Cape Canaveral Vision Statement
We envision: A bikeable and walkable Cape Canaveral that retains and enhances its residential
feel, characterized by low-rise buildings. This residential and business friendly atmosphere is a
liveable, attractive, safe, inclusive and sustainable coastal community that embraces the seaside
and riverside as the main amenities, and supports local culture, commerce and education.
We envision: A1A as a “complete street” with a native-landscaped and tree-lined median with
traffic calming elements and dark-sky street lighting. “Complete street” amenities include bicycle
facilities, covered transit stops, and safe pedestrian crossings that invite pedestrians and bicyclists
to access the beach, river, local neighborhoods and adjacent communities. Our improved
“complete streets” will allow us to travel calmly to intimate waterfront destinations and a walk-
able uptown core. Multi-use paths lined with shade trees should be wide enough for bikes and
pedestrians and lighted so anyone can walk or bicycle safely anywhere in town, day or night.
We envision: Welcoming community entrance features that create a sense of arrival and unique
community identity. The “uptown” and other areas will contain an architecturally rich and unique
mix of uses, with wide tree shaded sidewalks and umbrella covered café tables at restaurants and
bistros where friends gather, interact, and enjoy drinks and dinner.
We envision: A community that; removes or transforms blighted and unfinished buildings into
attractive structures, offers city-wide green spaces, provides a pet-friendly park with ample shade,
and actively recruits and supports businesses that enhance economic viability and serve our
residents and visitors.
We envision: Open shorelines and rivers accessible to the public including amenities that take
advantage of the water, such as limited and quaint water-view establishments and intimate public
gathering and entertainment places that may include pavilions, gazebos, or a performance stage.
Administrative Services
Update for Week Ending March 3, 2017
The City Manager’s Office is responsible for the day to day administration of all City departments
in accordance with City Council’s established policies/direction, local ordinances, resolutions and
State/Federal laws/rules and regulations. Telephone conferences, meetings with citizens,
documents prepared/reviewed/approved and meetings/conferences held are numerous and may not
be included in the Weekly Updates. Highlights:
Met with Department Directors regarding various projects/issues/initiatives.
EA was tasked with participating in selection of furnishings/shutters for the New City Hall.
EA met with Community Engagement/Deputy PWS Director regarding Trademark project.
EA provided CCO counter coverage, as needed.
EA provided assistance to City Council Members and select Department Directors.
City Clerk’s Office Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public/Staff and provided assistance to City Council.
Highlights:
Records Management – finished processing approximately 2,500 electronic records in
City’s Laserfiche database for searching purposes; assisted Finance Director with placing
records in database; discussed retention/disposition of duplicate records and scanning
process for older records with Public Works Services records coordinator; continued
preparing records for disposition/destruction; met with City’s IT Consultant regarding
planned rollout for new version of Laserfiche and management of electronic records and
related technical/security issues; will continue to investigate best practices/programs to
meet State compliance standards.
Public Records Requests – completed public records requests regarding Oak Lane received
01-28-17, 01-30-17, 02-06-17 and 02-24-17.
Council Meetings – continued preparing agenda/items for 03-21-17 Regular Meeting.
Community Redevelopment Agency (CRA) Meeting – reviewed/posted/distributed Notice
of Cancellation prepared by Community Development Director for CRA Meeting
scheduled 03-21-17 (attached).
Proclamations – prepared/processed Proclamation declaring April 2017 as Water
Conservation Month (attached).
Met with City Manager and select Department Directors regarding various items/issues.
Financial Services Staff performed day to day duties/responsibilities and assisted various
telephone/walk-in requests from the Public.
Met with Department Directors to discuss upcoming major City projects to be presented at
Council Retreat.
Met with FEMA, HR/Risk Management Director and Finance Project representative to
finalize submission of remaining elements for City’s Hurricane Matthew claim.

