access the beach due to disabilities will again be able to enjoy the natural oceanside, witness the next big launch from the sand or even build a sand castle with family/friends. The course is held to assist residents/visitors with their devices and modern technology questions. More information can be found at http://cityofcapecanaveral.org/events Operation CASH ME OUTSIDE Staff was invited by Commander Alan Moros of the Brevard County Sheriff’s Office to attend/participate in the Thursday, March 30, 2017 police operation named CASH ME OUTSIDE. The operation was to serve twenty-two (22) arrest warrants and three (3) search warrants in the City of Cape Canaveral. Staff’s role was to be observe the briefing and ride along during the search warrants/arrest warrants. The CASH ME OUTSIDE operation involved the Special Investigation Unit (SIU) and the Canaveral Road Patrol. These warrants were part of a much larger and ongoing investigation into high crimes areas and were related to drugs and prostitution. Staff was VERY impressed by the gathered intelligence, surgical movements and safety first attitude. Staff would like to thank the Commander, Lieutenant and all the other involved officers for the invitation to attend the operation and for putting their lives in harm’s way to improve the safety of Cape Canaveral. The Building Division conducted 67 inspections; processed 28 new building permit applications; 34 permits picked up/payments processed; processed 27 renewal (or new) Business Tax Receipts Alarm and/or Fire payments; printed and mailed 12 BTR’s.  Provided inspections for New City Hall to include rated wall drywall nail pattern and seal partial 2nd floor and framing, southwest wall.  Attended Strategic Planning Retreat.  Assisted 11 walk-in customers regarding miscellaneous items.  Responded to 29 emails, faxes and calls requesting permit, zoning and/or BTR information.  Responded to three (3) voicemails.  Responded to 82 phone calls.  Contacted three (3) contractors regarding scheduling final inspections for building permits that are nearing expiration & permits recently expired.  Researched one (1) records request.  Processed one (1) payment for expired building permits.  Processed two (2) payments for after the fact permits (work performed prior to obtaining a required building permit).  Processed one (1) re-inspection fee for failed inspection.  Processed three (3) new contractor’s information packets (Contractor Lic., Liability Insurance and W/C Insurance) to allow them to pull permits in Cape Canaveral.  Mailed seven (7) letters to businesses regarding the need to obtain BTR’s.  Organized filing system for BTR’s. Central Boulevard. Adequate access to parcel has presented challenges to current tenant. Discussions included various options to upgrade access to the parcel as well as the larger area road network.  In conjunction with the Building Official, met with property owner to determine redevelopment opportunities for an existing residential structure. Discussed minimum Code requirements as well as permitting procedures.  Along with Mayor, City Manager and Economic Development Director, met with Cocoa Beach Mayor and City Manager to discuss items of mutual interest. Shared best practices related to City operations.  Participated in phone conference with City Attorney’s Office related to non-conforming structures and circumstances where they can be expanded/enlarged. Economic Development Update for Week Ending March 31, 2017 Performed day to day duties/responsibilities, conducted various meetings with business stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and conducted research as necessary.  City Hall status: o Interior doors are being installed on the 1st floor. o Ceiling grid installation is nearing completion on the 1st floor. o Data/Comm wiring is underway on the 2nd floor. Met with sub to coordinate. o Drywall finishing is nearly complete on 2nd floor; primer painting of drywall will soon take place. o Roofing tiles are being installed. o Decorative touches are being installed on exterior walls (see Quatrefoils being carried, below).             