Legal Updates
Employers and Transgender Bathrooms under Title IX
Background
Title IX as part of the Civil Rights Act of 1964 states that no person in the United States shall,
on the basis of sex, be excluded from participation in, be denied the benefits of or be subjected to
discrimination under any education program or activity receiving Federal financial assistance.
In the February 22, 2017 letter, the Office of Civil Rights stated that the previous guidance to
schools issued by the Obama Administration regarding access to restrooms for transgender
students was being withdrawn in favor of supporting the “primary role of states and local school
districts in establishing educational policy.” Further clarification by White House Press Secretary
Sean Spicer, indicates that President Trump believes the issue of transgender access to restrooms
under Title IX is a states’ rights issue and not a Federal government issue.
The U.S. Supreme Court is currently reviewing a lower court’s decision which ruled Title IX
included protections for transgender individuals.
Employers are advised to continue to adopt, implement and follow gender-neutral best practices
consistent with OSHA guidance regarding the issue of transgender restroom access
recommending, among other things, single occupancy, gender neutral or multiple occupancy
lockable stalls. OSHA’s core principle in its guidance was expressed: “All employees, including
transgender employees, should have access to restrooms that correspond to their gender
identity.”
EEOC and DOL Get New Leadership
President Trump named Victoria Lipnic as Acting Chair of the EEOC on January 25, 2017. Lipnic
recently said, “I am committed to the mission of the agency . . . but it is a new day and to the extent
where we can help foster employment opportunities and economic growth, that is something we
should be focused on.” Lipnic also said she backs President Trump's focus on "jobs, jobs, jobs,
jobs." Lipnic has also said the enforcement priorities laid out in the EEOC’s Strategic Enforcement
Plan for 2017-2021 will be largely unchanged.
On February 16, 2017, President Trump nominated Alexander Acosta as Secretary of Labor. This
nomination followed the withdrawal of the original nominee, Andy Puzder. Acosta was most
recently the Dean of Florida International University College of Law. Acosta is likely to have a
clearer path to confirmation by the U.S. Senate than the one Puzder would have faced and Acosta
has garnered support from both pro-business and pro-labor groups.
HR/Risk Management met with FEMA representative and Financial Services Staff in effort to
expedite closure of the City’s claim following Hurricane Matthew.
HR met with Public Works Services Director regarding personnel needs pertaining to
implementation/utilization of database system intended to facilitate greater workforce
accountability and efficiency. Have identified employee who will assume duties of Database
Coordinator on March 6, 2017.
HR/Risk Management continues to pursue payment from responsible parties for City property
damage. Current outstanding claims have been filed with AT&T, Contractor for Cumberland
Farms development and GEICO, the insurer of a private motorist. Risk Management remains
committed to pursuing reimbursement from responsible parties for all damages, regardless of
claim amounts.

HR is currently seeking a qualified candidate for the position of Utilities Mechanic assigned to
Public Works Services in the Collections and Reclamation Field Systems Division.

WHEREAS, water is a basic and essential need of every living creature and clean,
sustainable water resources are vital to Florida's environment; and
WHEREAS, more than 90 percent of Florida's drinking water is supplied by underlying
aquifers, and our quality oflife and the economy depend upon a reliable, clean and available supply
of water and a healthy environment; and
WHEREAS, the St. Johns River Water Management District is working with the State of
Florida, other water management districts, local governments and water supply utilities to increase
awareness about the importance of water conservation and to increase efforts to conserve water; the
St. Johns River Water Management District has always encouraged and supported water
conservation through its water supply planning processes, coordination of educational programs and
special events, cooperative funding programs, technical assistance and regulatory programs; and
WHEREAS, all water users including residential, commercial, industrial, agricultural,
institutional, hospitality, private citizens and others can make positive contributions to reduce water
use and protect Florida's water resources; and
WHEREAS, the St. Johns River Water Management District, in collaboration and
coordination with local governments, utilities, businesses, agriculture, environmental organizations
and other parties with an interest in water use, is developing a comprehensive and long-term water
conservation program to instill a lasting culture of conservation in our communities; and
WHEREAS, the Governor and cabinet of the State of Florida are designating April as
Florida's Water Conservation Month to encourage Floridians to conserve the State's precious
resources; and the St. Johns River Water Management District encourages and supports water
conservation;
NOW THEREFORE, I, Bob Hoog, Mayor of the City of Cape Canaveral, Brevard County,
Florida, do hereby proclaim the month of April 2017 as
WATER CONSERVATION MONTH
The St. Johns River Water Management District is calling upon each resident, visitor and business
to help protect our precious resource by practicing water conservation measures and becoming more
aware of the need to conserve water.
Community Engagement
Update for Week Ending March 3, 2017
Community Engagement is primarily responsible for implementation/evaluation of public
programs, community meetings, public gatherings and more. Staff attended various meetings,
performed day-to-day duties/responsibilities, website maintenance/improvements and performed
content sourcing throughout the City for various digital/social media platforms. Other highlights
include:
Mobility Master Plan DEO Grant
Staff submitted first deliverable for the Mobility Master Plan DEO Grant, which required:
Breakdown of recent surveys submitted at the Community Brainstorm Meeting held on
Wednesday, February 22, 2017.
Needs and deficiencies report with recommendations.
Using the GIS software Boondock Cities, Staff mapped out survey results, needs/deficiencies and

Executive Leadership Institute (ELI)
Staff was accepted into and began the 18-month Brevard County Executive Leadership Institute
(ELI) program on Wednesday, March 1, 2017 in Viera, FL. During this course, Staff will work
with peers, instructors and mentors to become a better leader. This is the 12th time the ELI program
has been offered and consists of participants from various Brevard County Government agencies
and municipalities.
SLACK
Multiple departments are experimenting with communication software SLACK. “Slack brings all
your communication together in one place. It's real-time messaging, archiving and search for
modern teams.” Staff has been using SLACK to communicate seamlessly about the recent graffiti
in the Northeast side of the City. SLACK conversations can be archived, downloaded and
searched. One notable agency that uses SLACK to communicate as a team is NASA. Staff will
continue to explore using SLACK as a communication tool.
Graffiti
Community Engagement, Building/Code Enforcement, Public Works Services and Human
Resources reached out to AT&T, again, about its tagged boxes. We have not received any new
submissions to the Public Participation Graffiti Map, which allows new graffiti to be easily
reported. To use the Map/report graffiti, click the location on the Map and type a description and/or
attach an image of the graffiti. Images can be taken/uploaded from all smart devices/computers.
Staff is available for training if residents have issues leaving comments/uploading images to the
Map.

SAVE THE DATE – APRIL 1, 2017
Keep Brevard Beautiful Annual Trash Bash
Staff is working with Keep Brevard Beautiful (KBB) to coordinate the Cape Canaveral Trash Bash
participation. The organization asked that we submit several sites in the City that need litter pick-
up attention. Residential streets, beach and river parks will be audited to deem what areas take
priority. Once submitted, Staff and KBB will coordinate a call to volunteers. The event is open to
residents and visitors of all ages and will be held on Saturday, April 1, 2017. Information will be
posted to the Weekly Update, City buildings/parks, City website, social media platforms and

Community Garden
Staff held Season 2 Community Garden Plot Lottery on Friday, February 24, 2017. Names were
drawn from 24 interested gardeners and this season’s box plot gardeners are:

Rebecca Rowe and Rebekah McLain are staying on as Resident Master Gardeners. Current
gardeners have two (2) weeks to clear the boxes of plants so Public Works Services Staff can
conduct any needed maintenance before the next group. The Garden will reopen for the new group
of gardeners on Saturday, March 11, 2017. There are still window railing boxes available for any

2017 Health First Mayors’ Fitness Challenge
Team Cape Canaveral is currently in FIRST PLACE! Keep up the GREAT work Team Cape
Canaveral! In order to help team members accumulate active minutes, win this competition and be
named the MOST FIT CITY 2017, Staff compiled a list of all the ways to GET ACTIVE in
Cape Canaveral. The list consists of City park activities, classes and upcoming events. To view

What is your concern?: The tour helicopters coming from the Port are flying VERY low
over residential homes and beach areas several times during the day.
Because of previous noise pollution complaints, the Helicopter Tour Companies have
been warned to alter their flight behavior by the Port Authority.
Unfortunately, that warning has been ignored, and the tour companies continue
generating noise pollution for our community.
I personally suffer from tinnitus, so these daily flight paths create pain and pressure in my
ears, requiring me to use ear plugs.
While I welcome small business into our community, the business itself should not be
permitted to undermine all the great beautification and quality improvements the City has
made.

What is your concern?: There is glass on the sidewalk across the street from Cherie
Down Park on Ridgewood. It is under a one of the green solar light posts, south of Cheri
Down lane. It looks like the light might be broke. It is on the side walk that the
elementary school kids use everyday.
What is your concern?: Ruptured sprinkler line across from 290 Canaveral Beach Blvd.
The rupture is preventing the other sprinkleR's along the same line to not function. It is a
geyser of water when thever system comes on at 6:30pm. Just a friendly note.