Cherie Down Park update: o Along with Mayor and Culture & Leisure Services Director, met with Brevard County District 2 Commissioner and Assistant County Manager to discuss transition of County portion of the Park to the City. The Commissioner is in support, as is County Staff. The item will be scheduled for an upcoming Commission agenda. o The Park is also partially owned by Brevard Public Schools (BPS). BPS currently leases its portion to the County. The show is scheduled to coincide with the May 5th Friday Fest event and will be held in the Cape Canaveral Public Library from 6 - 8 pm. For those of you who want to truly make a difference, the day will start at Cherie Down Park with a Citywide trash bash at 8 a.m. and culminate at the Park where music, food and friends await. If you have children, this will be an event NOT to miss! Athletic Leagues - Monday morning mixed doubles tennis finished the halfway point of the season with three weeks remaining in the league. Wednesday night advanced racquetball completed the second night of the season with all players enjoying the friendly competition. Wednesday night intermediate tennis started make-up matches and will begin playoffs next week. Wednesday night Co-Ed kickball held a captains meeting and will start the season Wednesday, April 5 with six participating teams. Thursday night Co-Ed softball held the second night of the league with new and old teams happy to be back on the field. Public Works Services Update for Week Ending March 31, 2017 Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests from the public. Wastewater Treatment Plant (WWTP)/Sanitary Sewer System  Oxidation Ditch Rehabilitation Project. Contractor is installing underground piping and valves for oxidation ditch bypass operations to be initiated the first week of April. The existing oxidation ditch will be shut down for a 3-4 month period to install new equipment and for cleaning/maintenance. It will serve as a temporary oxidation ditch for this period. The upgraded oxidation ditch is then scheduled to be operational in late-2017. Current project construction completion: 10%. Trenching and pipe installation near Substandard Water Tank – looking north. Stormwater  Shoreline Restoration Project. Sealed bids were received on March 23. Low bidder was SDV Services of Titusville, Florida with a bid of $232,644. Staff is currently reviewing the company’s qualifications and will make a recommendation at the April City Council meeting. Funding for the Project is from a 319(h) grant from FDEP and the City’s Stormwater Utility.  Florida Department of Environmental Protection (FDEP) Site Visit. FDEP staff visited with City Staff to review the recently completed City Park Ex-filtration Project. A site visit was conducted, financial documents were reviewed and upcoming grant opportunities were discussed. As part of the Project’s grant requirements, the City must monitor the onsite ex- filtration system for one year and continue to submit quarterly reports to FDEP. Infrastructure Maintenance (IM)  Debris Disposal Management Sites (DDMS). Staff received approval (annual) from FDEP for Manatee Sanctuary and Banana River Parks to be used as DDMS in 2017. The sites are approved for storage of debris from major natural disasters prior to offsite disposal. Miscellaneous  FEMA Seminar. Staff attended FEMA’s Flood Risk Review (FRR) for Brevard County Seminar in Viera, Florida. The purpose of the FRR Seminar was to: o Update communities on progress of the coastal flood risk study for the East Coast Central Florida Study Area (i.e., Brevard, Indian River, Martin and St. Lucie Counties); o Provide preliminary copies of the draft flood risk work maps and Changes Since Last FIRM (CSLF) information to community officials; and o Start a 30-day comment period for community officials to review and comment on the draft coastal work maps prior to public release of draft DFIRMs later this year. Upon arrival, deputies made contact with the MSO who stated he had received information two males were walking through the area checking door handles. Deputies checked the area, and made contact with Mr. Kyle Cookshott (W/M 08/31/92) and Jeromy Reyes (W/M 10/01/90) in front of cruise terminal three at a time or in a manner not usual for law-abiding individuals. Beck, W/M, 6/25/1962 Deputy Vaughn observed a white male commit several traffic infractions on a bike. A traffic stop was conducted on the male, Mr. James Beck. During a consented search Mr. Beck voluntarily admitted to being in possession of a small quantity of crack cocaine. Mr. Beck retrieved a paper towel from between his buttocks which contained FTP crack cocaine. Mr. Beck was arrested for Possession of Cocaine and was transported to the BCJ without incident. , Deputy/Agent : Dep. J. Vaughn 17-100861 Burglary/Theft Burglary 397 Jetty Park Drive, Port Canaveral Cpl. Shields responded to Squid Lips Pavilion at Jetty Park in reference to a burglary. The owner advised unknown suspect(s) entered a fenced in area behind the restaurant from March 23, 