Update for Week Ending March 3, 2017
Staff performed day to day duties/responsibilities and assisted various telephone/walk-in requests
from the public, including performing plan reviews, processing permits, conducting inspections,
performing site visits, issuing Notices and conducting research.
The Building Division conducted 74 inspections; processed 28 new building permit applications;
34 permits picked up/payments processed; processed 27 renewal (or new) Business Tax Receipts
Alarm and/or Fire payments.
Provided inspections for New City Hall to include fire caulking 2hr and 1hr walls 1st floor
and rough electric 2nd floor.
Processed one (1) new contractor information packet (Contractor License, Liability
Insurance and W/C Insurance) allowing them to pull permits in Cape Canaveral.
Assisted 28 walk-in customers regarding miscellaneous items.
Responded to 33 emails, faxes and calls requesting permit, zoning and/or BTR information.
Responded to two (2) voicemails.
Responded to 80 incoming phone calls.
Contacted one (1) contractor regarding scheduling final inspections for building permits
that are nearing expiration & permits recently expired.
Processed one (1) payment for after the fact permit (work performed prior to obtaining
required building permit).
Researched one (1) record request.
Code Enforcement performed day-to-day duties/responsibilities, assisted with various requests
from the Public and provided office coverage throughout the week. Highlights:
Received 12 new requests giving life-safety issues priority, followed closely by community
appearance and property maintenance.
Provided front counter coverage and assisted 27 citizens with building/code enforcement
requests.
Conducted 24 site inspections.
Removed 11 signs from right-of-way/telephone poles within the City.
Responded to five (5) voicemails regarding complaints/inquiries.
Code Enforcement Officers continue to conduct daily community sweeps for visible
violations throughout the City.
Obtained compliance in the field for four (4) Code violations.
Issued three (3) door tags for visible violations to be corrected.
Planning performed day-to-day duties/responsibilities, assisted with various requests from the
Public and provided office coverage throughout the week. Highlights:
Records Management – 1,652 pages of documents scanned/verified; prepared 1.6 cubic feet
records for destruction.
Conducted DRC meeting on March 1, 2017. Meeting included one application for a mixed-
use project on N. Atlantic Avenue that would include residential and retail uses. Proposal
also included 5 “live-work” units. Staff referred applicant to the Overlay section of the City
Code to provide guidance on the design of the building and site.
Coordinated/attended Board of Adjustment Meeting on March 2, 2017. Meeting included
one case for a variance to front setback and minimum lot dimension requirements. Proposal
includes construction of a real estate sales office.
Met with Staff in preparation for City Council Strategic Planning Retreat scheduled for
March 29th. Presentation materials are being prepared that outline accomplishment of goals
from last year’s Retreat as well as showcase potential new projects.
In conjunction with Culture & Leisure Services Staff, brainstormed with Kimley-Horn
regarding possible design considerations for Whimsy Park, which is located immediately
east of the Cape Canaveral Public Library.
In conjunction with Economic Development Director, attended CRA Workshop at Cocoa
City Hall to discuss upcoming County Commission workshop related to CRA’s. Participants
included representatives of the various CRA’s in the County.
Distributed memo from City Attorney to Planning & Zoning Board related to Vacation
Rentals. Memo provides a history of the City’s efforts to regulate this land use, as well as a
discussion of State preemption on this matter.
In conjunction with the City Clerk’s Office, prepared a cancellation notice for the March
21, 2017 CRA Board meeting.
Economic Development
Update for Week Ending March 3, 2017
Performed day to day duties/responsibilities, conducted various meetings with business
stakeholders, potential investors, citizens, realtors and Staff. Performed site visits and
conducted research as necessary.
Issued the following Business Tax Receipts:
o MSG Power Systems, Inc.
o Ocean Gifts and Memories
City Hall status:
o Installation of underground stormwater vaults continued this week (east side).
The entire stormwater system will need to be functional prior to demolition of
the Community Development building at 110 Polk Ave. Because this site is in
the footprint of the City Hall site, it also will need to be connected to the system.
Accordingly, an outfall structure will be constructed in the front parking lot of
the building, which will remain occupied for the next several weeks before
being demolished. This area will feature paved parking, landscaping, a
dumpster enclosure and a generator. Consulted with Community Development
Director about impact to customer parking during/after construction of outfall
structure.
o Generator purchase order has been completed.
o Drywall finishing is taking place on the 1st floor. Drywall hanging on the 2nd
floor is expected to begin next week.
o Stucco is nearly complete. Once complete, scaffolding will be removed and
painting subcontractor will use a high-reach lift and paint rollers.
o Carpet samples are on display inside old City Hall.
Cherie Down Park update: Met with Assistant County Manager/Community Services
Director to review City acquisition of the County-owned portion of the Park. Brevard
County favors City ownership. These conditions apply to the Brevard County-owned
portions of the Park:
o An Army Corps of Engineers (ACOE) Staging Area which cannot be used for
anything else.
o A Land and Water Conservation Fund (LWCF) grant condition that restricts the
use to passive recreation.
o A Reverter clause that should the use fail to remain park/recreation, the property
reverts to Brevard County.
o Usage fees cannot be higher for Brevard County residents than for City
residents.
Next steps:
1. Meeting with District 2 Commissioner.
2. Resume negotiations with Brevard Public Schools (BPS) regarding its
portion of the Park. Initial meetings with Superintendent and Board Chair
indicate that the School Board intends to retain ownership, but would be
willing to transfer the existing BPS/County lease to the City.
Attended Space Coast Transportation Planning Organization (SCTPO) Growth
management Sub-Committee meeting to discuss Project Priorities,
Met with Department Directors to coordinate tasks related to the upcoming Council
Strategic Planning Retreat.
Along with Community Development Director, created draft CRA position paper in
light of recent challenges mounting against CRAs on both the County and State level.
Attended Development Review Committee (DRC) Meeting. Review topics included:
o A proposed 65 ft. Residential-over-Restaurant/Retail Mixed-Use development
immediately south of Atlantic Gardens Condominiums.
o Administrative permitting and inspection procedures related to Banana River
Shoreline projects.
A new local business, Ocean Gifts and Memories, will host a Grand Opening Event at

Two Communities Benefit from
Port’s Commitment to Fire Safety
Canaveral Fire Rescue, which serves
Port Canaveral and the city of Cape
Canaveral, is putting its brand new fire
truck into service. The 2017 2000-
gallon-per-minute pumper has 33
percent more capacity than the 1991
truck it is replacing, which was the
largest available at the time. “We were
planning for Port growth when we
bought the older truck,” said Fire Chief
Dave Sargeant. “But ships and facilities
keep getting bigger and bigger so now
we need even more capacity.”
The Canaveral Port Authority and Cape Canaveral shared the cost of the new pumper
equally.
The older truck, which was 100 percent Port-owned, is finding a good home with the all-
volunteer fire department of Monticello, Florida, just outside Tallahassee.
“I met their chief one year ago at a conference and he was talking about what his small
fire department really could use but couldn’t afford. I told him I’d see what I could do for
him. The Port Authority and Cape Canaveral have been helping his department out ever
since and have donated several trucks,” Sargeant said.
Port Commission Chairman Tom Weinberg said, “This has been a great opportunity for us
to help not one, but two, Florida communities get the level of fire service they need.”
Commission Schedules
Evening Meetings for Public
To make it more convenient for additional members of the public to attend Commission
meetings in person, the Board voted unanimously to move several meetings per year to
after-work hours.
In 2017, the April 26 and October 25 Board meetings will be held at 6 p.m. in the

Jetty Park Pier Reopens
The Jetty Park pier, which had been closed since last October due to structural damage
from Hurricane Matthew, reopened in January. The 1,400-foot-long facility is popular for
fishing and launch viewing and is fully wheelchair accessible.
The Port Authority faced some challenges in getting the pier restoration scheduled due to
the large amount of post-hurricane work needed throughout the county. “We recognized it
as a priority and wanted to get it open as quickly as possible because it is a community
favorite,” said Port CEO John Murray.
In addition to the structural repairs, the severely damaged wood rail of the pier was
replaced and upgraded with new aluminum railing.
Brevard County Educators
Learn About Port Jobs
Port CEO John Murray along with Cargo, Cruise, Environmental, Communications,
Facilities and Maritime Operations staff welcomed more than 70 Brevard County middle and
high school assistant principals to the Maritime Center on February 9.
The Propeller Club of Port Canaveral facilitated a panel discussion during which Port staff
members described their job responsibilities and the training their jobs require. The
discussion illustrated the diverse career paths that seaports provide. After the briefing, the
group visited the U.S. Coast Guard Station and the Canaveral Fire Rescue Shipboard
Firefighting Simulator and took a harbor boat tour guided by a Canaveral pilot.

Florida Governor Rick Scott visited the Port
on February 6 to build support for his $10.8
billion for transportation investments in the
2017-18 state budget.
During the past six years, the state has
invested $1.2 billion in Florida’s 15 seaports.
Scott’s new “Fighting for Florida’s Future”
budget continues to make these resources
a priority by recommending an additional
$178.2 million for seaport infrastructure

The Port Authority is using about $8.8
million from the current state budget for
internal road and pier improvements and is
seeking state support for projects on several
surrounding state roads, including
replacement of the outdated State Road 401
drawbridge, the sole access route to its
north-side cargo and cruise areas.

DEO Grant Community Input Meeting – Canaveral City Park Redevelopment
Athletic Leagues - Monday morning mixed doubles league continued play with only one week
remaining in the season. After a long, thirteen week season, the top 8 players faced off for playoffs
in Wednesday night advanced racquetball. The winning four players are now set to play each other
next week in semifinals. Wednesday night intermediate tennis completed the half way point of the
season with many new players enjoying the friendly competition. Thursday night intermediate
tennis continued make up matches after the inclement weather last week. Adult Coed Softball has
four registered teams with more teams expressing interest in participating; this league will start on
Thursday, March 23. Adult Coed Kickball has three registered teams and plans to start the new
league April 6. Staff is continuing to accept teams and players for both leagues; all games will be
played at Canaveral City Park, located at 7920 Orange Avenue in Cape Canaveral. Kickball will
be played on Monday and Wednesday evenings followed by Softball on Thursday evenings. Cost
per team will be $175 for kickball and $275 for softball. Each league includes a 10 game regular
season and a single elimination playoff tournament.
Friday Fest – Spring is in the air and the weather is expected to be superb! An amazing array of
food will be available ranging from down-home favorites to world cuisine. Beer and wine sales
will be hosted by the Cocoa Beach Booster Club. The event will start at 6:00 p.m. featuring Rocket