2017 at approximately 1700 hours to March 24, 2017 at approximately 0630 hours. The suspect(s) gained entry into the area by climbing over a 6 foot privacy fence at the rear of the business. Once inside the area, a large walk in cooler/freezer was entered by prying open the locked door. Several cases of consumable goods were stolen from the cooler. Also stolen from inside the area were a gas blower and electric pressure washer. Items stolen include: (4) Cases of Mahi fish fillets (approximate value of $372). (1 1/2) Cases of bacon (approximate value of $76). (1) Case of hamburgers (approximate value of $45). (1/2) Case of ham (approximate value of $22). (1) Case of hot dogs (approximate value of $33). A canvass of the area was conducted with negative results. The business has surveillance cameras installed that face directly at the cooler and rear of the property. According to Mr. Hensel, the cameras were not functional at the time of the theft. Port dispatch was contacted to review video of the area. She made contact with Mr. Michael Todd Stuteville (W/M 06- 21-67) who had an active out of county warrant (Lee County) VOP possession of schedule 2 substance. Atlantic Ave, Cape Canaveral, Atlantic Gardens Kevin Austin Taylor, W/M, 7/25/1994 FTO Galligan responded to Atlantic Gardens in reference to a disturbance. A caller reported Mr. Kevin Taylor (W/M 07/25/1994) was intoxicated and causing a disturbance. FTO Galligan made contact with Mr. Taylor who was highly intoxicated. His eyes were bloodshot and watery and he slurred his speech. Mr. Taylor is currently on probation with one of his conditions being no alcoholic beverages. Galligan 17-102023 Theft Theft 9035 Campground Circle, Port Canaveral Deputy Soto responded to Jetty Park Campground in reference to theft. The victim advised there was approximately $80 worth of food and drink inside a thermal bag next to his tent at the campgrounds. The victim last saw his thermal bag at approximately 1800 hours (3/24/17) before going fishing and an unknown suspect stole the bag before the victim's return. Nutting and FTO Howard made contact with Ms. Alice M. Meyers, W/F, 3/22/77, who was walking in the roadway and acting strangely. Upon seeing Dep. Nutting, Ms. Meyers threw her hands in the air and stated, "Search me!" Dep. Nutting obliged, and she located a small quantity of FTP crack cocaine. Nutting / FTO Howard 17-103067 Trespass after warning Trespass after warning Madison Avenue, Cape Canaveral Breanna Rae Rhodes, W/F, 6/10/1990 Deputies responded to Madison Avenue in reference to a disturbance at approximately 0630 hours (2017-103055). The resident stated a female he met has been staying with him for a few days. They were drinking last night and have been arguing throughout the night. According to the resident, the female began to trash the residence and refused to leave after being asked several times. Upon Deputies arrival, Ms. Breanna Rhodes and the resident were outside the residence continuing to argue. Ms. Rhodes eventually gathered her belongings (a purse and small bag with a few items of clothing) and agreed to leave the residence and not come back. Approximately 30 minutes later, the resident called BCSO and stated Ms. Rhodes came back to the residence and was banging on the windows and front door. Deputies located her pounding on the front door and screaming at the resident. She refused to leave the property without her flip flops and inhaler. Ms. Rhodes stated she was asthmatic and had trouble breathing but refused medical assistance. She was arrested for trespass after warning and transported to jail without incident. , Deputy/Agent : Dep. A. Soto 17-103866 Narcotics Arrest Possession of Cocaine, Possession of a Controlled Substance w/o Rx, Possession of Paraphernalia 8555 Astronaut Blvd., Cape Canaveral Sean Thomas Anderson, W/M, 6/4/1986 Dep. Habart observed a vehicle fail to obey a traffic control device. A traffic stop was conducted and contact was made with driver, Mr. Sean T. Anderson, W/M, 6/4/86. A K9 unit responded and probable cause was developed to search the vehicle. During the search, several pills were located throughout the car, but they were crushed to the point they could not be identified. A search of Mr. Anderson's person yielded a clear baggie of FTP cocaine and a single Xanax pill, for which he could not provide a prescription. Mr. Anderson was arrested and transported to jail without incident., Deputy/Agent : Dep. Hannon conducted a traffic stop on a vehicle for failing to obey a traffic control device. Contact was made with the driver, Ms. Eileen