Wastewater Treatment Plant (WWTP)/Sanitary Sewer System
Oxidation Ditch Rehabilitation Project. Numerous valves, piping, aerators, etc. and
other materials ordered/in fabrication. Consultant staff reviewing/revising/approving shop
drawings. Contractor excavating/replacing key valves and performing surveying. This is
one of the projects funded through the City’s State Revolving Fund (SRF) Loan.
Pipe replacement adjacent to the Equalization Tank – looking southwest.
Stormwater
Canaveral City Park Ex-filtration Project. Staff ordered two flow meters and other
equipment in accordance with the Quality Assurance Project Plan (QAPP). Staff will
monitor the newly-installed stormwater treatment system for two years as part of Florida
Department of Environmental Protection (FDEP) grant requirements.
Little League field (construction complete) – looking northwest.
Softball field (construction complete) – looking southwest.
Shoreline Restoration Project. Currently being publicly bid; sealed bids are due by March
23. Bid specs/engineering drawings on CD available from the City Clerk’s office. Funding
for the Project is from a 319 grant from FDEP and the City’s Stormwater Utility.
Baffle Box Upgrades. Staff met with baffle box manufacturer and general contractor to
determine what specific tasks could be cost-effectively accomplished in upgrading the
City’s five major baffle boxes. Survey results indicate that, due to hydrologic conditions,
some of the baffle boxes may not be completely upgraded to Generation 2 boxes – only
partially upgraded. The Project is being funded by Brevard County through the Save Our
Indian River Lagoon Project Plan and the City’s Stormwater Utility.
Profiles of 2nd generation baffle boxes to be installed in selected baffle boxes located throughout the City.
FDEP News Release. FDEP issued a news release summarizing grant awards for
restoration projects for the Indian River Lagoon. The grant awards total over $24 million;
the news release is attached.
Infrastructure Maintenance (IM)
North Atlantic Avenue Streetscape Project. Installation of solar-powered street lights
will be initiated in the next few weeks. Staff is also preparing final Florida Department of
Transportation (FDOT) documents to close out the Project.
Miscellaneous
Department of Economic Opportunity (DEO) Grant. Staff submitted the initial two
deliverables for this grant-funded Project. The submitted reports included:
o Canaveral City Park Needs and Deficiencies Report; and
o Mobility Master Plan Needs and Deficiencies Report.
The initial part of this Project included identification of deficiencies that currently exist at
Canaveral City Park and in the Presidential Streets area. The remaining work includes
identification of potential improvements to both areas, preparation of final reports for
submittal to DEO and presentation of project findings to the City Council.
New City Hall Generator. Staff issued a purchase order for an emergency generator and
associated equipment to be installed at the New City Hall; total cost of $89,210.

DEP AWARDS MORE THAN $24 MILLION
FOR PROJECTS TO IMPROVE WATER QUALITY
IN THE INDIAN RIVER LAGOON
~Department funds 12 projects to help restore Indian River Lagoon~
TALLAHASSEE, Fla. – The Florida Department of Environmental Protection has
awarded more than $24 million in funding for 12 recent projects to continue efforts to
improve water quality in the Indian River Lagoon. These projects will help
communities reduce stormwater nutrient loads, continue stormwater treatment
improvements, reduce or eliminate nonpoint source pollution and eliminate muck
sediments.
“We are committed to partnering with local communities to expedite and implement
projects that improve water quality and contribute to the ongoing restoration of the
Indian River Lagoon, which is vital to Florida’s environment, economy and quality of
life,” said DEP Interim Secretary Ryan Matthews.
Recent projects benefiting the Indian River Lagoon include:
Brevard County: Awarded a total of $556,100 in grant funding and a legislative
appropriation for a nutrient-reduction project at Pines Industrial Pond, a 71-acre
commercial and industrial area, including construction of a treatment train system to
treat stormwater runoff. The enhanced pond system is estimated to remove
approximately 800 pounds of nitrogen and 100 pounds of phosphorous per year.
Brevard County was also awarded a $122,350 legislative appropriation, for a total of
$361,850, for the Johnson Jr. High School pond retrofits. These will enhance the
efficiency of an existing retention pond by regulating and redirecting stormwater
flow through nitrogen-removing and phosphorous-absorbing chambers to
reduce pollution entering the northern Indian River Lagoon.
Cape Canaveral: Awarded a $98,400 grant for shoreline restoration at Banana River
Park and Manatee Sanctuary Park, along approximately 1,700 feet of the eastern
shore of the Banana River Lagoon. Restoration includes a combination of coquina rock
placement, native vegetation such as mangroves and wire grass, and enhancement of
an infiltration swale. This project will protect the shoreline from high winds, wave
erosion and sediment deposit.
Edgewater: Awarded a $159,300 grant for stormwater treatment improvements at
Lamont and Hubbell streets, which will reduce untreated stormwater runoff directly
discharged into the Indian River Lagoon. Project benefits include reducing
nutrients entering the estuary, increasing groundwater recharge, reducing saltwater
intrusion and encouraging seagrass growth. The project is estimated to remove
approximately 24 pounds of nitrogen and three pounds of phosphorous per year.
Indialantic: Awarded a $65,500 grant for a stormwater retrofit at Lily Park,
including clearing invasive melaleuca trees, installing approximately 900 linear feet of
storm sewer and excavation of a stormwater treatment area within a 1960s era storm
sewer system draining directly into the Indian River Lagoon. The project will improve
the quality of stormwater discharged into the lagoon.
Melbourne: Awarded a $517,050 grant for a stormwater retrofit within approximately
200 acres in the high-density residential neighborhoods of Bell and Garfield, both
with stormwater currently draining into the Eau Gallie River and northern Indian River
Lagoon.
Ocean Breeze: Awarded a total of $465,000 in a grant and a legislative appropriation
for a stormwater retrofit of a 46-acre watershed to the Indian River Lagoon, including
construction of a treatment train consisting of bioswale excavation and plantings, two
baffle boxes and exfiltration pipe. The project will help remove nutrients
from stormwater entering the estuary.
Palm Bay: Awarded a $400,000 legislative appropriation for stormwater treatment
at Palm Bay Marina near the mouth of Turkey Creek, which flows into the Indian River
Lagoon. Treatment includes retrofit and installation of treatment trains that will reduce
untreated stormwater, which damages seawalls, while discharging into the lagoon. The
project will prevent further seawall erosion and is estimated to remove approximately
40 pounds of nitrogen and 1,600 pounds of phosphorous per year.
Rockledge: Awarded an additional $162,500 grant, for a total of $937,500 for phase
one of a septic tank elimination project in the Rockwood and Knollwood Gardens
subdivisions adjacent to the Indian River Lagoon to reduce nutrient pollution.
Construction of a central sewer line will connect approximately 140 residential lots to a
lift station.
St. Johns River Water Management District: Awarded an increase of $10 million for
a total of $20 million from legislative appropriation grants for a muck dredging project in
the Eau Gallie River, a tributary of the Indian River Lagoon. This additional funding and
expansion of the project allows for completion of all dredging and the removal of
approximately 625,000 cubic yards of muck sediment. Muck soils will be removed from
the main stem of the Eau Gallie River, and from the southern branch of the river, Elbow
Creek. The project is estimated to remove approximately 1,200 tons of nitrogen and
260 tons of phosphorous contained within the Eau Gallie River muck deposits.
Titusville: Awarded a $352,752 grant for stormwater treatment that
includes installation of two treatment trains with catch basins for stormwater flowing
from the Main Street and Sycamore Street sub-basins, totaling 588 acres. The project
is designed to improve water quality and reduce pollutants carried by stormwater from
entering the Indian River Lagoon.
Titusville was also awarded a $105,000 legislative appropriation for watershed
improvements in the city's Knox McRae Basin, including construction of a treatment
train. The project is estimated to remove approximately 280 pounds of nitrogen
and 55 pounds of phosphorous.
Project funding is provided by the state's Total Maximum Daily Load Water Quality
Restoration Grant, legislative appropriation grants and the U.S. Environmental
Protection Agency's Section 319 Nonpoint Source Grant.
The department is working aggressively to improve water quality in the Indian River
Lagoon by identifying and funding additional wastewater and stormwater projects to
reduce the amount of nutrients going into the lagoon, as well as dredging projects to
remove muck from the bottom of the lagoon.
Governor Rick Scott's "Fighting for Florida's Families" budget proposes funding for a
50/50 state matching grant program with local communities, including those along
Indian River Lagoon, to provide funding to encourage residents to move from septic
tanks to sewer systems in order to curb pollution that is currently entering impacted
water bodies. Additionally, this proposal will support local communities to help build
wastewater systems to meet the increased demand for wastewater services.

posted 45 mph zone on S.R. 528 at Astronaut Boulevard. A FCIC/ NCIC query
of the vehicles license plate was conducted which revealed the registered
owner to have a suspended driver’s license. A traffic stop was conducted and
contact was made with the driver and registered owner, Ms. Sade Coke (B/F,
dob: 9-18-1994). It was confirmed via teletype that Ms. Coke had a
suspended/revoked driver’s license in HTO status for 60 months as of
2/22/2017. Ms. Coke had three prior convictions for DWLS and lived in
Winter Haven. Ms. Coke was subsequently arrested and transported to jail. ,

Dep. Habart observed a vehicle operating without tag lights. A traffic stop was
conducted and contact was made with the driver, Ms. Kristen Johnson, W/F,
1/14/70. Dep. Habart immediately detected the odor of cannabis emitting from
the vehicle, and Ms. Johnson showed obvious signs of impairment. A probable
cause search of the vehicle yielded 8Suboxone patches inside of Ms. Johnson's
purse. Ms. Johnson admitted ownership of the Suboxone, and also admitted
she did not have a prescription for the medication. Dep. Habart then attempted
to conduct a DUI investigation, but Ms. Johnson refused to cooperate. Ms.
Johnson was placed under arrest, at which time she tensed her arms and
attempted to pull away. Control maneuvers were utilized and Ms. Johnson was
secured. Ms. Johnson refused to submit to a urine test. She was transported to

into a fence. Dep. Hannon initiated an investigation and requested both
females exit the vehicle. Ms. Geiger began arguing with Dep. Hannon and
refused to exit the vehicle. After multiple commands to exit, Ms. Geiger still
refused. Dep. Hannon attempted to take Ms. Geiger into custody. Ms. Geiger
tensed her arms and actively resisted by pulling away from Dep. Hannon. Ms.