Espinos, W/F, 7/9/61. Dep. Hannon observed Ms. Espinos attempting to secure a small, black container in her purse. When questioned about the container, Ms. Espinos opened it, removed several small baggies, and placed them in her bra. Dep. Hannon noticed a crystalized substance in one of the bags as Ms. Espinos was trying to conceal it. Upon being confronted about the substance, Ms. Espinos removed the items from her bra. One of the bags contained FTP methamphetamine and two bags contained FTP heroin. Ms. Espinos was placed under arrest. A search incident to arrested yielded several items of paraphernalia. Additionally, Dep. Hannon located two glass vials with a clear liquid inside. The liquid is suspected GHB, and is being submitted to FDLE for testing. Additional charges are pending FDLE results. Hannon 17-103988 Narcotics Arrest Possession of Marijuana less than 20 grams, Possession of Paraphernalia 200 Long Point Rd., Cape Canaveral Sarah E. Clevinger, W/F, 2/1/1979 While patrolling in the area of Long Point Road and Sunset Court, FTO Howard observed a white female later identified as Ms. Sarah Clevinger, W/F, 02/01/79, standing in the back of Patriots Park with a flashlight. Upon making contact with Ms. Clevinger, FTO Howard smelled the odor of marijuana. A probable cause search was conducted, which revealed approximately 1 gram of FTP marijuana in a clear plastic baggie. Ms. Clevinger was issued a court date, and released on scene., Deputy/Agent : FTO Howard 17-065356 GCU Arrest - Fraud (3) Counts of Fraudulent Use of Credit Card, (1) Count of Attempted Fraudulent Use of Credit Card, (1) Count of Petit Theft, and (1) Count of VOP Felony 8050 N. Atlantic Avenue, Cape Canaveral Bryan A. Teger, W/M, 4/19/1984 On February 23, 2017, Deputy Watson completed a report in regards to a Fraud. Follow up investigation revealed Mr. Bryan Teger fraudulently used the victims' credit card after he dropped it on the bus on February 22, 2017. Mr. Teger made three transactions, totaling $144.80, and attempted to make a fourth purchase for $28.03 at 7-Eleven but it was declined. Mr. Teger was initially identified by Deputy Howard from a photograph from the video surveillance, and was identified by a female, and a male who was present with him during two purchases. Statements were collected from the female and the male, and contact was made with Mr. Teger who is currently incarcerated on a Violation of Probation arrest from March 02, 2017. Mr. Teger made several spontaneous utterances regarding the incident, and offered to pay back the victim for the purchases. Mr. Teger will additionally be charged for Violation of Felony Probation and Petit Theft (With Prior Conviction).A 923.01 was completed and the additional charges will be served to Mr. Teger at the Brevard County Jail Complex. , Deputy/Agent : Agent D. Ms. Wilson admitted her driver's license was suspended. A DAVID driver history check revealed Ms. Wilson had two previous convictions of DWLS. Barrett 17-105080 Narcotics Arrest Possession of Controlled Substance without Prescription and Possession of Drug Paraphernalia Tyler Av @ N Atlantic Av, Cape Canaveral Mandy Fifield, W/F, 10/29/1975 Deputy Petsos conducted a traffic stop at Tyler Ave. and N. Atlantic Ave. for an expired registration. A K-9 responded to the scene and alerted to the presence of narcotics in the vehicle. Inside a black and pink purse on the passenger side of the vehicle, a spoon that field tested positive for heroin, multiple syringes, a plastic baggie with heroin residue, and a flashlight containing 4 Clonazepam tablets was located. Ms. Mandy Fifield advised the purse and all the items belonged to her. She did not have a prescription for the pills. Ms. Fifield was arrested for Possession of Controlled Substance without Prescription and Possession of Drug Paraphernalia. , Deputy/Agent : Dep. Petsos 17-105758 Beach Patrol Beach Patrol Jetty Park to the Cocoa Beach Pier, Cape Canaveral ATV beach patrol was conducted. Contact was made with one individual who had a dog on the beach that was not a service dog and was issued a verbal warning and one individual who had a dog on the beach that was a service dog., Deputy/Agent : Deputy Watson 17-106243 Felony Warrant Arrest Dealing in Stolen Property, Grand Theft, False Verification of Ownership, Total bond $15,000. 8533 Canaveral Boulevard, Cape Canaveral David M. Newell, W/M, 7/5/1988 Deputy Barrett located Mr. David Newell at his residence. Mr. Newell had a warrant for his arrest in reference to Dealing in Stolen Property, Grand Theft and False Verification of Ownership.