Investigation revealed the Jeep is the property of the males’ roommate. The

criminal mischief and a vehicle burglary. Deputies made contact with the
victim, who advised that their vehicle was entered and damaged between the
hours of 2200 hours on 02/24/2017 and 1000 hours on this date. The victim
advised the driver’s side door handle had been broken off, a cell phone had
been damaged, and approximately $160 cash had been stolen. The victim
wished a report on file but did not want deputies to attempt to obtain latent

Dep. Hannon located a small clear plastic bag filled with a white powdery

for heroin. Post Miranda, Mr. Mullen stated the white powder is heroin, and

Deputy Stewart observed a dark colored vehicle drive slowly into the parking
lot of the above location, and park next to the open construction site to the
north of this business. A W/F passenger exited the vehicle and walked over to
the driver’s side. Upon seeing this deputy, the female returned back to the front
passenger side and got back into vehicle. Contact was made with the W/M
driver, Brent Slusher (Arrestee-1), who advised he was switching seats with
his friend as he had too much to drink and did not want to drive. Brent Slusher
displayed signs of intoxication. A D.U.I. investigation was conducted, and
Brent Slusher was arrested for D.U.I., and he acquiesced to a breath test. While
at the jail, Brent Slusher decided he wanted to speak to an attorney before
submitting to the breath, and Implied Consent was read. He refused to submit
to a breath test. While being searched by a jail deputy, a green pill was located
in his left front pocket and ultimately checked and determined to be
Alprazolam. Brent Slusher was charged with Introduction of Contraband into

Deputies responded to a call of a vehicle driving at a high rate of speed up and

Ocean Rescue. It was determined that the lifeguard shack was broken into at
Cherie Down Park and unknown suspects stole the ATV from the lifeguard

responded to the area and located the vehicle at it was pulling into 7-Eleven,
3177 N. Atlantic Ave., Cocoa Beach. A felony traffic stop was conducted and
the vehicle occupants were removed from the vehicle and secured. The
occupants of the vehicle were identified as Mr. Blake A. Woodward, W/M,
7/27/92, Mr. Brett C. McCoy, W/M, 10/22/88, Mr. Bryan A. Teger, W/M,
4/19/84, and a female passenger. Post-Miranda interviews were conducted and
Mr. Woodward admitted to being party to stealing the vehicle, along with Mr.
McCoy. Mr. Woodward was subsequently arrested for Grand Theft Auto,

Bryan A. Teger, W/M, 4/19/1984
Mr. Bryan A. Teger, W/M, 4/19/84, was a back seat passenger in the stolen
vehicle (CR #17-073433). A FCIC/NCIC check of Mr. Teger revealed he is
currently on felony probation reference possession of cocaine. Mr. Teger has
a special condition of "no drugs or alcohol." Mr. Teger exhibited signs of being
under the influence of drugs. During a Post-Miranda interview, Mr. Teger
admitted to crushing and snorting oxycodone earlier in the evening. Mr. Teger
agreed to submit to a urine test. A presumptive urine testing cup was utilized,
which revealed Mr. Teger had methamphetamine, opioids, and THC in his

system. Mr. Teger was arrested and transported to jail without incident.,

Disturbance
Resisting an Officer w/Violence, Trespass after Warning, Disorderly Intox
7700 N. Atlantic Ave., Cape Canaveral
Vance L. Carlin, W/M, 4/9/1961
Deputies responded to the Circle K, 7700 N. Atlantic Ave., in reference to an
intoxicated male causing a disturbance and refusing to leave the property.
Upon arrival, Dep. Habart and Dep. Hannon came in contact with Mr. Vance
L. Carlin, W/M, 4/9/61, who exhibited obvious signs of intoxication.
Investigation revealed Mr. Carlin was screaming loudly, banging on the doors
of the business, knocking over shelves inside of the business, and yelling at
customers entering and exiting the store. Mr. Carlin was told by the clerk
several times to leave the property, but he refused. Dep. Habart and Dep.
Hannon attempted to take Mr. Carlin into custody and he actively resisted their
efforts by tensing his body and pulling away. Dep. Habart utilized control
tactics and escorted Mr. Carlin to the ground. Mr. Carlin continued to resist
Dep. Habart and Dep. Hannon by swinging his arms around when he was on
the ground, nearly striking the deputies before he was secured. During the
struggle, Dep. Habart sustained a scrape to his left palm/thumb area, and Mr.
Carlin sustained a scrape to his forehead, causing him to bleed. BCFR
responded and treated both on scene. First Report of Injury and Exposure
Control forms were completed. Mr. Carlin agreed to a blood draw, which was
later completed by the jail nurse. Cpl. Ricchuito (CCP Exposure Control
Officer) was notified. Mr. Carlin was arrested for Trespass after Warning,
Disorderly Intoxication, and Resisting an Officer with Violence. Mr. Carlin
